Abstract

This research aims to analyze the capacity of the administrative apparatus of Padaluyu Village in managing village funds, identify the factors influencing it, and formulate strategies for capacity enhancement. Law Number 3 of 2024 concerning Villages provides greater authority for villages in managing village funds. However, effective and accountable management of village funds requires adequate capacity from village officials. The enhancement of the capacity of village officials includes the development of knowledge, skills, and attitudes necessary for managing village funds effectively, efficiently, transparently, and accountably. The research method used is qualitative with a descriptive approach. The results of the study indicate that the capacity of the administrative apparatus of Padaluyu Village in managing village funds still needs to be improved. The factors influencing the capacity of village officials include knowledge, skills, mental attitudes, and ethics. Efforts to enhance the capacity of village officials can be carried out through training, mentoring, comparative studies, and the utilization of information technology.

Abstract

This research aims to describe the implementation of the 1945 Constitution, the State Constitution and the highest source of law in the Republic of Indonesia from the perspective of national defense. Its formulation coincided with the birth of Pancasila on June 1 1945 at the first BPUPKI session. The formulation of the Constitution began on July 10 1945 with the start of the second BPUPKI session to draft the constitution. The 1945 Constitution was officially implemented as the Indonesian state constitution by PPKI on August 18 1945. In Chapter XII Article 30 regulates the state agriculture and security system, especially regarding the Indonesian National Army (TNI). Referring to the 1945 Constitution, UU RI No. 3 of 2002 concerning National Defense was established in the State Gazette of the Republic of Indonesia of 2002 Number 3 where it is explained about the TNI with its elements, namely: Army, Navy, and Air Force with the main task, namely paragraph (2).

Abstract

The research aims to analyze the influence of the Village Head's leadership style on the work motivation of Cikande Village officials, Saguling District, West Bandung Regency. The research focuses on the influence of the village head's leadership style and the work motivation of village officials. Descriptive research method with a quantitative approach that describes the village head's leadership style on work motivation in Cikande Village. The population in this study were all officials at the Cikande Village Office with a sampling technique using saturated sampling. Based on the results of statistical data analysis of the model summary table, the correlation value is 0.633. The large influence of the leadership style variable (X) on the work motivation variable (Y) is shown by the R Square value of 0.385 or 38.5%, the large influence of the independent variable or leadership style on the dependent variable work motivation (Y). Based on the results of the Anova statistical data analysis used to determine a simple regression equation model, it is known that the Fcount value g = 25.441 with a significance level of 0.000 is less than <0.05, so the leadership style variable (X) influences the work motivation variable (Y). This proves that Ha is accepted and H0 is rejected, namely the village head's leadership style influences the work motivation of officials in Cikande Village, Saguling District, West Bandung Regency.

Abstract

This research aims to analyze the impact of the quality of public services on community satisfaction in the Kute Panang District, Central Aceh Regency. The survey method was used to distribute questionnaires to 127 respondents to represent the people who live in the area. The data that has been collected is then processed, presented, and analyzed using non-parametric Chi-Square statistics with a significance level ???? = 0.05. The research results showed that the quality of public services with indicators of physical evidence, empathy, reliability, responsiveness, and guarantees positively and significantly affected public satisfaction. However, it was still found that 40.94% of the public rated the quality of service as "not good" and "not good" so community satisfaction felt less than expected for 18 respondents or 0.41%. For this reason, the quality of service in this sub-district area still needs to be improved through increasing physical evidence, empathy, reliability, responsiveness, and comprehensive guarantees.

Abstract

Stunting is a long-term health problem that hinders children's growth and development and is a critical issue in human resource development in Indonesia. This study investigates the convergence action policy to examine how stunting reduction has improved in West Jakarta. A descriptive qualitative method was employed in this study, collecting data through interviews, observations, and documentation studies with relevant informants. The Bernard method was used for data analysis, which included data reduction, data presentation, and conclusion drawing. The results indicate that the implementation of the convergence action policy in West Jakarta has not been optimal due to sectoral egos among regional agencies, poor coordination, and uneven understanding of the policy in the field. Although nutrition interventions and cross-sectoral engagement have increased, the eight convergence actions have not been fully successful. This study demonstrates that the policy to accelerate stunting reduction relies heavily on inter-agency collaboration, improved human resource capacity, and an integrated data management system.

Abstract

Komisi I DPRK Pidie memiliki peran penting dalam proses pemilihan calon anggota Panwaslih melalui mekanisme uji kelayakan dan kepatutan. Peran ini sangat strategis dalam mendukung penyelenggaraan pemilu yang demokratis dan berintegritas. Penelitian ini bertujuan untuk meninjau kedudukan yuridis Komisi I dalam proses tersebut, mengidentifikasi hambatan yang dihadapi, serta mengevaluasi upaya yang dilakukan untuk mengatasinya. Pendekatan yang digunakan adalah yuridis normatif, dengan analisis terhadap literatur hukum dan peraturan yang relevan. Hasil penelitian menunjukkan bahwa Komisi I masih menghadapi beberapa kendala, seperti ketidakjelasan batas kewenangan, kurangnya transparansi, serta belum optimalnya mekanisme seleksi. Oleh karena itu, perlu adanya penguatan regulasi mengenai peran Komisi I, peningkatan akuntabilitas dan profesionalisme dalam proses seleksi, serta penguatan kapasitas dan integritas anggota Komisi melalui pelatihan penyelenggaraan pemilu yang netral dan objektif. Rekomendasi ini penting untuk menjaga kepercayaan publik dan memastikan Panwaslih terpilih mampu menjalankan tugasnya secara independen dan bertanggung jawab.

