Abstract

Poverty is a very important problem to solve. The Covid 19 pandemic that hit the world, including Indonesia, adds to the long record of efforts to eradicate poverty and fulfill basic needs for the community. One of the programs carried out by the government is the distribution of nine basic necessities for the community. Tomohoan City is one of fifteen districts/cities in North Sulawesi Province which also implements a basic food cash assistance program for the poor. The policies that form the basis for its implementation are Presidential Regulation Number 96 of 2015, Presidential Regulation No. 63 of 2017, Ministerial Regulation Domestic Affairs Number 32 of 2011 and Decree of the Minister of Social Affairs of the Republic of Indonesia No.146/HUK/2013. The implementation of this program is closely related to aspects of the policies implemented, target groups, implementing organizations and environmental factors. This research was conducted to explain the implementation of the basic food program carried out by the Tomohon City Social Service. The research design used is qualitative. The research findings show that the implementation of the basic food program carried out by the Tomohon City Social Service in alleviating poverty has been running from the aspect of idealized policy and the policy environment, but has not been appropriate in terms of data on the target group and in the implementation of the tasks of the implementing organization, especially e-warung agents and program assistants.

Abstract

This quantitative study investigates the connection between management strategies and technological development in Makassar City governance. Through a cross-sectional survey layout, statistics have been accrued from a representative sample of Makassar City government officers, specializing in demographic traits, perceptions of management techniques, and technological advancement. Descriptive facts analysis found out insights into the demographic profile of the sample, highlighting the significance of gender range, intergenerational collaboration, and inclusive selection-making techniques in governance. Furthermore, the analysis recognized transformational and visionary management as giant drivers of technological development, aligning with previous research emphasizing their superb effect on organizational overall performance and innovation. Respondents also expressed high perceptions of technological development, underscoring the growing popularity of technology's ability to enhance governance tactics and improve carrier shipping. These findings offer actionable insights for policymakers, practitioners, and researchers, emphasizing the significance of promoting powerful leadership and leveraging generation to pressure innovation and improvement in Makassar City.

Abstract

Malalayang Beach Walk area is one of the tourist attractions in Manado City. Formerly this location was a place to sell a variety of culinary, but it has not been well arranged. Then this location was developed and made into a tourist attraction. The research method used is a qualitative method obtained by data collection techniques such as interviews, observation, and documentation. Based on the results of research, there is a strength that is the view of the beach, has attractions such as sports venues, children's playgrounds. Weaknesses are the lack of security levels in children's playgrounds, the absence of terraces in places to eat outside so that visitors feel less comfortable, lack of cleanliness levels of toilets, some facilities that are not maintained such as trash cans. The opportunity is that the Malalayang area is managed by the Manado city government.

Abstract

This research was conducted to analyze local government financial statements as a basis for making decisions or policies on the use of Regional PEN Loans in the DKI Jakarta Provincial Government. Due to a decrease in revenue as a result of the covid-19 pandemic, the DKI Jakarta Provincial Government is looking for other sources of funding to finance development to meet public services. The data used include budget and realization of regional income and expenditure, as well as the value of Construction in Progress which is supported by qualitative information in Notes to Financial Statement. The research method uses descriptive qualitative by collecting data in the form of images, numbers, tables, and sentences, in the form of secondary data. The results ofthe study concluded that the information presented in the financial statements has an important role in assisting the policy making of the DKI Jakarta Provincial Government in applying for Regional PEN Loans and meeting the criteria as a loan recipient.

Abstract

The multi-actor interaction process in government activities, involving both governmental and non-governmental elements, inevitably involves differences in perception among actors to achieve a common agreement. This interaction is crucial in conflict prevention processes involving various cross-sector government elements. The potential for conflict within society necessitates the early role of intelligence in identifying potential conflicts. Thus, the government has established the Regional Intelligence Community Forum (Kominda) at both provincial and regency/city levels, including in Central Java Province. This study aims to analyze the perception patterns of the Regional Intelligence Community Forum (Kominda) in preventing potential conflicts in Central Java Province. This study employs a qualitative research method. Data collection methods include observation, in-depth interviews, focus group discussions (FGD), and document studies. Data sources consist of primary and secondary data. Data analysis utilizes an interactive data analysis method. Informants in this study are actors directly involved in the interaction processes of the Regional Intelligence Community Forum (Kominda) in preventing potential conflicts in Central Java Province. The study results indicate that differences in opinion within the Regional Intelligence Community Forum are infrequent due to the forum's nature of information sharing and coordination. Institutional actors in the forum share the same working principles and goals and have established emotional relationships, reducing sectoral ego. Each issue discussed in the forum consistently finds common ground and solutions through coordination. Therefore, it is necessary to enhance relationships and trust among actors involved in the Regional Intelligence Community Forum (Kominda) and to increase the intensity of both formal and incidental coordination and communication to maximize intelligence findings, making conflict prevention efforts in Central Java Province more effective.

