Abstract

This study examines the transparency of zakat management in maximizing Zakat in the Papua provincial baznas. Ministry of Home Affairs said the majority of Muslims are from non-indigenous Papuan tribes (439,337 people or 15.51%), while the rest are from indigenous Papuan tribes (10,759 people, or 0.38%). BAZNAS Papua Province, as a philanthropic institution that functions to manage zakat funds, and one of the goals of zakat funds is to realize community welfare and poverty alleviation. Qualitative research was carried out in order to analyze the transparency of the zakat management organization in the Papua provincial baznas, using SWOT analysis (Strenghts Weaknesses Opportunities Treaths). To answer this question, this research was conducted by observation in the field and direct interviews at the Papua Provincial Baznas. In addition, the researcher also used primary data and secondary data from various books and searches from online data. The results of this study show that the collection, distribution and utilization of zakat, infak and alms at the Baznas of Papua province at the Planning Organizing Actuating Controlling (POAC) stage has been running quite well. Furthermore, the results of the SWOT analysis using the matrix and SWOT diagram show that the Baznas of Papua province has done its job well, including, increasing public trust, optimizing zakat collection, increasing distribution evidence, better quality of zakat, as well as improving the image and reputation where the position is very favorable for the Papua Provincial Baznas with the existence of internal strength and external opportunities.

Abstract

Economic development in Timor-Leste requires the private sector to grow and diversify to support sustainable economic progress. Without well-implemented policies and programs that promote private sector development, the country risks losing the opportunity to manage secure and sustainable sources of wealth. This research aims to analyze the influence of the marketing mix 4Ps strategy (product, price, place, and promotion) on buyer decisions at Supermarket W Four Unipessoal Lda, Dili Municipality, Timor Leste. The benefits of this research are that it expands knowledge regarding consumer behavior influenced by marketing strategies in the retail sector in Timor-Leste. This study employed a qualitative research design, with data collected through purposive sampling of 10 respondents. The data collection process occurred from September 10, 2023, to October 31, 2023. Data were gathered using interviews and observations, and the analysis was conducted using the Miles and Huberman model, which emphasizes qualitative descriptive analysis. The findings of this study indicate that all elements of the 4Ps marketing mix significantly influence buyer decisions, with the product and price variables being the most dominant factors in the purchasing process. Promotion and place factors also play important supporting roles. The conclusion drawn from this study is that an effective marketing mix strategy can enhance buyer decisions and overall business performance. The implication of this research suggests that Supermarket W Four Unipessoal Lda needs to continuously improve the quality of its products and implement innovative marketing strategies to remain competitive in the growing retail market of Timor Leste.

Abstract

The criminal law reform in Indonesia was initiated through the enactment of Law No. 1 of 2023 concerning the Criminal Code, which replaces the provisions of the 1946 Criminal Code. One significant change relates to the prosecution process, particularly concerning the circumstances under which prosecutorial authority may lapse. This study aims to examine the circumstances that cause the termination of prosecutorial authority and to analyze the regulation of the prosecution process following the implementation of the new Criminal Code. A normative juridical method was employed, utilizing a statute approach and comparative analysis, with secondary data collected through literature studies and analyzed qualitatively. The findings reveal that Law No. 1 of 2023 introduces substantial updates to the conditions resulting in the cessation of prosecutorial authority, differing from the arrangements under the 1946 Criminal Code. However, discrepancies in editorial formulation were identified between the new material criminal law and the formal criminal law as stipulated in the Criminal Procedure Code (KUHAP) of 1981 and the Draft Criminal Procedure Code of 2012. These inconsistencies indicate the need for harmonization to ensure uniformity and legal certainty within the criminal justice system. The implications of this study underline the necessity for legislative adjustments to align substantive and procedural criminal laws, thereby strengthening the coherence and effectiveness of criminal law enforcement in Indonesia.

