This study examines how various sources of capital access influence the performance of small food industries in Palu City. Using a quantitative approach with 87 respondents and multiple linear regression analysis, the results indicate that overall capital access significantly influences small industry performance. Separately, internal capital, namely personal savings and business profits, and formal external capital through bank loans, were shown to have a positive and significant impact. Conversely, other sources of capital, namely cooperatives, online loans, social savings and credit, and government assistance, did not show a significant impact. These findings indicate that small industry performance is supported more by internal capital and bank financing than by other capital sources.

The Ombudsman of the Republic of Indonesia increasingly faces demands to base judgments on reliable evidence, yet many remain constrained by fragmented information systems and uneven analytical practices. This study addresses the practical problem of how prepared the Ombudsman of the Republic of Indonesia is to adopt data-driven decision making (DDDM), and the conceptual problem of limited understanding of how DDDM manifests within external complaint-handling bodies. The research employs the DECAS framework, which conceptualizes DDDM across five dimensions (Decision-Making Process, Decision Maker, Decision, Data, and Analytics) to assess organizational readiness. A qualitative exploratory design was used, drawing on nine semi-structured interviews with senior leaders, technical units, and regional representatives. Directed content analysis was applied to evaluate routines, data governance, and analytical capabilities. Findings show that although data increasingly support operational monitoring, leadership-level decisions still rely heavily on intuition due to descriptive, inconsistent, and siloed information. Analytical fluency varies across organizational tiers, and workflows for preparing and synthesizing data remain manual. Despite managing extensive datasets and expanding its digital infrastructure, the institution has not yet reached maturity for systematic DDDM. The study concludes that strengthened protocols, improved data governance, and more integrated analytical capacity are essential for enabling consistent evidence-based oversight.

This study investigates the role of women farmers in advancing Sustainable Development Goals (SDGs) to improve household welfare in Labuhan Batu Regency. Women farmers are central contributors to agricultural production, yet their involvement is often constrained by limited access to resources, health challenges, and institutional barriers. This study employs a quantitative approach using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with 100 respondents selected through the Slovin formula. The findings show that women farmers’ role and health have a positive and significant effect on welfare, while access to resources does not directly influence welfare. However, an SDG-based economy significantly improves welfare and acts as an effective mediator for the roles, health, and resource access of women farmers. The mediating effect indicates that sustainable economic mechanisms strengthen the contribution of women farmers toward welfare improvement. The study concludes that enhancing women’s participation, improving health access, and optimizing resource utilization within an SDG-aligned economic framework are essential strategies for increasing household welfare. These results provide empirical support for integrating gender-responsive and sustainability-based approaches into regional agricultural development policies.

This study aims to analyze the influence of product quality and service quality on customer loyalty with customer satisfaction as a mediating variable at Kafe Kudu, Jalan Sei Petani, Medan City. The approach used is quantitative with the Partial Least Square-Structural Equation Modeling (PLS-SEM) method. The sample consisted of 90 respondents selected through purposive sampling. The results show that product quality does not have a significant effect on customer satisfaction but has a significant influence on customer loyalty. Conversely, service quality has a significant impact on both customer satisfaction and customer loyalty. Furthermore, customer satisfaction significantly affects customer loyalty. Mediation testing indicates that customer satisfaction does not significantly mediate the relationship between product quality and loyalty but does significantly mediate the relationship between service quality and customer loyalty. These findings suggest that, in the context of Kafe Kudu, improving service quality is a more effective strategy for building customer satisfaction and loyalty than focusing solely on product quality. Therefore, management is advised to prioritize enhancing service quality as a long-term strategic effort.

This study aims to analyze the influence of Digital Marketing and Marketplace on the Revenue of Micro, Small, and Medium Enterprises (MSMEs) with Sales as an intervening variable in Medan City. The rapid growth of the digital economy has significantly changed marketing patterns and consumer behavior, thus encouraging MSMEs to adapt to technological developments to remain competitive. Digital marketing allows businesses to promote products effectively through social media such as Instagram, Facebook, and TikTok, while marketplace platforms such as Shopee and Tokopedia provide wider market access and ease of transactions. This study uses a quantitative approach with a purposive sampling technique, involving 384 MSME respondents who have been operating for at least one year and actively utilize social media and marketplaces in marketing and sales activities. Primary data was obtained through a questionnaire with a Likert scale, then analyzed using the Partial Least Square (PLS) method to test the direct, indirect, and mediating effects between variables. The results show that Digital Marketing has a positive and significant effect on MSME Sales and Revenue. Similarly, Marketplace has a positive effect on Sales, which ultimately increases MSME Revenue. The Sales variable is proven to act as a mediating variable that strengthens the relationship between Digital Marketing and Marketplace on MSME Revenue. These findings indicate that the more intensively MSMEs implement digital marketing strategies and utilize marketplaces, the greater their ability to increase revenue in a stable and sustainable manner. This research provides theoretical and practical contributions to the development of literature on digital marketing and the capacity building of MSMEs in the digital economy era. The results can serve as a reference for businesses, the government, and supporting institutions in designing digital training policies, business mentoring, and strategic collaboration with marketplace platforms to drive sustainable regional economic growth.