Abstract

This study analyzes the implementation of the Yogyakarta Special Region Provincial Regulation Number 13 of 2022 concerning Mental Health Services in Sleman Regency, focusing on fulfilling the rights of People with Mental Disorders. The high number of cases of mental disorders and social stigma are the main reasons. Using a descriptive qualitative method with the theoretical framework of George C. Edwards III, the study examines four factors: communication, resources, disposition, and bureaucratic structure. The findings indicate: (1) Inter-agency communication (Social Services, Health, Satpol PP) is effective, but public communication is weak so that stigma remains dominant. (2) District resources are adequate in terms of budget and facilities, but rely on limited capacity provincial rehabilitation centers. (3) The disposition of highly committed apparatus is hampered by the low readiness of families to accept People with Mental Disorders, which causes repeated treatment cycles. (4) The bureaucratic structure has a clear flow in the district, hampered by the absence of village technical instructions and fragmentation of authority. Despite bureaucratic commitment, implementation is hampered by social stigma, resource dependence, and low family readiness. Recommendations include strengthening community-based anti-stigma campaigns, developing family empowerment programs, developing village technical guidelines, and advocating for capacity building in rehabilitation facilities.

Abstract

Governance is the key success of Government. The reforming governance among developing countries is difficult, costly, and exhausted. It was caused by the less-comprehensive of the understanding of governance itself. There are three types or mode of governance, historically: static, dynamic, and chaotic. The static is governance concept which was develop in 1980s and still as mainstream until today practices among Government, includes in Indonesia. The finding of the second types of dynamic governance has been introduced, but in fact it was facing some new challenges from character of the people to the policy. Some countries with factor of a fit culture for dynamic governance are effectively able to develop the capabilities to exercise governance. Some other countries do not have, or they have but insufficient. Chaotic governance is the new imperative for today and tomorrow government. It is governance in the digital age. Scholars and leaders of Governments need to have a same premise and commitment to use the recent technology of digital profoundly.

Abstract

Dedi Mulyadi (selanjutnya disingkat DM) Gubernur Jawa Barat periode 2025 – 230 memiliki pendekatan yang unik dalam merumuskan kebijakan pemerintah, berbeda gaya dengan birokrasi konvesional pada umumnya. DM lebih memilih pendekatan secara langsung dan responsif berdasarkan data dan fakta yang didapatkan dengan melakukan eksekusi tanpa berbelit-belit, sehingga tidak aneh di awal masa kepemimpinannya, DM dapat membuat efisiensi anggaran Jawa Barat mencapai Rp. 5 triliun yang berdampak langsung kepada masyarakat di bidang kesehatan, pendidikan, infrastruktur jalan, dan jaringan listrik. DM dalam menangani masalah di masyarakat seperti lingkungan, pendidikan, kesehatan tidak menunggu kajian akademik yang berlaurut-larut tetapi langsung turun lapangan untuk menindak pelanggaran, dan eksekusi. Tulisan ini menganalisis dialetika dalam pemerintahan di Jawa Barat di bawah kepemimpinan DM terutama dalam proses pengambilan keputusan yang mempertimbangkan berbagai perspektif. Pendekatan yang digunakan adalah studi kasus dialektis dalam perspektif dynamic governance. Pendekatan dialektis akan merespon tantangan dengan solusi menggabungkan berbagai sudut pandang. Pendekatan ini dapat sejalan dengan konsep dynamic governance yang menekan pentingnya pemimpin memiliki kapabilitas dinamis berpikir ke depan, berpikir ulang, dan berpikir lintas sektor dengan ini kebijakan yang dihasilkan dapat langsung cepat diterapkan dan memiliki dampak langsung kepada masyarakat. Sehingga pendekatan yang dilakukan DM secara langsung bisa menjadi model lebih progresif dibanding pendekatan konvensional tetapi perlu adannya keseimbangan antara kecepatan eksekusi dan aspek legal serta administrasi.

Abstract

This research aims to analyse the role of Indonesian peacekeepers in improving international perceptions and the country's diplomatic image. Using a descriptive-analytical method and a qualitative approach, this research explores the contribution of peacekeepers in strengthening Indonesia's diplomatic image in the global arena, as well as assessing the challenges faced in implementing the policy. Data was obtained from interviews with key informants, literature studies, and related documents. The results show that Indonesia is consistently involved in UN peacekeeping missions, which contribute significantly to the country's image enhancement. However, the research also identified a number of obstacles, such as limited resources and international political influence. The research conclusion emphasises the importance of continued efforts in strengthening the role of peacekeeping forces as an instrument of diplomacy to maintain global peace and security, as well as improving coordination between relevant agencies.