Abstract

This study explores the effectiveness of the Corporate Social Responsibility (CSR) program implemented by RS Pertamina Cirebon in fostering engagement and improving health outcomes within the surrounding community. The CSR initiative primarily targets low-income families, aiming to enhance public health and strengthen the hospital’s relationship with local residents. Employing a descriptive qualitative approach, data were collected through community satisfaction surveys, observations, and in-depth interviews with beneficiaries and hospital stakeholders. Monthly surveys involving up to 1,700 respondents were utilized to evaluate program relevance and effectiveness. The findings indicate that the CSR program has significantly contributed to public health improvement, increased trust between the hospital and the community, and supported the hospital’s brand positioning. Moreover, the study underscores the importance of symmetrical two-way communication in CSR implementation to ensure community needs are met and sustainable outcomes are achieved. Critical success factors include timely execution, transparent cost planning, and the establishment of long-term impact indicators. The research provides practical insights into how healthcare institutions can structure CSR initiatives to deliver both social value and institutional benefits. These findings are relevant not only for RS Pertamina Cirebon but also for other healthcare providers aiming to develop socially responsive and community-centered CSR strategies.

Abstract

The circulation of unlicensed drugs remains a significant public health concern in Indonesia, particularly among lower-income populations who often purchase medications from unregulated sources such as street vendors and informal shops. These drugs frequently lack verified safety standards, increasing the risk of harmful side effects. The inability to distinguish between genuine and counterfeit drugs, compounded by a lack of consumer knowledge and weak enforcement, contributes to the persistent distribution of unauthorized pharmaceutical products. This study aims to examine the legal regulations governing the distribution of drugs without a license and analyze the enforcement mechanisms applied to offenders. Employing normative juridical research methods, the study reviews and interprets existing legal frameworks including Law No. 17 of 2023 on Health, Regulation of the Minister of Health No. 10101/MENKES/PER/XI/2008 on Drug Registration, Presidential Regulation No. 80 of 2017 concerning the National Food and Drug Authority (BPOM), and BPOM Regulation No. 24 of 2021. The findings indicate that strict legal provisions prohibit the production, storage, promotion, or distribution of pharmaceutical products that do not meet safety, efficacy, and quality standards, with severe sanctions outlined in Article 435 of the Health Law. This study highlights the critical need for enhanced public awareness, stricter enforcement, and strengthened coordination among regulatory bodies to protect consumers from unsafe drug distribution and uphold public health standards.

Abstract

This study aims to determine the level of consumer satisfaction with rice attributes and consumer preferences in rice purchase decisions in the city of Surabaya. The location of the study was taken based on the highest rice consumption in East Java Province, namely the city of Surabaya. Sampling was done using the non-probability sampling method. The sampling technique uses an accidental convenience sampling technique based on the spontaneity factor. Data were collected from respondents based on surveys and in-depth interviews using questionnaires. The data analysis method uses Important Performance Analysis (IPA) and Customers Satisfaction Index (CSI). The results of the study showed an Important Performance Analysis (IPA) on each rice attribute. The durability attribute occupies the first position when viewed from the average level of importance and performance, both of which are the highest positions, namely with a value of 4.55 and 4.31. Physical traits occupy the second position from the average level of importance but the performance is still lacking with a value of 4.48. Kepulenan occupies the second position from the average performance level with a score of 4.11, but the level of importance is still lacking. Meanwhile, advertising is in the lowest position when viewed from the average level of importance and performance, both in the lowest position, namely with values of 2.46 and 2.96. Based on the results of the Customer Satisfaction Index (CSI) analysis, it shows that overall consumers are satisfied with rice products with a satisfaction rate of 76.23%.

Abstract

The widespread use of marketplace platforms in online buying and selling activities has brought significant convenience to consumers in Indonesia. However, this phenomenon also presents complex legal challenges, especially related to the circulation of illegal products that are increasingly difficult to monitor. This research examines the legal responsibility of marketplace providers in dealing with the sale of illegal goods based on Law Number 8 of 1999 concerning Consumer Protection (UUPK) and Law Number 11 of 2008 as well as Law Number 19 of 2016 concerning Electronic Information and Transactions (UU ITE). Using a normative juridical approach and descriptive-analytical method, this research explores how the current regulatory system responds to the issue. The research findings show that although the existing legal framework has provided formal protection, in practice there are still many gaps, especially in the aspects of seller verification, content monitoring, and consumer complaint mechanisms. Marketplaces often play a passive role on the grounds that they are facilitators, even though they have operational control over the system. Therefore, it is necessary to strengthen regulations and increase the active role of platform providers in ensuring the legitimacy of the products being traded. This research also recommends cross-sector collaboration to strengthen supervision and build a safer and more responsible e-commerce ecosystem in 2025 and beyond.

