Abstract

This study explores how cognitive factors influence strategy formulation and implementation within a public sector organization. Using a qualitative approach, comprising in-depth interviews, exploratory questionnaires, and documentation analysis, it was found that strategic decisions are not solely based on rational, data-driven analysis but are deeply shaped by cognitive frames, mental maps, and the subjective interpretations of leaders. Variations in strategic intent, perception of risks and opportunities, and resistance to change often stem from individual cognition rather than structural constraints. These findings highlight the important role of mental models and strategic intuition in shaping policy direction and suggest that aligning cognitive understandings across units is essential for coherent strategy execution. The study offers both theoretical insights and practical recommendations for improving strategic alignment through cognitive tools and organizational learning.

Abstract

This study examines the influence of education level, financial literacy, and financial planning on financial management practices among micro, small, and medium enterprises (MSMEs) in Fena Fafan District, South Buru Regency. Using a quantitative approach, data were collected from 31 MSME operators and analyzed using multiple linear regression. The findings reveal that education level and financial literacy do not significantly affect financial management, while financial planning has a strong and positive influence. These results underscore the importance of practical financial behavior over formal education or theoretical knowledge, particularly in geographically isolated and underserved regions. The demographic profile of the respondents, dominated by limited formal education and micro-scale operations, further emphasizes the relevance of applied planning habits. This study contributes to the growing body of research on rural entrepreneurship and highlights the need for context-sensitive financial development programs that prioritize behavior-based interventions over conventional literacy models.

Abstract

This study proposes an integrated pre-research framework using the Analytic Hierarchy Process AHP and Causal Loop Diagrams CLD to model strategic ESG-based competencies within the context of Islamic banking, grounded in the Resource-Based View RBV. As ESG considerations increasingly become critical to organizational performance and competitive advantage, especially for value-driven institutions such as Islamic banks, early-stage modeling is essential for identifying key resources and dynamic interactions. AHP is employed to prioritize critical competencies such as crisis response, ESG integration, and innovation based on expert judgment, while CLD is used to visualize feedback structures linking these competencies to sustainable competitive advantage and strategic business performance. The findings demonstrate how AHP and CLD can complement each other in refining theoretical frameworks by combining quantitative prioritization with qualitative system dynamics. This hybrid approach not only enhances conceptual clarity and model robustness but also serves as a diagnostic foundation before empirical validation. The framework offers significant implications for strategic planning in ESG-sensitive industries, contributing methodologically to RBV applications and practically to ESG adoption in Islamic banking.

Abstract

Information security is a critical aspect of protecting an organization's essential assets, including data centers that store and process sensitive information. The XYZ Agency, responsible for managing public finances, places a high priority on maintaining data confidentiality, integrity, and availability. Therefore, improving information security needs to be done through a risk assessment of assets located in the XYZ Agency Data Center. This research aims to evaluate information security risks at the XYZ Agency Data Center using the ISO 27005:2018 and NIST SP 800-30 frameworks. The assessment was performed through qualitative analysis involving interviews, internal document review, and observation. The findings revealed 111 identified risks, categorized as 48 very low risks, 50 low risks, 9 medium risks, and 4 high risks. Among these, 13 risks 4 high risks and 9 medium risks require mitigation. Mitigation efforts should prioritize seven data center assets with medium and high risks, namely application server assets, database servers, virtual host servers, agency service applications, agency service data, virtual server staffing applications, and staffing applications.

Abstract

In 2023, the percentage of poverty in the Province of Sumatra increased from the previous year to 5.95%, which reflects the unequal distribution of economic growth and access to basic services in this area. This study aims to analyze the simultaneous effect of economic growth, education, and unemployment rates on poverty in 19 districts/cities in West Sumatra during the period 2014–2023. The method used is a quantitative approach with the Panel Vector Error Correction Model (PVECM) which allows the identification of short-term and long-term relationships between variables. The results of the study show that in the long term education has a negative and significant effect on poverty, meaning that improving the quality of education can reduce poverty levels, while economic growth has a positive and significant effect on poverty in West Sumatra, and unemployment in the long term does not have a significant effect on poverty. In the short term, the education and unemployment variables do not have a significant effect on poverty, while economic growth in lag 1 has a negative and significant effect on poverty and a positive effect on poverty in lag 2.

