Abstract

The Indonesian government, through the Ministry of Villages, has made innovative efforts in the form of the village SDGs program, where this program develops local potential at the village level. This article aims to describe a case study on an innovative program in building facilities in the Pohjejer village, East Jawa, Indonesia, through the village SDGs program. This research uses a qualitative approach, specifically adopting a case study methodology, allowing researchers to delve into the specific context and explore the complexity of the phenomenon being researched. Data collection for this research involved interviews and secondary data. Specifically, interviews will be conducted with key informants from the SDGs working group and the Pohjejer village government. The research results show that the Ministry has initiated an SDGs localization program by implementing various development projects involving village teams. However, the community has not yet felt the specific results of this program in real terms. The Ministry needs to address the need for a more visible impact from these initiatives. The synergy between local and national initiatives highlights the importance of coordinated efforts to ensure meaningful and real localized implications of the SDGs for society.

Abstract

The Government is entrusted with two fundamental tasks: crafting superior public policies and delivering public services of the utmost quality. The hallmark of a successful President lies in their ability to ensure that public services rendered under their administration are of impeccable quality. This study, spanning the years 2014 to 2016, employed a quasi-qualitative methodology. The findings revealed that public services during the Jokowi era did not meet the anticipated standards of quality. Consequently, this research proposes five strategic priorities for the future. First and foremost, it is imperative not merely to concentrate on public service provision but to spearhead a concerted effort towards establishing a pervasive culture of high-quality public services. Secondly, there is a pressing need to refine existing policies related to the development of public services, including assessment methodologies. Current policies are reflective of the developmental paradigm typical of emerging nations, characterized by a mindset prevalent in developing countries, particularly in Indonesia. Thirdly, there is a crucial need to elevate performance criteria from mere basic indicators to intermediate metrics that offer substantial value addition. Moreover, striving towards an 'advanced' level of service provision, one that is innovative and creates inherent value, is paramount. Fourthly, it is essential for the bureaucracy to shift its focus from mere reporting of service outcomes to a heightened emphasis on the functional aspects of service delivery. Lastly, fostering a collective public consciousness is pivotal. Public services ought to be perceived as a benevolent endowment from the Government to its citizens, surpassing the realm of rights and duties. This awareness is foundational to nurturing a society where public services are not just a transactional obligation but a cherished privilege bestowed upon the populace by the Government.

Abstract

This study examines the implementation of the Malang City Government's cooperation with USAID in the IUWASH Tangguh program in the framework of paradiplomacy. This study uses a qualitative research method. Data were obtained from the actors involved and policy documents. Data collection techniques were carried out through interviews, observations, and review of policy documents. The findings of this study indicate that the paradiplomacy strategy in improving water security is quite positive, referring to increasing public access to drinking water in Malang City. Previously determined roles and tasks bound the cooperation within the USAID IUWASH Tangguh program. Cooperation is not carried out in the form of material assistance but in the form of improving the quality of Human Resources of the actors involved in clean water security. This paradiplomacy strategy aligns with and supports the Indonesian Government's plan to accelerate the achievement of the 100% Access to Safe Drinking Water target by 2026.

Abstract

This research aimed to predict the regional tax potential of Malang City for the period of 2022 to 2026 by using the time series method with a focus on hotel, restaurant, entertainment, and parking taxes. The results showed that these taxes tended to increase annually except for entertainment, suggesting a downward trend. Furthermore, a comparison between potential tax predictions and the realization showed that predictions using the time series method produced figures lower than the actual realization. This discovery was influenced by the post-COVID-19 economic recovery in 2022. The research further showed that the time series method was more suitable for projecting a period of stable economy to produce more accurate projections.

Abstract

Elderly people are those who have reached the age of sixty years and above. Based on data from the Central Statistics Agency (BPS) in 2021, the number of elderly in Indonesia is 29.3 million, which makes up to 10.82 percent of the total population. This number will continue to increase, leading to one of the world's most emerging problems, namely aging society. The issue of elderly people is an issue that must be paid attention to. Facts show that many elderly still have to work to meet their living needs. The increasing need for formal elder care provisions puts intensive pressure on providing elderly services and paying attention to social protection systems and service delivery in government-owned nursing homes. This research presents and develops what policy instruments are used in effective nursing home management in East Java. Using qualitative observation and in-depth interviews, this research aims to determine what instruments the Provincial Government uses to manage nursing homes in East Java and what policy instruments can be developed to effectively manage nursing homes in East Java, Indonesia. This research finds that the sort of policy instruments employed by the Government to manage nursing homes effectively encompass family and community, voluntary organization, regulations, information and appeal, and subsidies—next is the development of policy instruments that should be carried out in a public enterprise.
