Abstract

This study aims to critically analyze the role of the General Elections Commission (KPU) of Bitung City in enhancing the political participation of persons with disabilities during the 2024 regional elections (Pilkada). Within the framework of political anthropology, KPU is not merely seen as an electoral institution but as a social actor shaping participatory space for marginalized groups. Using a descriptive qualitative approach, the research was conducted in Bitung City through participatory observation, in-depth interviews, and documentation involving KPU members, election supervisors, and individuals with physical and sensory disabilities. Data were analyzed using the interactive model of Miles and Huberman, consisting of data reduction, display, and conclusion drawing. The findings reveal that while the KPU has made inclusive efforts such as voter registration, accessible education materials, and partial involvement of disabled individuals in the electoral processsignificant structural and cultural barriers remain. These include limited accessibility at polling stations, inadequate inclusive communication strategies, and persistent social stigma. The study concludes that inclusive democracy requires not only institutional reform but also cultural transformation, positioning persons with disabilities not as passive beneficiaries but as active and dignified political subjects

Abstract

Peter Jarvis' theory of adult learning offers a rich conceptual framework for understanding the dynamics of cultural externalization in collaborative learning. This study aims to analyze how learning processes involving social interaction and experience can facilitate cultural externalization as an integral part of collaborative learning. Through the use of a qualitative approach based on literature studies, this article explores the relationship between individual experiences, group interactions, and cultural constructions produced through the learning process. The results of the study indicate that collaborative learning based on the principles of Jarvis' Theory creates a dialogic space that allows individuals to integrate personal experiences with group norms and values. Cultural externalization occurs when the results of the dialogue are expressed in the form of new symbols, practices, or knowledge that can be shared. It is identified that key elements in the dynamics of cultural externalization include openness to diverse perspectives, the ability to reflect, and the continuity of interaction in the learning context

Abstract

This study examines the Hela-Hela night tradition in Kema III Village, North Minahasa Regency, as a culturally embedded religious practice performed on the 27th night of Ramadan to commemorate Lailatul Qadar. The research aims to explore the history, symbolism, community perception, and cultural transformation of the Hela-Hela tradition through the lens of religious anthropology. Employing a descriptive qualitative approach, data were collected through participatory observation, in-depth interviews, and documentation, then analyzed using the Miles and Huberman model. The findings reveal that this tradition has historical roots in the cultural spread of Islam along coastal regions and integrates religious meanings with social values through symbols such as bananas, oil-bottle lanterns, and bamboo ropes. Changes in ritual practice reflect social dynamics while preserving the spiritual essence of the tradition. Community interpretations vary across generations, yet collective participation remains strong. The Hela-Hela tradition functions as a medium for internalizing religious values, fostering social solidarity, and reaffirming communal identity. This study highlights the strategic role of local religious practices in sustaining cultural resilience and communal spirituality amid the tides of modernity

Instagram is an effective digital platform for women's empowerment. Instagram has features to turn personal accounts into professionals, one of which is the community. The presence of digital communities certainly supports women's empowerment, including WEWAW (Women Empower Women at Work) with a commitment to provide references, education, and assistance for Indonesian women in their careers and businesses. This research aims to analyse how the content and programs on Instagram @wewaw.id represent efforts to empower women to have a career and do business. This research uses qualitative methods with content analysis techniques, collects data through Instagram accounts and literature studies from documents and books, and uses data triangulation by utilising several different sources of information. The results showed that the wewaw community successfully empowered women through seven stages of empowerment: awareness, freedom, capacity building, empowerment, achievement of results, evaluation, and a follow-up stage. The community uses symbols such as feminine colours, cartoon illustrations of women, and keywords such as "career" and "business" to represent women's social identity. In conclusion, wewaw is a clear example of digital women's empowerment through Instagram that has succeeded in shaping a new social identity for women through the symbols, colours and keywords used consistently in the campaign, and has become a safe and strategic space to build new meanings of independent women.