This study aims to determine the implementation of the government agency performance accountability system (SAKIP) policy at the Palu City Communication, Informatics, Cryptography, and Statistics Office. This study used qualitative methods with data collection techniques including observation, interviews, and documentation. Five subjects were selected through purposive sampling. The results indicate that, in terms of policy content, the implementation of SAKIP has had a positive impact on increasing effectiveness, efficiency, and performance accountability, as well as encouraging a transformation of work culture toward a results-oriented one. However, constraints remain in the form of limited human resources, both in terms of quantity and capacity for outcome-based performance, as well as limited budget for training and competency development. In terms of implementation context, SAKIP implementation is supported by a clear organizational structure, collaborative coordination between internal and external actors, and a high level of regulatory compliance. Although the work culture tends to be formal and bureaucratic, the agency is unable to implement cross-sectoral coordination and be responsive to external input. Public perception is influenced by four factors: motives, interests, experience, and expectations. In conclusion, SAKIP implementation at the Palu City Communications and Informatics Office has progressed in a positive direction, but requires continued strengthening of human resource capacity, inter-agency coordination, and optimization of information technology utilization to ensure a more effective, efficient, and sustainable performance accountability system.

This study aims to analyze the implementation of the Sabilulungan Application replication policy, a digital grant management platform from Bandung City to Central Mamuju Regency, using George C. Edwards III's policy implementation model, which includes aspects of communication, resources, disposition, and bureaucratic structure. The research method uses a descriptive qualitative approach with data collection techniques in the form of in-depth interviews, observations, and documentation studies. Informants were selected through a purposive sampling technique involving the Regional Development Planning Agency (BPKAD), the Communication and Information and Sandi Agency, the Social Welfare Division, and grant implementation staff. Data analysis was carried out through data reduction, presentation, and drawing conclusions using the Miles, Huberman, and Saldaña model. The results show that the implementation of the application replication policy has not been running optimally. The main obstacles lie in the lack of comprehensive policy communication, limited technical human resources, the lack of alignment between regional regulations and application business processes, and a bureaucratic structure that still relies on manual mechanisms. Although the implementer's disposition shows a positive attitude and high commitment, technical and regulatory readiness is not yet adequate to support the digital transition. These findings indicate a design-reality gap between the application design and the actual conditions of the organization. This study confirms that successful digital application replication requires regulatory harmonization, increased human resource capacity, and business process integration as important prerequisites for electronic-based public service transformation.

This study analyzes the negotiation strategies and dynamics between Indonesia and Saudi Arabia concerning the proposed increase in Indonesia’s Hajj quota for 2025. As background, the research is motivated by Indonesia’s consistently high demand for Hajj pilgrimage—which exceeds the annual quota determined by the Saudi government—and the inconsistent outcomes of previous diplomatic efforts. While Indonesia successfully secured additional quotas in 2023 and 2024, similar success was not achieved for the 2025 Hajj season. The study employs a descriptive qualitative approach, collecting data through in-depth interviews, official documents, reports from the Indonesian Ministry of Religious Affairs, and relevant media publications. Data analysis was conducted interactively using the Miles and Huberman model. The findings indicate that the negotiation dynamics for 2025 were shaped by three main factors. First, Saudi Arabia implemented a strict evaluation of infrastructural capacity, particularly in the Mina–Arafah area. Second, the changes in Indonesia’s governmental structure following the 2024 election affected the continuity of technical diplomacy. Third, the stipulations outlined in the Hajj MoU for 1447 H/2026 AD emphasize that additional quota allocations can only be granted if Indonesia’s technical and operational preparedness meets Saudi standards. From a theoretical perspective, using Oran R. Young’s negotiation framework, these dynamics reveal a shift from interest-based negotiations (as seen in 2023–2024) to constraint-based negotiations in 2025. As a result, Indonesia was granted additional quota only for Hajj officers, not for regular pilgrims. The study concludes that the effectiveness of Hajj diplomacy is contingent upon institutional strength, continuity of technical-level negotiations, and adaptive strategic capacity in responding to evolving Saudi policies.
