Abstract

The problem of bureaucracy is a challenge that must be addressed by the government. Improving the local government bureaucracy is a very important effort to be made because in the bureaucracy there are various aspects that can support the implementation of the public service process, one of which is the human resources aspect. The purpose of this paper is to find out how the evaluation and form of reform carried out by the Ponorogo Regency Regional Government on the human resources of its government bureaucracy. The method used in this writing is a qualitative method with a case study on one of the bureaucratic phenomena in Ponorogo Regency. The writing data is obtained through journal articles obtained through websites. Data analysis was conducted using literature studies based on relevant theories and references. The results of the discussion found that several aspects of assessing the performance evaluation of the Regional Apparatus Organisation of Ponorogo Regency include: a) Performance planning; b) Performance measurement; c) Performance reporting; d) Performance evaluation; and e) Performance achievement. Performance achievement. In addition, the bureaucratic reform carried out by the Regional Government of Ponorogo Regency prioritises three main goals, namely: a) A clean and accountable bureaucracy; b) An effective and efficient bureaucracy; and c) A bureaucracy that has quality public services.

Abstract

Studi ini bertujuan untuk menganalisis efektivitas kolaborasi antara layanan sosial pemerintah daerah dan lembaga swadaya masyarakat (LSM) dalam meningkatkan penyediaan layanan sosial bagi masyarakat rentan. Studi ini berfokus pada identifikasi mekanisme kemitraan utama yang berkontribusi pada peningkatan penyaluran bantuan, dukungan psikososial, dan program pemberdayaan ekonomi. Studi ini menggunakan pendekatan kualitatif, dengan memanfaatkan analisis dokumen, wawancara, dan observasi lapangan untuk mengevaluasi bagaimana upaya kolaboratif memengaruhi efektivitas layanan, transparansi, dan partisipasi masyarakat. Temuan penelitian mengungkapkan bahwa kolaborasi terstruktur antara layanan sosial dan LSM secara signifikan meningkatkan aksesibilitas dan responsivitas program sosial. Melalui perjanjian formal seperti Nota Kesepahaman (MoU), pembagian peran yang jelas, partisipasi aktif dalam penilaian kebutuhan, dan inisiatif pengembangan kapasitas, dampak yang ditargetkan dan berkelanjutan dapat dicapai. Selain itu, pemantauan bersama dan evaluasi kinerja memperkuat transparansi, sehingga memungkinkan peningkatan program berkelanjutan untuk memenuhi kebutuhan masyarakat yang terus berkembang. Faktor-faktor utama yang memengaruhi keberhasilan kolaborasi ini meliputi komitmen, sinergi antar pemangku kepentingan, sumber daya manusia yang memadai, kapasitas organisasi, pendanaan, infrastruktur, dan kepercayaan. Studi ini memiliki implikasi yang signifikan bagi pengembangan kebijakan, yang menunjukkan bahwa kemitraan terpadu dapat meningkatkan efisiensi dan inklusivitas program layanan sosial. Namun, tantangan seperti hambatan birokrasi, keterbatasan sumber daya, dan prioritas yang berbeda antara lembaga pemerintah dan LSM menyoroti perlunya strategi adaptif. Studi mendatang harus mengeksplorasi pendekatan inovatif, termasuk perangkat digital untuk pemantauan dan evaluasi, untuk mengoptimalkan kolaborasi dan memastikan hasil pembangunan sosial yang berkelanjutan.

Abstract

This research seeks to assess and interpret the effectiveness of land transportation services offered by the Transportation Agency of Central Maluku Regency. The qualitative approach relied on gathering data through interviews using a predetermined guide, document tracing, and obtaining other pertinent documents. Secondary data was collected from working papers, legal documents, regional legal documents, brochures, and other legal document analyses pertaining to transportation services. Qualitative analysis techniques were applied to the data. The results indicated that the agency of transportation makes it a point to provide service with five distinct features, which include: serviceability—facilities and infrastructure; reliability—competence and capability; responsiveness—quick and adequate service; assurance—security and guarantees; and empathy—engagement. Central Maluku residents are, therefore, greatly satisfied with the land transportation services offered to them. The public service satisfaction model analysis presented increases in trust and responsibility when the standards are upheld, thus leading to improvements in the region and service effectiveness. The implications of the findings indicate that the agency should focus on improving responsiveness, reliability, and serviceability to maintain satisfaction.

Abstract

This research explores the concept of Smart Villages, focusing on the challenges and opportunities in their implementation in rural areas. The study emphasizes social sustainability, community empowerment, and the role of technology in improving quality of life. The objectives are twofold: to understand the role of international collaboration in accelerating smart village development and to explore the implications of these findings for future development. Bibliometric analysis is used to map research progress and identify strategies for integrating technology into smart village management. The findings offer practical implications for public policy design, showing the potential for creating more inclusive and sustainable strategies for smart village implementation. The study highlights the importance of cross-sector collaboration and empowering village communities in policy planning and execution. It also provides insights into addressing challenges related to technology application in rural areas, as well as improving social and environmental sustainability through technology-driven solutions. This research contributes by combining technical, social, and cultural analysis in the development of smart villages. Its value lies in a holistic approach, considering social, cultural, and economic diversity when designing solutions. Additionally, it fills gaps in existing literature by incorporating international perspectives, with a special focus on developing countries.

