Qualitative research data were analyzed through three stages: data reduction, data presentation, and conclusion drawing. Quantitative data from the needs questionnaire were analyzed using a percentage formula to determine the level of students' needs for AR-based picture story modules. Furthermore, to maintain data validity, this study used source and technical triangulation techniques. The results of this study indicate that the need for AR-based picture story modules is high. The percentage range of needs for Augmented Reality-based picture story modules is at 73.33% - 87.50%. These findings are seen in each indicator, namely the reading interest indicator and picture stories, which obtained a percentage of 86.67%. This percentage indicates the category of "very needed." The indicator of difficulties and weaknesses in current learning obtained a percentage of 73.33%. This percentage is in the category of "needed." The indicator of the need for a new learning module obtained a percentage of 83.61%. This result is classified as the category of "very needed." The indicator of student acceptance and interest in AR obtained a percentage of 87.50%. This indicator category is "very needed." This is an indicator of the need for module features. The results of the analysis of this indicator showed a percentage of 85.67%. This indicator is in the category of "very needed." Based on these findings, it can be concluded that students need an AR-based picture story module that can make learning activities more interactive, interesting, and meaningful. AR-based modules can be designed to improve reading literacy and social awareness of students. Abstract

Decree Law no. 17 of 2023 on Health comes with a new regulation on the responsibility of hospitals for medical negligence. This research aims to examine the juridical impact of the Law's rules on the hospital's liability regime regarding civil, criminal, and administrative liability. This study uses the normative juridical method, which is a statutory and conceptual approach, to examine legal materials through document studies, regulations, literature, and research relevant to the problem of law. The findings reveal that Legislation No. 17 of 2023 concerning Health broadens the legal liability of hospitals as service providers and independent legal entities that are subject to liability. Hospitals need to keep patients safe through the supervision of medical personnel, quality standards, and risk management. These provisions create a multilayer system of accountability that combines the personal responsibility of medical staff with institutional liability, providing greater legal protection for patients and holding healthcare organizations more accountable. The research findings indicate that Legislation No. 17 of 2023 on Health confirms and develops a robust legal basis to reign hospital liability for medical malpractice and foster a structured patient safety culture in healthcare systems.

Abstract

This study examines the legal certainty of land rights through the implementation of electronic land registration and digital land certificates in Sialang Buah Village, Serdang Bedagai Regency. The digital transformation mandated by the Regulation of the Minister of Agrarian Affairs/National Land Agency No. 3 of 2023 marks a shift from conventional physical documents to integrated electronic land administration. Using a normative-empirical legal method supported by statute and conceptual approaches, this study analyzes the validity and legal certainty of electronic certificates and evaluates the readiness, acceptance, and socio-legal implications for rural communities. Data were collected through legal document analysis, field observations, and interviews with landowners, village officials, and the Land Office. The findings reveal that electronic certificates enhance authenticity, transparency, and administrative efficiency while strengthening public trust in the governance of land. However, challenges remain concerning digital literacy, infrastructure limitations, and the inclusion of vulnerable groups, which may trigger new forms of legal uncertainty in the future. This study concludes that electronic land registration effectively promotes legal certainty when accompanied by adequate public education, secure digital systems and inclusive implementation strategies. The results contribute to agrarian law development and provide policy insights for strengthening the equitable digital transformation of land governance.

Abstract

This study aims to analyze the impact of tax policy on the growth of Micro, Small, and Medium Enterprises (MSMEs) in Indonesia, focusing on the South Jakarta area. Tax policy, particularly the implementation of the 0.5% Final Income Tax rate based on Government Regulation No. 23 of 2018 and Government Regulation No. 55 of 2022, is an important instrument for encouraging business formalization and increasing MSMEs’ fiscal participation. The approach used is descriptive qualitative, with data collection techniques through in-depth interviews, field observations, and documentation studies of regulations and reports of the Directorate General of Taxes. The results show that tax policy positively impacts MSME growth and sustainability, especially through tariff simplification and increased access to financing facilities. However, the effectiveness of the policy is still influenced by low tax literacy, the complexity of digital administration, and minimal socialization from tax authorities. Some MSMEs still demonstrate instrumental compliance, that is, compliance due to obligation rather than fiscal awareness. Conceptually, this study emphasizes that taxes play a role not only as a fiscal instrument but also as a tool for empowering the people's economy. For MSME tax policies to function optimally, strategies based on fiscal education, administrative digitization, and cross-institutional synergy between the central and regional governments and MSME communities are required.

