Abstract

This study aims to analyze the impact of digital technology implementation on increasing the productivity of MSMEs in Kefamenanu City in the digital economy era. Digitalization is examined through the adoption of digital marketing, the use of e-commerce platforms, and the application of electronic payment systems or e-payments. Meanwhile, MSME productivity is assessed based on operational efficiency, market reach, and increased sales volume. This study uses a qualitative descriptive method, with data collected through observation, interviews, and documentation involving MSME actors who have applied digital technology in their business activities. The results indicate that digitalization has a positive impact on MSME productivity in Kefamenanu City by helping business owners promote products more widely, simplify transactions, improve service speed, and expand consumer access. Nevertheless, the implementation of digital technology still faces several challenges, including limited digital network infrastructure in certain areas and low digital literacy among some micro-business owners. Therefore, training and infrastructure support are needed to strengthen MSME competitiveness in the digital economy era and support sustainable local economic growth.

Abstract

Digital transformation in public administration has encouraged the adoption of various innovations to improve administrative effectiveness, including the Integrated Dynamic Archival Information System (SRIKANDI). This application was developed to support electronic correspondence and records management within the framework of Electronic-Based Government Systems. This study aims to analyze the implementation of SRIKANDI as an innovation in correspondence management at Mbeliling Subdistrict Office, West Manggarai Regency. A qualitative descriptive approach was employed, with data collected through interviews, observations, and documentation involving seven informants selected using purposive sampling. Data were analyzed using the interactive model of Miles, Huberman, and Saldana, consisting of data condensation, data display, and conclusion drawing. The analysis was guided by the Diffusion of Innovation theory, focusing on the dimensions of relative advantage, compatibility, complexity, trialability, and observability. The findings indicate that SRIKANDI improves administrative efficiency through electronic correspondence management, digital disposition, electronic signatures, and better archive security. The application is generally compatible with organizational needs; however, its utilization remains constrained by limited digital competencies among employees. The implementation process also faces challenges related to unstable internet connectivity and uneven user capacity, resulting in a relatively high level of perceived complexity. Furthermore, application trials prior to full implementation were found to enhance user understanding of system features and procedures, thereby reducing technical barriers and increasing acceptance of the innovation. The study concludes that the successful adoption of SRIKANDI depends on technological benefits, adequate digital infrastructure, and human resource readiness.

Abstract

Human resource development plays a strategic role in improving teacher performance and the quality of educational services. However, educational institutions in developing regions continue to face challenges related to teacher competency, unequal distribution of educators, limited access to professional development programs, and inadequate educational facilities. This study aims to analyze human resource development in improving teacher performance at SMA Negeri 1 Waikabubak, West Sumba Regency, through the dimensions of planning, education and training, and human resource management. The study employed a qualitative approach using a case study design. Data were collected through interviews, observations, and documentation involving the principal, vice principal, teachers, and parents. Data analysis was conducted using the interactive model of data reduction, data display, and conclusion drawing. The findings indicate that human resource development has been implemented through systematic planning processes, including human resource inventory, forecasting, and development planning based on school needs. Education and training programs have been carried out continuously through workshops, subject teacher forums, and in-house training activities, contributing to the improvement of teachers’ pedagogical and professional competencies, particularly in the utilization of educational technology. Furthermore, human resource management has been implemented through teacher placement, recruitment, maintenance, supervision, and performance evaluation, although several challenges remain, including shortages of teachers in specific subjects and limited supporting facilities. The study concludes that human resource development has contributed positively to improving teacher performance; however, further efforts are required to strengthen planning, expand professional development opportunities, and optimize educational support facilities to enhance educational quality sustainably.

