Abstract

The Free Nutritious Meal Program (MBG) is a national priority initiative whose delivery at the school level involves multiple actors across organizations. This multi-actor configuration makes coordination a key determinant of service continuity, particularly during the early implementation phase. This study describes the coordination of MBG implementation at the UNP Laboratory Development Kindergarten and Primary School and identifies supporting and inhibiting factors. A qualitative descriptive approach was employed. Data were collected in January 2026 through semi-structured interviews with the head of SPPG, kindergarten and primary school principals, teachers/homeroom teachers, and parents; observations of receiving, distribution, and consumption processes; and document review (including the MoU and implementation records). Source triangulation was applied to enhance trustworthiness. Data analysis followed the stages of data reduction, data display, and conclusion drawing/verification (Miles, Huberman, & Saldaña, 2014). The findings indicate that vertical coordination within schools generally functioned effectively because the operational chain of receiving, distributing, supervising, and reporting was supported by clear role allocation. However, horizontal coordination between SPPG and schools was unstable during the early phase, particularly in communication and delivery timeliness. The study highlights the need for written cross-actor SOPs, a robust schedule-change confirmation protocol, and more systematic use of students' health-history data and feedback (e.g., leftovers) for continuous improvement.

Abstract

This study analyzes the representation of local Indonesian culture in the English for Nusantara textbook series for Junior High School. Employing a mixed-methods approach with a convergent parallel design, data were analyzed using the cultural frameworks of Cortazzi and Jin (1999) and Yuen (2011). The findings reveal a strong dominance of local culture (Source Culture) with an average representation of 72.48%, while target culture (Target Culture) constitutes only 4.79%. The representation of local culture develops strategically across grade levels: serving as a familiar scaffold in Grade VII, a tool for civic education in Grade VIII, and a platform for global agency in Grade IX. These findings reflect a “Local-Centric with Strategic Global Awareness” model, aligning with the English as an International Language (EIL) paradigm and the glocalization objectives of the Merdeka Curriculum. The study concludes that the textbook series successfully repositions English as a tool for local expression and global engagement, detached from Western cultural hegemony.

Abstract

The fulfillment of a suspect’s right to effective legal assistance is a crucial element in ensuring a fair criminal justice system grounded in human rights protection. In practice, suspects often face an unequal position when dealing with law enforcement authorities, which highlights the importance of professional and continuous legal representation. This article aims to examine the role of law firms in guaranteeing suspects’ rights to effective legal assistance in criminal cases and to identify the obstacles encountered in its implementation. This study employs normative legal research using statutory and conceptual approaches. Legal materials consist of primary, secondary, and tertiary sources collected through library research and analyzed qualitatively through legal reasoning. The discussion reveals that law firms play a strategic role as institutions, media, and service providers that perform legal protection, legal education, defense planning, psychological assistance, supervision of judicial processes, and the pursuit of legal remedies. Nevertheless, the effectiveness of these roles is constrained by structural, institutional, and cultural challenges, including limited access, insufficient resources, external pressures, and a legal culture that does not fully support the role of defense counsel. Therefore, strengthening the institutional capacity of law firms and reforming the criminal justice system are essential steps toward ensuring effective legal assistance and achieving substantive justice for suspects.

Abstract

The increasing crackdown on illegal cigarettes at the regional level demands cross-institutional synergy. This study aims to analyze the collaboration process between the Bayur Port Customs Office and the Local Government of Padang Pariaman Regency in tackling the circulation of illegal cigarettes. The analysis is based on the five dimensions of collaboration framework by Thomson and Perry (2006), which include governance, administration, autonomy, mutuality, as well as norms of trust and reciprocity. This research employs a descriptive qualitative method. Data collection was conducted through in-depth interviews with stakeholders from the Bayur Port Customs Office, the Civil Service Police Unit (Satpol PP), and the Regional Financial Management Agency (BPKD) of Padang Pariaman Regency. The findings indicate that the collaboration operates pragmatically and functionally asymmetrically. Weaknesses in governance and administrative dimensions, characterized by the absence of written agreements (MoU/SOP) and the dominance of informal communication, are compensated by strong institutional autonomy and interpersonal trust between actors. The mutuality formed is calculative, driven by the need to absorb 10% of the Tobacco Excise Revenue Sharing Fund (DBHCHT) for law enforcement. Supporting factors include the complementarity of resources, where the Bayur Port Customs Office provides legal authority, while the Local Government of Padang Pariaman Regency offers social legitimacy and sociological proximity to the community. In contrast, inhibiting factors to collaboration include the lack of formal institutionalization and regional fiscal rigidity. The conclusion of this study indicates that although the collaboration is effective in practice, it faces collaborative fragility that could stagnate if there is a change in officials. Therefore, institutionalizing the cooperation through an Annual Work Plan (RKT) and intelligence data exchange is necessary for the effectiveness of socialization activities.

