Abstract

Pada 3 Juni 2020 salah satu ilmuwan sosial Indonesia yang terkemuka, Prof. Dr. Sediono Mommy Poerwodo Tjondronegoro, wafat dalam usia 92 tahun. Kepergian beliau menimbulkan rasa kehilangan yang sangat mendalam pada banyak pihak, khususnya kalangan ilmuwan sosial, dan lebih khusus lagi mereka yang menekuni isu-isu pedesaan, agraria dan ekologi manusia. Beliau dikenal luas berkat konsep “sodality” yang beliau konstruksikan ulang berdasarkan realitas sosial di pedesaan Indonesia untuk merujuk basis otonomi, kerja sama dan partisipasi komunitas pedesaan yang genuine dari bawah. Berdasarkan temuan studi beliau di dua desa di Jawa, perwujudan sodality dalam pengertian demikian ternyata ditemukan pada tingkat dukuh, yakni unit teritori yang berada di bawah desa di mana hubungan informal dan ikatan solidaritas masih berlangsung dengan cukup kuat di antara sesama warga. Selain itu, Prof. Tjondronegoro juga dikenal sebagai sosok intelektual yang memiliki kepedulian besar pada bidang agraria dan ekologi manusia. Oleh karena itu, konsep sodality dalam pengertian seperti beliau maksudkan sebenarnya juga dapat dimaknai secara lebih luas dan tidak terbatas pada unit teritori semata. Misalnya saja, dengan mengidentifikasi perwujudan sodality pada berbagai basis ikatan solidaritas sosial yang ditentukan bukan terutama oleh ikatan ketetanggaan dan teritori seperti di Jawa, melainkan oleh unit ekologis tertentu beserta sistem produksi yang dikembangkan di atasnya. Dalam edisi khusus Jurnal Sodality ini, yang diterbitkan dalam rangka mengenang dan mengapresiasi warisan pemikiran dan jasa almarhum, terdapat enam artikel yang dengan penekanan berbeda-beda berusaha menelaah dan mengontekstualisasikan pemikiran Prof. Tjondronegoro pada realitas sosial di Indonesia dewasa ini.

Abstract

Teknologi Informasi dan Komunikasi (TIK) merupakan salah satu faktor penentu pembangunan desa. Kehadiran TIK menjadi kondisi pendukung (enabling condition) percepatan proses pembangunan di pedesaan. Tujuan dari penelitian ini adalah untuk menganalisis proses pemanfaatan website desa untuk pembangunan berdasarkan perspektif Actor Network Theory di Desa Warungbanten, Kecamatan Cibeber, Kabupaten Lebak, Provinsi Banten. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan studi kasus. Pengumpulan data dilakukan dengan wawancara mendalam, observasi, dan dokumentasi. Teknik penentuan informan dilakukan dengan bola salju (snowball). Hasil penelitian menunjukkan pemanfaatan website desa melibatkan aktor-aktor dari berbagai pihak dan terjadi melalui translasi. Tahap pertama adalah problematisation diawali dengan keluhan dan keinginan kepala desa untuk membuka akses informasi publik. Selanjutnya tahap interessment terjadi ketika Kaur Keuangan, Relawan TIK, Jurnalis Banten, dan pendamping lokal desa mendukung harapan kepala desa. Tahap enrolment berupa pembagian peran dalam pembuatan website, sehingga terhubung dengan komunitas Open SID. Terakhir, mobilisation adalah ketika warungbanten.id telah dijadikan sebagai website resmi Desa Warungbanten. Berdasarkan proses translasi tersebut aktor yang terlibat diklasifikasikan berdasarkan kepentingan dan pengaruhnya yang terdiri dari key player, subject, context setter, dan crowd. Efek dari penggunaan website desa adalah membuka akses informasi desa, mengelola data desa dengan baik sehingga lebih transparan,membantu masyarakat mempromosikan produk lokal, dan mendapatkan berbagai penghargaan.

