Abstract

The purpose of this study is to develop a capital market material media product using the powtoon web application. This study measures the validity and practicality of the media. The method in this study is Research and Development (R&D) and uses the 4D model. The procedures in the development include (1) define, (2) design, (3) development, and (4) dissemination. The results of the research conducted show the development process of learning media using powtoon starting from a) initial analysis, students, assignments, concepts, and analysis of learning objectives b) selection of media, selection of formats, and design c) validation by experts and product trials. d) dissemination. The validation of material experts received a rating of 95.08% very valid. While expert validation for media with an assessment of 80% valid criteria. As for the product trial in the operational field for the results of student responses to the powtoon learning media. The assessment of the product trial in the operational field with a percentage of 87.30% is in the very practical category.

Abstract

This study investigates the influence of Memorable Tourist Experience (MTE) on Tourist Satisfaction (TS) and Revisit Intention (RI) among visitors to Kebumen Geopark, Central Java, Indonesia. As a newly designated geopark integrating conservation, education, and community empowerment, Kebumen Geopark holds strong potential as a sustainable ecotourism destination. Using a quantitative associative approach, data were collected through purposive sampling of tourists who had visited the geopark at least twice, and analyzed with Structural Equation Modeling–Partial Least Squares (SEM-PLS). The results show that MTE significantly and positively affects both TS and RI, while TS also has a direct positive effect on RI. Furthermore, TS mediates the relationship between MTE and RI, confirming its role as a key determinant of tourist loyalty. The measurement model demonstrates high validity and reliability, while the structural model indicates a good level of fit (SRMR = 0.050, NFI = 0.880). These findings suggest that enhancing tourists’ memorable experiences—through novelty, authenticity, and emotional engagement—can improve satisfaction and foster repeat visitation. The study contributes empirical evidence for sustainable tourism development and provides practical insights for destination managers to strengthen Kebumen Geopark’s branding through experience-based strategies.

Abstract

A metal industry company such as PT Solder Bar X has significant potential hazards and environmental impacts in its production process, particularly during the automated melting stage. This study aims to develop an integrated process and environmental safety management plan in accordance with the principles of Process Safety Management (PSM) and the ISO 14001:2015 Environmental Management System. The methodology used includes hazard and environmental aspect identification, risk assessment using the Hazard Identification, Risk Assessment and Determining Control (HIRADC) method, and assessment of the significance of environmental aspects. Data were collected through production process observations, company documents, and recent literature studies (2020–2024). The identification results indicate several major potential hazards, such as molten metal spills, heat exposure, metal particulate emissions, and solid and liquid waste from the cooling process. Based on the HIRADC assessment, high risks were identified in molten metal handling activities and the ventilation system. Significant environmental aspects lie in air emissions and waste management. The control plan includes engineering controls, ventilation system improvements, implementation of standard operating procedures, and strengthening employee training programs. The integration of PSM and ISO 14001 has been proven to provide a systematic approach to controlling hazards while maintaining environmental performance. This research can serve as a reference for similar industries in developing comprehensive safety and environmental management systems.

Abstract

This study investigates the influence of Congregation Motivation on the level of Active Participation at Raheel Youth Mosque Bandung. Active participation, crucial for mosque revitalization, was measured by engagement in worship, education, and social services. Employing a quantitative survey design with 150 active members, the study utilized Simple Linear Regression. Results indicate a strong positive correlation and significant predictive power, with Motivation explaining 61.0% of the variance in Participation (β=0.781, p<0.001). Intrinsic Motivation (spiritual rewards) was the dominant driver (Mean=4.35). These findings suggest that mosque management should prioritize programs that enhance the spiritual depth and relevance of activities to sustain high engagement. This research provides empirical evidence for strategic mosque management targeting urban youth.

Abstract

This paper first examines the phenomenon of childfree as a modern lifestyle choice that challenges traditional theological views on God's mandate to multiply and fill the earth (Genesis 1:28). This phenomenon emerged as a reflection of changing values ​​in global society that increasingly emphasize individual autonomy, gender equality, and responsibility for social and ecological crises. In this context, childfree views are often considered contrary to God's will, while on the other hand, they can be understood as a form of ethical awareness of life, the environment, and human relationships. This study explores the theological meaning of procreation in the Christian faith not only as a biological act, but also as human participation in God's creative work, manifested through love, responsibility, and service within the family community. God's mandate to multiply is reinterpreted not merely as a literal command, but as a call to nurture life and build relationships that reflect God's love. The childfree lifestyle choice needs to be viewed through a dialogue between the biblical text and the modern human context, so that the church can present a relevant, inclusive, and liberating understanding. This research uses a descriptive qualitative method with a theological and contextual literature review to analyze the relationship between childfree, God's mandate, and family theology from a contextual perspective.

