Abstract

This study aims to analyze land certification policies in order to realize legal certainty of land rights, with a focus on the implementation of the Complete Systematic Land Registration (PTSL) program in Raas District, Sumenep Regency. The method used in this study is a normative juridical method with a legislative and conceptual approach. Data sources were obtained from primary legal materials such as the Basic Agrarian Law, Government Regulation No. 24 of 1997, and Regulation of the Minister of ATR/BPN No. 6 of 2018, supported by secondary legal materials in the form of scientific journals, books, and reports from related agencies. The results of the study indicate that the PTSL program has been normatively designed to provide legal protection for community land rights, however, its implementation in Raas District is still faced with various obstacles. These include low community participation, limited ownership documents, land boundary issues, and a lack of community legal understanding. Although the policy is aligned with the principle of legal certainty, its effectiveness is hampered by the lack of resources, infrastructure, and accessibility in the island region. This indicates a gap between legal norms and social reality. This study recommends the need to strengthen inter-institutional coordination, increase land service capacity, and provide ongoing legal outreach to ensure equitable and just legal certainty for communities in remote areas.

Abstract

This study aims to examine and analyze the handling of cases of sexual violence against children from a positive legal perspective, focusing on the implementation of legal procedures at the Batu Police Department. The method used is normative juridical, with a statutory and conceptual approach. The primary data sources consist of primary legal materials, such as the Criminal Code (KUHP), Law Number 35 of 2014 concerning Child Protection, Law Number 12 of 2022 concerning Criminal Acts of Sexual Violence, and Law Number 11 of 2012 concerning the juvenile criminal justice system. Secondary legal materials were obtained from academic literature, scientific journals, and relevant law enforcement documents. The results of the study indicate that normatively, the handling of cases of sexual violence against children is clearly regulated through laws and regulations that require maximum protection for child victims, including in investigations, special treatment during examinations, and the fulfillment of victims' rights. However, in practice at the Batu Police Department, law enforcement still faces various challenges, such as limited investigative resources, minimal psychological support, and a lack of understanding of the victim's perspective. Furthermore, the legal process still does not fully comply with the principles of restorative justice mandated by the latest regulations. This study recommends improving the capacity of investigators through gender-sensitive and child protection training, strengthening synergy between the police, child protection agencies, and supporting agencies, and ensuring ongoing oversight of the case handling process to ensure optimal protection of child victims' rights at every stage of the legal process.

Abstract

This study aims to explore the influence of budgetary slack and implementation effectiveness on the success of the Family Hope Program (PKH) in Buraen Village, South Amarasi District. The problem of high poverty and unequal distribution of PKH assistance recipients is the main background. This study uses a quantitative approach with the Partial Least Squares (PLS) method and involves 84 respondents selected through purposive sampling. The analysis results show that budgetary slack has a positive and significant effect on the success of PKH with a coefficient of 0.677 (p < 0.01), while effectiveness also has a positive effect with a coefficient of 0.202 (p < 0.10). The coefficient of determination (R²) value of 0.735 indicates that 73.5% of the variation in PKH success can be explained by these two variables. These findings indicate that strategically managed budget flexibility and effective program implementation can increase the social impact of PKH, especially in the education, health, and economic aspects of poor households. Therefore, PKH implementing agents have an important role not only as administrative distributors, but also as adaptive decision makers in addressing the dynamics of local needs.

Abstract

The Baion plant (Pandanus tectorius) is known as a thriving plant and as a natural resource that has many benefits. People in various regions, including Humbang Hasundutan Regency, have used these plant parts for various purposes, such as handicraft raw materials, food, and cultural products. However, maximum utilization is still not fully realized, so further research is needed to explore this potential. This effort is expected to be a solution to increase local MSME income, reduce dependence on imported materials, and preserve local wisdom. The purpose of this research is to explore the potential of Baion plants in supporting the development of MSMEs, as well as identify factors that affect the successful implementation of the use of Baion plants. This research method uses qualitative and quantitative approaches through surveys, product manufacturing experiments, and MSME training. SWOT analysis is used to evaluate market opportunities, while organoleptic tests are applied to Baion-based food products. The survey method is used to collect preliminary data from respondents, either through questionnaires or interviews, to understand market preferences and needs. On the other hand, product manufacturing experiments are carried out to evaluate variations in formulas and production methods, especially in Baion-based food products, through organoleptic tests to assess sensory quality (taste, aroma, texture, and appearance). In addition, MSME training is held to improve the ability of producers in product development and marketing. In evaluating market potential, a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis is carried out which functions to find out the strengths, weaknesses, opportunities, and threats of a business.

Abstract

This study investigates the learning styles of academically high-achieving students at SD Negeri 138/II Daya Murni, aiming to understand how these preferences influence their academic success. Employing a qualitative descriptive approach, the research was conducted from June to August 2025. The study's subjects, selected through purposive sampling, included two high-achieving students and their Class V homeroom teacher. Data were collected using method triangulation, comprising participatory observations, structured interviews, and documentation. The data were then analyzed using a descriptive analysis technique involving data reduction, presentation, and verification. The key findings indicate that while students utilized a combination of visual, auditory, and kinesthetic styles, their academic achievement was predominantly driven by the effective application of visual and auditory learning. The study concludes that an understanding and accommodation of these dominant learning styles, alongside a supportive learning environment, are crucial for fostering and sustaining high academic performance.

