Abstract

This research aims to develop and evaluate a stakeholder engagement model in development planning in Bina Baru village, Sidenreng Rappang Regency through the ‘Ladda-Ladda’ approach. The model aims to improve community participation and coordination between the government and the community in the village development planning process. Qualitative research methods were used, with participant observation and in-depth interviews as the main data collection techniques. Data analysis was conducted through thematic coding to identify patterns and emerging themes related to stakeholder engagement. The research findings show that the implementation of the ‘Ladda-Ladda’ model has succeeded in increasing the active participation of the community, which is reflected in their increased involvement in expressing their aspirations and participating in village deliberations. This strengthens social relations and trust between the community and the government, resulting in a more relevant and inclusive development plan. Theoretically, this study contributes to the literature on village development by integrating the concepts of community participation and coordination theory into a model that can be applied in different villages. However, this study has limitations in generalizing the results because the study was conducted in only one village. In addition, the implementation of this model requires significant time and resources, especially in building community participation capacity. Further research is needed to test the effectiveness of this model in a broader context and to develop more efficient strategies for its implementation.

Abstract

This research delves into the realm of digital tourism, aiming to unlock untapped potential through the analysis of big data. Utilizing Brand24.com, the study collects extensive data on traveler trends, preferences, and location ratings sourced from various digital channels, including tourism websites, social media platforms, and travel forums. Employing advanced keyword search and monitoring capabilities, the data undergoes rigorous qualitative and quantitative analysis to discern emerging patterns and sentiments. The primary objective lies in the identification of potential tourism development opportunities within the Buton Islands. By scrutinizing growth potential, desirability, and socio-economic impact, strategic decisions are formulated to cultivate a focused tourism strategy. This strategy not only aims at fostering economic growth but also prioritizes environmental sustainability. The significance of this study lies in its emphasis on the pivotal role of big data in deciphering and anticipating trends in the dynamic tourism sector. Through comprehensive analysis, the research seeks to provide actionable insights for stakeholders to capitalize on burgeoning tourism opportunities effectively. By bridging the gap between traditional tourism practices and contemporary data-driven insights, this research offers a pioneering approach to destination management. It advocates for the integration of digital tourism big data analysis as a cornerstone of strategic decision-making processes within the tourism industry. In conclusion, this study underscores the transformative potential of digital tourism big data analysis in unlocking hitherto unexplored avenues for tourism development. Abstract

This study aims to review research related to local government policies in combating extreme poverty through a systematic literature review, evaluate the effectiveness of these policies in improving living conditions and identify factors that influence their success. This study utilizes the Scopus database and employs RStudio for data visualization to enhance the thoroughness of the literature analysis. The results of this study show the importance of local government policies in combating extreme poverty, emphasizing the need for a tailored approach. In addition, the study also emphasizes the shift from poverty alleviation to development inclusion, decentralization of power, climate change, and food security. Key issues include governance, gender inequality, rural areas, and health inequality. The results of this study provide guidance for policymakers in designing effective intervention programs. However, the study has limitations, including not covering all relevant policies and excluding inputs from stakeholders at the local level. Future research should explore the dynamics of city policies, local community perspectives, and long-term impacts.

Abstract

This study examines the impact of digitalization on traditional markets, with a particular focus on understanding the transformations and challenges faced by these markets in the era of e-commerce. A quantitative approach was employed to collect data from conventional market vendors in Rappang City, which were then analyzed using simple linear regression and other statistical methods via SPSS 26. The findings indicate a notable and positive correlation between digitalization and the performance of traditional markets, with a regression coefficient of 0.771, suggesting that digitalization significantly enhances traditional markets' competitiveness and operational efficiency. Moreover, the study underscores that while digitalization offers a plethora of avenues for conventional markets to integrate with digital platforms and extend their reach, it also presents challenges, including intensified competition from e-commerce and the necessity for rapid adaptation to new technologies. The findings indicate that digitalization is not merely a supplementary tool but rather a critical component for sustaining the relevance and competitiveness of traditional markets in the modern digital economy. The study concludes that stakeholders in traditional markets must adopt strategic digitalization initiatives, supported by appropriate policies and infrastructure investments, to ensure these markets can thrive alongside emerging e-commerce platforms. Despite the study's regional focus, the implications extend to broader contexts, offering insights into how traditional markets globally can navigate the challenges posed by digital transformation. Future research should consider a mixed methods approach to explore the nuanced impacts of digitalization in different cultural and economic settings.

Abstract

This study aims to analyze the role of participatory leadership in supporting Smart Village development in Bulo Village, Sidenreng Rappang Regency. Using a descriptive quantitative approach, this study describes the relationship between indicators of communication, cooperation, subordinate involvement, and decision-making and the success of Smart Village development. Data were collected through observation, in-depth interviews, and questionnaires given to 100 respondents, then analyzed using the SPSS 26 application for Windows. The results showed that respondents rated participatory leadership in Bulo Village very well, with an average percentage of 86 percent on all four indicators studied. These findings suggest that the inclusive and participatory leadership approach has created an enabling environment for active community participation, an important foundation for implementing the Smart Village concept. However, challenges remain, particularly in decision-making and subordinate involvement, that require further improvement. The implications of this study emphasize the importance of effective communication, cooperation, and subordinate involvement in participatory leadership models, particularly in the context of technology-based development such as Desa Cerdas. From a practical perspective, this research offers concrete recommendations for village governments and local leaders to develop and implement the Desa Cerdas concept more effectively. The limitations of this study include the limited scope of one village and a quantitative approach that lacks depth in uncovering social and cultural dynamics. Further research using qualitative approaches or case studies in various villages is needed to gain more comprehensive insights.

