Abstract

This study aims to determine the position of the village malim and Hatobangon as rights in divorcing husband and wife who are at odds with the village community of Tanjung Mompang as well as the factors behind this authority in terms of Islamic law. This research is a field research (field research) with a social approach (social opprouch). The results of this study indicate that the understanding and practice of the Tanjung Mompang community regarding the authority of the village of Malim and Hatobangon as rights is motivated by various reasons, including community adherence to traditions and customs that they have adopted from generation to generation, geographical factors in the village of Tanjung Mompang which are located in the interior and in The mountains cause the development of law to lag, especially in the issue of divorce, the social conditions of society which are closed and do not mingle with other communities and the lack of socialization and guidance carried out by the government towards the community of Tanjung Mompang village. Geographical and sociological conditions such as this make the position of the village malim and Hatobangon as hakam so high and their decisions are obeyed and respected, so that the village malim and hatobangon who act as hakam hakam have the authority to decide the divorce between the disputing husband and wife. In Islamic law, hakam can only reconcile and find a solution that can stop disputes. Both rights must not order the husband and wife to divorce. In other words, the two rights do not have the authority to separate the husband and wife if the husband who is disputing is not asked. Although the people of Tanjung Mompang are a society that adheres to the Sayafi'i mazhab, in terms of the authority of a hakam in deciding a divorce for a husband and wife who is in dispute, it is not in line with the Syafi'i mazhab.

Abstract

At present, the global development goals stated in the Sustainable Development Gols (SDGs), the empowerment agenda is still the main focus, especially with regard to empowering women's groups. Although it does not explicitly emphasize women's empowerment in it, in many cases community empowerment practices through ADD always place poor and under-prosperous women as the main participants. In Pematang Johar Village, Deli Serdang Regency, the practice of empowering women's groups is carried out by developing entrepreneurship based on the local potential of the village, namely through batik crafts. This program begins with the formation of a women's batik group with the aim that the batik group formed can produce batik works with local characteristics which are then given the name "Batik Sawah". The research design used a qualitative research design with a case study approach to a group of women in the Batik Liza Mangrove Studio, Pematang Johar Village, Deli Serdang Regency. The data in this study were collected using in-depth interviews with each research informant. The research informants were selected using a purposive sampling approach. Based on the results of the discussion above, it can be concluded that the batik training given to the women's batik groups makes them self-empowered in the form of authority, knowledge and abilities. This condition makes them able to fulfill their daily needs physically, economically and socially. The impact of the practice of empowering women at the Liza Manggrove Batik Studio has only succeeded in improving family welfare subjectively. This is because the income generated from batik activities can only be used to meet the primary needs of the family and has not been able to meet other needs.

The important role of employees or human resources in determining the success of a company is very necessary. Several studies reveal that there is a positive relationship between motivation and employee performance. Some of these studies say that the high working motivation of employees has a relationship that tends to achieve a fairly effective level of employee performance. This Writing Method Using descriptive, a method that aims to describe or provide an overview of the object under study. Motivation is one of the efforts in directing employees to work more optimally in accordance with the wishes of the company. Intrinsic motivation is motivation that comes from within the individual. This motivation results in the integrity of goals, both organizational goals and individual goals, both of which can be satisfied. The mission of employees to one another is a shared responsibility. This needs to be accentuated so that no employee feels that the workload is too heavy or there is no employee who feels he is being exaggerated among other employees. Awards given by the company can trigger individual self-reward, meaning that employees who get more awards from the company can motivate them to work more effectively. Employees who have high motivation to occupy a higher position in the organization are likely to be able to increase work productivity in order to achieve organizational goals and vice versa. By understanding the role played in motivation, a manager will be able to increase the work productivity of his subordinates and can further improve their performance.

Accountability for the performance of regional apparatus is needed to measure the level of success and or failure of regional apparatus in achieving common goals and targets according to the performance targets set in the district RPJMD. This research was conducted with a qualitative approach and using descriptive analysis. The data collection technique used interview, observation, and documentation methods. The results showed that the performance accountability of BAPPEDA Muara Enim Regency in 2017 was very good, which was shown by the existence of excellent performance planning, performance measurement, performance reporting, internal evaluation, and performance achievements. The supporting factors for the performance of BAPPEDA in Muara Enim Regency are the existence of a strong team work, the development of achievement motivation, consistent monitoring and supervision of leaders and conducive organizational conditions that support the development of employee creativity and innovation. Meanwhile, the inhibiting factor felt by BAPPEDA employees was the absence of a special performance allowance for high workloads. This can lead to counter-productive and demotivating employees. It is recommended that in the future, consider the existence of a special performance allowance for the employees of BAPPEDA Muara Enim Regency and make BAPPEDA as a role model for performance development for other Regional Apparatus Organizations in Muara Enim Regency.

Besides that, the community also distributed questionnaires to the voters for the Jokowi-Ma'ruf Amin presidential candidate in several cities and districts, namely Medan, Tebing Tinggi, Simalungun, and Tapanuli Tengah as a form of representation from the regions in North Sumatra because of the diversity of ethnicities, cultures, and religion. The delivery of infrastructure development work programs to the campaign masses received a response from the voting public. Campaigns through the approach and involvement of religious leaders can also attract sympathy from the voters. The voters for the Jokowi-Ma'ruf presidential candidate in North Sumatra generally answer because of the figure of the presidential candidate. Meanwhile, the position of Kiyai Haji Ma'ruf Amin as a vice presidential candidate is a factor that can influence or increase the electability of Muslims in determining the victory of a presidential candidate.
