Abstract

This article attempts to contextualize the concept brought forward by S.M.P. Tjondronegoro regarding rural social organization under development. The framework used by Tjondronegoro makes it possible to re-open the discussion on villages and peasants from the point of view of peasant household economic theory. The central question of this discussion remains similar to Tjondronegoro's previous concern, such as the participation of rural communities under development. These two approaches touch the basic theory that views participation from different angles. By using the concept of sodality as a cultural mediation space, where cultural agroecology is seen as a representation of the agency and actions of peasants, the issue of participation in rural development can be seen more broadly. This effort places Tjondronegoro's concept within the spectrum of agroecological science and movement.

Abstract

Pendidikan Sosiologi Pedesaan di Indonesia adalah “arena-akademik” dari almarhum Prof. Dr S.M.P. Tjondronegoro. Tulisan ini bertujuan menunjukkan arena-akademik dari almarhum tersebut sebagai wadah pelembagaan dan pengembangan pemikiran sains sosial, khususnya di Bidang Sosiologi dan Antropologi Terapan dengan fokus pengorganisasian pembangunan desa. Dengan systematic review method, tinjauan atas isi dokumen, dan wawancara dengan alumni terpilih dari Program Studi (Prodi) Pascasarjana (Pendidikan Magister Sains dan Doktor) Sosiologi Pedesaan (SPD), Departemen Sains Pengembangan Masyarakat, Fakultas Ekologi Manusia, Institut Pertanian Bogor dicatat, bahwa kurikulum prodi ini, tidak lepas dari pemikiran almarhum. Bahkan, mata-mata kuliah yang diampu oleh almarhum bersama pendiri SPD lainnya, yaitu almarhum Prof. Sajogyo dan almarhum Prof. Pujiwati Sajogyo terus dikembangkan, hingga saat ini telah menjadi berbagai mata kuliah dan unsur dari tiga kompetensi peminatan mahasiswa dari Prodi SPD untuk pendidikan magister sains. Tiga peminatan tersebut adalah (1) Pengembangan Masyarakat, (2) Kajian Agraria dan Ekologi Politik, dan (3) Digitalisasi Desa dan Perubahan Sosial. Benang merah pemikiran almarhum menjadi penjalin tiga peminatan tersebut adalah pemikiran tentang sodality yang menjadi akar dari desa mengelola pembangunan secara berkelanjutan.

Abstract

Tjondronegoro's concept of sodality is gaining momentum to be applied in a broader context. Sodality is relevant to participatory approaches in community development, extension/empowerment, and development communication. This study aims to answer how the role of sodality is in the empowerment of peri-urban communities from communication and extension development sciences. This research method uses a participatory action study by placing the researcher to live with the community. Sodality can be interpreted as the life force of a unique community unit. However, without any family relationship, they are bound by a synergy of interest relations without eliminating the primary relationship. In the context of empowerment, the bonds in sodality are colored more with interest in achieving life necessities among community members. Thus, in peri-urban communities, sodality is closer to the meaning of social capital, which effectively strengthens the community's efforts to live a life together, both with internal and external parties. The Tjondronegoro version of the concept of sodality in the current era is not only for the smallest community unit in the community territory, but it can be strengthened by the meaning of a synergy of interests in meeting the needs of a community.

Abstract

Penelitian ini membahas masalah penting dalam pemerintahan desa, yaitu urgensi transformasi kelembagaan atas status dan kedudukan Kepala Desa dalam penyelesaian sengketa di antara warga desa. Tujuan penelitian ini adalah menyoroti urgensi pelembagaan penyelesaian sengketa yang dijalankan oleh Kepala Desa menjadi Lembaga Mediasi Desa. Untuk itu, fokus pertama artikel ini adalah menelusuri status dan dasar hukum dari kelembagaan tersebut; kedua adalah memaparkan urgensi pembentukan kelembagaan tersebut sebagai mekanisme penyelesaian sengketa di antara warga desa; dan ketiga adalah membangun model atau sistem kelembagaannya yang sesuai untuk kondisi di desa Wukirsari. Metode penelitian ini menggunakan pendekatan normatif-empiris-konseptual dan data yang diperoleh dianalisis secara kualitatif kemudian disajikan secara deskriptif-preskriptif. Hasil penelitian ini menunjukkan bahwa pemerintah Desa Wukirsari memiliki urgensi untuk membentuk Lembaga Mediasi Desa berdasarkan pertimbangan sosio-geografi yang dihadapi dan juga sebagai implementasi atas amanat ketentuan Pasal 26 ayat (4) huruf k Undang No. 6 tahun 2014 tentang Desa. Penelitian ini mengusulkan model Lembaga Mediasi Desa di Desa Wukirsari yang mencerminkan perimbangan antara unsur Pemerintah Desa dan Profesional sehingga dapat berjalan efektif dan efisien dalam penyelesaian perselisihan di antara masyarakat Desa Wukirsari.

