Abstract

The objective of this research is to explain how climate change affects and is affected by population growth and migration. The global analysis will then be followed by a specific study in Indonesia on the relation between population migration and natural disaster events. The research method used a secondary data analysis based on literature review, the 2015 Inter-Census Population Survey (SUPAS) data and 2013 disaster data. To reduce greenhouse gas emissions and ensure the sustainability of the planet's earth, there are three things that should be done, namely to reduce the pace of population growth, to change the pattern of consumption of natural resources, and to increase Earth's carrying capacity by using technologies and innovations. Migration is mostly caused by economic needs, while migration due to disaster events is very small. Migration data records permanent migration type, while the disaster-affected population usually migrates on the temporary bases. The BPS-Statistics Indonesia and the National Disaster Management Authority should have some agreement on defining disasters, including climate change induced-disasters, and on how to collect and store data on the number of people impacted by each of them.

Abstract

Konflik Maluku 19 Januari 1999 berimbas pada keharmonisan hidup masyarakat Maluku secara universal. Akibatnya adalah, penduduk Maluku hidup tersegregasi pada komunitasnya masing-masing. Namun demikian, masih terdapat kelompok masyarakat yang tetap hidup harmoni dalam bingkai keanekaragaman, yakni masyarakat Negeri Tamilouw di Pulau Seram-Maluku. Keharmonisan sosial yang ditemui di Negeri Tamilouw yang multi etnis dan multi agama tidak terlepas dari peran aktor, dan cara kerja struktur sosial yang tersistematis. Penelitian ini bertujuan untuk mengetahui bagaimana konstruksi aktor dalam bingkai keanekaragaman untuk mencapai harmoni sosial dalam kehidupan sehari-hari masyarakat Negeri Tamilouw. Pendekatan disiplin ilmu yang digunakan adalah sosiologi pengetahuan, dengan mengunakan teori konstruksi realitas Peter Berger dan Luckmann. Paradigma penelitian yang digunakan adalah konstruktivisme dengan pendekatan kualitatif. Berdasarkan temuan data, analisis dan pembahasan dapat disimpulkan bahwa: Harmoni sosial yang terjaga dalam masyarakat Negeri Tamilouw, Pulau Seram-Maluku, merupakan hasil kerja integrasi empat aktor utama yaitu tokoh agama, tokoh adat, tokoh pemerintah dan tokoh pemuda. Keempat aktor ini memiliki jejaringan atau ikatan simpul kepercayaan, strategi kerja dan aturan norma yang berlaku

Abstract

Village funds are sourced from the central government budget which is trasferred directly to the village government. This direct transfer takes place after Law No. 6/2014 or also known as The Village Law. This larger village fund can only be accessed by the village government if it follows the rules set by the central government so that the actor in the village will use their assets to accomodate their interests related to village fund management. This study aims to explain the contestation of actors in managing village funds in two villages. This study uses a qualitative method with a case study approach conducted in Suko Village, Probolinggo Regency and Sukadamai Village, Bogor Regency. The results of this study are the village head is the actor who plays the most role in managing village funds using symbolic asset which is the position of the village head. This asset is the strongest because it has legitimacy from the state to be able to make decisions related to the village fund management.

Abstract

Mekanisasi pertanian pada dasarnya merupakan usaha percepatan pembangunan pertanian melalui perubahan teknologi di sektor pertanian. Namun mekanisasi justru menggusur tenaga kerja manusia. Perkembangan teknologi alat dan mesin pertanian (Alsintan) yang menciptakan mesin-mesin pengolah pertanian menjadikan peran baru yang menggantikan posisi buruh tani. Buruh tani perempuan merupakan pihak yang paling dirugikan dengan adanya mekanisasi pertanian ini. Studi ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus di Desa Gadingsari Bantul. Hasil dari penelitian ini menunjukkan bahwa mekanisasi pertanian di Desa Gadingsari telah menggeser mekanisme kerja pertanian dari tenaga manusia untuk mengolah sawah menjadi Alsintan, seperti traktor, mesin penggiling, dan mesin perontok. Selain meninggalkan sistem pengolahan pertanian tradisional, perubahan ini secara langsung berdampak pada peluang kerja buruh tani perempuan karena mesin telah menggantikan pekerjaan dan mayoritas Alsintan dioperasikan oleh laki-laki. Perubahan teknologi pertanian menjadikan posisi buruh tani perempuan semakin termarginalkan. Usaha mekanisasi pertanian menjadi dilematis karena perubahan teknologi di pertanian dipahami menjadi sebuah keniscayaan yang dapat meningkatkan percepatan pembangunan pertanian, tetapi pada saat yang sama semakin meminggirkan perempuan buruh tani. Dalam konsep masyarakat risiko, teknologi bias gender menempatkan perempuan pada risiko modernitas. Konsekuensinya, refleksi atas risiko-risiko ini diperlukan untuk menemukan cara mempercepat pembangunan pertanian yang inklusif dan mengedepankan kesetaraan gender.

