Abstract

This study examines the influence of self-efficacy, self-esteem, and self-leadership on employee performance in disaster emergency response within West Seram Regency. The research employs a descriptive–quantitative approach with a causal-correlational design, conducted at the Regional Disaster Management Agency (BPBD) over a two-month period. The population consists of 50 employees, from which 44 respondents were selected using the Isaac and Michael sampling table at a 95% confidence level through simple random sampling. Data were analyzed using multiple linear regression. The results indicate that self-efficacy has a significant independent effect on employee performance during emergency operations. Self-esteem also contributes to performance variations, while self-leadership exerts a partial influence on performance outcomes. Furthermore, the three psychological variables collectively have a simultaneous and significant impact on employees’ effectiveness in handling disaster emergencies in West Seram Regency.

Abstract

This study examines the mediating role of work engagement in the relationship between career development and Organizational Citizenship Behavior (OCB) at the Personnel and Human Resource Development Agency of West Seram Regency. Using a quantitative, explanatory research design, data were collected through a structured questionnaire and analyzed using multiple regression and Sobel mediation tests. The results show that career development significantly improves OCB, and this effect becomes stronger when work engagement acts as a mediator. Employees who experience clear career pathways, competency-based development, and fair promotion systems tend to exhibit higher levels of vigor, dedication, and absorption, which in turn encourage voluntary behaviors beyond formal job roles. The findings also indicate that work engagement plays a substantial role in shaping positive employee behavior, serving as a psychological link between career development policies and OCB. The study highlights the importance of aligning career development initiatives with engagement strategies to enhance organizational performance in the public sector.

Abstract

Jami’atul Qurro’ Islamic Boarding School Palembang has experienced a steady increase in new student enrollment over recent years, from 131 students in 2022/2023 to 221 in 2023/2024, and 289 in 2024/2025. However, in the 2025/2026 academic year, the number of applicants declined to 266 students. This decrease serves as an important indicator that requires further examination, especially regarding the reach and impact of the pesantren’s promotional strategies. This study uses a descriptive qualitative method through interviews, observations, and documentation with nine informants: one public relations officer, six students, and two parents. The analysis applies the promotion mix theory, which includes advertising, personal selling, sales promotion, public relations, and direct marketing. The findings show that the effectiveness of Public Relations strategies lies in their focus on building the institution’s image, trust, and moral credibility. The pesantren’s promotional success is influenced by program quality, leadership reputation, community participation, and the ability to present religious values in a compelling and relevant way.

Abstract

Technological advancements and the growing digitalization of public services have significantly increased the processing of citizens’ personal data.. However, this situation also increases the risk of data leaks, as demonstrated by the leak of Taxpayer Identification Numbers (NPWP) that has affected millions of individuals since September 2024. This study examines the regulatory framework for personal data protection based on Law No. 27 of 2022, evaluates the urgency of its implementation in preventing and responding to data breaches, and analyzes the legal implications for parties that fail to protect personal data. Using a normative juridical method and a statutory approach, the findings show that Law Number 27 of 2022 provides comprehensive regulations for all stages of personal data management and imposes administrative, civil, and criminal sanctions for violations. However, law enforcement still faces challenges in the form of low public legal awareness, weak monitoring mechanisms, limited cross-sector coordination, and the absence of precedents for imposing sanctions and strict legal accountability mechanisms in data breach cases such as NPWP, so that the restoration of data owners' rights has not been optimal. Therefore, strengthening institutional capacity and improving public education are crucial to ensuring effective protection of citizens' privacy in the digital age.

Abstract

This study examines the influence of village apparatus service quality, measured using the SERVQUAL model, on community satisfaction in Olong Administrative Village, North Seram District, Central Maluku Regency. The SERVQUAL model, covering tangibles, reliability, responsiveness, assurance, and empathy, serves to evaluate how well public services meet community expectations. Service quality in villages significantly affects trust, governance, and local development. This research identifies which dimensions most strongly affect community satisfaction and assesses whether village services meet public sector standards. Findings aim to provide practical insights for village governments, policymakers, and stakeholders to improve service quality, address gaps, and enhance residents’ experiences, thereby promoting more effective and responsive governance at the village level.

