Abstract

This research aims to analyze the strategy of the Bandung City Government in maintaining ASN neutrality in the 2024 Election contestation, with a focus on the strategy of the Bandung City BKD and Bawaslu as well as the supporting factors and obstacles faced and the efforts made by the Bandung City BKD in overcoming these obstacles. The research methods used include interviews, secondary data collection, and data analysis. The research results show that in principle the concept of ASN neutrality in elections to support the implementation of good government governance cannot be assessed as a form of deviation from the political rights of an ASN, therefore it is urgent that ASN must implement neutrality in realizing the principles of good governance, and Bawaslu in their duties and Its authority as supervisor of elections and regional elections in collaboration with supervisors in regional and sub-district districts and cities needs to carry out outreach and provide understanding to the community.

Abstract

This research aims to analyze the application of the Cianjur Regency Institutional Analysis Management Information System (Sianjab Manjur) in improving the performance of the Cianjur Regency BKPSDM, with a focus on the implementation of Sianjab Manjur as well as the supporting factors and obstacles faced and the efforts made by the Cianjur Regency BKPSDM in overcoming obstacles. the. The research methods used include interviews, secondary data collection, and data analysis. The research results show that although Sianjab Manjur has had a positive impact in improving the performance of BKPSDM Cianjur Regency, there are several challenges that need to be faced in its implementation. The first challenge is related to data security. As an information system that stores sensitive data regarding personnel, Sianjab Manjur must be able to maintain data security properly so that it is not misused by unauthorized parties. The second challenge is related to employee acceptance and adaptation to new information systems. Using Sianjab Manjur requires acceptance and adaptation from employees, especially those who are used to manual systems. BKPSDM needs to increase outreach and training efforts to employees so that they can master and use Sianjab Manjur well.

Abstract

This research aims to analyze the anticipation of the regional command units of the Indonesian National Army in facing the era of the demographic bonus towards a Golden Indonesia 2045. As one of the components of the nation, the Indonesian National Army seeks to assist the government in utilizing the demographic bonus so that it becomes a demographic blessing and not a disaster demographics. The theoretical conceptual framework used is the concept of territorial development. The research method used is a qualitative method and data collection techniques in the form of observation, interviews and documentation. The results of this research show that the anticipation of the territorial command units of the national army in facing the demographic bonus is carried out by carrying out territorial development functions (geographic development, demographics, social conditions) and territorial development methods (social communication, regional resilience development, TNI service), as well as ideas innovation in the form of territorial development that focuses on education, health and economic aspects.

Abstract

This research discusses the misalignment between strategic planning and annual planning in achieving key performance indicators (KPIs) at the national and regional levels, with a focus on Bekasi District, West Java. This alignment is critical to achieving community welfare. Gaps were found between the performance targets in the National Medium-Term Development Plan (RPJMN) and the Government Work Plan (RKP), especially on economic growth, poverty levels, and unemployment. An evaluation of the KPIs in Bekasi District also showed non-optimality, with a number of KPIs not achieved. Qualitative research methods were used to evaluate this. Clear KPI establishment, accurate data collection, regular monitoring, and root cause analysis are important steps in KPI evaluation. The results show that the KPI setting process in Bekasi District still does not fulfill the SMART (Specific, Measurable, Assignable, Realistic, Time Related) criteria thoroughly.There are weaknesses in senior management commitment, an unoptimized performance culture, and a lack of Critical Factor Success (CSF) approach in the formulation of performance indicators.In addition, the process of simulating the achievement of KPIs and midterm evaluation of the RPJMD was not adequately implemented; however, this process was not fully followed at both the national and regional levels. Abstract

This study aims to analyze the influence of leadership style, motivation, work discipline and quality of human resources on the performance of KPU-D Cimahi City employees of West Java Province both partially and together. This research uses a quantitative approach that is explanatory in nature, namely describing the actual situation in the field based on existing facts and data. The sampling technique in this study was proportionate stratified random sampling with a sample of 195 respondents. The data analysis techniques used in this study are validity test, reliability test, F test and T test, simple and multiple linear regression. Based on the results of the study it can be concluded that there is a positive and significant influence between the performance of Cimahi City KPUD employees with leadership type (65.1%), work motivation (65.1%), work discipline (58.4%), quality of human resources (76.4%). The results of this study also show that there is a positive and significant influence of leadership type variables, motivation, work discipline, and quality of human resources together on the performance of Cimahi City KPUD employees with a percentage of 83.9%.

