Abstract

The main tasks and functions of Intelkam in the Polri environment are regulated by the Regulation of the Chief of the Republic of Indonesia National Police Number 22 of 2010 concerning the Organizational Structure and Work Procedures at the Regional Police Level and the Regulation of the Chief of the Republic of Indonesia National Police Number 23 of 2010 concerning the Organizational Structure and Work Procedures at the Resort Police and Sector Police Levels. Law Enforcement by the Police Intelligence Unit In uncovering criminal acts in the Buleleng Resort Police Area According to Law Number 2 of 2002 concerning the Indonesian National Police, the role and duties of the Buleleng Police intelligence unit are to search for and uncover criminal acts in order to reveal who committed the crime, so that the perpetrators can be sentenced in accordance with the Criminal Code. The obstacles faced by the police security intelligence unit in enforcing criminal law in order to uncover criminal acts in the Buleleng Resort Police area are in the form of internal obstacles within the police themselves and external obstacles. Internal obstacles are related to the quality of human resources of the police and external obstacles in the form of the community and related institutions not being able to cooperate in enforcing the law.

Abstract

The authority of psychologists in examining police members who commit disciplinary violations in the Bali regional police a) Helps identify problems that cause indisciplinary actions by police members. Police members are individual units that are also inseparable from problems in their daily environment. b) Helps in the form of counseling so as to reduce indisciplinary actions by police members. Related to the lack of awareness, compliance and implementation of police members towards their responsibilities as police members that bind them, it is necessary to carry out routine supervision by Siwas for general monitoring and supervision of the implementation of police leadership policies in the field of coaching and operations carried out by all work units. The obstacles faced by psychologists when examining police members who commit disciplinary violations in the Bali regional police are that superiors are not optimal in supporting counseling programs, lack of job desk arrangements for psychologists, budget factors, socialization factors and understanding factors of police members and psychologists. Meanwhile, the solution in the development of police psychology for members who commit disciplinary violations is the socialization of re-development of psychology to all members in the Bali Regional Police to prevent disciplinary violations, making regulations for the head of the Republic of Indonesia Police which stipulate that every superior is a counselor in order to meet the number of adequate psychological development.

Abstract

The palm oil industry is a strategic sector for the Indonesian economy, but in practice it often faces various problems, particularly related to licensing, which triggers conflicts. In response, the government passed the Job Creation Law, which introduced the Online Single Submission Risk-Based Approach (OSS-RBA) system to simplify regulations and accelerate the licensing process. This study aims to conduct a legal business analysis of the implementation of the Job Creation Law and its impact on licensing disputes in the palm oil industry following the implementation of OSS-RBA. Using a legal research approach, the analysis focuses on the gap between legal norms and their implementation in practice. The results of the study show that although the OSS-RBA is normatively intended to provide legal certainty and efficiency, in reality, the implementation of this system has actually led to new licensing disputes. The main problems identified include a lack of data synchronization between the central and regional governments, inadequate facilities and infrastructure, and insufficient human resources. Furthermore, this system is considered to weaken environmental control instruments and minimize public participation, as evidenced in cases where the participation of indigenous peoples is merely symbolic. This creates a gap between the administrative legitimacy obtained through the system and the socio-legal reality in the field. It is concluded that the effectiveness of the Job Creation Law in resolving disputes is highly dependent on strong implementation support. Therefore, comprehensive institutional reform is needed, including strengthening data interoperability across agencies, establishing a unified oversight body, and harmonizing central-regional regulations. This reform must be grounded in the spirit of achieving substantial justice that balances economic rights with social and environmental responsibilities, not merely procedural efficiency.

Abstract

The authority of the Mobile Brigade (Brimob) in handling chemical, biological and radioactive materials for terrorism purposes is based on the duties and functions of Brimob based on the legal basis of Law Number 2 of 2002 concerning the Indonesian National Police, namely implementing and deploying the strength of the Indonesian National Police Mobile Brigade to overcome high-level public order disturbances, especially mass riots, organized crimes involving firearms, bombs, chemical, biological and radioactive materials together with other operational implementing elements of the police in order to realize legal order and public peace throughout the jurisdiction of the Republic of Indonesia and other tasks assigned to it. In its authority, the Indonesian National Police Mobile Brigade is together with other police functions to take action against perpetrators of high-level crimes, especially mass riots, organized crimes involving firearms, bombs, chemical, biological and radioactive materials in order to realize legal order and public peace. However, there are obstacles in handling chemical, biological and radioactive materials for terrorism purposes in the form of internal and external factors.

Abstract

Handling of domestic violence is handed over to the police as the spearhead of the investigation process and its handling is processed in accordance with applicable law. Police Efforts in Handling Domestic Violence in the Karangasem Police Jurisdiction, namely (1) Pre-Emptive Efforts (Non-Penal Facilities), are one of the non-penal efforts or outside the legal path that aims to foster society by trying to instill good norms or morals to eliminate the intentions of potential perpetrators of domestic violence. (2) Preventive Efforts (Non-Penal Facilities) are the last non-penal efforts that can be taken by the police to prevent domestic violence. Preventive efforts themselves are more towards efforts aimed at eliminating the opportunities that potential perpetrators have to commit a criminal crime. and (3) Repressive Efforts (Penal Facilities), are the last efforts that can be made by the police to overcome a criminal crime.

