Abstract

This study uses a qualitative descriptive approach aimed at examining the implementation of electronic procurement of goods and services (e-Procurement) policies at the Procurement Bureau of Goods and Services of West Kalimantan Province. The background of the study is based on the need to modernize the procurement system to improve efficiency, transparency, and accountability in budget management. Primary data were obtained through in-depth interviews and observations, while secondary data came from documentation studies. The analysis was conducted using Charles O. Jones's policy implementation theory, which includes organizational dimensions, interpretation, and application, and is linked to the principles of good governance, including transparency, participation, accountability, and governance effectiveness. The results show that organizationally, the implementing structure has been established, but there is still a lack of certified procurement human resources. From an interpretation perspective, limited training and socialization create a gap in technical understanding. In terms of application, the e-Procurement mechanism runs according to procedure, but faces obstacles such as system disruptions, limited integration between platforms, and suboptimal readiness of small and medium enterprises. This study recommends institutional strengthening, equitable distribution of human resource training, and the development of reliable information technology infrastructure to support the effective implementation of e-Procurement in line with the principles of good governance.

Abstract

Regional governments are required to build cross-regional cooperation to address development challenges and increase competitiveness. The bureaucracy, as policy implementers, plays a strategic role in ensuring that regional cooperation facilitation is carried out in accordance with established regulations and objectives. This study aims to analyze bureaucratic behavior in facilitating regional cooperation with other regions in West Kalimantan Province, focusing on aspects of responsibility, responsiveness, commitment, and consistency. This study uses a qualitative descriptive approach, with data collection through interviews and observations with seven informants consisting of the Regional Cooperation Coordination Team, the Head of the Government Bureau, and representatives of technical regional apparatus. The research results show that the Government Bureau carries out its responsibility to facilitate cooperation through regulatory compliance, orderly documentation, and consistent administrative assistance. However, differences in the level of involvement between regional agencies remain a challenge that requires role harmonization. Furthermore, the responsiveness of government officials is quite good, although not all agencies are optimally utilizing communication channels. Employee commitment and consistency are also considered high, but variations in discipline and time management are still found in some work units. Overall, this research concludes that the theory of bureaucratic behavior can be applied effectively in the context of facilitating regional cooperation. The principles of responsibility, responsiveness, and commitment and consistency have proven relevant and operational in bureaucratic practice, thus serving as a normative reference for strengthening professional and sustainable regional governance. This study recommends that provincial governments strengthen coordination guidelines, digitize complaints services, evaluate performance based on bureaucratic behavior indicators, and conduct thematic training to improve the professionalism of government officials in facilitating regional cooperation.

Abstract

This study aims to examine the impact of perceived quality, perceived sacrifice, and perceived value on customer satisfaction at Winza Fashion Boutique in Delitua. Using a quantitative approach with an associative approach, 96 respondents were selected using the Lemeshow formula . The research instrument has been determined to be reliable and valid based on Cronbach's Alpha (>0.6 ) and validity checks. The results of multiple regression analysis indicate that the independent variables have a positive and significant impact on customer satisfaction, both directly and indirectly. The t-test shows that each variable is significant with a sig <0.05 , while the F-test produces an F-count of 4.317 which is greater than the F-table of 2.704 with a significance of 0.013. The coefficient of determination (R²) of 0.826 indicates that 82.6% of the variation in participant performance can be explained by the independent variables, while the remaining 17.4% is caused by factors outside the study.

Abstract

This study highlights God's presence amidst the marginalization and suffering of women, particularly in the context of Batak culture, which remains steeped in patriarchal values. Using a qualitative approach and a contextual theology paradigm, this study reinterprets women's experiences as a locus theologicus to understand God's justice and provision. Women's marginalization is evident in various social, customary, and ecclesiastical aspects, where women are often positioned as "controlled" and denied full space in decision-making. Yet, Scripture demonstrates that God sides with the oppressed and upholds justice for marginalized groups. The story of Hagar, Jesus' ministry to the Samaritan woman, and the testimony of the resurrection entrusted to women affirm God's liberating presence and the restoration of human dignity. In light of the Holy Spirit's work, the church is called to transform gender relations equitably, transcending the boundaries of cultural patriarchy. Contextual theology serves as a critical tool for rereading Batak customs, particularly dalihan na tolu, so that their values are lived out in the spirit of equality and justice in the Gospel. Thus, God's presence is not merely a theological discourse, but is evident in the solidarity, struggle, and liberation of women from oppressive social structures. The church is expected to be a prophetic community that presents signs of God's justice in an inclusive and transformative way in society.

Abstract

The purpose of this study was to determine whether the Brainwriting Strategy has a significant effect on the recount text writing skills of grade XI students of SMA Swasta Kampus Nommensen Pematangsiantar. This study used a two-group design (quasi-experimental) by providing Brainwriting Strategy treatment to the experimental group and without the strategy to the control group. Data were collected through pre-test and post-test writing and analyzed using a t-test. The results of the analysis showed a very significant increase in the experimental group with an average post-test of 85.2, much higher than the control group which only reached 74.28. The t-test value of 6.482 with Sig. (2-tailed) 0.000 (p<0.01) validates that there is a significant effect of the Brainwriting Strategy in improving students' recount text writing skills. This indicates that the alternative hypothesis (H0) was accepted and the null hypothesis (H1) was rejected. This strategy has proven to be very effective in encouraging students to generate ideas. and improve the quality of their writing.

Abstract

The purpose of this research was to determine whether there was a positive and significant effect of the Think-Talk-Write (TTW) strategy on students’ ability to write descriptive texts at the eleventh grade of SMKS 1 Tamansiswa Pematangsiantar. This study employed a quantitative research design. The population of the research consisted of all eleventh-grade students, while the samples were class XI AKL and XI KS. To collect the data the researcher used written test and observation. This research confirmed that students taught using the Think-Talk-Write (TTW) strategy achieved better results than those who were not. The study involved two classes: the experimental class (XI AKL) and the control class (XI KS). The post-test mean score of the experimental class was 75.96, which was higher than that of the control class, which scored 68.52. The result of the independent samples t-test showed a significance value (sig. 2-tailed) of 0.011, which was lower than the significance level of 0.05. Therefore, the alternative hypothesis (Ha) was accepted, and the null hypothesis (Ho) was rejected, indicating a significant difference in students’ post-test scores between the experimental and control classes. The results suggested that schools, teachers, and other researchers should use the Think-Talk-Write (TTW) strategy because it has been shown to effectively improve students’ descriptive writing skills.

Abstract

This research aims to determine the effect of using the Picture Word Inductive Model (PWIM) on students’ ability to write descriptive texts at SMA Negeri 4 Pematangsiantar. The research employed a quantitative method using a pre-test and post-test design with control and experimental groups. Two classes were selected through simple random sampling: XI-1 as the control group and XI-2 as the experimental group. The experimental group was taught using PWIM, while the control group was taught conventionally. The results showed that the experimental group’s mean score improved from 62.2 to 85.57, while the control group’s score increased from 63.08 to 71.63. The t-test result (3.43) was higher than the t-table value (2.382) at the 0.05 significance level, indicating a significant difference between the two groups. Therefore, it can be concluded that PWIM effectively improves students’ writing ability in descriptive texts.
