Abstract

The phenomenon of LGBT in Bukittinggi City has shown a significant increase in recent years, with the number of recorded cases rising from 56 individuals in 2023 to 272 in 2024. This situation has prompted the involvement of the Masyarakat Hukum Adat Kurai (Kurai Customary Law Community) as a non-state actor in efforts to address and prevent LGBT-related behaviors in the region. This study aims to analyze the role of the Masyarakat Hukum Adat Kurai as a non-state actor in handling and preventing LGBT cases in Bukittinggi City, as well as to identify the supporting and inhibiting factors. A descriptive qualitative method was used, with data collected through interviews and document analysis. The findings reveal that the Masyarakat Hukum Adat Kurai performs three main roles. First, in policy-making, they initiated the customary sanction dibuang sepanjang adat, proposed village regulations concerning social deviance, and implemented a barcode system in boarding houses. Second, in the development and implementation of government policies, they lobbied for policy ratification and participated in PKBAM and PUPB programs. Third, in collaboration with state actors, there exists a relationship of mutual dependence: the Masyarakat Hukum Adat Kurai relies on government funding, while the government depends on customary law as a cultural solution to LGBT cases. Supporting factors include multi-stakeholder support, integrated institutional coordination, strong cultural legitimacy, and adequate infrastructure and human resources. The main inhibiting factor is budgetary limitation.

Abstract

The distribution of subsidized 3-kg LPG is a critical aspect in ensuring the targeted allocation of energy subsidies, particularly for low-income households and micro-enterprises. In Gates Nan XX Village, Padang City, the implementation of 3-kg LPG distribution faces several obstacles that hinder the program’s effectiveness, including limited supply quotas, inaccurate recipient data, and weak price monitoring at the retail level. This study aims to analyze and identify the supporting and inhibiting factors in the implementation of subsidized 3-kg LPG distribution at the Village level. A descriptive qualitative approach was employed, with data collected through observation, in-depth interviews, and document analysis. Informants included the Village head, neighborhood and community leaders (RT/RW), LPG agents and base owners, as well as subsidy recipients and micro-entrepreneurs. The findings indicate that the distribution of 3-kg LPG in Gates Nan XX Village has not been optimal. Although mechanisms such as data collection based on the Integrated Social Welfare Data (Data Terpadu Kesejahteraan Sosial), purchase limits at distribution points, and coordination among local officials and RT/RW have been implemented, issues such as supply delays, long queues, prices exceeding the official retail price ceiling (Harga Eceran Tertinggi, HET), and misuse by ineligible parties persist. The main inhibiting factors include limited supply quotas, weak data updating mechanisms, ineffective price supervision, and low public awareness. This study provides empirical insights into the local-level implementation of LPG subsidy policy and recommends improvements in distribution governance to ensure more accurate, equitable, and sustainable outcomes.

Abstract

The recurrence of drug use among clients after undergoing rehabilitation highlights the need to improve the quality of rehabilitation services to support long-term recovery. This study aims to analyze the effect of rehabilitation services on the quality of life of former drug addicts at the Pratama Clinic of the National Narcotics Board (BNN) in Sawahlunto City. A quantitative approach was used with a descriptive method and simple linear regression analysis. The population consisted of 35 rehabilitation clients from 2023–2024, all of whom were selected as the sample using a total sampling technique. Data were collected using a questionnaire that had been tested for validity and reliability (Cronbach’s Alpha > 0.6). The analysis results show that rehabilitation services have a positive and significant effect on clients’ quality of life, with a correlation coefficient (R) of 0.485 and a coefficient of determination (R²) of 0.235, indicating that rehabilitation services contribute 23.5% to the improvement of former addicts' quality of life. The t-test yielded a value of t = 3.185 with a significance level of 0.003 < 0.05, thus supporting the hypothesis. These findings reinforce the SERVQUAL theory, which emphasizes the importance of empathy, reliability, and responsiveness in rehabilitation services to support sustainable recovery and social reintegration of clients.