Abstract

This paper examines the role of the church as an agent of political transformation through a contextual theological approach in contemporary society. Politics is not merely understood as a struggle for power but as an ethical means to realize justice, welfare, and the common good. From the perspective of Christian theology, the church's involvement in politics is part of its faith calling to manifest the signs of the Kingdom of God in the world. The church should not be trapped in pragmatic political practices but is called to play a prophetic role of rebuking injustice, defending the oppressed, and serving as the moral conscience of the nation. Through a contextual theological approach, the church can read the signs of the times and respond to socio-political realities with Gospel values ​​such as love, justice, and peace. The political transformation promoted by the church focuses on shifting the paradigm from politics of power to politics of service. The church is called to build a political ethic rooted in faith, strengthen Christian participation in the public sphere, and cultivate awareness that faith must be embodied in social praxis. In the context of a modern, pluralistic, and complex democracy, the church is expected to be a space for dialogue, a defender of justice, and a critical partner to the government in pursuing the common good. Thus, the church is not merely a spiritual entity but a transformative public force that brings the values ​​of the Kingdom of God into national life in a concrete, prophetic, and civilized manner.

Abstract

This study aims to evaluate the effectiveness of regional budget (APBD) expenditure in East Java Province and to analyze its fiscal independence. Data were obtained from the Budget Realization Report (LRA), the Central Bureau of Statistics (BPS), and the Directorate General of Fiscal Balance (DJPK). The study employs a descriptive quantitative method using the effectiveness ratio as the main analytical tool. The findings indicate that East Java's budget expenditure in 2022–2023 was categorized as very effective, with realization levels consistently above 93%. However, fiscal independence remains weak as local revenue (PAD) contributes only about 6–7%, while dependency on central government transfers reaches approximately 64%. This reveals that high expenditure effectiveness does not automatically imply strong fiscal autonomy. A comparison with Central Java and Bali shows similar patterns: high expenditure effectiveness accompanied by limited fiscal independence. These findings highlight that the main challenge of fiscal decentralization in Indonesia lies not in spending absorption but in strengthening local revenue capacity and improving the quality of expenditure, particularly in capital spending.

Abstract

This study aims to implement inventory management and use of goods determined by factors namely organization, understanding and application at the Regional Asset Finance Office (RAFO) of West Kalimantan Province. The background of this study is based on the importance of inventory management and use of regional goods, because there are still several regional devices that have not submitted regional goods administration reports, maintenance of damaged goods is not optimal, procurement of goods is not in accordance with Regional Asset Needs Plan (RANP) and does not comply with regional asset management standards and inventory of goods that have no reporting administration. The study uses a qualitative descriptive approach with a naturalistic research method from Charles O. Jones to assess the organization, understanding and application in the management and use of regional goods. Data collection techniques include observation, documentation, and in-depth interviews with goods administrators and employees of the Regional Asset Finance Office of West Kalimantan Province. The results of the study indicate that firstly the implementation of inventory management and use of goods at the Regional Asset Finance Office of West Kalimantan Province as a whole has been running well and in accordance with the rules, namely starting from the registration and recording of regional assets, asset management through information systems and supervision and control has followed the above procedures and utilized the existing information system, RAFO of West Kalimantan Province strives to ensure effective, efficient, transparent and accountable management of regional assets. Secondly, the factors in inventory management and use of goods at the Regional Asset Finance Office of West Kalimantan Province include several aspects, including the lack of competent human resources, minimal understanding of regulations, the lack of integrated information systems, budget limitations, discipline in recording and reporting and lack of supervision and evaluation. Suggestions that can be given are in the form of improving the quality of human resources through technical guidance and training.

Abstract

Public policy implementation is a crucial aspect in realizing the goals of effective and efficient governance. This study examines the implementation of Pontianak Mayor Regulation Number 25 of 2019 concerning the Pontianak Smart City Masterplan 2019–2028. The objective of this policy is to enhance technology-based city governance to improve public services and bureaucratic efficiency. This study uses Edward III's policy implementation theory, which emphasizes four main factors: communication, resources, disposition, and bureaucratic structure. The results show that the implementation of this policy still faces several challenges, such as a lack of inter-agency coordination, limited human and financial resources, and suboptimal technological infrastructure. One concrete example is the implementation of the Jendela Pontianak Integrasi(JEPIN) application, which still experiences obstacles in updating data and minimal public participation in its use. This study recommends increasing inter-agency synergy, more adequate budget allocation, and strengthening human resource capacity so that smart city policies can be implemented optimally.

Abstract

This thesis aims to provide an understanding of the implementation of the Investment Activity Report (IAR) policy at the Investment and One-Stop Integrated Services Office of Pontianak City. The research issues include the limited number of business actors submitting IAR, limited personnel in implementation, and the absence of strict sanctions for non-compliant business actors. These conditions have an impact on the released investment realization data being less than optimal. This study uses a qualitative method with Charles O. Jones's policy implementation theory, covering organizational, interpretation, and application aspects. The results of the study indicate obstacles in implementation, namely: organizational aspects, the number of human resources and infrastructure is inadequate; interpretation aspects, there has been no special socialization of IAR for business actors; application aspects, many business actors still do not submit IAR and sanctions have not reached all violators. Recommendations for this study include increasing human resources and infrastructure, increasing IAR socialization to business actors, and implementing rewards and punishments to encourage compliance.
