Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes
Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

Tourism is one of the highest factors to encourage economic growth. Tourism development in Indonesia is mostly carried out through the development of tourist villages. Tourism must be designed in order to create a positive impact on society, especially related to economic improvement. One of the Tourism Villages in Central Java is Lerep Village located in West Ungaran district, Semarang Regency which has various agrotourism potentials. This study aims to analyze: "How is the tourism development of Lerep Tourism Village?". This study used a qualitative approach with data collection methods through literature, participatory observation and interviews. In this study review based on 3P+4A, i.e. Price, Place, Promotion and Attraction, Access, Amenity, and Ancillary. Reviewed from 3P+4A, the tourism development of Lerep Village has been very good with regarding to environmental conditions and local wisdom as a superior base for its Tourism package. In terms of the price of the tour package, it is quite affordable and in accordance with the facilities provided. The promotion aspect is an aspect that is still not optimal, thus, it is necessary to optimize tourism promotion through social media. The tourist attractions provided are abundantly varied, but to maintain the sustainability of tourism and so that tourism is not monotonous Access to the Lerep Tourism Village is an aspect that needs special attention for policy makers considering that access to the Lerep Tourism Village, such as roads and the availability of public transportation, is very limited.tourism

Participation is an effort that must continue to be encouraged, in addition to focusing on the democratic right to be involved in the public policy process, it also focuses on the effectiveness of policy delivery. Participation can be contextualized in various problems that occur in society, one of which is the issue of stunting. A problem that attacks toddlers and certainly has an impact on future generations in Indonesia. Therefore, this research focuses on the participation efforts made in the planning and implementation process of the Stunting Program in Tonasa Village, Takalar Regency, which is expected to contribute knowledge related to this issue. This location was chosen because it is one of the villages that has a high percentage of stunting prevalence. This research uses a Qualitative approach with a case study model. First, the participant selection indicator in the planning stage is at the professional stakeholder level, while the implementation stage shows that the level of participation is at the open recruitment targeted level. Second, the communication and decision indicator in the program planning stage shows that the level of participation is at the level of express preferences, then in the program implementation stage shows that the level of participation is at the level of listen as spectator. Third, the authority and power indicator in the program planning stage shows that the level of community participation is at the advice and consult level, while the implementation stage shows that the level of participation is at the co-governance level.

Current Corporate Social Responsibility (CSR) policies are often judged to be less targeted and unsustainable, causing disappointment to the community and government. In order for this CSR policy to be right on target and sustainable, then it needs to be based on the policy of accelerating the achievement of the Village Sustainable Development Goals (SDGs). Bengkalis Regency currently has one large company, namely PT. Pertamina Sungai Pakning which is committed to the implementation of CSR. The company has made a CSR policy from 2014, but this CSR policy has not been based on the Village SDGs. The purpose of this study is to develop CSR policies based on Village SDGs in order to assist villages in accelerating the achievement of national development goals. This study uses a qualitative method. The results of the study found that the development of CSR policies can be formulated using an incremental policy model by maintaining the fields of education, health, the environment and adding several fields, namely the economic, social, institutional and technological fields which have implications for the objectives of the Village SDGs. This policy can be realized through charity programs, infrastructure, capacity building, and community empowerment.

Generasi Z sangat erat kaitannya dengan sosial media Instagram. Instagram memiliki banyak fitur salah satunya yaitu memperbolehkan pengguna memiliki lebih dari satu akun dalam satu aplikasi. Saat ini generasi Z memanfaatkan fitur tersebut untuk membuat akun kedua instagram dan generasi Z lebih aktif memperlihatkan aktifitasnya serta lebih bebas mngekspresikan diri. Penelitian ini bertujuan untuk mengetahui pengaruh Akun Kedua Instagram dalam mengekspresikan diri disosial media pada Geneasi Z. Penelitian ini merupakan penelitian kuantitatif dengan teknik analisis regresi yang dimana menggunakan instumen kuisioner yang berisi pertanyaan tertutup dengan menggunakan teknik accidental sampling dan sampelnya adalah generasi Z pengguna akun kedua Instagram yang ada di kabupaten Maros. Hasil penelitian menunjukkan variabel akun kedua Instagram berpengaruh positif dan signifikan terhadap identitas digital dan fenomena Kultural dalam ekspresi diri.

This study aims to analyze and formulate tourism policies based on Good Tourism Governance (GTG) in realizing sustainable tourism in the Lake Toba Tourism Area. As one of the super priority destinations in Indonesia, the development of Lake Toba faces challenges related to environmental conservation, improving the welfare of local communities, and managing sustainable tourist attractions. This study is a survey study which is then analyzed using SEM based on variants or PLS-Path Modeling. The results of the study indicate that the implementation of GTG principles, such as community participation, transparency, accountability, and partnerships between stakeholders, plays a significant role in creating sustainable tourism. An effective policy model in the Lake Toba Area involves synergy between the government, local communities, and the private sector in maintaining a balance between economic, social, and environmental aspects. The development of this GTG-based policy is expected to maximize the tourism potential of Lake Toba while maintaining the sustainability of natural resources and strengthening the capacity of local communities.

