Abstract

Gender-based violence (GBV) is a critical issue that undermines the integrity of elections and the participation of women in democratic processes. This study aims to identify the problems, challenges, and strategies for preventing GBV in the context of election oversight institutions. Using a qualitative research method with a literature review approach, the study reveals that GBV manifests in various forms, including sexual harassment, verbal intimidation, and gender discrimination. Key challenges include entrenched patriarchal norms, the underrepresentation of women in election oversight leadership, and insufficient policies and reporting mechanisms to address the issue. Mitigation strategies emphasize strengthening regulations, implementing gender-sensitive recruitment processes, and providing GBV education to enhance awareness and commitment among stakeholders. These measures aim to create a safe, inclusive, and violence-free work environment, ensuring professional and integrity-driven election monitoring practices.

Abstract

Efforts to improve the quality of service are something that must be done by every agency, both public and private. Tanah Toa Health Center is an agency or institution that always strives to improve the quality of its services to get satisfaction for the people who use its services in the health sector. The use of technology is also pursued by Tanah Toa Health Center staff. Toa in improving the quality of its services, such as ensuring the quality of services provided to mothers and children at each posyandu handled by Tanah Toa health center officers. The aim of this research is to describe the use of technology to improve the quality of Posyandu services at the Tanah Toa Community Health Center, Kajang District, Bulukumba Regency.  The methodology used in this research is qualitative research, namely research strategies and techniques used to understand the phenomena that occur by collecting as many in-depth facts as possible, the data is presented in verbal form, not in the form of numbers. The results of this research show that the services provided by Tanah Toa Community Health Center officers after utilizing technology in an effort to improve the quality of services, especially the services provided to mothers and children at each posyandu handled have shown good results, the first being measuring the height and weight of the baby, on inputting the height and weight measurement results, the data is immediately integrated and produces the ideal age for babies who have a certain height and weight and secondly it can confirm the routine of the mother and baby who carry out regular examinations (documentation and track records), The benefit is that community health center officers can find out in reel time about mothers and children who routinely check the health condition or growth of mothers and children. The conclusion of this article is that the use of technology in Posyandu handled by the Tanah Toa Community Health Center which consists of 23 posyandu located in 5 villages has shown a positive impact in increasing efficiency and quality of service, so that mothers and children can be assured of getting good health services.

Abstract

Transit-Oriented Development (TOD) in Makassar: Enhancing Sustainable Urban Mobility Transit-Oriented Development (TOD) emphasizes integrating residential, commercial, and public facilities around public transportation systems to create urban environments that reduce reliance on private vehicles. Makassar has taken significant steps toward sustainable development by adopting TOD principles through the innovative Mamminasata bus system.  The Mamminasata bus network serves as the backbone of Makassar's public transportation system, connecting key areas across the city while promoting efficient and sustainable urban growth. By reducing dependency on private vehicles and improving access to various facilities, TOD driven by the Mamminasata bus system has positively impacted the environment, local economy, and social inclusivity. However, challenges such as low passenger occupancy rates, limited integration with other modes of transport, and inadequate infrastructure maintenance continue to affect the system's effectiveness. To enhance the TOD approach, solutions such as optimizing routes, improving infrastructure, developing supportive policies, and increasing community participation are crucial. By fostering greater public acceptance, providing better accessibility, and delivering tangible benefits, TOD in Makassar can transform urban mobility, promote sustainability, and create a more connected and prosperous city for all residents.

Abstract

Kepercayaan masyarakat (public trust) terhadap layanan kesehatan merupakan salah satu faktor penting dalam memastikan keberlanjutan dan kualitas pelayanan di rumah sakit. Penelitian ini bertujuan untuk mengkaji pengaruh kualitas pelayanan terhadap Public Trust di Rumah Sakit Umum Daerah Labuang Baji Kota Makassar. Penelitian ini menggunakan metode kuantitatif dengan pendekatan survei, di mana data dikumpulkan melalui kuesioner yang diisi oleh pasien sebanyak 98 responden. Analisis regresi linear sederhana digunakan untuk mengidentifikasi hubungan antara kualitas pelayanan dan Public Trust.Hasil penelitian menunjukkan bahwa kualitas pelayanan memiliki pengaruh yang positif dan signifikan terhadap Public Trust, dengan nilai koefisien determinasi (R²) sebesar 0,516, yang berarti 51,6% variabilitas Public Trust dapat dijelaskan oleh kualitas pelayanan. Nilai koefisien regresi sebesar 0,965 dan tingkat signifikansi 0,000 (p 0,05) mengindikasikan hubungan positif yang signifikan antara kedua variabel. Indikator kualitas pelayanan menunjukkan skor rata-rata yang sangat baik, mencerminkan kepercayaan masyarakat yang tinggi terhadap RSUD Labuang Baji.Rekomendasi untuk penelitian selanjutnya untuk mengintegrasikan variabel lain, seperti komunikasi pasien dan inovasi teknologi, untuk memperluas wawasan tentang faktor-faktor yang memengaruhi Public Trust di sektor layanan kesehatan.