Abstract

The use of global English language teaching (ELT) syllabuses in Indonesian secondary schools often creates problems because the content and examples do not always match students’ cultural contexts and learning needs. This qualitative, descriptive literature review examines how globally designed ELT syllabuses are adapted for Indonesian classrooms. Drawing on fifteen Scopus-indexed studies published between 2020 and 2025, including works by Zein et al. (2020), Hanifa et al. (2024), Nurteteng et al. (2024), Fudiyartanto (2024), and Al Fikri (2025), the review identifies common adaptation strategies, challenges, and resulting teaching practices. Findings show that teachers frequently modify global syllabuses by adjusting cultural content and simplifying language to fit local realities (Hanifa et al., 2023; Andriani, 2024). However, obstacles remain, such as limited school support, insufficient teaching materials, and mismatches between curriculum demands and school policies (Nurteteng et al., 2024; Pajarwati, 2021). Although previous studies provide useful insights, most fail to offer concrete models for adapting global ELT materials to Indonesia’s Merdeka Curriculum, highlighting the need for further research.

Abstract

This study investigates the influence of human resource quality of Negeri apparatus on the planning, implementation, and accountability of development programs based on official planning documents in Teon Nila Serua District, Central Maluku Regency. Negeri apparatus are key actors in village governance, translating development priorities into effective planning and reporting. Using a quantitative associative approach, data were collected from 67 respondents via structured questionnaires and analyzed with multiple linear regression. The results show that human resource quality has a significant positive effect on planning accuracy, program implementation, and accountability reporting. The model explains 48.7% of the variation in program management outcomes (R² = 0.487). These findings highlight the need to strengthen Negeri apparatus capacity through targeted training, administrative support, and improved coordination to ensure transparent, accountable, and responsive governance at the village level.

Abstract

This study aims to describe the leadership strategies of school principals in enhancing the competence and performance of Islamic Religious Education (IRE) teachers. Using a descriptive qualitative approach through a literature review, this research analyzes scholarly works related to educational leadership and teacher professional development. The findings indicate that principals play a crucial role through formal strategies (training and certification), non-formal strategies (workshops, in-house training, and micro-teaching), and collaborative strategies (Professional Learning Communities and MGMP). The implementation of coaching and mentoring also contributes significantly to improving teachers’ pedagogical and professional competencies as well as the quality of IRE instruction. In conclusion, effective and sustainable school principal leadership serves as a key factor in strengthening teacher quality and enhancing IRE learning in schools.

Abstract

The era of Society 5.0 demands profound transformation within Islamic Education Management (MPI), particularly in integrating Islamic values with technological advancements such as AI, IoT, and big data. This study employs the Systematic Literature Review (SLR) method to identify and classify key issues faced by MPI in the disruptive digital era. The findings reveal four major problems: non-adaptive leadership and digital culture, insufficiently innovative curricula that have yet to fully integrate 21st-century competencies, limited infrastructure and persistent digital divides across regions, and low human resource competence in digital literacy and pedagogy. These results highlight the need for adaptive strategies, including strengthening digital leadership, updating technology-based curricula, expanding equitable access to digital infrastructure, and enhancing human resource capacity through continuous training. This research provides an important contribution to mapping managerial challenges and offers strategic recommendations for realizing Islamic education governance that is relevant, innovative, and competitive in the Society 5.0 era.

Abstract

The rapid development of digital communication technology has transformed internal communication practices within public institutions. This study aims to examine the role of WhatsApp in enhancing internal communication among staff at the Office of Religious Affairs (KUA) Tiroang. Using a qualitative descriptive approach, data were collected through in-depth interviews, observation, and documentation involving 19 staff members. The findings indicate that WhatsApp plays a significant role in accelerating information dissemination, improving coordination between leaders and staff, and supporting work efficiency and public service delivery. However, the use of WhatsApp also presents several challenges, including message misinterpretation, information overload, blurred professional boundaries, and dependence on a single communication platform. These findings suggest that while WhatsApp is effective as an internal communication medium, its use requires clear communication ethics and complementary communication channels to ensure accuracy and professionalism. Overall, WhatsApp contributes to building a more responsive and flexible communication system within KUA Tiroang.