Abstract

Regional developments in Karawang Regency, West Java have resulted in the marginalization of suburban communities. This marginalization occurs through the process of land grabbing or massive expropriation of land owned by suburban communities, which are none other than village communities that have occupied their lands for a long time. This article aims to contribute to two things. The first is to present an empirical description of the land grabbing process in suburban communities based on a case study in Telukjambe Barat, Karawang Regency, West Java. The second is to present a theoretical discussion to explain this land grabbing phenomenon by referring to the theoretical framework of David Harvey and S.M.P. Tjondronegoro. The research method used in this case study includes primary data obtained from in-depth observations and interviews with informants and is supported by secondary data derived from various research results and relevant documents. The results show that the expansion of urban capitalism in Telukjambe Barat is a spatial planning activity that is more directed at regional development with the presence of corporate power that has controlled space, conquered suburban community ownership, and has full power over space through land grabbing practices. The phenomenon of land grabbing in Telukjambe Barat was theoretically reinforced by S.M.P Tjondronegoro through the concept of “agrarian policy of agrarian denial” and David Harvey through the concept of accumulation by disposition.

Abstract

The Kulawi-Marena community is one of the communities with customary law units located in Sigi Regency, Central Sulawesi.They have inhabited the area around the forests of the Lore Lindu National Park (TNLL) long before Indonesia became a country. The Katuvua customary law system is a mechanism for effective natural resource management in preserving forests and ensuring social order, rather than the governance applied by national park managers. The writing of this article is based on research conducted by the author with the Indonesian Institute for Forest and Environment (RMI) with the support of FAO funds in 2018. Qualitative methods were used in the data collection process through Participatory Rural Appraisal (PRA), in-depth interviews, and Focus Group Discussions (FGD). This article describes the customary forest management practices by the Kulawi-Marena community based on the Katuvua customary law system. Furthermore, this article shows that this practice is a form of grassroots institutional innovation that reflects "sodality" according to the understanding that has been formulated by Prof. Tjondronegoro which in this case is for the context of people outside Java. This kind of grassroots innovation in forest management based on customary law can be used as a lesson for efforts to resolve agrarian conflicts around conservation areas.

Abstract

Raja Ampat is one of the regencies in Papua that has accelerated the development of tourism activities due to its biodiversity. The tourism potential of Raja Ampat impacts the transformation of social change from fishing tribes to sustainable ecotourism management communities. This study aims to analyze: 1) potentials, constraints, and needs for developing a community-based Homestay business of the indigenous people of Raja Ampat; 2) outsiders’ intervention as well as financial access; 3) and the direction of community business development for homestay owners in Kampung Yenbuba and Kampung Arborek, Raja Ampat. The approach used in this study is a qualitative approach with a constructivism paradigm. The data collection techniques were done by applying the methods of observations, interviews, documentation, focus group discussions, and secondary data collections. The result showed that by managing a Homestay business in Raja Ampat, there was a significant increase in terms of the economy compared to when people worked as fishermen. The intervention from various parties such as the government, Non-Governmental Organizations, and the private sectors are very influential in implementing community-based tourism business development. Thus, there is a need for development directions in gaining access to various available resources and the participation of external parties to increase human resource capacity, access to finance, connectivity, and digitalization.

Abstract

As a community develops, conflicts are inevitable. This case also applies to the Curug Cikuluwung tourism community. This research aims to analyze the conflicts, and how to manage the conflicts. This study used a qualitative approach with a case study method. The results of the study indicate that there are two conflicts that have occurred in the tourism development of Curug Cikuluwung village, namely, the first is a conflict between BUMDes and residents from a neighboring village (Pamijahan Village), the second is a conflict between the core manager of Curug Cikuluwung village tourism and the Cibitung Wetan village government. The first conflict has already had a solution, but the second conflict has no solution yet. The community has practiced community-based conflict management but it has not yet become a solution. Therefore, there is a need for mediation from parties who have authority over village tourism to mediate the conflict parties from the Pamijahan District Government, the Bogor Tourism Office, Bogor Village Community Empowerment office, and or Indonesia Power Company.