Abstract

As the smallest social entity with its local forms of socio-cultural relations, each of Indonesia’s hamlet communities today is faced with the complexity of the dynamics of internal relationships. Sodality, believed to be the spirit of these relationships, is facing internal and external pressures. Limited access to resources, behavioral influences from out-migration, institutional changes, and the reinforced individualization of control over local resources make up such pressures. This study reveals the patterns of pseudo-solidarity that serves as a new spirit for the basis of relationships of hamlet residents. Pseudo-solidarity has become a strategy for community survival due to limited access to and control over sources of livelihood, changes in population structure that resulted from migration, and external pressures in the form of changes in socio-economic institutions. It serves as a compromise between maintaining harmony and playing out tactics to fulfill individual interests. Hamlet community members develop strategies and increase their negotiation abilities to meet their economic, social, and cultural needs. Taking advantage of the flexible, pretentious side of social relationships, they also raise their tolerance threshold towards the dynamics of life that are detrimental to them. This condition significantly weakens the solidarity within hamlet communities. This study used an anthropological approach to its data collection. Some of its methods include mini-surveys, observations, and in-depth interviews. Through kinship and biographical tracings, the study tracked the different processes of intergenerational mobility and migrations concerning, among others, land tenure and ownership of other resources.

Abstract

Pasar terapung memiliki keunikan tersendiri dibandingkan dengan pasar lainnya, karena aktivitas jual-beli berlangsung di atas sungai menggunakan perahu. Perbedaan ukuran perahu laki-laki dan perempuan pedagang pasar terapung dapat menunjukkan perbedaan status sosial-ekonomi. Demi meningkatkan keadaan ekonomi, anggota rumah tangga pedagang pasar terapung memanfaatkan modal nafkah yang dimiliki untuk memenuhi kebutuhan hidup. Berbagai sumber nafkah juga dimanfaatkan, baik dari sektor perdagangan maupun non-perdagangan. Penelitian ini merupakan penelitian kuantitatif yang didukung dengan data kualitatif. Teknik pengumpulan data yang digunakan melalui kuesioner untuk data kuantitatif dan wawancara mendalam untuk data kualitatif. Tujuan dari penelitian ini adalah untuk menganalisis perbandingan struktur nafkah, mekanisme adaptasi nafkah, dan faktor-faktor yang mendukung tercapainya kelentingan nafkah rumah tangga pedagang pasar terapung laki-laki dan perempuan. Hasil penelitian ini menunjukkan bahwa perempuan pedagang pasar terapung menjadi pencari nafkah utama dalam rumah tangga. Selain itu, dengan segala keterbatasan yang perempuan miliki, kemampuan adaptasi mereka untuk mencapai kelentingan nafkah lebih baik dibandingkan pedagang laki-laki. Kemampuan dalam memanfaatkan sumberdaya milik sendiri dengan sangat baik menjadi kunci tercapainya kelentingan nafkah rumah tangga perempuan pedagang pasar terapung.

Abstract

Modernisasi teknologi pertanian telah mendominasi aktivitas pertanian di Gorontalo. Tulisan ini mendeskripsikan perubahan praktik pertanian jagung dari berbasis kearifan lokal dan solidaritas sosial menjadi berbasis teknologi. Penelitian menggunakan pendekatan kualitatif dengan menjadikan 25 petani sebagai partisipan untuk didalami pengetahuannya dan diamati aktivitas pertaniannya. Penelitian ini menemukan bahwa praktik pertanian berbasis kearifan lokal sudah tidak ditemukan lagi. Kearifan lokal ini terdiri dari tradisi mopo’a huta dan panggoba sebagai sistem pertanian yang berbasis solidaritas sosial dan ramah lingkungan. Tradisi ini berganti dengan sistem pertanian modern yang dianggap lebih efektif dengan hasil produksi yang melimpah. Modernisasi di dalam sistem pertanian selain memberikan efek yang baik juga telah mengakibatkan banyak perubahan, baik secara ekonomi, sosial budaya dan ekologi. Penelitian ini menyimpulkan bahwa sebagai akibat dari modernisasi pertanian jagung: 1) telah terjadi pergeseran tenaga kerja dan modal, 2) terjadi pergeseran kearifan lokal, dan 3) terjadi degradasi lingkungan dan ketimpangan sosial.