Abstract

Marriage is a legal relationship that is a legal relationship between a man and a woman who have fulfilled the requirements of marriage according to the provisions, for as long as possible. The position of property in the marriage is different, so that it will result in different rights to the property. Not all marriages run smoothly, so that it can result in the termination of marital relations either due to the death of one of the parties (divorce dead) or divorce (divorce alive). One of the legal consequences of a marital bond is the formation of marital property. The classification of marital property is included in the problem, resulting in difficulties or harm to third parties in the event of a transfer of rights.

Abstract

The phenomenon of the Role of the One-Stop Integrated Service Investment Office in Improving Public Services through the Online Application for Transparent Informative Systematic Licensing (OPTIMIS) and Online Single Submission (OSS) in Bogor Regency is not as expected which is considered not optimal. The purpose of the research is to know and analyze the role of the One-Stop Open Service Investment Office in improving the quality of public services and to find out the factors that become obstacles. The theory used in the study, namely: Role Theory from Biddle and Thomas in Sarwono (2015: 216-217), namely: Expectation, Norm, Performance, Evaluation & Sanction. This research uses qualitative methods with interview techniques on key informants: Head of Operational Licensing Services, Head of Complaints and Services, Head of Data and Control, Head of Information, Consultation and Complaints Section, Head of Information System Development Section, Service Staff, and Service Recipients totaling 9 informants. The sampling technique used purposive sampling. Research results: The role of the One-Stop Integrated Service Investment Office has made efforts to improve Public Services through the Online Application for Transparent Informative Systematic Licensing (OPTIMIS) and Online Single Submission (OSS) in Bogor Regency. However, there are inhibiting factors for building comfort, the application system still crashes, login errors, networks, and requirements on the system that cannot upload application files, the settlement process exceeds the SOP, complaints of SK printing errors, complaints of printing errors, and lack of responsiveness to complaints.

Abstract

The Implementation of a policy is important. It is even mentioned to be more important than planning in a management system. SiOLA is one of the policies issued by the Ministry of Home Affairs of the Republic of Indonesia (Kemendagri) to tackle various problems in communicating with the public regarding administrative services. This research aims to determine the causing factors the lack of optimal implementation of the Ministry of Home Affairs' Online Administration Service Information System (SiOLA). The used method is a qualitative research method with a case study approach. Data collection was carried out through observation, interviews and document review. The research results indicate that several factors cause the implementation of SiOLA as a form of implementing an Electronic Based Government System (SPBE) or e-government is not optimal. The theory using is Van Meter Van Horn, which analyzes factors that are not yet optimal. Firstly, the Resource (Human) Factor, in the form of there still being authorized officials, who handle consultation themes in the relevant Work Units are not yet fully implementing the SOP (Not updating service progress, so it cannot be tracked. Secondly, Attitude and Behavioral Characteristic Factors, in the form of the results of the 2023, Community Satisfaction Survey Report, which have been exposed, there are still opinions from service user respondents, who assess that the implementation of SiOLA still has weaknesses in its management. Thirdly, Social, Economic and Political Environment (Economy) Factors, in the form of an increase in the number of visits, which is due to the belief that direct services are more convincing; the attractiveness of the City of Jakarta and the existence of official travel compensation.

Abstract

Countries around the world have issued the Sustainable Development Goals (SDGs) for the period 2015-2030, inviting all communities worldwide to protect the earth through 17 main goals and 169 targets for sustainable development. The sixth point of the SDGs focuses on the issue of "Clean Water and Sanitation," which is the focus of this researcher's discussion, considering the condition of many Indonesian and global communities who still face significant difficulties in accessing clean water and proper sanitation. The Citarum Harum Program, launched in 2018, is one of Indonesia's efforts to accelerate the achievement of the sixth SDG, which is related to the Citarum River as one of the main sources of clean water for the surrounding communities. The results of this study show significant progress through the improvement of the water quality index in the Citarum River, increased public awareness and participation, and the relatively effective use of the pentahelix scheme. However, several evaluations are still needed for better program implementation in Bandung Regency.

Abstract

The losses suffered from decades of pollution of the Citarum River are enormous. Starting from the damage to the Upper Citarum Watershed (DAS) to industrial and domestic waste pollution. In an effort to improve the water quality of the Citarum River, the central government launched a program called the Citarum Harum Program through Presidential Regulation (Perpres) No. 15 of 2018, this program is targeted to be completed for a period of 7 years since the initial issuance of the policy. The research used a qualitative method approach with the research location in Nanjung Village in Bandung Regency. The data collection techniques were interviews, observation and documentation. The results of this study show that the role of the village government in preventing and overcoming pollution of the Citarum River Basin in Nanjung Village is trying its best although it has not been able to have a significant impact on the community and still experiences several obstacles, one of which is the absence of a strong legal umbrella for the village government. A strong legal umbrella is needed so that the community can act decisively.