Abstract

Public service innovation has become an important strategy in improving the quality, effectiveness, and accessibility of government services. One of the innovations implemented in the population administration sector is the Gerakan Sayang Anak (GERSANG) Program initiated by the Department of Population and Civil Registration of Kupang City to facilitate the issuance of population documents for newborns. This study aims to analyze the implementation of the GERSANG Program as a public service innovation using the innovation attributes proposed by Rogers, namely relative advantage, compatibility, complexity, trialability, and observability. The study employed a descriptive qualitative approach and was conducted at the Department of Population and Civil Registration of Kupang City. Data were collected through interviews, observations, and documentation involving government officials, health facility representatives, and service users. The data were analyzed using an interactive model consisting of data reduction, data display, and conclusion drawing. The findings indicate that the GERSANG Program provides significant benefits in terms of time efficiency, cost reduction, and ease of access to population administration services. The program is aligned with community needs, has a relatively simple procedure, can be implemented through health facility partnerships, and produces observable outcomes through increased ownership of birth certificates and other population documents for newborns. However, the program has not yet reached its optimal performance due to limited public awareness and unequal cooperation with all health facilities. The study concludes that the GERSANG Program represents an effective public service innovation and contributes positively to improving population administration services and fulfilling children's rights to legal identity from birth.

Abstract

The Community-Based Drinking Water Supply and Sanitation Program (PAMSIMAS) is a government initiative intended to improve access to clean water and sanitation services in rural communities through community participation. This study aims to evaluate the implementation of the PAMSIMAS Program in Rowa Village, Boawae District, Nagekeo Regency, particularly in relation to program sustainability and service effectiveness. The research employed a descriptive qualitative approach using William N. Dunn’s policy evaluation model, which includes the indicators of effectiveness, efficiency, equity, and responsiveness. Data were collected through interviews, observation, and documentation involving village government officials, program managers, and community members as informants. The findings show that the program was initially effective in expanding access to clean water and reducing the burden of residents in obtaining water for daily needs. However, these benefits lasted for only about three years because of technical problems in the pumping system, solar panels, and supporting infrastructure. In terms of efficiency, program implementation was completed according to the planned schedule and budget allocation, but limited technical quality and weak managerial capacity affected long-term performance. The equity aspect indicates that water facilities and services were not distributed evenly across all hamlets, causing unequal access among community members. Meanwhile, community responses were generally positive, although concerns remained regarding service continuity, infrastructure maintenance, and water distribution. This study concludes that PAMSIMAS has contributed to improving clean water access in Rowa Village, but stronger institutional support, sustainable maintenance funding, active community participation, and program accountability are needed to ensure long-term overall service quality.

Abstract

Lasiana Beach is one of the coastal tourism destinations that plays an important role in stimulating local economic activities in Kupang City. This study aims to analyze the tourism attractiveness of Lasiana Beach and its impact on the local economy, particularly on micro, small, and medium enterprises (MSMEs), visitors, and photography service providers. The research employed a descriptive qualitative approach using a case study design. Primary data were collected through in-depth interviews with MSME actors, visitors, and photographers, while secondary data were obtained from relevant literature and tourism-related documents. Data were analyzed thematically by examining tourism attraction factors, visitor trends, business income changes, and local economic implications. The findings indicate that Lasiana Beach possesses several key tourism attractions, including accessibility, natural scenery, supporting facilities, and opportunities for creative economic activities. However, a decline in visitor numbers has significantly affected the income of local economic actors. The daily turnover of MSMEs decreased from approximately IDR 300,000 to IDR 50,000, while photographers’ income declined from around IDR 400,000 to IDR 24,000 per day. These findings suggest that physical tourism attractions alone are insufficient to generate sustainable economic benefits without effective promotion, proper facility management, and service innovation. Therefore, this study recommends strengthening digital marketing strategies, improving the management of MSMEs, developing tourism attractions, and enhancing collaboration among government agencies, business actors, and local communities to support sustainable tourism development and local economic growth.