Abstract

This study examines the strategic role of sarong Micro, Small, and Medium Enterprises (MSMEs) in promoting local economic growth in Gresik City, East Java. Using a qualitative descriptive approach, data were collected through interviews, observations, and documentation involving MSME owners, workers, and local consumers. The findings reveal that most sarong MSMEs are family-based businesses that create significant local employment and income opportunities. Through innovation and digital marketing especially via social media platforms these enterprises expand their market reach while preserving traditional weaving motifs unique to Gresik’s cultural identity. Sarong MSMEs not only strengthen the local economy by utilizing local raw materials and labor but also empower women and sustain cultural heritage. However, key challenges persist, including limited access to capital, inadequate managerial and digital skills, and competition from industrial and imported products. Strengthening government support, enhancing digital literacy, and expanding financing access are essential for ensuring their sustainable growth. Overall, sarong MSMEs serve as both economic and socio-cultural agents that significantly contribute to inclusive local development in Gresik City.

Abstract

This study identifies internal and external factors that hinder women from becoming leaders of student organizations. Traditional leadership stereotypes consider men to be more worthy of leadership than women, resulting in disparities in gender-based leadership. In fact, men and women should have equal opportunities to become leaders. This study simultaneously examines internal and external factors that hinder women from becoming leaders based on statistical and empirical evidence that has never been found in previous studies. The survey-based sampling study involved 90 respondents who were divided into female students who were and were not leaders of student organizations. The survey data were analyzed using binary logistic regression analysis. This study found that self-confidence and responsibility have a statistically significant effect on women's leadership. Women with lower self-confidence and responsibility show a lower tendency to become leaders. Understanding, knowledge, patriarchal culture, ability, and relationships did not show a significant effect. However, women who become leaders generally have higher knowledge, perceive less patriarchal culture, and have stronger relationships. The main obstacle for women in taking leadership positions is internal factors. Therefore, development programs that focus on increasing self-confidence and responsibility need to be a priority.

Abstract

This study explores how two leading national online media, detikcom and Kompas.com, construct news frames around the issue of isolation on Enggano Island through the analytical lens of Robert Entman’s framing model. Enggano, a frontier island in Bengkulu Province, has long been characterized by poor transport connectivity, limited infrastructure, and minimal state attention. Each media outlet offers a different interpretive stance, revealing how developmental inequality and the dynamics between Indonesia’s center and periphery are discursively shaped. This study adopts a qualitative framing analysis by applying Entman’s four analytical dimensions: defining the problem, diagnosing causes, making moral evaluations, and suggesting remedies. The data comprise ten online articles published in June 2025, all addressing isolation and development on Enggano. The findings indicate that detikcom constructs the issue primarily through geographical and factual perspectives, portraying Enggano as a remote area requiring infrastructure improvement. Conversely, Kompas.com situates the story within the broader context of policy disparity and governmental accountability, using a tone that is both critical and empathetic toward local communities. In terms of moral evaluation, detikcom maintains descriptive neutrality, while Kompas.com underscores unequal national development and advocates for implicit moral concern. Despite these differences, both outlets stop short of offering concrete policy recommendations. Overall, this study demonstrates that media framing serves as a pivotal mechanism for shaping how isolation and developmental inequality are perceived in Indonesia’s peripheral regions. The findings extend theoretical discussions in development communication and media studies, particularly regarding how the national media reproduces or challenges spatial inequalities within the discourse of public policy and national development.
