Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes

Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

Abstract

Poverty is a global problem experienced by all countries, including Indonesia. There are many efforts made by a country to overcome the problem of poverty, in Indonesia itself the Program Keluarga Harapan (PKH) is present as one of the efforts made by the Indonesian government to overcome the problem of poverty. This research aimed to examine the issues faced by the City of Palembang in implementing the Program Keluarga Harapan (PKH). The method used in this research is descriptive qualitative and uses policy implementation theory from Merilee S. Grindle. The results of this research indicate that the implementation of the Program Keluarga Harapan (PKH) in Palembang City was not implemented well. The policy content indicators show that this program has a target group, benefits obtained, clear decision-making, and the existence of resources. However, this program has not been successful in effecting behavioral changes among Keluarga Penerima Manfaat (KPM) members, as evidenced by their inability to properly utilize program assistance and their lack of preparedness for independence. The context of implementation indicators shows the strengths, interests, and strategies of the actors involved in this program as well as the clear character of the ruling institutions. However, compliance and responsiveness of assistance from the program are still lacking. Kemiskinan merupakan suatu masalah global yang dialami semua negara termasuk Indonesia. Banyak usaha yang dilakukan oleh sebuah negara untuk mengatasi permasalahan kemiskinan, di Indonesia sendiri Program Keluarga Harapan (PKH) hadir sebagai salah satu usaha yang dilakukan oleh pemerintah Indonesia untuk mengatasi permasalahan kemiskinan. Tujuan dilakukan penelitian ini untuk melihat permasalahan yang dihadapi Kota Palembang dalam implementasi Program Keluarga Harapan (PKH). Metode yang digunakan dalam penelitian ini merupakan deskriptif kualitatif dan menggunakan teori implementasi kebijakan dari Merilee S. Grindle. Hasil penelitian ini menunjukkan bahwa implementasi Program Keluarga Harapan (PKH) di Kota Palembang belum terlaksana dengan baik. Pada indikator isi kebijakan menunjukkan bahwa program ini sudah memiliki kelompok sasarannya, manfaat yang didapatkan, pengambilan keputusan jelas, dan adanya sumber daya. Namun, program ini belum bisa menunjukkan perubahan terkait perilaku dari Keluarga Penerima Manfaat (KPM) yang terlihat dari perilaku mereka yang belum bisa memanfaatkan bantuan dari program ini dengan benar dan ketidaksiapan mereka untuk mandiri. Pada indikator lingkungan implementasi menunjukkan adanya kekuatan, kepentingan, dan strategi aktor yang terlibat dalam program ini serta karakter lembaga penguasa yang jelas. Namun, kepatuhan dan daya tangkap dari penerima bantuan yang masih kurang.

Abstract

Towards world class bureaucracy, digitalization of government administration is one of the big agendas implemented by the Indonesian government. In the field of public services, manual services have been shifted and replaced with online services which are considered faster and cheaper. However, online services have challenges that are not easy. Until early 2023, 63.5 million Indonesians were not be connected to the internet. In addition, there are 33% of citizens who do not have the smartphone needed to access online services. This study will aim to describe various problems and challenges in the digitalization of public services and formulate policy recommendations needed to overcome them, especially in the case of citizenship administrative services in Bekasi City.

Abstract

This study aims to determine the level of community participation in the preparation of the Village Government Work Plan (RKPDes) in Krangkong Village, Kepohbaru District, Bojonegoro Regency. This study uses a qualitative approach with data collection techniques through in-depth interviews, participatory observation, and documentation studies. This research involved the local community, village officials, and related parties in the process of preparing the RKPDes. The research focus uses eight steps of community participation according to Sherry Arnstein, namely: 1) Manipulation; 2) Therapy; 3) Provision of Information; 4) Consultation; 5) Appeasement; 6) Partnership; 7) Delegated power of attorney; and 8) Community Control. Data analysis was performed using the Miles and Huberman Data Analysis interactive model, which involved grouping and interpreting the data obtained. The results of this study indicate that community participation in the preparation of the RKPDes in Krangkong Village is still limited. Even though there are efforts from the village government to involve the community in the decision-making process, the level of participation is still low. Factors that influence community participation include the level of community awareness, limited knowledge and skills, and the active involvement of the village government in mobilizing community participation. This research recommends several steps to increase community participation in preparing the RKPDes in Krangkong Village. First, ensure that community participation in preparing the RKPDes does not stop at the planning stage. Encourage community involvement in the implementation and monitoring of projects contained in the RKPDes, so that participation becomes long-term and sustainable. Second, appreciate and recognize the community's contribution in preparing the RKPDes. Ensure that minority or marginalized groups also have equal opportunity to participate and speak out. Third, provide adequate socialization and information to the community regarding the process of preparing the RKPDes, the importance of their participation, and their role in decision making. Fourth, involve the community in the public consultation stage from the start of the RKPDes planning, and fifth, ensure that the decision-making process involves all parties related to the issues or activities to be worked on. It is hoped that this research can provide a better understanding of increasing community participation in the preparation of the RKPDes in Krangkong Village, as well as providing input for the village government and related parties in planning and implementing participatory policies at the village level.