Abstract

This article departed from the discomposure of Sediono M.P. Tjondronegoro regarding the weak integration of social sciences when applied to Indonesian society to actualize the ideals of independence. For this regard, a methodologically and theoretically clear philosophy of Indonesian Sociology—based on aspects of ontology, epistemology and axiology which are relevant to the nation's ideology—is important to be placed as the basis for the world view of social sciences developed in Indonesia. In this context, this article intends to elaborate the concept of Sodality being developed by Tjondronegoro as the core of Pancasila to be an alternative guidance in the scientific development of Indonesian Sociology. This research is a literature study which focuses on Tjondrnegoro’s works and other publication on social and historical reality of Indonesian society to be analysed through philosophical perspectives. Based on the social and historical reality of Indonesian society, the development of Indonesian Sociology as a national ideology-oriented social science should not be merely based on reasoning but also on intuition or the whisper of the heart and on experience. While rational consideration is not ignored, it is not considered as the only way to the sought truth. Even though Indonesian Sociology departs from a speculative thinking, by the course of time it is expected that it will be manifested as a scientific paradigm through a persuasive process that people might accept.

Abstract

Ide konservasi keanekaragaman hayati muncul untuk mengatasi krisis ekologi. Namun, implementasinya tidak terlepas dari berbagai dampak sosial seperti alienasi masyarakat, konflik, dan kemiskinan. Dalam pengelolaan konservasi terdapat hubungan antara manusia dan alam yang bersifat politis, salah satunya mengenai akses terhadap sumber daya atau ruang. Penelitian ini bertujuan untuk menganalisis siapa yang mendapat akses atau mengalami eksklusi dan melalui mekanisme apa mereka mendapatkan akses atau mengalami eksklusi dari ruang Taman Nasional Komodo (KNP). Penelitian ini menggunakan metode kualitatif dengan strategi studi kasus. Hasil penelitian ini adalah sebagai berikut: Pertama, pengelolaan konservasi yang semula berbasis ekologi (ecological-based conservation/EBC) bergeser menjadi berbasis pasar (market-based conservation/MBC) mengakibatkan adanya perubahan aktor. Kedua, sebagai implikasinya, terdapat sekumpulan kekuasaan baru, dimana setiap aktor dengan sekumpulan kekuasaan yang berbeda muncul pada setiap tipe periode konservasi. Pada periode EBC, terjadi ketimpangan kekuasaan antara masyarakat lokal di satu sisi, dengan pengelola KNP dan LSM konservasi di sisi lainnya. Aspek yuridis menjadi sumber kekuasaan yang terakhir. Sementara pada periode MBC, sumber kekuasaan berupa pasar dan yuridis. Ketiga, baik pada periode EBC maupun MBC, terdapat kekuatan yang mengakibatkan eksklusi terhadap masyarakat lokal.

Abstract

The present review on articles published in this special edition dedicated to Prof. S.M.P. Tjondronegoro focuses on four subject matters. First, on the overall tendency of the articles to focus on the concept sodality and to overlook other intellectual concerns of Tjondronegoro. The second subject deals with the question of why the overwhelming focus of the articles revolves around this concept and this has to do with the understanding of the sodality itself. This concept has been perceived in its most explicit meaning, namely as the smallest territory-based social unit above the household. This understanding ignores the social class aspect of sodality, and the contradiction between the “Desa” which represents the upper class and sodalities which represent the under class at the countryside. This notion of social class was narrated cautiously but by no means unclear by Tjondronegoro. The third subject is on the existence of sodality fifty years after it was firstly launced by Tjondronegoro when the domination of the “Desa” is almost complete, and the status of sodality as analytical concept is questioned. The last subject is on sodality within the broader Indonesian society: how to place sodality in some societies organized dominantly by kinship-based social organizations, predominantly outside Java? One crucial, underlying question run throughout these articles is wether sodality is an intrinsic character of small social units in the Indonesian countryside; or is it something that has to be looked for, developed, and subject to erosion and disintegration?
