Abstract

This study explores the form and effectiveness of legal protection provided by the state to Prospective Indonesian Migrant Workers (CPMI) who experience fraud from Indonesian Migrant Worker Placement Companies (P3MI). The background of this study emphasizes that although international migration is usually motivated by economic goals to improve welfare, CPMI are often trapped in situations vulnerable to fraudulent practices, such as departure cancellations, overpayments, and document falsification. Using normative juridical methods and a descriptive qualitative approach, this study analyzes secondary data and complaint reports received by BP2MI from 2020 to 2025. The findings of this study indicate a significant discrepancy between legal provisions (Law No. 18 of 2017) and the reality, where thousands of CPMI continue to suffer losses due to a lack of professionalism on the part of P3MI and weak oversight by relevant agencies. The data obtained reveal various types of fraud, including passport confiscation, non-contractual employment, and debt arising from unreasonable placement fees. Despite the establishment of a dedicated agency (BP2MI/KP2MI) to provide administrative and technical protection, the current mechanisms are considered reactive. This study concludes that strengthening preventive oversight, changes to public policy, and stricter law enforcement are needed to address the structural dominance of P3MI and ensure legal certainty and justice for CPMI.

Abstract

Social-emotional development is a fundamental aspect for early childhood to build positive relationships, although challenges such as egocentric traits that make children reluctant to share are still often encountered. Through a descriptive qualitative approach at Muslimat NU Kindergarten in 2026, this study revealed that these obstacles can be overcome through consistent stimulation of prosocial behavior, where teachers implement various pedagogical strategies such as habituation, providing role models, interactive storytelling, role-playing methods, and cooperative activities such as eating together. Success in cultivating this value of sharing does not only rely on the role of teachers in the classroom, but also depends heavily on close collaboration between schools and parents through ongoing communication and supportive parenting programs. Overall, harmonious synergy between the educational environment and the family is the main key so that the values of caring can be internalized and become real habits in children's daily lives.

Abstract

Acute Respiratory Infection (ARI) is a health issue characterized by an uneven distribution of cases across Luwu Regency; consequently, regional grouping is required to assist in prioritizing management efforts. This study aims to classify the distribution of ARI cases using the K-Means Clustering method and to visualize the results via an ArcGIS Online-based digital map. A quantitative method with a spatial-descriptive approach was employed, utilizing data on the number of ARI cases across 22 districts in Luwu Regency from 2023 to 2025, obtained from the Luwu Regency Health Office. The research process involved data collection and processing, the determination of three clusters (low, medium, and high) using the K-Means method, and the visualization of clustering results through ArcGIS Online. The findings demonstrate that the K-Means method effectively grouped districts into three categories based on the similarity of ARI case counts, while ArcGIS Online successfully presented an interactive digital map that facilitates the identification of the spatial distribution of ARI cases. Thus, the developed system provides easily understandable spatial information and supports monitoring, decision-making, and the formulation of ARI management strategies in Luwu Regency.