Abstract

Disasters are recurring phenomena in human life and have multidimensional impacts, including physical, social, and spiritual effects. This article aims to examine the concept of disaster from an Islamic perspective based on the Qur'an and authentic Hadiths, as well as to explore the theological and educational meanings contained therein. This research uses a qualitative approach with a library research method, through analysis of verses from the Qur'an, specifically QS. Ar-Rūm: 41, QS. Asy-Syūrā: 30, QS. Al-Anfāl: 25, and QS. At-Taubah: 126, as well as authentic Hadiths related to calamities, repentance, and patience. The results of the study show that Islam views disasters as the result of human actions, a test of faith, a collective warning, and a means of divine education to encourage repentance and self-improvement. Disasters are not merely understood as punishment, but also as a form of mercy and an opportunity for moral and social transformation. The implications of this study emphasise the importance of integrating Islamic values into disaster education and strengthening Islamic character in order to build awareness of human responsibility as caliphs on earth.

Abstract

Early marriage refers to a marital union involving individuals under the age of 16 for females and under 19 for males. In Pendua Village, North Lombok Regency, early marriage frequently occurs, prompting the village government to take measures to minimize the number of child marriages. This program aims to prevent child marriage in Pendua Village, North Lombok Regency. Several factors contribute to the occurrence of child marriage in Pendua Village, including both internal and external factors. Internal factors include personal desire, while external factors involve parents’ economic conditions, educational background, and environmental influences. The community’s perception of child marriage in Pendua Village tends to be positive, as the practice is considered customary and socially accepted.  The role of the government significantly influences community welfare. The Pendua Village government expresses concern that children below the legal age choose early marriage, as they should instead receive proper education and pursue higher levels of schooling. Consequently, the village government collaborates with traditional leaders and the local women’s school to address and minimize child marriage by conducting awareness campaigns in each hamlet, providing guidance through traditional leaders and hamlet heads, encouraging parents to motivate their children to continue their education, and strengthening the enforcement of marriage laws along with their sanctions.

Abstract

This research aims to improve the comprehension skills of calistung (reading, writing, and counting) for children in the Pendua Daya Hamlet Hall. The background of this research is based on the low basic ability of children in understanding reading, writing letters correctly, and counting simply, which is caused by a lack of learning motivation and limited interesting learning methods. This research uses a descriptive qualitative approach with the subject of elementary school-age children who participate in learning activities in the hamlet hall. Data collection techniques are carried out through observation, interviews, and documentation during the learning process. The research results show that the use of interactive learning methods, such as educational games, visual media, and direct practice-based learning activities, can increase children's interest and understanding of calistung. Children become more active, enthusiastic, and show an increase in reading simple words, writing short sentences, and basic numeracy. The conclusion of this study is that the implementation of creative and fun learning methods can be an effective strategy in improving children's calistung comprehension skills in non-formal environments such as hamlets.

Abstract

This study aims to examine various factors influencing the implementation of the Narcotics Rehabilitation Program for Correctional Inmates at the Class IIA Muaro Padang Correctional Institution, including both supporting and inhibiting factors. Rehabilitation programs for narcotics abusers constitute an essential component of the correctional system, as they focus on recovery processes, guidance, and the enhancement of inmates’ social capacities to enable them to function productively after completing their sentences. This study employs a qualitative approach using a descriptive method. Data were collected through in-depth interviews with correctional officers and program administrators, direct observation of rehabilitation activities, and document analysis related to program implementation and policy. The findings indicate that program effectiveness is supported by the commitment and active involvement of correctional officers, the existence of internal regulations that promote rehabilitation activities, and coordination with relevant institutions in the implementation of inmate guidance. However, the study also identifies several obstacles, including the limited number of human resources with specialized competencies in narcotics rehabilitation, inadequate facilities and infrastructure, insufficient budgetary support, and limited quotas for inmate participation in the program. In addition, variations in inmates’ levels of motivation and awareness further complicate the implementation of rehabilitation activities. Based on these findings, this study emphasizes that the success of narcotics rehabilitation programs is strongly influenced by resource readiness, inter-institutional collaboration, and institutional capacity building to ensure that rehabilitation objectives can be achieved optimally and sustainably.