Abstract

Bank profitability remains a research topic without a common consensus. This study aims to identify and examine the factors that affect bank profitability. The subject of this research is banks classified as BUKU IV. Five commercial banks classified under BUKU IV were selected as the sample, with monthly observations from 2017 to 2019. The research hypotheses were tested by using panel data regression analysis with fixed effect. The results of the indicate that cost efficiency, interest rates, and exchange rates affect profitability; while credit risk, liquidity risk, capital strength, and inflation have no statistical effect.

Abstract

This study aims to analyze the critical success factors of Public-Private Partnership projects in the provision of Public Street Lighting infrastructure through a comparative case study in Dharmasraya and Sijunjung Regencies, West Sumatra Province. The research method employed is causal-comparative with a quantitative approach, utilizing questionnaires, interviews, and documentation involving stakeholders in the PPP projects. Data analysis was conducted using a paired t-test to examine differences in perceptions between the two regencies across 18 success factor variables. The results show that Dharmasraya Regency demonstrated a higher level of success in implementing the PPP PJU project compared to Sijunjung, particularly in aspects such as government commitment, political support, accountability, delegation of authority, and public support. Meanwhile, several factors such as lighting efficiency, clarity of cooperation agreements, and project feasibility did not show significant differences between the regions. These findings highlight the importance of institutional, social, and political support in ensuring the success of PPP projects at the local level. The study recommends enhancing the capacity of PPP project teams and strengthening budgetary commitments in each region as strategic steps to improve the effectiveness of similar future projects.

Abstract

This study investigates the factors influencing the adoption of e-wallets in Timor-Leste using an extended Unified Theory of Acceptance and Use of Technology framework. Incorporating context-specific variables digital literacy, trust, inertia, merchant availability, and socialization and campaign the research employs a quantitative approach with data collected from 338 respondents through structured questionnaires. Analysis using Partial Least Squares Structural Equation Modeling reveals that four variables performance expectancy (β = 0.325), digital literacy (β = 0.161), socialization and campaign (β = 0.117), and trust (β = 0.321) significantly influence intention to use e-wallets. Trust emerged as the most influential factor, underscoring the need for secure, transparent systems to encourage adoption. Surprisingly, effort expectancy, social influence, digital infrastructure, merchant availability, and inertia were found to be non-significant. The model explains 77.1% of the variance in intention to use, with a high predictive relevance (Q² = 0.753). These findings suggest that user adoption in low-infrastructure contexts depends more on perceived trust and technological competence than on ease of use or peer influence. The results provide strategic insights for policymakers, service providers, and development actors aiming to promote financial inclusion through digital services in emerging economies like Timor-Leste.

Abstract

The advancement of digital technology has generated a demand for applications that assist the public in ensuring the halal status of food products, particularly in distinguishing between beef and pork. This study aims to develop an Android-based application for detecting beef and pork using Deep Learning methods with the EfficientNet-B6 architecture, employing the eXtreme Programming software development approach. The image classification model utilizes a Convolutional Neural Network architecture integrated into a Python-based server, while the user interface is developed with Java in Android Studio. System testing was conducted using black-box methods on several Android devices, with varying room conditions and meat types. The results show that the application can classify meat with an accuracy of 66.7%, considering room conditions such as light and dark environments, and meat types including fatty and non-fatty. This application provides fast response times and a user-friendly interface. This application is expected to enable users to independently and efficiently verify the halal status of meat, thereby supporting the needs of Muslim consumers in the digital era.

Abstract

Zaafer is a company specializing in slim-fit men’s Muslim attire, operating an official e-commerce site at www.zaaferindonesia.id. After interviewing ten users who had previously shopped on the Zaafer website, we found that they did not receive real-time notifications and felt more comfortable shopping via an Android app rather than through the website. This insight motivated the design of a mobile-based Zaafer application to enhance the user experience. The relationship between user interface interactions and UX is a critical factor in application design. This study aims to design the UI/UX of the Zaafer mobile application using the Design Thinking methodology, which comprises five stages: empathize, define, ideate, prototype, and testing. Prototype testing of the Zaafer mobile app using the Single Ease Question method yielded a score of 6.33 out of 7, indicating a good rating. Based on these results, we conclude that the UI/UX design of the Zaafer mobile application is well accepted by users.