Abstract

This study aims to analyze the digital transformation of changing rural economy towards a digital society. Qualitative research methods were used, including 50 participants and in-depth interview informants, with participatory observation, policy analysis, and three series of focus group discussions both in person and online. The study found that internet intervention significantly impacts collective behaviour and improves MSMEs development. Referring to the continuum theory of Gemeinschaft-Gesellschaft, the study showed that these changes result in the formation of a ‘Neue Gemeinschaft’. Rural MSMEs are entering a new era due to the adoption of digital technology by businesses that support and exhibit characteristics such as the intensity of the use of internet networks, the ability to conduct digital transactions, and the preservation of village social values. Theoretically and empirically, the research indicates that digital transformation is driven by a change in collective behaviour around technology use, followed by inclusive rural digital economy.

Abstract

Tourism development in many cases induces various socio-cultural consequences at the local community level. In Banyuwangi, local government commoditizes traditional rites of the Osing community for tourism purposes. Framed by Granovetter’s social embeddedness and Bentham’s utilitarianism, this study investigated the socio-cultural consequences of tourism development and portrayed how it influenced ethics in tourism activities of the Osing community. Following qualitative research with interviews and observation, the results suggested that Osing economic activities reflected cultural commodification. The cultural commodification expanded social networks in the relational and structural embeddedness that were operated by trust among the actors. While relational embeddedness was recognized on the personal relation, structural embeddedness was identified among government institutions, private sectors, Pokdarwis, and Osing community. Although the cultural commodification was identified, the ethical economic activities remained on collective values, or so called as collective utilitarianisms. The cultural commodification derived to widen social networks, yet the communal ethical economy remained the same. The study proposed community members to construct economic activities based on local values that were utilized to strengthen their socio-cultural identity. The study allowed better understanding of sociological consequences as undergirding framework in policy making and business cooperation.

Abstract

This study aims to describe views on poverty through limited natural resources in the form of clean water scarcity and the coping strategies for the poor in overcoming it in rural areas on a small island. It took place in Rumeon Village, East Seram Regency, Maluku Province, Indonesia. This study was conducted using a qualitative method with a phenomenological approach. In-depth interviews, observations and documentations were used to collect data. The data was analyzed by following the steps proposed by Moustakes, and the source triangulation method was used to examine the data validity. The results showed that community had been suffering from water scarcity for a long time and had received no assistance. Factors causing the water scarcity included seawater contamination on the water sources, climatic and environmental changes, and population growth. The community attempted to overcome the clean water scarcity by utilizing resources available to them as a coping strategy applied including water harvesting and the use of alternative water sources. In addition, as a result of the long-standing condition of clean water scarcity in Rumeon Village, the community had to utilize the social and cultural values as an effort to overcome it so as to reduce the high cost and not to cause conflicts among them.

Abstract

Indonesia, as a maritime country with rich marine resources can be used wisely for the welfare of the people; hence, there are various written and binding regulations in this regard. However, the wealth of marine resources in Kendari City does not guarantee the welfare of fishers. Fishers’ welfare is related to several factors and linked to social changes. Social change has an impact on various aspects of life. However, the impact of social change is not merely harmful, but it can also be beneficial to society. This study aims to analyze social changes and factors influencing fishers’ welfare in Kendari City. The writing method used is a quantitative approach through survey and qualitative approaches with in-depth interviews and literature studies. The results showed that there were horizontal and vertical social changes on fishers in Kendari City. The level of fishers’ welfare in Kendari City is categorized as moderate, and the factors related to the level of fishers’ welfare in Kendari City are fishing experience, the number of workers on board, the level of financial capital, the size of the ship, and the cost of fishing gear.
