Abstract

This research discusses the Performance Evaluation of Implementation of Institutional Accounting System (SAI) Policies with Approach Technology Acceptance Model (TAM) at the South Sumatra Regional Police. The aim of this research is: to evaluate the performance of the implementation of agency accounting system (SAI) policies using the approach Technology Acceptance Model (TAM) at the South Sumatra Regional Police. factors that support and inhibit the Implementation of the Agency Accounting System (SAI) Policy in the South Sumatra Regional Police as well as the optimal model of Implementation of the Agency Accounting System (SAI) Policy for the South Sumatra Regional Police. The research method uses qualitative research with data collection techniques indepth interview, observation, and documentation to analyze the Performance Evaluation of Implementation of Agency Accounting System (SAI) Policies with Approach Technology Acceptance Model (TAM) at the South Sumatra Regional Police.The research results show an evaluation of the performance of implementing agency accounting system (SAI) policies using the approach Technology Acceptance Model (TAM) at the South Sumatra Regional Police is quite good. However, there are still problems. Policy content includes: Policy Complexity, Unclear Goals and Targets, Incompatibility with Organizational Needs, Difficulty in Technical Understanding, Non-conformity with Regulations and Standards, and Unclear Implementation Procedures. Obstacles in the implementation context include: limited resources, system integration difficulties, changes in organizational culture, lack of skills and knowledge, information security issues, regulatory compliance, and difficulties in determining clear success criteria and measuring the impact of SAI implementation can be a challenge. Without proper measurement, it is difficult to evaluate whether implementation has achieved organizational goals Keywords: Policy Implementation, Agency Accounting System (SAI), Technology Acceptance Model (TAM)

Abstract

Community engagement plays a crucial role in effective disaster management at the local level. As a representative voice of the citizens, civil society has worked alongside the government to broaden service delivery and act as collaborators in developing programs tailored to the community's needs. This study examines the engagement of Civil Society Organizations (CSOs) in the local disaster risk reduction management council (LDRRMC) of Bukidnon Province, Northern Mindanao, Philippines. Employing a descriptive-quantitative approach, the research evaluates CSOs' involvement in the functional areas of planning, budgeting, implementation monitoring, and evaluation, utilizing a structured survey among CSOs and local government units (LGUs). The results indicated that the CSOs were most engaged in the planning stage while least engaged in the monitoring and evaluation. The findings highlight the need for clear guidelines and capacity development to enhance CSO engagement. Global practices from countries like Japan, South Korea, and India underscore the importance of participatory and network governance to strengthen collaboration. This study contributes to the growing body of literature on CSO participation in disaster governance.

Abstract

This research focuses on environmental sustainability which is an important aspect to maintain in sustainable development. The conversion of green land into coffee shops in Batu City has an impact on the local economy, while it hurts environmental sustainability. This research aims to analyze how the policy of the government in the Batu City area is more leaning towards the issue economy or sustainability environment life. This research used a qualitative with approach case studies. Data collection was obtained from two types of data, primary through observations and interviews as well as secondary data through documentation. The study found that there is no local government policy that specifically addresses the conversion of green land into coffee shops, which has a significant negative impact on the environment. Therefore, there needs to be government attention to the environment (environmental governance) through the formulation of environmental policies, mechanisms to support green land investment, and commitment and cooperation of stakeholders to oversee environmental sustainability. Therefore, sustainable development that integrates economic and environmental interests which is required. The conclusion is that no local government policy is in place to deal with the conversion of green land to the coffee shop industry and that the local government policy in Batu City tends to focus on economic issues rather than environmental sustainability.

Abstract

The Smart Indonesia Card for College (KIP-Kuliah) is a government program designed to promote educational equity by providing financial assistance to economically disadvantaged students pursuing higher education. This study examines the implementation of KIP-Kuliah at Nahdlatul Ulama University Sidoarjo (UNUSIDA) and Maarif Hasyim Latif University (UMAHA), focusing on policy communication, resource availability, administrative structure, and implementation challenges. Using a qualitative descriptive approach and George Edward III's policy implementation model, this research finds that KIP-Kuliah has successfully supported underprivileged students by reducing financial barriers. However, several challenges remain, including limited communication between funding institutions and universities regarding quotas and disbursement procedures, a lack of budget for program socialization, and inefficiencies in the verification and selection process, which are still being conducted manually. Despite these obstacles, the program benefits from strong parental support, adequate campus resources, and effective coordination between KIP-Kuliah administrators and financial offices. The study concludes that while KIP-Kuliah effectively enhances educational access, improving communication channels, increasing socialization efforts, and implementing an expert system for scholarship selection are necessary to optimize program execution

Abstract

The purpose of this study is to determine the role of the Krebet village government in making Krebet village a zero stunting village in Ponorogo Regency. This type of research uses qualitative methods woth data collection technique of interviews, observation, and documentation. The key informants in this study were the village head, health cadres, and community leaders. The results of this study show that. the Krebet village governments carries out its role by conducting educational socialization, nutrional intervention, increasing access to clean water and sanitation, empowering the family economy, and collaboration with various parties. Krebet village has shown full commitment to reducing stunting rates. Various programs, ranging from counseling, coachong, and socialization, have been implemented. However, the village government realizes that these efforts are not enaough if they only rel yon the budget. The conclusion that can be drawn from the research conducted is that is its implementation, the zero stunting designation was not balanced with role of the actors, so the Krebet village government still has dificulties in making the vallage a zero stunting village. The village government needs active participation from all parties in an effort to solve the stunting problem.