Abstract

This study aims to map the development and research trends of e-government in village governance. The research method applied is a systematic literature review using 538 scientific articles from the Scopus database published between 2019 and 2024. The review was conducted using bibliometric analysis processed through R-Studio (Biblioshiny) and Tableau applications. The study results revealed a steady increase in publication trends, the formation of multiple author collaboration networks, and the identification of key thematic clusters such as digitalization, public service delivery, governance frameworks, trust, and technology adoption. The thematic evolution analysis also demonstrated the emergence of new research areas, including blockchain, cybersecurity, and participatory governance. The limitation of this study is that the articles used are only sourced from the Scopus database, which may not fully represent the broader landscape of global research on village-level e-government. Future research needs to incorporate scientific articles from other reputable international databases, such as Web of Science and Dimensions Scholars, to provide a more comprehensive understanding of the evolving discourse in this field.

Abstract

Tourism business regulation presents a governance challenge in districts where informal entertainment venues operate outside legal frameworks. In Sidenreng Rappang Regency, inconsistent enforcement of Ministry Regulation No. 18 of 2016 has enabled widespread non-compliance among nightlife businesses, compromising administrative credibility and social harmony. This study aims to assess the effectiveness of the registration policy implementation and identify institutional constraints affecting local governance capacity. Addressing a gap in region-specific policy diagnostics, the research applies a descriptive quantitative approach using structured questionnaires and interviews with 96 stakeholders, including business operators and officials. Pearson correlation analysis, supported by statistical validation using SPSS, indicates significant relationships between implementation outcomes and variables such as government seriousness (r = 0.261), assertiveness (r = 0.271), and registration accountability (r = 0.328). Enforcement efforts remain episodic, undermined by insufficient resources and limited procedural transparency. Stakeholders cite systemic weaknesses in administrative coordination and community engagement. The study concludes that effective regulation depends not only on formal mandates but also on contextual alignment between policy content and institutional behavior. Strengthening localized enforcement models, promoting inter-agency collaboration, and integrating public oversight are recommended to bridge the gap between law and practice. These insights may inform future frameworks for sustainable tourism governance in culturally sensitive regions.

Abstract

Public employment services play a critical role in regional development, particularly in island areas where labor market dynamics are often under-researched. This study aims to evaluate employee productivity in labor services at the local government level, addressing a gap in the literature on bureaucratic performance in eastern Indonesia. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis at the Ternate City Manpower Office, Indonesia. The evaluation focused on four key indicators: human resource competence, facilities and infrastructure, workforce development programs, and outreach activities. Findings show that employee productivity is hindered by limited technical skills, inadequate infrastructure, budget constraints affecting program continuity, and weak communication strategies. Of 9,807 job seekers, only 1,712 were placed, while 1,952 vacancies remained unfilled—highlighting inefficiencies in labor market matching and service delivery. These structural and operational gaps reduce public trust and hinder employment outcomes. The study concludes that targeted reforms in human resource development, infrastructure investment, and strategic outreach are essential to improve service effectiveness. It recommends integrating digital labor market systems and strengthening partnerships with educational institutions to enhance responsiveness. These insights offer a replicable framework for improving employment services in other local government contexts facing similar challenges.

Abstract

Muhammadiyah Universities in Indonesia face increasing demands to enhance institutional competitiveness, governance quality, and innovation capacity in response to digital transformation and global educational shifts. Despite numerous studies on leadership models, quality management, and technology integration, the academic literature remains fragmented and lacks a comprehensive thematic and conceptual mapping. This study aims to address that gap by systematically analyzing the evolution of governance and innovation topics in Muhammadiyah Universities over the past decade. Using a bibliometric approach based on Scopus data, the research applied the PRISMA protocol to ensure transparency in literature selection and employed RStudio-Biblioshiny and CiteSpace for data processing and visualization. A total of 214 peer-reviewed journal articles published between 2011 and 2024 were analyzed to identify dominant themes, citation bursts, and thematic clusters. The results reveal that topics such as “Higher Education,” “Muhammadiyah,” and “Organizational Commitment” form the conceptual core, while emerging themes like “Social Media,” “Student,” and “Education” reflect a shift toward participatory and digital strategies. Citation burst analysis highlights growing attention to “Employee Performance” and “Classroom Management,” indicating a strategic focus on human resource development. The study concludes that governance and innovation at Muhammadiyah Universities are multidimensional, involving policy, technology, organizational culture, and Islamic values. These findings provide an empirical foundation for evidence-based institutional strategies and open pathways for future exploration of inclusive and adaptive governance models aligned with the challenges of educational disruption.
