Abstract

Technological developments have made the use of information technology currently widely applied in the service process, but not only for public services, but also for internal immigration offices. Knowledge management must be applied to employees for refreshment and to carry out rotations, mutations to increase employee Human Resources and the competency level of employees. The process of employee rotation, employee transfer, and recruitment of new employees that is not matched by adequate knowledge management can result in a lack of competence of employees when transferred. The implementation of technological developments and knowledge management provides an overview of website-based application design at Cilacap Immigration Office using the waterfall model SDLC method. The result of this research is a prototype of employee knowledge management application, which contains employee knowledge and employee performance objectives or SKP.

Abstract

The Directorate General of Immigration issued a decree regarding the Social Media Management Guidelines for the Directorate General of Immigration, Ministry of Law and Human Rights of the Republic of Indonesia Number: IMI-0002-HH.01.01 of 2022 which contains guidelines for standardizing immigration public information that can be published by all immigration office in Indonesia. This research focuses on the use of social media used by the Bandung Immigration Office to disseminate immigration information, namely Instagram and YouTube. The purpose of this study was to find out the implementation of the directorate general of immigration's social media in disseminating information through social media and recommendations for optimizing Instagram and YouTube social media. The method used in this research is descriptive qualitative research method. The results of this study found that the Bandung immigration office's Instagram and YouTube social media were considered not optimal in implementing the guidelines, there were still deficiencies such as account names that did not comply with the guidelines, color templates used in content, fonts that still adjusted to the uploaded content.

Abstract

This SIPOLAN was created with the aim of providing an immigration image with a Mido midi design wrapped in the Batak Toba custom with ulos and sortal which depicts the location of the Polonia immigration office in North Sumatra. The pattern used in graphic designs and graphic videos are shows in every post of the Polonia Immigration Office on various platforms. This study used associative quantitative causal relationship to measure how far SIPOLAN's social media content influences the effectiveness of immigration information dissemination by Polonia Immigration Office information section is published on the platform used by the office. This research can be used as input for the TIKIM Subdivision (Immigration Information and Communication Technology). At the Polonia Immigration Office, so that content on social media published by the Polonia Immigration Office has more effective standardization in delivery and delivery strategies to the public, the use of SIPOLAN Social Media Content has an effect of 87.7% on the ease of dissemination information and residue due to the influence of other factors 12.3% which were not applied in this study in the form of interactions from outside social media or face-to-face employees with each other, with superiors or with the public.,

Abstract

In order to improve services to the community, the Directorate General of Immigration has utilized information technology in the form of a service information system for the community. The purpose of this study is to measure the quality of the information system for immigration services at the Tangerang Immigration Office according to ISO 9126. Collection method the data used is simple observation, interviews, and quantitative in the form of filling out questionnaires. The validity and reliability test uses SPSS 26. The results of this study indicate that the measurement of the quality of patient service information systems carried out with the ISO 9126 standard is obtained as follows: Functionality variable is 95%, Reliability variable is 90.7%, Usability variable is 90%, Variable the efficiency is 93%, the maintainability variable is 91% and the portability variable is 95.7%. And through the percentage of due diligence, it can be concluded that the use of the M-Passport application in immigration services for passport applicants at the Immigration Office Class I Non TPI Tangerang has fulfilled the ISO 9126 standard with the percentage obtained an average actual score of 91.99% or an average criterion "Very good".

Abstract

Tanjung Perak Immigration Office, in the development of digitalization, launched an innovation called E-Clearance Care (SIERA) which aims to simplify the service process, especially at sea immigration checkpoints. E-Clearance care is an information system to support the licensing process and collect information on the passage of people entering or leaving Indonesian territory from vehicles along with those in charge and crew of transportation equipment. Through the e-clearance application, notifications of ship arrival or departure can be submitted electronically, it can reduce inspection time at immigration checkpoints. This research was conducted to analyze e-clearance care applications using indicators of usability, namely learnability, efficiency, memorability, error, and satisfaction. The results of the assessment of this application for each usability variable still need additions to the notification menu to make it easier for officers to monitor each arrival or departure of ships. Apart from that there is a need for improvements to the display menu to make it more attractive and increase network speed in the building where immigration checks are to minimize disturbance.

Abstract

In order to realize a successful implementation of the budget, Pekanbaru Immigration Office made an action plan for change in the form of a fund withdrawal application namely Aplikasi Rencana Penarikan Dana (RANCAK BANA). This study uses the Mix-Methods method, namely research conducted by combining quantitative and qualitative approaches. This study focuses on analysing the quality of the RANCAK BANA application through the approach of 6 (six) Delone and McLean Model variables and 7 (seven) HR development indicators. The sampling technique used is purposive sampling by taking an adjusted sample based on the specified criteria. In the data processing and data analysis process, it was carried out using the SmartPLS software to obtain descriptive statistical analysis and use the PLS-SEM procedure. There are 8 hypotheses obtained, including 3 (three) hypotheses and 5 (five) other hypotheses which are rejected / not proven to have an effect, so that the RANCAK BANA application can be said to have good quality. And the role of the immigration office which has been very good at providing a strategy in preparing quality human resources. However, there are still some deficiencies that are expected to be developed and further improved in order to create successful budget execution through this RANCAK BANA Application.