Abstract

Padang Panjang City is a region vulnerable to natural disasters such as earthquakes, landslides, and floods, necessitating structured and sustainable mitigation efforts. In response, the Regional Disaster Management Agency (BPBD) has established Kelompok Siaga Bencana (KSB, or Disaster Preparedness Groups) in each subdistrict as the frontline of disaster mitigation. However, the implementation of this program still faces various challenges, including disparities in KSB capacity, limited training, inadequate equipment and facilities, and weak inter-subdistrict coordination. This study aims to analyze BPBD’s efforts in developing the institutional capacity of KSBs and to identify the supporting and inhibiting factors in enhancing disaster mitigation in Padang Panjang City. A qualitative descriptive method was used, employing purposive sampling to select key informants, including the Head of BPBD, the Head of the Prevention and Preparedness Division, and KSB members. Data were collected through interviews and documentation and analyzed using the Miles & Huberman model: data reduction, data display, and conclusion drawing. The findings indicate that BPBD has made reasonably good efforts to strengthen institutional capacity based on the three dimensions proposed by Deborah Eade: organizational, individual, and collaborative capacity. However, limited facilities and the absence of a city-level KSB coordination forum remain major obstacles. Key supporting factors include a well-defined institutional structure and high commitment among KSB members. This study offers practical implications through recommendations for improving training quality, strengthening logistics, and establishing an inter-subdistrict coordination forum. Theoretically, it contributes to the literature on risk management and institutional development in local-level disaster mitigation.

Abstract

The high number of HIV cases in Padang City, despite the implementation of various policies and intervention programs, serves as the background for this study. The aim is to analyze the implementation of strategies by the Padang City Health Office in addressing the rise in HIV cases, based on Mayor Regulation No. 23 of 2018 on HIV and AIDS Control. This research employs a descriptive qualitative method, with data collected through in-depth interviews, documentation, and literature review. Informants include officials from the Health Office, community health center staff, and representatives from relevant NGOs. Data were analyzed using Miles and Huberman’s interactive model, which includes data reduction, data display, and conclusion drawing, with source triangulation to enhance validity. The findings indicate that the Health Office has implemented strategies through health promotion programs, Prevention of Sexual Transmission (PMTS), Voluntary Counseling and Testing (VCT) services, and adolescent education initiatives. However, the implementation of these policies has not been optimal due to limitations in human resources and funding, uneven communication, and bureaucratic complexity. Based on the policy implementation theory by Amir and George C. Edward III, it is found that successful implementation is influenced by communication, resources, implementers’ disposition, and bureaucratic structure. Therefore, strengthening strategies is essential through participatory communication, capacity building for health workers, bureaucratic streamlining, and the utilization of digital media and community-based approaches to enhance the effectiveness and sustainability of HIV/AIDS control programs in Padang City.

Abstract

This study is motivated by the low political participation of Generation Z in the lead-up to the 2024 regional elections (Pilkada), despite political education being one of the core functions of political parties aimed at fostering public engagement in democratic processes. The research seeks to explore the effectiveness of political education programs—such as outreach activities and workshops—in raising political awareness and addressing challenges such as distrust in political institutions and limited access to digital information. A qualitative descriptive method was employed, utilizing interviews, observation, and documentation. Informants included members of the Padang City Branch Leadership Council (DPC) of the Gerindra Party, representatives from the National and Political Unity Agency (Kesbangpol), and individuals from Generation Z who were the target of political education efforts. The findings indicate that political education initiatives by the Gerindra Party remain limited and have not yet yielded optimal results. Over the past year, activities have included only two main agendas: internal cadre meetings and social events such as Independence Day celebrations and screenings of the film G30S/PKI. These activities primarily focused on internal development and lacked strategic outreach to the broader public, particularly Generation Z, who represent a key segment of first-time voters. These findings underscore the need for innovative and expanded political education strategies that are more inclusive, structured, and adaptive to the characteristics of the digital generation, in order to enhance youth political participation in regional elections.

Abstract

Bantuan Stimulan Perumahan Swadaya (BSPS) program is a government initiative aimed at improving housing quality for low-income communities through self-help-based assistance. However, its effectiveness at the local level often faces challenges such as targeting inaccuracies and administrative limitations. This study seeks to evaluate the implementation of the BSPS program in Nagari Sirukam, Solok Regency, using William N. Dunn’s policy evaluation framework and the evaluation standards of Mahesh Patel and Craig Russon, which include four aspects: utility, feasibility, propriety, and accuracy. A descriptive qualitative approach was employed, with data collected through in-depth interviews, observations, and documentation. Informants were selected purposively and included program beneficiaries, village government officials, and Field Facilitators (TFL). The findings indicate that the implementation of the BSPS program in Nagari Sirukam has been moderately successful, particularly in terms of transparency, community participation, and alignment with local cultural values such as gotong royong. However, challenges remain in targeting accuracy and administrative capacity, resulting in some low-income households not being accommodated as beneficiaries. These findings highlight the need for improvements in data accuracy, implementation oversight, and policy flexibility to ensure that the BSPS program becomes more targeted, inclusive, and socially equitable.