Abstract

This study examines whether the merit system effectively protects State Civil Apparatus (ASN) from authority abuse by regional heads following local elections in Indonesia. Through normative legal research employing conceptual and statutory approaches, the study critically analyzes the implementation gap between merit system regulations and post-election personnel practices. Document analysis of relevant legislation, administrative court decisions, and semi-structured interviews with KASN members and affected civil servants reveal three key findings. First, the institutional design placing regional heads as both political officials and Civil Service Development Officers creates inherent conflicts of interest that systematically undermine merit principles. Second, oversight mechanisms lack enforcement authority, with KASN recommendations frequently ignored without consequences. Third, post-electoral political dynamics drive personnel decisions based primarily on political loyalty rather than competence, manifesting in systematic bureaucratic reshuffles that disrupt institutional continuity. The research concludes that despite comprehensive legal frameworks, Indonesia's merit system fails to protect civil servants from political interference due to weak enforcement mechanisms and conflicting institutional roles. These findings suggest that structural reforms separating political and administrative functions in civil service management and strengthening oversight institutions with meaningful sanctioning powers are essential for establishing a truly merit-based bureaucracy in Indonesia's decentralized governance system.

Abstract

Customary land registration remains a challenge in Indonesia’s agrarian policy. This study aims to analyze the implementation of the customary land registration policy in Desa Adat Bangah, Tabanan Regency, using the policy implementation framework. The research employs a descriptive qualitative approach through a literature review and policy document analysis. The findings indicate that the implementation of this policy is influenced by a combination of top-down and bottom-up factors, including policy standards, resource allocation, inter-organizational communication, the characteristics of implementing agencies, and the active participation of krama desa/customary law community (MHA). The successful registration of customary land in Desa Adat Bangah, marked by the issuance of four electronic certificates of management rights, demonstrates that Ministerial Regulation No. 14/2024 offers a solution to the challenges of customary land administration. However, this study also finds that the direct economic benefits for MHA require further examination. It recommends strengthening cross-sectoral coordination, enhancing the capacity of policy implementers, and refining regulations to ensure the sustainability and effectiveness of customary land registration policies in Indonesia.

Abstract

This article reveals the experiences in Philippines, Ecuador, and West Papua-Indonesia, as well as the key contexts in East Java-Indonesia. The aim is to show that the management of a collective protected zone (CPZ) which is more appropriate in stakeholders’ partnership, sharing roles and responsibilities, and having a management framework for conservation for ecological, economic, social, and cultural purposes. It is in line with the dynamics of post-reform decentralization of marine resource management. This article discusses the decentralization policy toward partnerships between the village government and fisherman groups in managing CPZ Bangsring waters in Banyuwangi. This study uses a qualitative descriptive approach with data collection techniques through observation, in-depth interviews, documentation, and focus group discussion. The analysis reveals that the decentralization policy towards partnerships for the management of CPZ waters has succeeded in building partnership capacity to address collective action problems through the development of incentive structures and social capital. To develop community participation in ZPB, five initiatives are recommended (1) accommodating local cultural values (2) involving community groups and local institutions (3) using conservation areas according to the standards (3) government policies that ensure the sustainability of ZPB waters to be more collaborative and innovative.

Abstract

The aims of this study are to analyze the management of Trans Patriot urban service financing in Bekasi City from 2018 to 2022. Using Olander’s Public Finance Management (PFM) theory, the research focuses on six dimensions: strategic planning, budget preparation, budget execution, accounting and monitoring, reporting and audit, and policy review. A post-positivist approach is employed, with data collected through in-depth interviews with six informants and a literature study, followed by qualitative data analysis. The results indicate several issues: uncertainty in budget execution, a heavy reliance on subsidies and capital participation, and a lack of transparency in financial reporting and auditing. Specifically, problems with policy communication among stakeholders and non-compliance with Government Regulation No. 12 of 2019 and Minister of Home Affairs Regulation No. 77 of 2020 were identified. The study concludes that the Bekasi City Government needs to resolve policy uncertainty, diversify funding sources, and enhance transparency and accountability through comprehensive audits and reporting mechanisms like LKPD and LK BUMD. Regular policy evaluations of Trans Patriot's financial management are also recommended. Despite limitations in data sources, the research underscores the urgency for better financial governance to ensure the sustainability of public transportation services in Bekasi.

Abstract

This study aims to analyze the development of integrated service innovation through the myITS Services platform at the Integrated Service Center (ISC) of Institut Teknologi Sepuluh Nopember (ITS) in an effort to enhance the effectiveness and efficiency of public services in the academic environment. Using a qualitative descriptive approach, data were collected through document analysis, interviews, and observations. The findings were systematically analyzed using SWOT, IFAS, and EFAS matrices to map strategic positions and improvement priorities. The results show that the integration of myITS Services, supported by leadership commitment and an innovation-driven organizational culture, has significantly improved service quality and customer satisfaction at ITS. Internal strengths include advanced information technology utilization and strong cross-unit collaboration, while structural weaknesses persist, such as limited human resource capacity and data ownership egocentrism among units. External challenges involve regulatory changes and the need for robust data security management. This study concludes that digital service innovation, when supported by integrated governance and collaborative participation, is both feasible and impactful in the higher education sector. However, the research is limited to a single institution and qualitative scope, suggesting future studies adopt a comparative and quantitative approach to measure efficiency, cost savings, and user satisfaction, as well as explore opportunities for artificial intelligence-based service automation.