Abstract

This research aims to investigate the process of culinary vocational training in fostering independence for deaf and speech-impaired individuals at Sentra Mulya Jaya, East Jakarta. The study was conducted using a descriptive qualitative approach. The research was held at Sentra Mulya Jaya, with informants including three trainees, one vocational instructor, and one social worker. Data were collected through in-depth interviews, participant observation, and documentation, with analysis following the interactive model of Miles and Huberman. The findings show that the training effectively promotes independence across emotional, economic, intellectual, and social aspects. It provides technical skills and a supportive environment, enabling trainees to manage emotions, earn income, and interact socially without over-reliance on others. The conclusion is that vocational training is an effective strategy for empowering deaf and speech-impaired individuals and promoting their self-reliance

Abstract

This study aims to analyze the solvency and profitability ratios in assessing the financial performance of PT United Tractors Tbk for the period 2019–2023. The solvency ratios examined include the Debt to Equity Ratio (DER) and the Debt to Asset Ratio (DAR), while the profitability ratios consist of Return on Assets (ROA) and Return on Equity (ROE). These two categories of ratios were prioritized because they directly reflect the company’s capital structure and efficiency in generating profits, which are crucial in capturing financial resilience during periods of economic uncertainty. The analysis employed secondary data drawn from audited annual reports of PT United Tractors Tbk published by the Indonesia Stock Exchange and the company’s official website. The results indicate that solvency and profitability fluctuated throughout the study period. The sharp decline in 2020 coincided with the COVID-19 pandemic, which disrupted global demand for heavy equipment, while the improvement in ROA and ROE during 2022–2023 reflected stronger asset utilization supported by industry recovery and infrastructure expansion. Nevertheless, the increase in DER in 2023 signaled greater reliance on debt financing. This study concludes that maintaining a balance between solvency and profitability is essential for sustainable financial performance. However, since the analysis was limited to solvency and profitability ratios, future studies are encouraged to incorporate liquidity, efficiency, and market-based indicators to provide a more comprehensive picture of financial health.

Abstract

Immigration policy is an integral part of governance that aims to maintain state sovereignty and public order. In the midst of the dynamics of globalization and increasingly intensive cross-border human mobility, Indonesia faces major challenges in implementing immigration policies effectively. This article aims to analyze the implementation of the Indonesian government's policies in the field of immigration, focusing on the surveillance of foreigners as a vital instrument in ensuring national security and public order. This paper uses a descriptive qualitative approach with the method of literature study and policy analysis, this article reveals that even though the legal and institutional framework has been formed, policy implementation still faces various challenges such as inter-agency coordination, human resource capacity, and the use of information technology. These findings show the need to strengthen policy integration, synergy between actors, and digitize the immigration surveillance system. Policy recommendations are focused on institutional capacity building, immigration digital reform, and strengthening multi-stakeholder collaboration.

Abstract

Digital transformation in the healthcare sector has become a crucial element in enhancing the quality, efficiency, and transparency of public services. This study aims to evaluate the success of healthcare service digitalization at RSUD dr. Hasri Ainun Habibie Gorontalo using the HOT-Fit (Human, Organization, Technology, and Net Benefit) framework. The research employed a quantitative approach with survey instruments administered to 104 respondents, consisting of both medical and non-medical staff. The findings indicate that all HOT-Fit indicators fall within the "very high" category, particularly information quality (3.47) and user satisfaction (3.38), both of which show a strong correlation with the net benefits of digitalization. The main challenges identified include unstable internet connectivity and application fragmentation, although most users perceive the system as functioning effectively. Recommendations derived from this study include improving network infrastructure, developing integrated digital platforms (super apps), and providing advanced technical training for human resources. These results reinforce the significance of integrating human, organizational, and technological aspects to ensure the success of digital transformation in regional healthcare services.

Abstract

This study investigates the effectiveness of the Pakars Validation application in enhancing student eligibility identification and financial awareness as part of a strategic approach to reducing receivables in the Postgraduate Program at UQY University. The persistent problem of student receivables is often driven by the suboptimal utilization of flexible payment schemes and the limited dissemination of accurate information regarding students’ financial obligations. In response to these issues, the Pakars Validation application was developed to streamline administrative and financial validation processes, while automating email-based communications containing billing details and payment reminders. Employing a quantitative approach, the research utilized a survey method involving 100 active postgraduate students selected through purposive sampling. Data were analyzed using Structural Equation Modeling–Partial Least Square (SEM-PLS). The findings indicate that the Pakars Validation application plays a significant mediating role between student eligibility identification and financial awareness with receivables reduction strategies. Direct effects of the independent variables on receivables reduction were not statistically significant, but became significant when mediated by the application. The study underscores the importance of integrated digital validation systems combined with technology-driven communication tools in improving receivables management. Practically, it recommends strengthening such applications as a core strategy to enhance financial stability and ensure the long-term sustainability of higher education institutions