Abstract

BUMDEs Bersama Bangkit Mandiri Sejahtera (BMS) located in Nita Village, Nita District, Maumere Regency operates in the following types of business: capital-based credit for agricultural businesses, weaving businesses, educational needs and savings and loans, trading (ikat woven materials, agricultural production facilities, necessities daily staples, building materials, office stationery); market management services (regional market management). The aim of this research is to determine the role of BUMDes BMS in strengthening the economy of village residents. The research method used in this research is qualitative descriptive research with data collection techniques, namely observation participation in various BUMDes BMS activities. In order to obtain coherent data, in-depth interviews were conducted with BUMDes managers, village government and community members. Based on research results, BUMDes BMS has provided economic strengthening for village people based on developing agricultural potential (providing agricultural production facilities) and ikat weaving raw materials, in addition to routinely providing loan services for residents and serving the basic needs of village residents. However, one of the problems experienced is in the savings and loans sector, in the form of bad credit or slow capital turnover, which makes the management of BUMDes ineffective. Apart from that, BUMDes has not been able to expand strategic types of business based on the prospects and potential that exist in the village. In the future, it is necessary to strengthen the management skills of BUMDes employees in managing strategic economic assets in the village well. In addition, it is necessary to expand businesses based on community needs and village development, so that strengthening the people's economy can be realized optimally.

Abstract

The achievement of the Sustainable Development Goals (SDGs) is imperative for global sustainability, necessitating innovative financing strategies that leverage collaboration among government entities, the private sector, and philanthropic organizations. This research explores the framework of triangular collaboration as a means to enhance funding for SDGs, addressing the complex financial landscape that currently hampers effective implementation. Utilizing a qualitative approach, the study conducts in-depth analyses of existing partnerships through multiple case studies to identify best practices and challenges in mobilizing diverse funding sources. The findings reveal that multi-stakeholder engagement fosters synergies, increases resource allocation efficiency, and drives sustainable development. Furthermore, the research highlights critical policy implications, suggesting that coherent governance frameworks and incentives can optimize collaboration among stakeholders. Recommendations include developing tailored funding models that leverage the strengths of each partner. Ultimately, this research contributes to a nuanced understanding of how triangular partnerships can be effectively utilized to address the financing needs of the SDGs while recognizing inherent limitations and challenges in these collaborations.

Abstract

Public trust plays an important role in forming a productive and responsive government, especially when the government faces pressure to provide effective services with limited resources. This study analyzes public trust in motor vehicle tax payment services in Pinrang Regency. This study uses a mixed research approach, qualitative data collection through semi-structured interviews with the community and employees at the UPT Samsat Pinrang about the factors that influence public trust and researcher observations for three months at the service office. A survey of public satisfaction with the service was conducted from July to September 2024 showing that the length of service was considered lacking, resulting in a perception of dissatisfaction (value 2.63 on a scale of 4.00). Indicators of credible commitment include consistent implementation of SOPs, digital innovation even though access to technology is still a challenge, service principles based on smiles and greetings, and the use of regional languages to build good relationships. Honesty is reflected in the openness of cost information, although there is still a stigma of extortion due to lack of socialization. Employee competence is seen from mastery of technology, regulations, and interpersonal skills. Justice is realized through transparent queues, although it still faces obstacles from brokers and the stigma of "insider". This study provides insights into the role of digital innovation and the importance of interpersonal approaches for frontline bureaucrats in enhancing public trust.