Abstract

This study aims to examine the relationship between Perceived Organizational Support (POS) and Job Satisfaction among contract educational staff at Universitas Negeri Padang (UNP). POS refers to employees' beliefs regarding the extent to which the organization values their contributions and cares about their well-being, while job satisfaction reflects an individual’s positive or negative attitude toward their work. A quantitative approach with a correlational design was employed. The population consisted of 488 contract staff, with a sample of 208 respondents selected through simple random sampling. Data were collected using the Perceived Organizational Support Scale developed by Eisenberger et al. (1986) and adapted by Syahputra et al. (2022), as well as the Job Satisfaction Survey (JSS) by Spector (1994), translated by Junaedi and Aisyah (2021). Data were analyzed using Spearman Rank correlation due to the non-normal distribution of the data. The results show a strong and significant positive relationship between POS and job satisfaction (ρ = 0.795; p < 0.001), indicating that higher perceived organizational support is associated with higher job satisfaction among contract staff. These findings support Organizational Support Theory and emphasize the critical role of organizational support in enhancing employees' psychological well-being and positive work attitudes. Theoretically, this study reinforces the literature on the POS–job satisfaction relationship within the higher education context, while practically offering recommendations for UNP’s management to develop human resource policies that are more supportive of contract employees.

Abstract

This research is motivated by the enthusiasm of many people who like Korean culture, including Korean-themed tourism, so that it has an impact on the economy and society. The purpose of this study is to analyze the influence of Korean cultural globalization on the tourism sector in Bandung using a mixed method approach. The quantitative method was conducted through a survey of 300 domestic tourists interested in Korean culture, to identify their preferences regarding K-pop, K-drama, K-food, and social media in tourism decision-making. Meanwhile, the qualitative method was applied through in-depth interviews with 15 tourism business actors involved in the Korean culture-based industry in Bandung. The results show that tourists' preferences for Korean culture, especially K-pop, K-drama, and K-food, play a big role in attracting tourists to visit the city. The existence of Korean restaurants, cafes with K-pop nuances, and shopping malls that offer Korean products further enrich the tourist experience. Social media also has a huge role in introducing and promoting Korean culture-based tourist attractions, which directly influences tourists' decisions in choosing Bandung as their travel destination. The positive impact of this phenomenon on the economy of Bandung is very felt, especially in the culinary, entertainment, and retail sectors based on Korean culture. Similarly, the entertainment and retail sectors that offer Korean products also recorded steady growth. The main conclusion of the study is that Korean culture, especially K-pop and K-drama, plays a significant role in attracting tourists to Bandung and this is strengthened by the existence of social media. The implications of this research are one of the recommendations for the government, tourism actors and also others as a reflection and illustration of the influence of Korean culture on the social and economic community.

Abstract

This research is motivated by the use of electronic devices, including smartphones, by the Indonesian population, particularly social media, which reaches 79.9%. Of course, this usage does not only involve parents but also children. This study aims to analyze the impact of gadget use on children's social interactions in society in the digital era, focusing on the community in the Yogyakarta region. The research employs a qualitative Systematic Literature Review (SLR) approach, using observation, in-depth interviews, and is supported by literature studies through SINTA-indexed articles from 2020 to 2025. The research location is in the Yogyakarta area, and fieldwork was conducted from March 2025 to April 2025. The results indicate that children's use of electronic devices affects their social interactions, including children in Yogyakarta. This is due to the fact that many children aged 6–12 mostly use electronic devices only for playing games, watching videos, and other activities, while rarely using them to access or read educational materials or lessons. As a result, antisocial behavior and difficulties in communication may arise due to dependence on electronic devices. Parents, communities, and schools must actively participate in regulating the use of electronic devices. By adopting a holistic approach, we can mitigate negative impacts and support children's social and emotional development. The main conclusion of this study is that children's use of electronic devices affects their social interactions in Yogyakarta, particularly concerning antisocial tendencies and poor communication skills. The implications of this research are expected to serve as a reference for the government, institutions, and parents to pay closer attention to children and make electronic devices a more positively impactful medium, thus requiring supervision and reasonable time limits in their usage.