Abstract

Based on a sociological perspective, problems in village financial management are not only in administrative problem but structural problem, which is an intervention from the government, so that access to village financial management is only owned by a handful of people. It has implications for the community participation space so the village development is not in accordance with the real hopes and needs of the village community. This study aims to identify local people who control village financial management and measure the influence index of these actors in carrying out their respective roles in Purwabakti Village and Sukadamai Village in Bogor Regency. The research was conducted using mixed methods The results showed that there were six dominant local actors in village financial management. Five of the six actors are village government officials who can be used as village secretary, village treasurer and chairman of the LPM, while one other actor is the head of the TPK Lapang for infrastructure development from the community. Based on the average value of the influence index of each actor, it can be concluded that the economic capital of the actor is the most important capital to be able to influence the community in the village with the rural characteristic, while the capital of moral actors is the most important capital to influence the community in teh village with the semi-urban characteristic. Actors in semi-urban villages also showed that their educational background and interaction with outsiders contribute to carrying out a structural role in the village.

Abstract

Nanas (Ananas comosus (L.) Merr.) merupakan salah satu komoditas unggulan pertanian Indonesia. Salah satu daerah penghasil nanas terbesar di Indonesia adalah Subang, Jawa Barat. Selain memiliki potensi yang besar, pertanian nanas di Subang juga menghadapi berbagai permasalahan antara lain menurunnya produktivitas dan regenerasi petani. Penelitian ini bertujuan untuk merumuskan strategi pengembangan hortikultura buah nanas berbasis pemberdayaan pemuda desa. Perumusan strategi dilakukan melalui evaluasi terhadap program aksi pendampingan petani nanas oleh Dompet Dhuafa selama 2016-2018 dan survey mengenai persepsi pemuda desa dengan teknik purposif. Perumusan strategi penelitian menggunakan metode Logical Framework Approach (LFA). Hasil evaluasi program pada kasus petani nanas binaan Dompet Dhuafa menunjukkan nilai indeks kinerja sebesar 63.29 dari skala 1-100. Nilai ini menempatkan program Dompet Dhuafa sebagai program yang berada pada tingkat berkembang. Berdasarkan hasil survei persepsi pemuda Desa Cirangkong, 78% pemuda Desa Cirangkong tidak bekerja sebagai petani, tetapi 72% menyatakan keinginan kuat untuk dapat bekerja di pertanian nanas. Dalam rangka menjawab persoalan produktivitas dan regenerasi, penelitian ini merumuskan tujuh alternatif strategi program, yakni: pemberdayaan pemuda desa, penguatan kelembagaan petani, perluasan pasar, pembangunan industri pengolahan nanas, penguatan kapasitas petani, penguatan permodalan, dan penyediaan bibit unggul nanas. Berdasarkan pilihan prioritas strategi, maka basis utama rencana program aksi yang dituangkan dalam Matrik Perencanaan Program (MPP) adalah meningkatkan pemberdayaan petani muda desa untuk pengembangan hortikultura nanas.

Abstract

The study shows that there was variation in the process of cassava-based food production. In Daerah Istimewa Yogyakarta (DIY) and Central Java, the farming systems were still subsistence oriented as the members still carried out traditional farming and worked without practicing intensive farming. However, the cassava-based food processing had already been commercially oriented. Some farmers have successfully collaborated with the larger cassava industry who were profit and commercially oriented. Some agribusiness units required specific varieties, but others opened to any varieties of cassava. The various arrangements have created different patterns of partnership. There were three types of business partnerships namely (1) growers and small-scale manufacturers; (2) partnership among growers, raw material processors, food manufacturers, and distributors or sellers; and (3) partnership among growers, small or large manufacturers and distributors or sellers. Among those three patterns, some enterprises had already performed a business-oriented processing method and quality assurance which requires best quality of raw cassava. This is resulted in a better selling price. Business partnerships can guarantee the sustainability of business relationships among business units. A better upstream-downstream relation needs to be developed to prevent the risks of raw materials supply.

