Abstract

This study analyzes the effectiveness of the governance of higher education institutions with Public Service Agency (BLU) and Work Unit (SATKER) status using the CIPPO (Context–Input–Process–Product–Outcome) evaluation model. The study locations include UNHAS, UNM, and UINAM as BLU PTNs, and UNG and POLIMDO as SATKER PTNs. The study used a mixed-method approach through document analysis, a survey of 150 respondents, and interviews with eight key informants. The results show that BLU universities excel in Input, Process, Product, and Outcome aspects due to the flexibility of PNBP management, accelerated decision-making, and higher innovation capabilities. In contrast, SATKER universities have the strength of regulatory stability, but are less adaptive in responding to changes in the higher education environment. These findings support the theories of Adaptive Governance, Agile University, and Dynamic Capability, which indicate that governance flexibility is a key factor in increasing the competitiveness of higher education institutions in the era of digital transformation. The study recommends the need for bureaucratic reform and increased flexibility for SATKER universities to improve their performance and competitiveness

Abstract

This study examines various forms of expressive speech in President Prabowo Subianto's speech at the 80th United Nations General Assembly (UNGA) held in New York on September 23, 2025. The speech is significant because it was President Prabowo's first official address to an international forum and contained global issues such as support for the UN, the humanitarian situation, and calls for justice for Palestine. The study used a pragmatic approach with Searle's speech act theory, specifically the category of expressive speech acts. The research data consisted of direct quotations from the speech that reflected the speaker's attitude, emotions, and communicative position. The results of the analysis showed that this speech contained nine categories of expressive speech acts, namely expressions of respect, gratitude, empathy and concern, pride, hope, moral commitment, moral criticism, moral appeal, and humility. Expressions of respect and empathy were most dominant, in line with the diplomatic context that demands respect for the global audience and sensitivity to humanitarian issues, particularly those related to Palestine. Meanwhile, expressions of hope, exhortation, and commitment demonstrate President Prabowo's efforts to emphasize Indonesia's role as a country that is ready to support peacekeepers, strengthen food security, and contribute to addressing climate change. These findings show that expressive speech in state addresses is not merely a conveyor of emotion, but also a means of building Indonesia's political and diplomatic image in the international arena. This research is expected to enrich pragmatic studies, especially in the analysis of political discourse and diplomatic communication of state figures.

Abstract

This study investigates the ways of English teachers performing verbal and nonverbal immediacy behaviors to boost the students’ learning motivation in EFL classroom context. Using a descriptive qualitative design, data were collected through nonparticipant classroom observations of two English teachers at SMAN 22 Makassar. An observation checklist and field notes were used to identify patterns of verbal and nonverbal immediacy based on established immediacy frameworks. The findings show that teachers actively used various verbal behaviors, namely inviting students to speak, providing positive feedback, addressing students by name, using humor, showing concern, employing inclusive pronouns, and engaging in self-disclosure. Nonverbal behaviors such as physical proximity, supportive gestures, eye contact, facial expressions, teacher movement, and vocal variety were also consistently demonstrated. These behaviors were strategically applied to build rapport, sustain attention, and create a supportive classroom atmosphere. Overall, the study highlights that verbal and nonverbal immediacy play a crucial role in fostering students’ motivation in the Indonesian EFL context and underscores the importance of teachers being intentional and culturally sensitive in applying immediacy strategies.

The data analysis technique was conducted in three phases: data reduction, data display, and drawing conclusions. The results of this study showed the teacher demonstrated a comprehensive understanding of differentiated learning, emphasizing the importance of adapting instruction based on students’ readiness, interests, and learning profiles. In addition, the implementation was significantly constrained by various challenges. These included limited access to technological tools, a lack of authentic learning materials, time constraints in managing diverse student needs, and difficulties in maintaining equitable student engagement. Most notably, the geographical isolation contributed to a lack of ongoing professional development, which further hindered the teacher’ capacity to innovate and adapt instruction. The results suggest that teacher perception plays a crucial role in shaping effective differentiated instruction, especially in remote and under-resourced settings.

Abstract

Special education in Indonesia is implemented through two main models: Special Schools (SLB) as exclusive education and inclusive schools as integrative education. This study uses the CIPPO (Context, Input, Process, Product, Outcome) approach to analyze special education policies in Indonesia and compare the effectiveness of the two models. The study results indicate that special education policies in Indonesia still have several weaknesses in terms of regulatory context, human resource input, implementation processes, curriculum products, and educational outcomes. Special Needs Schools offer a specific and intensive approach for children with special needs, while inclusive schools provide opportunities for broader social integration. Both models have their own strengths and challenges, requiring comprehensive policy strengthening, teacher capacity building, adequate infrastructure, and collaboration between the government, schools, and communities to ensure educational equality for all children with special needs.

Abstract

The persistent inequality in educational services remains a fundamental issue that hinders the achievement of equitable education in Indonesia, particularly for vulnerable groups living in remote, disadvantaged, and impoverished areas. This condition necessitates the emergence of alternative educational approaches capable of reaching populations whose educational rights have not been adequately fulfilled through formal pathways. This study aims to conduct an in-depth exploration of the role of the Sekolah Rakyat (People’s School) Program as a form of community-based education initiated by civil society organizations in expanding learning access, increasing educational participation, and strengthening the sustainability of learning at the grassroots level. A qualitative approach with a multi-site design was employed, involving three Sekolah Rakyat located in West Java, Central Java, and South Sulawesi. Data were collected through in-depth interviews with facilitators, volunteers, learners, and community leaders, as well as through participatory observation and document analysis. The data were analyzed thematically through processes of reduction, categorization, and interpretation. The findings reveal that Sekolah Rakyat provides a more flexible and contextually relevant learning model aligned with the socio-economic conditions of local communities. The program offers alternative educational opportunities for school dropouts, child laborers, and adult learners who are unable to participate in formal education. Beyond expanding access, Sekolah Rakyat functions as a medium for community empowerment through active community involvement, multi-stakeholder collaboration, and continuous support from volunteer educators