Abstract

Tomatoes (Lycopersicum esculentum Mill) are essential horticultural crops valued for their high nutritional content and health benefits. With increasing market demand, there is a pressing need to adopt sustainable cultivation practices that enhance soil fertility and crop productivity. This study aims to evaluate the combined effects of rice husk biochar application and different types of liquid fertilizers on tomato yield, with the objective of identifying optimal treatments for improved cultivation. The research employed a Causalized Block Randomized Design (CBRD) with two factors: (1) rice husk application at four levels (0, 1, 2, and 3 tons/ha), and (2) liquid fertilizer type at three levels (no fertilizer, Lof Nachi 500 L/ha, and POC NASA 500 L/ha). Each treatment was replicated three times, resulting in 12 treatment combinations. Data were analyzed using Analysis of Variance (ANOVA). The highest tomato yield (10.76 tons/ha) was observed with the combination of 3 tons/ha rice husk and Lof Nachi 500 L/ha. In contrast, the lowest yield (5.70 tons/ha) occurred in the control treatment without any organic or liquid fertilizer. The results demonstrate a significant interaction between organic matter dosage and liquid fertilizer type in enhancing tomato productivity. This research offers practical implications for sustainable agricultural practices by promoting the integrated use of organic amendments and bio-based fertilizers, which can be particularly beneficial for smallholder farmers seeking cost-effective and eco-friendly production strategies.

Abstract

The rapid development of e-commerce in Southeast Asia, particularly in Indonesia and Singapore, has opened up new economic opportunities, but it has also raised serious concerns regarding the circulation of counterfeit products on digital marketplace platforms. Counterfeit products not only harm the original manufacturer economically, but also endanger consumers in terms of health and safety. This research aims to evaluate and compare the legal responsibility of marketplaces for consumer losses due to counterfeit products based on regulations in Indonesia and Singapore. The method employed was a normative, juridical, and macro-comparative approach, involving the analysis of laws and regulations, legal doctrines, and interviews with stakeholders in the consumer protection sector. The results indicate that Indonesia lacks a robust legal framework for holding marketplaces accountable, which hinders consumers' access to effective legal protection. In contrast, Singapore has developed a progressive legal system through the Consumer Protection (Fair Trading) Act, which requires marketplaces to apply the precautionary principle and provide efficient dispute resolution mechanisms. The findings confirm that marketplaces should be positioned as active business actors who can be held legally liable when harm occurs to consumers due to the sale of counterfeit products. This research recommends revisions to Indonesia's Consumer Protection Law and Government Regulation No. 80/2019 to align with the development of modern e-commerce practices, including the implementation of digital product certification and reverse proof to ensure fairness for consumers.

Abstract

The Indonesian Government's policy in dealing with drug abuse cases as stated in Law No. 35/2009 on Narcotics, basically still categorizes drug abuse as a criminal act, with the threat of criminal punishment regardless of the age of the perpetrator. Although the law applies a double track system, namely the imposition of prison sentences that can be accompanied by rehabilitation measures. In particular, in handling cases of children involved in drug abuse, Law No. 11/2012 on the Juvenile Criminal Justice System mandates that case resolution must prioritize diversion efforts. The main reason for the implementation of diversion is in line with the philosophy of the juvenile criminal justice system, which focuses on the protection and rehabilitation of children who commit criminal offenses. The methodology used in the preparation of this scientific work is descriptive analytical, by describing the problems found, then conducting a study and analysis of them based on primary, secondary and tertiary legal materials. The approach used is normative juridical, which is an approach by examining and analyzing secondary data related to the law. The results showed that in the implementation of diversion for children who abuse narcotics, investigators are required to ask for consideration or input from Community Supervisors shortly after a criminal offense report or complaint is received. Police officers have a goal to resolve cases through diversion mechanisms, so that children who are perpetrators of narcotics abuse are not sentenced to criminal penalties.