Abstract

Songkok Recca, a typical cultural product from Bone Regency, South Sulawesi, has great potential in the creative tourism industry. This product not only has historical and symbolic value for the Bugis tribe, but also acts as an important economic resource for local craftsmen, especially in Paccing Village, Mare District. Songkok Recca, resulting from creativity and specialized skills, offers significant economic opportunities for the local community. The government's role in the development and promotion of Songkok Recca is very crucial. The Bone Regency Government has been active in providing guidance and training to craftsmen, as well as promoting this product through various media. Effective public relations and publicity strategies have helped increase recognition and appreciation of Songkok Recca, both at national and international levels. The government is also responsible for maintaining relations with related parties to ensure the continuity and development of this product. Through continued support and a structured marketing strategy, Songkok Recca can continue to develop as a superior regional product that not only strengthens the cultural identity of the Bone community but also makes a significant contribution to the local economy and cultural preservation. This research highlights the importance of synergy between the government and craftsmen in optimizing the potential of Songkok Recca as a main attraction in the creative tourism industry in South Sulawesi.

Abstract

This study aims to analyze strategic taxpayer compliance during the Covid-19 pandemic at the Medan Madya Dua Tax Office using quantitative methods. The research population is 1,966 taxpayers, consisting of 1,800 corporate taxpayers and 166 individual taxpayers. Independent variables include tax incentives, tax counseling, tax sanctions, supervision by Account Representative (AR), and tax audits, while the dependent variable is taxpayer compliance. Data were measured using dummy variables and nominal scales, and analyzed by multinomial logistic regression. The results showed that tax sanctions with a fine category of more than 2,000,000 tended to make taxpayers report tax returns on time with a probability of 59.63% higher than those on time. AR supervision with the SP2DK issuance category also increases the probability of late SPT reporting by 59.23%. The study shows that the variables of incentives, counseling, sanctions, AR supervision, and tax audits significantly affect taxpayer compliance in reporting annual tax returns. It is recommended that further research be carried out at the Primary and post-pandemic Tax Service Offices.

Abstract

The purpose of this study is to analyze the implementation of organizational communication from the aspect of internal communication in the Motor Vehicle Registration and Identification (Regident) System at the South Sulawesi Regional Police Traffic Directorate. The research uses a quantitative and qualitative approach with an Explanatory Design research design. The results show that internal organizational communication plays a very important role in the context of implementing information technology for the Motor Vehicle Registration and Identification (Regident) System services at the South Sulawesi Regional Police Traffic Directorate. Here are some key points to consider: first, Coordination and Collaboration where internal organizational communication facilitates effective collaboration between various units or departments within the Traffic Directorate. Second is Information Dissemination where effective communication ensures that all staff understand the latest changes or developments in the Regident system, including the implementation of new technology or improvements made. Third is Motivation and Engagement where good communication can increase staff motivation and their engagement in achieving organizational goals, and fourth is Conflict Resolution where open and clear communication helps in addressing conflicts or disagreements among staff or departments that may arise in the management of Regident.

Abstract

This study aims to: (1) analyze the application of rhetorical styles by immigration officers in the passport interview process at the Makassar Class 1 TPI Immigration Office and its impact on the interaction between officers and passport applicants, and (2) identify the obstacles faced by interview officers in applying these rhetorical styles. Using a qualitative descriptive approach and case study, data were collected through interviews, observations, and document analysis. The research location was at the Makassar Class 1 TPI Immigration Office, lasting for two months. Primary data were obtained from interviews and observations, while secondary data came from official documents and related literature. Data analysis techniques include reduction, organization, presentation, interpretation, and drawing conclusions, with validity tested using triangulation of sources, time, and methods. The results of the study indicate that immigration officers use various rhetorical styles, such as persuasive, assertive, straightforward, and authoritative, to explain the passport application procedure, convince applicants, and ensure compliance, with elements of ethos, pathos, and logos appearing in the interaction. The application of effective rhetorical styles has a positive impact on the interaction between officers and applicants, increasing compliance and the efficiency of the interview process. The challenges faced by officers include adjusting rhetorical style to the diverse preferences of applicants, dealing with applicants with different backgrounds, maintaining a balance between clarity of information and friendliness, and time constraints when the number of applicants is large.

Abstract

The purpose of this study is to test the influence of human resource experience on the quality of SKPD financial statements with the government's internal control system as a moderating variable. This type of research uses explantory with the use of a quantitative approach. The population in this study is 38 Regional Apparatus Work Units (SKPD) that have general functional positions in the preparation of financial statements in the West Java Provincial Government. The method of determining the sample is the census method so that the entire population is used as a research sample. The data in this study are primary data and data collection techniques using questionnaires. Hypothesis testing uses the Moderation Regression Model with the help of the Statistical Product and Service Solution (SPSS) version 25 program. The results of this study prove that human resource experience has a positive and insignificant influence on the quality of SKPD financial statements, and the government's internal control system is unable to increase the influence of human resource experience on the quality of SKPD financial statements. It is hoped that there will be improvements in government apparatus, as well as leaders to always provide support and evaluation of employees and experience in creating a supportive work environment to improve the quality of SKPD financial reports through education and training.