Abstract

The implementation of information disclosure in public bodies is a mandate of Law Number 14 of 2008 concerning Public Information Disclosure which applies to all public bodies, both in the central government through ministries and other state institutions and regional governments through regional apparatus organizations or regional apparatus work units. The importance of monitoring and evaluating the implementation of the law for regional apparatus in order to ensure that public information services are periodic, at all times, and immediately, and information that is excluded can run well. The research data was taken from the results of monitoring and evaluation activities in 2023 by the Banten Information Commission on 39 regional apparatus organizations. Through a qualitative approach, the data is processed and described according to data from indicators I, II, III, and IVnamely website development, public information development, public information services, and provision of public information. The results of the monitoring and evaluation show that of the 39 public bodies, there are 25 public bodies that are Informative, 9 are approaching informative, 2 are quite informative, and 3 are less informative. This confirms that the majority of regional apparatus organizations are already informative by implementing public information service standards that refer to PERKI 1 of 2021.However, in the future, Information and Documentation Management Officers in Regional Government Organizations still need to maximize services for public information requests for applicants and users of information whose numbers continue to increase. Therefore, monitoring and evaluation of public bodies need to be continuously maintained in terms of quantity and quality by the information commission.

Abstract

Discretion and street-level bureaucrats (SLB) are inseparable. SLB are seen to have better understanding and closer to what really happened in society, thus made SLB chose discretion so the implementation of a public policy can work successfully. Alienation, known as the condition where a policy is disconnected to its implementor, was said to be one of the main factors why SLB use discretion in implementing a policy outside what’s been written. The previous researches had proven the connection between alienation and SLB’s discretion decision, but what happened to the discretion that The Center for Training and Development and Government Management Research (Puslatbang KMP) chose to implement the blended learning policy for the prospective civil servants’ training in Maybrat proved differently. Four out of five dimensions of alienation did not happen when Puslatbang KMP implemented the policy, yet discretion was still implemented for the prospective civil servants in Maybrat. The lack of training infrastructures, the low level of training participants’ ability to access digital training platform, and the ever-changing security risks created what called needed deservingness for Maybrat’s civil servants and made Puslatbang KMP chose discretion in implementing blended learning policy for them.

Abstract

The phenomenon of land-use conversion in Lodtunduh Village, Ubud Subdistrict, is a direct result of rapid tourism development and the escalating land prices in the area. Despite the existence of customary regulations (awig-awig) aimed at managing the transformation of agricultural land into commercial spaces for tourism purposes, the enforcement of these regulations faces significant challenges. This study aims to analyze the efforts by the traditional village to support sustainable tourism through land-use control. Using a qualitative approach, data were collected through interviews, observations, and secondary sources. The findings reveal that land-use conversion in Lodtunduh is primarily driven by tourism expansion and housing demand. While these developments contribute positively to the local economy, they exert considerable negative effects on the environment and agricultural sectors. The customary regulations imposed by the village through awig- awig have successfully curbed nearly 40% of land conversion activities. Active community participation in deliberations and oversight mechanisms has been instrumental in preserving the remaining agricultural land. However, economic pressures from the tourism industry, coupled with low public awareness of environmental issues, present critical challenges that demand heightened aMention.