Abstract

This research aims to identify the potential and challenges in developing a local wisdom-based tourism village in Sombano Village, Wakatobi Regency. The village is rich in natural resources such as beaches, lakes, and mangrove forests that have begun to be converted into tourist attractions. This research used a descriptive method with a qualitative approach, where data was collected through observation, interviews, and documentation. The research findings show that Sombano Village has great potential to become an attractive rural tourism destination, supported by distinctive social and cultural life and stunning natural beauty. The development of this tourism village is expected to be carried out by considering the socio-cultural characteristics of the local community to ensure sustainability and acceptance by the community. Some aspects of local wisdom that support the development of tourist villages in Sombano include tourist attractions, accessibility, tourist facilities, community empowerment, and marketing and promotion. However, of the five aspects, only three have been running well: tourist attraction, accessibility, and community empowerment. The other two aspects, tourist facilities, and marketing, still face significant challenges. The implications of these findings emphasize the importance of government intervention and investment in infrastructure development and marketing strategies to optimize tourism potential in Sombano Village. The limitations of this study include limitations in the generalizability of the findings due to its focus on a single village, as well as the use of qualitative methods that do not allow for quantitative measurement of economic impacts. Further research is recommended to expand the geographical coverage and use a more diverse approach.

Abstract

This study presents a comprehensive bibliometric analysis of digital government research from 2014 to 2024, focusing on key trends, dominant subtopics, and implementation challenges. The research identifies a significant increase in publications, particularly during the COVID-19 pandemic, reflecting the heightened relevance of digital transformation in public administration. Key subtopics such as artificial intelligence, digital transformation, and smart governance dominate the field, showcasing the growing integration of advanced technologies in enhancing public services and governance. Despite these advancements, the study highlights persistent challenges, including inadequate technological infrastructure, regulatory lag, data security concerns, and digital inclusion disparities. These issues underscore the need for targeted investments, agile regulatory frameworks, and robust cybersecurity measures to ensure the successful and equitable implementation of digital government initiatives. The findings provide valuable insights for policymakers, practitioners, and researchers, emphasizing the importance of continued exploration of emerging technologies and strategies to overcome barriers to adoption. This study contributes to the existing literature by mapping the evolution of digital government research and offering guidance for future research and policy development in this critical area, aiming to enhance public service delivery and governance in the digital era.

Abstract

This research examines the implementation of public policies with the objective of improving public administration services in the digital era. The application of digital technology offers the government the potential to deliver services that are more efficient, accessible, transparent, and participatory. Nevertheless, the implementation of public policies encounters obstacles, including the digital divide, resistance to change, budgetary constraints, and data security concerns. This study examines the factors that facilitate or impede the implementation of policies and formulates strategies and recommendations to optimize public administration services in the digital era. The results demonstrate that the implementation of strategies, including the expansion of human resources, the development of information and communication technology infrastructure, the streamlining of service processes, the formation of collaborative partnerships with stakeholders, and the formulation of responsive and adaptive policies, can facilitate the positive transformation of public administration services in the digital era. This transformation can be evidenced by enhanced efficiency, accessibility, transparency, community participation, and community satisfaction.

Abstract

This study examines the effect of employee work discipline on service quality at the Auxiliary Public Health Center in Kalempang Village, Sidenreng Rappang Regency. The research employed a quantitative descriptive method using questionnaires as the primary data collection instrument, with 60 respondents participating. The data were analyzed using statistical tools, including simple linear regression and hypothesis testing, with a significance level of 5 percent. The results show a significant percent positive correlation of 70 percent between employee discipline and service quality. The regression analysis further supports that 77 percent of the variability in service quality can be attributed to work discipline, with a t-value of 3.623 exceeding the t-table value of 1.672. This suggests that better work discipline improves service quality, particularly regarding employee punctuality, reliability, and responsiveness. However, the research also identifies several challenges, including the incomplete infrastructure at the health center, which affects the overall service quality. The implications of this study highlight the need for improved staff discipline and infrastructure development to enhance public service satisfaction in rural health facilities. The study contributes to the existing body of knowledge by providing empirical evidence on the importance of work discipline in improving service quality in the health sector. Limitations include the focus on a single health facility, which limits the generalizability of the findings. Future studies should consider expanding the scope of the research to include multiple health facilities and regions for a broader understanding.

Abstract

This study aims to examine issues related to the existence of traditional leadership in Tulehu, Central Maluku Regency, particularly in the context of conflicts that occurred during the election of the king or village head. The main focus of this study is on the delay in the ratification of the King by the Regent of Central Maluku, the protests by the community against the decision to appoint a King who did not follow the lineage of the matarumah Ohorella, and the decision of the Saniri Negeri that did not base the selection of the King on the royal lineage. This study uses a qualitative method with a descriptive analytical approach and was conducted over a period of five months. Data collection techniques include interviews, direct observation, and documentation of various primary and secondary sources. The results of this study indicate that local government officials need to strengthen their role as traditional leaders who have strong legitimacy among the community. The Saniri Negeri plays an important role in maintaining the traditional selection process based on royal lineage (matarumah perintah), which contributes to social stability and harmonious relations among citizens. The implications of these findings indicate the importance of collaboration between the government and traditional institutions in resolving leadership conflicts in order to create a government that is accepted by all elements of society. However, the limitations of this study lie in its scope, which is restricted to one region, as well as the limited time available to capture dynamics that may arise after the study period ends. Further studies are recommended to cover a broader geographical area and timeframe to gain a more comprehensive understanding.