This study aims to look at the implementation process of gray water and black water wastewater management policies in Gorontalo City in the context of improving environmental quality. The method used is a descriptive qualitative approach with the Miles and Huberman model technique in the form of data collection through field observation, analysis of documents from related agencies and interviews with resource persons by providing a structured questionnaire so as to obtain research results by reconstructing policies that show that the implementation of centralized wastewater management policies in northern cities using Charles O. Jones' theory by looking at factors The following are the following: (1) The organization still faces several significant obstacles, such as the lack of adequate wastewater management infrastructure, (2) The interpretation of the government's weak commitment in monitoring and maintaining IPALT facilities made by the Directorate of Cipta Karya, In addition, the enforcement of regulations such as Mayor Regulation Number 9 of 2016 has not been effective due to the lack of supervision of the community who dump domestic wastewater into the river so that the sanctions given by violators neglected policies. (3) Application In the implementation process, it turned out that there was a lack of budget given to DLH (Environmental Service) so that it did not run properly and optimally, so that development (IPALT) did not function optimally. This study recommends more equitable infrastructure improvements, increased budget allocation, and strengthening sanctions against communities that pollute water with wastewater, Novelty for the success of gray water and black water wastewater management to improve the quality of the environment in Gorontalo City is the existence of a more appropriate wastewater management method that is clearly explained in the policy so that waste management is more effective and sustainable. to create a cleaner and healthier environment in Gorontalo City. This research studies an Indonesian integrity body with key roles in promoting ethical conduct across government agencies. The key research question is: How has the Indonesian Civil Service Commission played a role in ethics management within Indonesia's civil service? This research uses a qualitative case study by analysing documents to understand how a particular organisation employed its work in promoting ethics. This research finds that despite its intended role as an enforcement agency of ethics rules, the ICSC rolled out various mechanisms for translating its role into practice. The ICSC has implemented a combination of compliance and value-based approach that encourages individual civil servants to adhere to ethics codes while enabling the human resource unit to champion and promote ethics within government agencies, implementing ethics beyond adherence to ethical codes and cultivating ethical culture.

Digital transformation in the era of the industrial revolution 4.0 and society 5.0 provides opportunities for the public sector, including in the procurement of government goods/services, to increase efficiency, transparency, and accountability. This study aims to analyze the implementation of digital transformation in the procurement of goods/services in Gorontalo Province through e-catalogues and online stores (e-purchasing). Research data was collected through in-depth interview methods, observations, and analysis of documents related to procurement transactions. The results of the study show that procurement digitalization has increased the involvement of local MSMEs and minimized the potential for misappropriation. However, there are a number of technical obstacles that affect the smooth implementation, such as the lack of readiness of human resources (HR) and the limitations of integration between digital platforms. To optimize the results of this transformation, more intensive human resource training and improvement of supporting technology infrastructure are needed. Thus, the digital transformation of procurement of goods/services in Gorontalo has the potential to become a more transparent and efficient procurement governance model in the future.

Water is a basic need of all living things. Since the beginning of life all living things really need water for their survival, so that water needs must be met properly. The fulfilment of water needs in Tanjungpinang City comes from Sei Pulai Reservoir and Gesek Reservoir which are fully rain-fed reservoirs. However, the condition of Sei Pulai Reservoir is damaged so that its sustainability is worrying. The damage to the condition of the reservoir is caused by various factors that are very complex until finally the water discharge has decreased. This research was conducted with the aim of describing the condition of water availability in Tanjungpinang City and analysing the urgency of management carried out by the government in meeting the needs of Water Resources in the perspective of public administration. Through a qualitative approach, the results showed that the water needs in Tanjungpinang City had only been fulfilled around 35.27%. With the increasing population in the future, the need for water will certainly also increase, requiring the government to be present to solve the problems that occur and carry out the best management in fulfilling water needs.

Media sosial telah menjadi alat penting dalam komunikasi digital yang mempengaruhi opini publik. Melalui platform seperti Facebook, Twitter, dan Instagram, informasi dapat disebarkan dengan cepat dan luas, yang secara signifikan memengaruhi pandangan dan sikap masyarakat. Penelitian ini bertujuan untuk mengeksplorasi bagaimana komunikasi digital di media sosial berperan dalam pembentukan opini publik. Dengan menggunakan studi kasus pada beberapa platform media sosial, penelitian ini mencoba memahami dinamika dan mekanisme yang terlibat. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data dikumpulkan melalui observasi, wawancara mendalam, dan analisis konten dari postingan serta interaksi pengguna di media sosial. Informasi utama diperoleh dari pengguna media sosial yang aktif berpartisipasi dalam diskusi publik. Hasil menunjukkan bahwa komunikasi digital di media sosial memainkan peran penting dalam membentuk opini publik. Penyebaran informasi yang cepat, kemampuan untuk berbagi dan mengomentari konten, serta pengaruh dari tokoh-tokoh terkenal di media sosial, semua berkontribusi besar dalam membentuk persepsi dan opini masyarakat. Penelitian ini juga menemukan bahwa media sosial adalah platform yang efektif untuk kampanye sosial dan politik, walaupun rentan terhadap penyebaran informasi yang salah atau hoaks.