Abstract

This study analyzes the implementation of digital election policy by the General Elections Commission (KPU) of South Sumatra Province during the 2024 Simultaneous Elections, focusing on the SIPOL, SILON, SIDALIH, and SIREKAP systems. Using a qualitative descriptive approach with a case study design, data were gathered through in-depth interviews with KPU officials, system developers, and election observers, as well as from official documents, media, and academic sources. Data analysis employed the Miles and Huberman interactive model, supported by triangulation and member checking for validity. Findings show that SIPOL and SILON have successfully improved efficiency and transparency in political party and legislative candidate registration. However, SIREKAP faces challenges in accuracy, limited human resources, and unequal infrastructure. Additional obstacles include organizational resistance to change, weak inter-agency coordination, and low grassroots digital literacy. Internal support from KPU structures and external backing from local governments, Bawaslu, political parties, civil society, and media are vital for sustaining digital policy. The study concludes that digital transformation in elections depends not only on technological innovation but also on stakeholder collaboration, human resource readiness, and adaptive institutional governance. South Sumatra’s experience illustrates broader national challenges in advancing digital democracy, emphasizing the need for comprehensive reform and strengthened institutional capacity.

Abstract

Isolation rooms are critical healthcare facilities designed to contain infectious respiratory diseases through negative-pressure systems and environmental controls. In Indonesia, their design is guided by the Pedoman Teknis Ruang Isolasi (2014), which outlines standards for ventilation, lighting, acoustics, thermal comfort, and air quality. However, these regulations primarily emphasise infection control, with limited consideration of patients’ psychological and social well-being. This study aims to review Indonesian isolation room standards and evaluate them through the lens of Indoor Environmental Quality (IEQ) and environmental psychology theories, including the healing environment framework, Canter’s place theory, and person–environment fit. A Post-Occupancy Evaluation (POE) approach is proposed as the methodological bridge between regulatory compliance and patient experience. The findings indicate that while current standards ensure functional safety, they lack integration with patient-centred design elements that contribute to comfort, resilience, and recovery. The paper highlights the potential of incorporating smart technologies and adaptive systems to enhance flexibility and psychosocial support. These insights have significant implications for interdisciplinary collaboration in revising future standards, ensuring that isolation rooms not only safeguard against infection but also foster environments conducive to healing and well-being.

Abstract

This research discusses the physical and spatial characteristics of the Ahmad Djuhara Creative Space which is located in the Cirebon City State Building, West Java. In this research, the author uses a qualitative-descriptive research method by studying building characteristics with the architectural characteristics theory by N. John Habraken academically. The Ahmad Djuhara Creative Space building functions as a typical arts and culture workshop from Cirebon. From the study that has been carried out, it is concluded that what forms the physical and spatial character of the Ahmad Djuhara Creative Space building is the roof which has a repeating triangular shape, where the shape of the roof looks different from similar buildings.

Abstract

This study aims to describe the challenges faced by students with intellectual disabilities in developing social interactions, as well as the roles and strategies of teachers in supporting these interactions within inclusive education settings. The research was conducted at SMP Negeri 5 Sangatta Utara using a qualitative descriptive method, which emphasizes an in-depth understanding of phenomena through observation, interviews, and documentation. The research subjects consisted of a student with intellectual disabilities, peers, and classroom teachers. The findings reveal that students with intellectual disabilities experience difficulties in initiating and maintaining interactions, expressing opinions during group activities, and understanding social norms such as turn-taking and emotional expression. These limitations often lead to withdrawal and dependency on close peers. However, teacher interventions through participatory learning, peer mentoring, the use of visual and play-based learning media, and cooperative learning methods have proven effective in enhancing student engagement and communication. The study highlights the vital role of teachers as facilitators in fostering inclusive learning environments that promote empathy, social acceptance, and meaningful participation. Strengthening teacher competence and the availability of Special Assistant Teachers (GPK) are recommended to optimize the social and emotional development of students with intellectual disabilities in inclusive schools.

Abstract

Community literacy is an essential foundation for building civilization and competitive human resource quality in the digital era. The low reading interest among communities, especially in areas with limited access to library facilities, poses a serious challenge to national literacy development. Rimba Bulan Reading Space emerges as a community-based alternative solution to enhance community literacy culture. This article aims to analyze the implementation of community literacy through Rimba Bulan Reading Space using a descriptive approach. The methods employed include direct observation of literacy activities, interviews with managers and participants, and documentation studies of programs. Research findings indicate that Rimba Bulan Reading Space successfully increased children's and adolescents' reading interest through various programs such as shared reading, mobile reading corners, creative writing training, and book discussions. Supporting factors for success include active volunteer participation, local community support, and collaboration with various parties. Constraints faced include limited operational funding, insufficient new book collections, and program continuity. This research recommends strengthening managerial capacity, diversifying funding sources, and establishing strategic partnerships with government and private sectors for the sustainability of community literacy programs.
