The purpose was to examine the trending events in the collection of school fees in Nigerian Universities, the position of the Governing Councils of the universities in Nigeria on non-payment of school charges by students in the universities and the major factor that aid evasion of school fees in the universities. The study was necessary because of the impact that control will have on the evasion of school fees in Nigerian universities especially with the current hike in the charges emanating from the withdrawal of education subsidies in higher education in Nigeria.  It was a comprehensive study on Nigerian universities. Information for the study was obtain through the internet and brain-storming. In the brain-storming the researcher interacted with 500 respondents at University of Benin, Benin City, Nigeria, Ambrose Alli University, Ekpoma, Taraba State University, Jalingo. It was an exploratory research that would provide information for future researchers in Student Accounts Management in Universities in Nigeria.  It was found that all Public and Private Universities are making exorbitant charges of school fees in Nigeria. There is huge debt profile arising from non-payment (evasion) of school charges by students in Nigerian Universities. The major factor that aid evasion of school fees in Nigerian Universities is the management flexibility in the enforcement of deadlines for payment of school fees by the students. It found that at these universities the major cause of students evasion of school fees is management flexibility on deadlines for payment of fees. Also, the trending events in Nigeria is the recent withdrawal of educational subsidies on higher education of which the parents and guardian are finding it very difficult to cope with astronomical increases in school fees due to low level of income.  It was concluded that education is no more public goods hence, proposals for enormous increase in Public Universities in Nigeria have assumed alarming and frightening dimension in the country. Therefore, it was recommended that appropriate control measures of the management should be affected for prompt collection of school fees. Contract should be given to Software Companies to assist in the collection of school fees to check fraud in the process. Regular accounting and audit report are necessary to ascertain the state of fees collection to reduce the level of evasion of school fees by students in Nigerian universities.

Abstract

The primary goal of creating local governments under democracy is to implement democratic ideals at the grassroots level. Establishing a freely chosen local government council is intended to improve grassroots service delivery in an efficient and effective manner. In order to do this, the study looks at how local governments are formed in Nigeria under the democratic system. The existing body of relevant literature was reviewed. The old-fashioned design was applied. The study used secondary data that was subjected to a qualitative content analysis using the content analysis technique. The analysis revealed that the establishment of local governments, whether democratic or military, has not fulfilled its constitutional mandate. The councils of the local governments that are democratically elected are not particularly noteworthy. Among other recommendations made by the study were to stop the state government from interfering with local governments' finances and to stop encouraging more local governments to step up during this critical period by reviewing the allocation upward, which would allow them to continue providing the services that the grassroots population needs.

Abstract

This study looks at how movies affect Nigerian youth culture, especially for the second generation of millennials”those born between 1995 and 2004. Films have had a significant influence since the late 1920s. In the 1950s, as this medium became more and more popular, worries about possible risks also increased, particularly with regard to young audiences. This study evaluates how important a role film has played in the development of Nigerian youth culture. It also looks at the differences between film and other mass media in terms of how much of an impact film has had on the country's youth culture. The survey method of data collecting and analysis is used in this study, which the cultivation theory of mass communication serves as the pivot. With the use of SPSS software, it also employs descriptive and inferential statistics for data analysis. According to the study, movies have a huge influence on young culture because they can emotionally connect with audiences and depict serious subjects in a way that is agreeable, relatable, and entertaining. Consequently, the study suggested that in order to fully utilize movies' potential as a tool for teaching young people moral principles, cooperation between the Nigerian government and the country's film industry should be established.

Abstract

In today's business world, competition is no longer about accumulating resources; rather, the emphasis is on the actual accumulation and utilization of knowledge within the organization. As proposed by this paper, attention has shifted dramatically from acquiring wealth in the organization to an era in which knowledge and learning within the organization become more critical and important to organizational survival and continuous growth. Organizations are legally and corporately recognized entities. They have a reputation, and they can sue and be sued. To that end, this paper contends that organizations can learn, and that the absence or scarcity of an adequate organizational learning culture denies organizations the much-needed competitive edge required to survive and thrive in today's globalized world. The paper examines the technical and social perspectives of organizational learning, arguing that the learning process is context and culture dependent given that effective organizational learning practices improve employee productivity and management performance, it also identifies some barriers to learning, suggests solutions, and concludes that, given the dynamic nature of the business environment in which businesses operate, as well as the rapid changes occurring as a result of technological adoption and innovation, there is an urgent call and need for learning organizations to ensure they secure  intangible performance and not just financial performance to ensure long term sustainability.

Abstract

The study examined the connection between participatory decision-making and organizational productivity in Delta State public service. The study specifically examined the effects of employee involvement, commitment, and consultation on organizational productivity in the public service of Delta State. Data was gathered through the survey research design, which involved 643 employees being surveyed. Out of the 643 questionnaires distributed, only 478 were retrieved and analyzed. The investigation's primary theoretical framework was value chain theory. The theory explains how organization can improve quality of decision-making and create superior value to promote organizational productivity. Statistical Package for Social Science (SPSS) version 23 was used to analyze the data using percentages, frequency, Pearson's coefficient of correlation, and linear regression. According to the study's findings, organizational productivity in Delta State public service is positively and statistically impacted by participatory decision-making, which involves employee commitment, involvement, and consultation. The study came to the conclusion that employee involvement in decision-making significantly affects organizational productivity based on these findings. Therefore, the study suggests, among other things, that the Delta State public service management should determine and set a scope and level of employee participation in decision-making. The focus here should be on collective bargaining and proper employee recognition through job enrichment in order to affect organizational commitment. Workers should be empowered to take charge of their tasks and engage in decision-making. Their working relationships and workflow will both be greatly enhanced by this.

Abstract

This study which is qualitative in nature investigates policy and regulatory frameworks guiding Nigerian professionals. This employed historical method and data collected was analyzed using content analysis method. The study concluded that the Nigerian's efforts to achieve transparent and accountable public service are gravely hampered by the issue of underqualified, incompetent, and poorly trained employees. An additional perspective on this is the improper staffing decisions that lead to the appointment or hiring of individuals for roles for which they are either politically appointed or lack the necessary training or experience. These elements undermine the goal of professionalism in public administration, which is instead based on applying skills learned through education and training to achieve excellence in performance under the guidance of established codes of conduct.
