Abstract

This research was made to determine the effect of defense management on national interests using the mixed methods approach. Qualitative data are analyzed using NVivo 12, while quantitative data uses SEM-PLS 4 software to obtain robust and reliable findings. The results showed that defense management reengineering had a significant effect on the realization of national interests in overcoming separatists in Papua. Cronbach’s alpha and composite reliability values ​​that show high internal consistency. Average Variance Extracted (AVE) of more than 0.50, confirming the convergence of good indicators. The evaluation of the structural model shows a significant relationship between the engineering management of defense and national interests (the path coefficient = 0.661, p-value = 0.000), with an R-square value of 0.437, which shows moderate influence. NVivo 12 analysis reveals a major factor in strengthening national interests, including logistical readiness, interoperability between units, and local communities in handling separatism. However, there are limitations such as budget constraints, multidimensional threat complexity, and lack of cross-sector coordination that hamper optimal implementation. Importance-Performance Map Analysis (IPMA) shows that although engineering management of defense has a significant effect on national interests, its performance still needs to be improved. This study contributes originality by integrating SEM-PLS and NVivo to provide a holistic perspective and emphasize the need for more adaptive defense reengineering management to increase the effectiveness of defense strategies in dealing with separatist threats.

Abstract

Acts of gender-based violence and femicide (GBVF) are among the most common forms of violence in Higher Education Institutions (HEIs) in South Africa and are estimated to affect the lives, health and wellbeing of many people. The scourge of GBVF has in numerous studies and statistics shown to be on the rise. This paper has been conducted to assess the impact of GBVF attacks. A comprehensive search was undertaken for GBVF in HEIs research conducted and published between 2013 and 2023. Literature indexes in various databases were searched. Search terms were GBVF, health, healthcare, and higher education. The meta-analysis approach was used to conduct the methodological review. A sample of 38 research articles and 5 reports that met the inclusion criteria were analysed. A systematic iterative method was employed to extract and reduce the data to draw conclusions. The findings highlighted that GBVF attacks do not affect a person physically only, but they also affect a person’s emotions and health. Becoming aware of factors contributing to access to access to health care services and strategies to address challenges can minimise the occurrence of GBVF in HEIs. Contribution: understanding the impact of GBVF attacks can reduce such attacks.

Abstract

This research provides the public service performance of the Bandung City Population and Civil Registration Service (Disdukcapil) in 2022 using the Balanced Scorecard (BSC) approach which includes four perspectives: financial, customer, internal processes, and learning and development. The analysis results show that budget efficiency reached 93.87%, reflecting good management although slightly below the target. The Community Satisfaction Index (IKM) of 91.09% is in the very good category, indicating high community satisfaction with the services provided. From an internal process perspective, performance achievement exceeded the target with a value of 100.97%, however there was a decrease in performance development of 1.65% compared to the previous year. Optimizing resources, innovation services, and increasing process efficiency are important focuses in strengthening integrity that is oriented towards community needs.

Abstract

This study aims to evaluate the socialization and voter education policy in Palu City by referring to the case of the Palu City regional head election held in 2020. The method used in this study is qualitative with a case study approach. Qualitative research is research where a researcher is placed as a key instrument in a study, data collection is carried out by combining and analyzing data that is inductive. While a case study is a form of in-depth research on an aspect of the social environment including the humans in it. The results of this study show that the Decision of the Palu City General Election Commission Number: 98A / PP.06.2-KPT / 7271 / KPU-KOT / X / 2019 which is the basis for conducting socialization and voter education in the 2020 regional elections has not been running well, which can be seen from the six aspects of policy evaluation, none of which are as expected. The main cause of all aspects of policy evaluation not being met was due to Covid-19, the apathy shown by the community, the mayoral and deputy mayoral candidates who partly did not conduct socialization and voter education, as well as budget and HR problems from parties involved in the 2020 regional elections. This needs to be anticipated by the Palu City KPU in the upcoming regional elections, so that these problems do not happen again in the future and also to increase community participation in exercising their voting rights.

Abstract

This study aims to analyze the enactment of the 2023 Regional Revenue and Expenditure Budget (APBD) in Indramayu Regency without mutual agreement between the Regent and the DPRD, using the principles of Good Governance as the main analytical framework. The research adopts a descriptive qualitative approach with a normative analysis of statutory regulations and official government documents. The findings reveal that although the enactment of the APBD through a Regent Regulation is legally justified under Article 313 of Law No. 23 of 2014 and its derivatives, the practice reflects institutional dysfunction, centralization of executive authority, and violations of the principles of participation, transparency, and accountability. The absence of administrative sanctions from the provincial government also indicates weak enforcement of the rule of law and insufficient vertical oversight. This study recommends strengthening collaboration between the executive and legislative bodies, ensuring alignment with agreed fiscal planning documents, enforcing sanctions where appropriate, and reforming oversight systems to ensure that local financial governance adheres to democratic, participatory, and accountable Good Governance standards.