Abstract

The rapid advancement of digitalization has triggered a fundamental shift in the distribution system of the hospitality industry. This study aims to analyze the strategic contribution of Online Travel Agents (OTAs) in improving room reservation efficiency, identify supporting factors and operational technical constraints, and develop an ideal operational workflow. This study was motivated by the fluctuating occupancy rate at Discovery Kartika Plaza Hotel, which declined from 77.33% to 68.84%, accompanied by a decrease in OTA market performance from 51.22% to 48.94%. The research employed a descriptive qualitative method using Braun and Clarke’s thematic analysis approach. Primary data were collected through in-depth interviews with three key informants from the revenue management and e-commerce departments, complemented by field observations and document analysis. Data validity was ensured through source and method triangulation. The findings confirm that OTAs serve as a key pillar of the digital distribution ecosystem through automatic two-way integration with the Opera Property Management System (PMS) via the SiteMinder Channel Manager. Operational effectiveness is supported by stable technological infrastructure and optimized content quality scores. Conversely, data mapping synchronization delays (mapping lag) and limited system modification authority constitute the main technical constraints, potentially leading to overbooking. As a mitigation strategy, this study proposes a new operational workflow that incorporates proactive system monitoring to minimize data errors. The study concludes that digital platform automation requires consistent managerial oversight to sustainably optimize hotel revenue.

Abstract

This study aims to analyze the effect of capital structure and profitability on firm value with corporate governance as a moderating variable in manufacturing companies listed on the Indonesia Stock Exchange during the 2022–2024 period. Using a quantitative approach, the study applies Moderated Regression Analysis (MRA) to examine direct and moderating relationships among the variables. The sample consists of 60 manufacturing companies, producing 180 firm-year observations. The results show that capital structure has no significant effect on firm value, indicating that debt composition is not the main determinant of market valuation in the observed companies. Conversely, profitability has a positive and significant effect on firm value, demonstrating that stronger earnings performance increases investor confidence and company valuation. Corporate governance is unable to moderate the relationship between capital structure and profitability on firm value. Simultaneously, all research variables significantly affect firm value. These findings confirm that profitability is the primary factor supporting firm value, while corporate governance requires stronger implementation mechanisms.

Abstract

This study aims to determine the effect of work-life balance and social support on the mental health of female employees at gas stations in Makassar. Mental health is an essential factor influencing employee well-being, productivity, and work performance, particularly for female employees who often face the dual responsibilities of work and family life. This study employed a quantitative research method by distributing structured questionnaires to 96 female employees working at gas stations in Makassar. The collected data were analyzed using multiple linear regression and t-test to examine the influence of each independent variable on mental health. The results revealed that work-life balance had a negative and significant effect on mental health, with a t-value of -4.921 and a significance level of 0.000 (<0.05). Meanwhile, social support had a positive and significant effect on mental health, with a t-value of 3.805 and a significance level of 0.000 (<0.05). These findings indicate that social support plays an important role in improving employees' mental health, while an imbalance between work and personal life may negatively affect psychological well-being. Therefore, organizations are encouraged to strengthen social support systems and implement policies that promote a healthier work-life balance to enhance employee mental health and overall organizational performance.

Abstract

This study aims to analyze the valuation of motor vehicle assets at the Regional Financial and Asset Management Agency (BPKAD) of Belu Regency. The background of the research is that there are still official vehicles in damaged or severely damaged condition that are still recorded as Regional Property (BMD), so an assessment is needed to obtain the limit value, liquidation value, and scrap value as the basis for asset elimination. The research uses a quantitative descriptive method with a case study approach on five motor vehicles owned by the Belu Regency Government, namely Honda Win in 2005, Honda Fit X in 2007, Suzuki Smash in 2007, Minibus in 2007, and Station Wagon in 2008. Data was collected through documentation, literature studies, and interviews. The assessment of vehicles that still have economic value is carried out using the market approach using the market data comparison method, while heavily damaged vehicles are assessed using the scrap value method. The results of the study show variations in market value and liquidation of vehicles that are still viable, as well as the value of scrap on heavily damaged vehicles. These findings confirm that the market approach can produce value estimates that reflect actual conditions, as well as become an objective basis for the elimination and transfer of motor vehicle assets owned by local governments.