Abstract

The Covid-19 pandemic has forced the public to follow the sophistication of technological developments, including activities in government public services.The website is one of the media that utilizes the internet and is used in disseminating information to the public. This study aims to determine the suitability of the Bekasi Immigration Office website with the standardization of the Ministry of Law and Human Rights' website and to obtain a website service quality value using the webqual 4.0 and IPA (Importance Performance Analysis) methods. The method used in this study is to do a qualitative and quantitative approach. The standardization of Kemenkumham pages consists of domain naming, display standards, accessibility, information interoperability, social media accounts and search engine optimization, in conjunction with webqual 4.0 method, there are three research variables, namely usability, information quality, and interaction quality. There are 100 respondents in the study. Results of the research, there are six categories of suitability for standardization that have not been fulfilled on the Kanim Bekasi website. Meanwhile website correlation index is good and the results of the IPA Cartesian diagram still have top priority indicators whose performance has not been maximized and it is necessary to improve each category and indicator which is deemed not sufficient to meet the expectations or interests of users.

Abstract

Fakta empiris yang menempatkan Indonesia sebagai negara non-ratifikasi Konvensi 1951 dan protokol 1967 tentang pengungsi, sekiranya menjadi hambatan fundamental untuk merespon lebih jauh problematika terkait keberadaan pengungsi di teritorial Indonesia, khususnya mencakup aspek pemenuhan hidup mendasar layaknya Pendidikan. Ketetapan yuridis terkait keimigrasian pada Undang-Undang Nomor 6 Tahun 2011 Tentang Keimigrasian juga tidak selaras untuk mendukung pemerintah, khususnya instansi imigrasi dalam rangka penanganan pengungsi, bahkan pengungsi asing masih dianggap sebagai subjek orang asing yang masuk secara non-prosedural, sehingga harus ditempatkan di Fasilitas Keimigrasian berupa Rumah Detensi Imigrasi (Rudenim) atau tempat lain yang menunjang fungsi pemondokan bagi pengungsi dengan menerapkan SOP Rudenim. Kendati demikian, pemerintah terikat pada Konvensi Hak Anak untuk menjamin pemenuhan Pendidikan kepada anak-anak pengungsi sebagai subjek rentan dan memiliki keterikatan secara moral dalam merespons problematika pengungsi yang transit di Indonesia akibat mengalami refoulement oleh beberapa negara ketiga yang seharusnya dapat menjadi lokus resettlement bagi para pengungsi. Meninjau pada situasi tersebut, benturan hukum dan moralitas yang terjadi menjadi celah konkret bagi instansi imigrasi untuk memantik para stakeholder dalam memberikan problem solving secara sementara dengan mengembangkan platform Pendidikan khusus berbasis teknologi aplikasi yang sifatnya terbatas bagi anak-anak pengungsi, baik pengungsi asing maupun domestik. Adanya langkah konkret untuk memperhatikan pemenuhan Pendidikan secara inklusif kepada warga dunia menunjukkan sisi pro aktif dari pemerintah dengan menerapkan konklusi yang berorientasi pada dasar humanitas untuk menyambut proyeksi besar terkait Tujuan Pembangunan Berkelanjutan.

Abstract

Penulisan artikel ini bertujuan untuk mengetahui dinamika teknologi finansial atau dikenal dengan fintech sebagai model inovasi pembangunan. Metode penulisan menggunakan pendekatan kualitatif deskriptif. Penulis melakukan kajian literatur untuk melihat bagaimana perkembangan teknologi finansial di Indonesia melalui artikel pada jurnal ilmiah terkait. Hasil kajian menunjukkan bahwa teknologi finansial memiliki kecenderungan dalam meningkatkan kesejahteraan dengan cara menggerakkan roda perekonomian secara mikro. Abstract

Direktorat Jenderal Imigrasi atau Kantor Imigrasi merupakan bagian organisasi pemerintah yang menyediakan pelayanan keimigrasian terhadap masyarakat yang berupa dokumen perjalanan paspor dengan menggunakan teknologi melalui aplikasi yang bernama aplikasi M-Paspor. Dalam rangka meningkatkan suatu pelayanan kepada masyarakat Direktorat Jenderal Imigrasi memanfaatkan teknologi informasi berupa sistem informasi pelayanan keimigrasian yang digunakan oleh seluruh Kantor Imigrasi di Indonesia khususnya Kantor Imigrasi Kelas II Non TPI Kotabumi. Berdasarkan pemanfaatan teknologi pada aplikasi M-Paspor ini selama diluncurkan pada bulan januari 2022 sampai pada bulan juli 2023, terdapat beberapa permasalahan yang terjadi sehingga perlu dilakukan penelitian pada Kantor Imigrasi Kelas II Non TPI Kotabumi. Tujuan dari penelitian ini untuk mengukur sejauh mana pemanfaatan aplikasi ini dan respons masyarakat atas pelayanan yang diberikan oleh Kantor Imigrasi Kelas II Non TPI Kotabumi, metode pengumpulan data yang dilakukan yaitu dengan wawancara dan observasi serta kualitatif fenomenologi dengan metode Human Computer Interaction (HCI). Hasil dari penelitian ini akan menunjukkan penilaian atas pelayanan pada Kantor Imigrasi Kelas II Non TPI Kotabumi sehingga dapat menarik sebuah kesimpulan dari penelitian ini serta guna dijadikan pertimbangan untuk meningkatkan kualitas pelayanan terhadap masyarakat yang ingin melakukan permohonan paspor. Untuk itu hasil penelitian ini akan disimpulkan bahwa Kantor Imigrasi Kelas II Non TPI Kotabumi telah sesuai dengan SOP pembuatan Paspor dan memberikan pelayanan yang optimal kepada masyarakat dengan indeks kepuasan “Sangat Baik”.
