Abstract

The purpose of this study is to identify the factors that influence the competence of human resources (HR) in the use of the Police Administration Digitalization tool (AK) 23 and to formulate strategies to improve HR competence. The researcher analyzes the factors affecting HR from 8 factors, namely Beliefs and Values, Experience, Skills, Personality Characteristics, Intellectual Ability, Motivation, Emotional Issues, and Organizational Culture. This research uses a qualitative method with a scope in the Pusinafis Bareskrim Polri and Regional Identification. The research analysis technique used is descriptive analysis. The results of research from 8 factors found 1 factor that most influences, namely Organizational Culture. From these problems, the researcher offers strategies that can be used to improve HR competence which in the end can increase the achievement of fingerprint data input. The results of this study are expected to be used as a reference and material for preparing the next Pusinafis strategic plan (Renstra) in 2025 to 2029. And most importantly, the need for commitment and concern from the Police leadership to overcome the problems of Regional Identification.

Abstract

Illegal parking has become a problem in the city of Bandung that never ends. The limitation of parking spaces is one of the causes. There are no strict sanctions against illegal parking attendants, causing illegal parking to mushroom. In addition to illegal parking eating up a lot of public facilities and narrowing the public sphere, illegal parking has an impact on the practice of thuggery that disturbs the community. Starting from parking fee hikes, to acts of persecution and even murder. Murder has occurred in the city of Bandung due to the fight for (illegal) parking lots, and resulted in the road body getting narrower and the congestion severe. It has a negative impact on public comfort, order and safety. Illegal parking is a serious problem that must be immediately fixed by the Bandung City government. If not corrected immediately, it will have a negative impact on people's lives and hinder the development process of the city of Bandung. The practice of illegal parking is getting 'wilder' and rampant in the city of Bandung, causing losses to the community. Illegal parking in the community causes people to be uneasy, even feeling intimidated by this legal practice. The phenomenon of parking fee hikes carried out by illegal parking attendants has become a difficult condition for the Bandung city government to abolish which does not act firmly. Illegal parking makes a lot of use of the space of the road body, resulting in the road getting narrower and causing long traffic jams. The Bandung city government has a lot of government land that can be used as an official parking lot. Like the former Palaguna land in the Bandung city square area, it can be collaborated with the private sector in the Build Operate Transfer (BOT) scheme. So that public spaces can be functioned optimally by the people of the city of Bandung. Conditions have a positive impact on people's lives. The level of congestion has decreased positively by reducing the level of stress and unrest of the community. maximizing the function of public spaces, not as a recreational space, but as a means of education, creativity, so as to foster a better democratic climate for the community.

Abstract

Implementing e-government has become an important strategy in increasing public transparency in the digital era. This research aims to analyze the role of e-government in increasing public transparency in the Bandung Regency Government. Using a descriptive qualitative approach, data was collected through in-depth interviews with government officials, public service users, as well as observations of official websites and e-government applications used in Bandung Regency. The research results show that the implementation of e-government in Bandung Regency has succeeded in increasing access to public information, speeding up administrative services, and increasing local government accountability. However, there are a number of obstacles faced, such as limited technological infrastructure and human resource capacity. The implications of this research indicate that strengthening information technology systems and increasing human resource capacity through intensive training is necessary to optimize the implementation of e-government in supporting public transparency. This research makes a significant contribution to understanding the relationship between e-government and transparency at the local government level, as well as offering relevant policy recommendations.

Abstract

Demokrasi dinilai mampu mengimplementasikan makna “kedaulatan rakyat” sebagaimana disebutkan Pasal 1 ayat (2) UUD 1945. Oleh karenanya, demokrasi menjadi pilihan bagi sistem kebijakan pemerintahan di Indonesia. Dengan harapan melalui sistem demokrasi, kesejahteraan masyarakat dapat terwujud. Penelitian ini dilakukan untuk mengungkapkan bagaimana keyakinan bahwa demokrasi akan membawa kesejahteraan bagi masyarakat Indonesia adalah sebuah delusi. Delusi demokrasi ini juga terjadi dalam sistem kebijakan pemerintahan di Indonesia. Dengan pendekatan studi literatur ditemukan fakta bahwa demokrasi di Indonesia terbukti menurunkan kualitas hidup masyarakat Indonesia. Alih-alih demokrasi akan membawa kesejahteraan, namun yang terjadi sebaliknya, kesejahteraan semakin sulit dijangkau oleh masyarakat. Kondisi ini disebabkan keyakinan yang berlebih dan mendalam tanpa menghiraukan dampak-dampak negatif yang ditimbulkan demokrasi di Indonesia

Abstract

In the effort to overcome poverty, Anies Baswedan took a strategic step by cooperating with JRMK as a political partner for the success of the 2017 DKI Jakarta elections. There are five points of agreement relating to urban planning and human rights. These points will be implemented if Anies is elected as Governor. As a political partner, JRMK uses this strategy to prevent evictions that often occur in Jakarta. The high level of poverty and slums due to urbanization in Jakarta makes evictions often occur. JRMK acts as an informal network, namely a network that is outside of power in coalition with the Government as a client. The results of the coalition also depend on the relationship in the communication pattern between the organization and the Government. The implementation of Anies' policy can be seen in the implementation of the Community Action Plan (CAP) in Akuarium and Tomang Villages. CAP is one of the steps to realize Jakarta Smart City and Green Building. In addition, the JakLingko transportation mode was also implemented to facilitate people's lives in forming people's awareness to use public transportation. The theory used in analyzing the research is an informal network. The research method used is an exploratory qualitative research method with literature study.