Abstract

Penelitian ini bertujuan untuk mengetahui Evaluasi Kebijakan Alih fungsi Lahan Menjadi Lahan Pertanian di Kabupaten Enrekang dengan mengacu pada indikator Evaluasi Kebijakan yaitu Input, Proses, Output, dan (Dampak). Jenis penelitian ini menggunakan metode kualitatif yang bertujuan untuk memberikan gambaran secara Deskriftif tentang Evaluasi Kebijakan Alih fungsi Lahan Menjadi Lahan Pertanian di Kabupaten Enrekang. Sumber data terdiri dari data primer yang diperoleh melalui wawancara, dan data sekunder diambil dari dokumen, catatan, laporan, dan arsip resmi yang dapat didukung dengan keutuhan data primer. Hasil penelitian menunjukan bahwa dari indikator yang di ambil penulis untuk mengukur evaluasi Keijakan yang di lakukan alih fungsi lahan menjadi lahan pertanian di kabupaten enrekang yaitu : 1) Adanya perluasan lahan untuk di alihkan ke pertanian bawang dengan di dukung oleh fungsi dinas pertanian kabupaten Enrekang untuk meningkatkan stabilitas pangan, tidak ada hubungan secara langsung, dan di perkuat oleh UUD perlindungan lahan pertanian berkelanjutan tahun 2019 untuk meningkatkan stabilitas pangan, dan tidak ada hubungan secara langsung mengenai komunikasi dan pierizinan lahan yang di fungsikan menjadi pertanian bawang karena kepemilikan lahan tersebut. 2) Tingginya permintaan terhadap lahan pertanian, sehingga terjadi persaingan pemanfaatan antar sektor pertanian dan non pertanian. Dinas Pertanian kabupaten Enrekang berfungsi untuk mengeluarkan surat izin pertanian, izin alih fungsi, izin usaha pertanian, pembukaan lahan dan izin lainnya terkait pertanian untuk peningkatan (PAD) daerah, Kemudian di perkuat oleh UUD tahun 2009 tentang perlindungan lahan pertaniaan berkelanjutan, dan peraturan daerah (PD Enrekang No 1, 2014). 3) Masyarakat sampai saat ini memilih untuk melakukan perluasan lahan pertanian karena pertanianm menjadi pertanian yang sangat menguntungkan bagi penduduk sekitar dengan tujuan untuk kebutuhan ekonomi dan kesejahteraan tanpa adanya aturan dan himbauan pemerintah yang melarang dan mengendalikan perluasan lahan di kabupaten Enrekang. 4)Dampak negatif yang di timbulkan akibat dari alih fungsi lahan yang di lakukan masyarakat untuk pertanian di kabupaten Enrekang yaitu angka terjadinya bencana longsor dan banjir semakin meningkat di akibatkan resapan air semakin menipis karena perluasan lahan tersebut.

Abstract

Organizational communication plays a crucial role in facilitating work coordination and ensuring effective interactions among employees. This study aims to analyze the organizational communication patterns applied in the Public Relations Division of PT PLN (Persero) Sulselbar Distribution Main Unit. Using a qualitative descriptive approach, data were collected through observations and interviews with employees in the division. The findings reveal that organizational communication in this division follows three main patterns: wheel, chain, and circle. Although these communication patterns help streamline coordination, several obstacles hinder optimal communication, including technical limitations, semantic misunderstandings, and human-related factors that affect the effectiveness of information delivery. Therefore, this study recommends improvements in internal communication systems, such as establishing clearer communication channels, enhancing openness in employee interactions, and optimizing feedback mechanisms. By understanding the implemented communication patterns and identifying existing barriers, this study provides valuable insights for the company to develop more effective and efficient organizational communication strategies.

Abstract

This study investigates the socio-economic impacts of the Center Point of Indonesia (CPI) development in Makassar City within the paradigm of Sustainable Urban Development. Utilizing a qualitative descriptive design, data were gathered through in-depth interviews with key stakeholders and direct field observations. The findings reveal that the CPI project has stimulated local economic growth through increased investment, tourism expansion, and job creation, particularly in the service and retail sectors. Nonetheless, the project has also triggered significant social and environmental concerns, including disruption of traditional livelihoods, social displacement, and ecological degradation due to coastal reclamation. Anchored in the 5E framework—Environment, Employment, Equity, Engagement, and Energy—this research underscores the need for integrative urban planning that prioritizes inclusive participation, regulatory accountability, and intersectoral coordination. The study contributes to the discourse on sustainable coastal urbanization in developing countries, offering practical insights for policymakers and urban developers