Abstract

This study examines the topic of Institutional Revitalization: Realizing the Synchronization of Regional Legislative Programs with Local Government Work Plans in Gorontalo, Indonesia. The thesis statement of the research is that the initial conditions, institutional design, leadership, and collaborative governance process will run optimally when institutional revitalisation is carried out between the Regional People's Representative Council and the Gorontalo Provincial Government so that it can achieve harmony between the main points of thought and the Regional Government Work Plan. The research method uses a qualitative approach. The results of the study show that between the Regional People's Representative Council and the Gorontalo Provincial Government have not established effective communication for the planning process, in this case there are different visions and goals to prioritize the interests of the community; aspects of Leadership, based on research findings that ineffective leadership has an impact on lack of integration between institutions, ineffective internal and external supervision, and weak collaboration between stakeholders; The collaboration process, in accordance with the findings of the research that there are political interests, sectoral ego, lack of effective coordination, lack of commitment, unclear direction and objectives, lack of monitoring and evaluation, lack of public understanding of the division of authority, disconnected communication between government units, lack of involvement of the Regional People's Representative Council in the Planning Process, and mismatch of goals between the Regional People's Representative Council and the Government Province so that the collaboration process has not been maximally achieved. Based on the research findings, in harmonising the Ideas of the Regional House of Representatives and the Regional Government Work Plan in Gorontalo Province, institutional revitalisation in collaborative governance is needed so that the initial conditions, institutional design, leadership and collaboration process between institutions can be achieved effectively.

Abstract

Sejak berdirinya PDAM Tirta Ogan didapati adanya fenomena kelemahan pelaksanaan Good Corporate Governance (GCG) dalam praktiknya. Penelitian ini bertujuan untuk mengetahui pelaksanaan prinsip GCG serta segala problem yang menyangkut dengan masalah itu secara komprehensif. Penelitian ini menggunakan metode analisis data dengan menggunakan metode kualitatif. Berdasarkan hasil penelitian dan pembahasan mengenai kesesuaian tata kelola PDAM Tirta Ogan Kabupaten Ogan Ilir dengan prinsip-prinsip Good Corporate Governance (GCG) yang dilihat dari aspek keuangan, aspek teknis dan operasional dan aspek kelembagaan maka dapat disimpulka bahwa masih jauh kesesuaiannya dengan prinsip-prinsip Good Corporate Governance (GCG). Ketidaksesuaian tata kelola perusahaan dengan prinsip-prinsip korporasi mengakibatkan PDAM Tirta Ogan tidak mampu melaksanakan fungsi yang dimiliki sebagai BUMD belum bisa diwujudkan yaitu mensejahterakan masyarakat PDAM masih terkendala dengan pelayanan yang masih jauh dari harapan, dan juga PDAM belum mampu meraup keuntungan sama sekali tidak bisa dicapai karena PDAM Tirta Ogan masih mengalami kerugian.

Abstract

This study examines the diffusion of digital-based public service innovations at the Department of Investment and One-Stop Integrated Services (DPMPTSP) in Palangka Raya City, Indonesia. Utilizing Everett M. Rogers' Diffusion of Innovation theory, the research analyzes the implementation of three online service applications: SIMYANDU, OSS-RBA, and SIMBG. These applications, launched in 2021, aim to enhance public service delivery by offering online access to various administrative procedures, including permit applications, business registration, and investment licensing. The study investigates the effectiveness of DPMPTSP's communication strategies in promoting these services, the timeline of their adoption by the public, and the inclusivity of access to these digital tools. Findings highlight the successful integration of these applications into the public service landscape of Palangka Raya City, contributing to the development of a smart city. The study also explores the implications of these innovations for improving government service delivery and citizen engagement in the digital age.

Abstract

This study aims to determine the government's breakthrough in improving community empowerment to develop SMEs through entrepreneurship in an effort to improve community welfare and regional income. The research method refers to qualitative research with a focus on SME development strategies with entrepreneurship and community empowerment. The results of the study indicate that a professional digital-based SME governance strategy has been implemented by arranging, organizing or running, and controlling to develop the strength of the marketing and sales network, and being able to analyze the production network to improve product quality. Several policies have been established, including regional regulations that provide opportunities for SMEs to continue to develop the creativity and innovation of the community. Additional findings include the need for community involvement to be able to contribute to the empowerment of digital-based small and medium enterprises. Complementing the policy strategy by creating a SME governance formulation that is in accordance with the needs and dynamics of the development of local community life in Makassar City. The sustainability of the life cycle of SME organizations needs to be continuously improved through strengthening SME entrepreneurship, to optimize community empowerment in SME governance in Makassar City, South Sulawesi.