Abstract

This study investigates how public institutions apply dynamic capabilities in disaster management to strengthen adaptability and resilience. The research focuses on institutions such as BNPB and BPBD, collecting data through in-depth interviews, field observations, and document analysis using a qualitative case study approach. Grounded theory elements guide the inductive development of a conceptual framework based on three key components: sensing, seizing, and transforming. The study finds that traditional bureaucratic structures often rigid and hierarchical are poorly suited to handle the fast-paced and complex nature of disasters. Institutions that can detect early signals, coordinate strategic actions, and adapt organizational routines in real time show greater responsiveness. Key enablers of this capacity include technological integration, inter-agency collaboration, and continuous learning processes. The research contributes theoretically by contextualizing the dynamic capabilities framework within public governance, moving beyond its original business-oriented formulation. It offers insights for institutional reform by identifying adaptive patterns in disaster response that can inform more flexible, data-driven, and sustainable emergency governance models. These findings provide a foundation for improving the agility of public institutions in navigating future uncertainties and crisis environments.

Abstract

Jawa Timur Belanja Online (Jatim Bejo) program is present as an effort of the East Java Provincial Government to support the empowerment of Micro, Small, and Medium Enterprises (MSMEs) as providers through the East Java Provincial Government's goods/services procurement program in the digital era. In the digital era, MSMEs are required to adapt to information technology to increase their competitiveness. However, many MSME players still face obstacles in understanding and implementing digital technology for marketing and business operations. Although this program has been running since 2021, there is still a gap between the number of MSMEs in Surabaya and those registered in Jatim Bejo. This study examines the evaluation of MSME empowerment in Surabaya City through the Jatim Bejo program, using quantitative methods with a descriptive statistical approach. Data collection techniques were obtained from the results of distributing questionnaires to MSMEs in Surabaya as providers in Jatim Bejo with a total sample of 100 respondents, as well as conducting participatory observations related to the implementation of Jatim Bejo related to MSME empowerment efforts. The results showed that the empowerment of MSMEs in Surabaya through the Jatim Bejo program was considered to have received a positive response from respondents, with 79% of respondents stating that the Jatim Bejo program helped them in increasing product sales through Jatim Bejo.

Abstract

The implementation of E-Government policies can improve policy performance through quality services utilizing digital-based information technology. The Baubau City Regional Revenue Agency utilizes technological developments by issuing the E-BPHTB Application. This application is implemented at BAPENDA to improve service performance in the field of taxation. The success of the implementation can be seen from the positive reactions shown by Taxpayers. Although many still have technological stuttering. This problem has not become serious, because BAPENDA Baubau City continues to strive to conduct socialization both directly and indirectly. This study adopts O'Jones' theory, the method used is qualitative descriptive research. Data collection techniques, namely by reducing which consists of; data reduction, and drawing conclusions. The results of the study indicate that the implementation of the Electronic policy (Land and Building Acquisition Fee) at Bapenda Baubau City is quite good, but not as expected: Organization in terms of budgeting, and methods are good but the human resources owned are still lacking, not adequate especially in the field of determination in the process of completing duties and functions. Interpretation related to the explanation of the substance and understanding of the objectives and targets of the E-BPHTB policy has not been as expected, even though it has received support for policies such as the PDRD Law, Regional Regulation No. 5 of 2011 concerning BPHTB as the basis for implementing the collection and management of BPHTB, public understanding is still low, only limited to socialization through electronic media and billboards, Standard Operating Procedures and work procedures for policies already have a measurable and transparent mechanism, the mechanism or procedure is very clear, this can be seen from the determination and processing of data through the E-BPHTB Application which is following the determination of BPHTB.

Abstract

Collaborative governance in public services is an increasingly important approach amidst the complexity of problems faced by the government. Various actors with different interests must interact and work together to create effective and efficient services. However, the challenges faced in this collaboration often involve tensions between bureaucratic structures and horizontal cooperation between stakeholders. Policy learning is an important element in responding to these dynamics and strengthening collaborative processes in public governance. This study aims to explore the role of policy learning in strengthening collaborative governance in public services. This study uses a qualitative approach by collecting data from various sources, such as previous studies, research results, and relevant policy documents, to analyze the dynamics of collaboration and learning between actors. The results show that policy learning is key in creating a shared understanding between the actors involved. In addition, effective collaboration can be achieved with an inclusive and sustainable learning mechanism, as well as strong institutional support. This study suggests the importance of integrating policy learning into collaborative governance strategies to ensure the sustainability and success of better public services.

Abstract

Corporate Social Responsibility (CSR) has increasingly emerged as a critical innovation in public policy, serving as a bridge between the business sector and government governance to advance sustainable development. This study examines CSR as a strategic tool for creating public value through multi-stakeholder collaboration, integrating corporate initiatives with public policy objectives. Employing a systematic review of recent literature, the research highlights how CSR adoption enhances transparency, accountability, and effectiveness in addressing social and environmental challenges. The findings reveal that CSR practices contribute significantly to improving corporate social accountability while strengthening the relationship between businesses and governments in achieving the Sustainable Development Goals (SDGs). Moreover, CSR initiatives encourage the development of inclusive policies that foster cooperation across sectors and promote innovation in addressing complex societal issues. The study underscores the importance of adaptive and context-sensitive CSR implementation to ensure that both corporate and public interests are aligned. Practical recommendations are provided for policymakers and business leaders to develop frameworks that support the integration of CSR within public governance structures. By facilitating collaborative governance and stakeholder engagement, CSR emerges as a transformative approach that not only advances corporate responsibility but also catalyzes systemic change toward social equity and environmental sustainability. This research contributes to a deeper understanding of CSR’s role in public policy innovation and offers valuable insights for fostering sustainable partnerships between the private and public sectors.