Abstract

Penelitian ini bertujuan untuk menganalisis strategi pengembangan Wisata Poetoek Soeko yang dikelola oleh BUMDes Sukosari Makmur di Desa Sukosari, Kecamatan Trawas, Kabupaten Mojokerto. Pendekatan yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan metode pengumpulan data berupa observasi, wawancara, dan dokumentasi. Analisis dilakukan berdasarkan empat indikator utama teori strategi pengembangan yang dikemukakan oleh Chandler dalam (Paradana et al., 2021: 1820), yaitu sumber daya manusia, dana, informasi dan teknologi, serta sarana dan prasarana. Hasil penelitian menunjukkan bahwa strategi pengembangan wisata Poetoek Soeko masih memerlukan optimalisasi. Pada aspek sumber daya manusia, terdapat keterbatasan kualitas dan kuantitas pengelola. Dari sisi pendanaan, keberhasilan dalam memanfaatkan Dana Desa telah mendukung peningkatan fasilitas dan operasional wisata. Strategi promosi berbasis digital masih belum maksimal akibat kurangnya penguasaan teknologi oleh pengelola. Dalam hal sarana dan prasarana, fasilitas wisata telah dikembangkan secara konsisten dengan mengutamakan kenyamanan pengunjung, termasuk penyediaan akses jalan, area parkir, serta fasilitas penunjang lainnya.

Abstract

This research is to analyze the application of e-government in improving public services. The research method used is systematic literature review (SLR) using the Scopus data base. A total of 271 articles sourced from scopus accounts. The results showed that the application of e-government has had a significant impact on the quality of public services, although there are variations in success in various countries. It can be seen that the UK is the highest country in discussing E-Goverment in improving public services. with 39 articles from 2020 to 2024. The main supporting factors include government commitment, adequate technology infrastructure, digital innovation, and employee competence. However, challenges such as lack of socialization, limited infrastructure, and low synergy between institutions still need to be addressed. The optimization strategies include strengthening technological infrastructure, improving public education, developing responsive policies, and service innovation to ensure the sustainability and effectiveness of e-government across countries. lanjutan dan efektivitas e-government di seluruh negara

Abstract

Poverty trends in Mekarjaya Village, Cikalong Wetan Subdistrict West Bandung Regency have tended to increase since 2019. This is related to the stunting treatment carried out by the Village Government with the Mekarjaya KB Village. However, the issue of poverty and stunting in Mekarjaya Village has not yet found the right strategy. This study aims at the Village Government's Strategy in Poverty Reduction and the Development of One Village One Product in Mekarjaya Village. The research used descriptive qualitative methods with data collection through interviews and observations. The results showed that the Village Government has not been able to identify holistically the potential of the village, especially in the agriculture, livestock and MSME sectors. Mekarjaya Village has the potential of clove commodities, but there are still no efforts related to value chain development, and marketing. Similarly, cassava commodities are processed into cassava chips. Recommendations from the Research Team that these strategies are not optimal enough to improve the economy of residents to get out of poverty and stunting cases. In this scope, the research team tries to formulate a strategy that can be carried out by Mekarjaya Village in managing the village's potential, namely by intervention by the village government.

Abstract

Adoption of digital civil registration services in Kebumen Regency through Lawet Kebumen and Pancen Maen applications is still low, although these technologies are designed to improve the efficiency of civil registration administration. This study used descriptive qualitative and quantitative methods, with surveys, interviews, and secondary data analysis from Disdukcapil Kebumen. The data showed that out of 1,271,875 residents, only 5.69% had activated the Digital Population Identity (IKD), reflecting the low acceptance of the technology. Based on the Technology Acceptance Model (TAM), Theory of Planned Behavior (TPB), and Diffusion of Innovations (DOI) theories, the main barriers include perceived usefulness and ease of use, social norms that support conventional methods, and limited access to technology in peripheral areas. Concerns over personal data security are also a significant factor slowing down adoption. This research recommends socialization of digital literacy, equitable infrastructure development, strengthening data security, and community approaches to change social norms. These strategies are expected to increase the adoption of digital services in Kebumen, thereby accelerating a more inclusive and efficient civil registration modernization.

Abstract

The purpose of this study is to explain and analyze the implementation, impact and inhibiting factors in overcoming stunting problems in East Kutai Regency. This research was conducted in Sangatta. The research method used descriptive qualitative research, namely data collection through observation, interviews, documentation, and literature research. Data analysis used interactive modeling data analysis techniques in the form of data collection, data condensation, data presentation, and conclusion drawing and verification. The results showed that the implementation of the 2nd goal of the Sustainable Development Goals (SDGs) in overcoming the problem of stunting in East Kutai Regency has been implemented very well. The stunting prevalence rate in East Kutai Regency has decreased to 16.4%. Seminars, campaigns and the use of applications are used to maximize the achievement of policy implementation. The limited human resources are still an obstacle, while the budget resources have no significant obstacles. The disposition carried out by all parties involved has been running well and in accordance with standard operating procedures (SOPs) and is carried out with full responsibility in accordance with their respective tasks and functions. So, based on the research that has been done, communication is still the biggest inhibiting factor in the implementation of this policy. The implementation of the 2nd goal of the Sustainable Development Goals (SDGs) in overcoming the problem of stunting in East Kutai Regency has been well implemented but not optimal.