Abstract

A village is an arena for sustainable development where economic, social, cultural, environmental and political interactions occur. It has a strategic meaning for the successful achievement of the 17 indicators of Sustainable Development Goals (SDGs). However, villages have limitations in providing data and indicators to measure the achievement of SDGs based on RW. The aims of this study are to provide Precision Village Data (DDP) and use it to measure and analyze the achievement indicators of 16 out of 17 village SDGs. One of SDGs 14, namely the marine ecosystem is not measured because the research location is a terrestrial village with an altitude of 423-902 m ASL. The use of DDP in the research location with normalization and aggregation methods based on arithmetic averages made this study successful in calculating the scores of each village SDGs. Then the results of the analysis of the village DDP and SDGs were combined with spatial mapping. The results showed that the SDGs in Sukamantri Village cumulatively achieved quite good results. A total of 3 SDGs was classified as very good, 4 SDGs were classified as good, 3 SDGs were classified as good enough, 5 SDGs were lacking, and 2 SDGs were poorest. Referring to the SDGs index calculation for Sukamantri Village, the environmental pillar has the highest score and is on average very good. However, the social and economic pillars are in the poor category, the law and governance pillars are in the poorest category. This means that sustainable development in Sukamantri Village has not been achieved. The natural wealth in Sukamantri Village has not been managed to achieve the fulfillment of basic human rights that are of a just and equal quality, for the well-being of the villagers and the realization of inclusive and quality economic growth.

Abstract

Pengembangan peternakan sapi potong rakyat terus diupayakan pemerintah melalui berbagai program untuk mengurangi impor daging sapi dan meningkatkan pendapatan peternak. Penelitian ini bertujuan untuk menguraikan peran modal sosial pada tingkat kelompok tani dalam pengembangan populasi ternak sapi potong rakyat di Bengkulu. Penelitian dilakukan pada bulan Agustus sampai dengan Desember 2020 dengan metode wawancara mendalam pada 3 kelompok tani penerima bantuan ternak sapi potong dari Dinas Peternakan dan Kesehatan Hewan Provinsi Bengkulu. Identifikasi modal sosial (norma, kepercayaan, dan jaringan) yang mempengaruhi pengembangan populasi ternak dan peningkatan kapasitas kelompok tani dianalisis secara deskriptif menggunakan model interaktif. Hasil penelitian menunjukkan bahwa modal sosial memiliki peran penting dalam pengembangan kapasitas kelompok mengelola bantuan ternak dari pemerintah, yaitu: (1) norma penggaduhan ternak dengan sistem bagi hasil menyebabkan peningkatan populasi ternak milik kelompok, (2) kepercayaan anggota kelompok tani dipengaruhi ikatan-ikatan sosial dalam kelompok tani dan peran ketua kelompok, (3) jaringan kerjasama yang baik dalam kelompok tani meningkatkan modal sosial dan pengembangan populasi ternak.

Abstract

Social change and conflict are an integral part of any society, including coastal and small island communities in Indonesia. Therefore, doing research on social change and conflict in these communities is very important. As a tribute to the late Prof. Tjondronegoro, this study analyzes briefly the role of Prof. Tjondronegoro in the study of social change in rural Indonesia. This study also analyzes socio-cultural changes, especially identity and sources of the changes, and social conflict in the coastal and small island communities. This is a qualitative study, conducted by examining relevant literatures. The study shows that the late Prof. Tjondronegoro was a lecturer on social change at graduate programme of IPB who had conducted researches regarding social change. Furthermore, the study indicates that socio-cultural changes have taken place in the coastal and small island communities due to changes of fishing technology, value system, tourism, mining activities, and government policies. Meanwhile, social conflicts have also taken place, mainly those related to access to livelihood sources. Thus, it can be concluded that the late Prof. Tjondronegoro played an important role in the development of research on socio-cultural change in rural Indonesia. Moreover, the coastal and small island communities in Indonesia have undergone social changes and conflict.
