Abstract

This study aims to analyze the influence of managerial support and organizational justice on employee performance at PT Pratama Abadi Industri-JX, a shoe manufacturing company. In today's competitive business environment, management support and organizational justice perceptions have become crucial factors in enhancing employee productivity. This research employed a quantitative approach using survey methods with 24 respondents randomly selected from 130 company employees. The research instrument consisted of questionnaires developed based on managerial support indicators (Sorongan et al., 2015), organizational justice indicators (Lestiyanie & Yanuar, 2019), and employee performance indicators (Adhari, 2020). Data were analyzed using descriptive statistics and multiple linear regression with SPSS software. Validity and reliability tests showed that all research instruments were valid and reliable (Cronbach's Alpha = 0.833). The Kolmogorov-Smirnov normality test confirmed normal data distribution (Sig. = 0.057 > 0.05). Multiple regression analysis results indicated that managerial support and organizational justice simultaneously have a positive and significant influence on employee performance (F = 10.143, Sig. = 0.001 < 0.05) with R² value of 0.491, meaning 49.1% of employee performance variation can be explained by both independent variables. These findings provide practical implications for PT Pratama Abadi Industri-JX management to enhance managerial support and create a fair organizational climate as strategies for improving employee performance.

Abstract

This study examines strategies for building national integrity among Indonesian youth as a countermeasure against radicalism. Radicalism, defined as ideological movements seeking drastic social and political change through extreme means, poses significant threats to Indonesia's national unity. Youth, as the nation's assets and future leaders, are particularly vulnerable to radical recruitment due to their idealism and energy. National integrity encompasses qualities of wholeness, honesty, and consistency toward truth that manifest in dignified behavior. The research identifies that radical movements in Indonesia, including terrorism and separatist activities, frequently involve youth participation, making it crucial to strengthen their nationalist and patriotic values. The study proposes nine strategic approaches: (1) instilling nationalism through the four pillars of nationhood (Pancasila, 1945 Constitution, NKRI, Bhinneka Tunggal Ika); (2) developing patriotism through family, educational, and institutional environments; (3) cultivating the spirit and values of 1945 struggle; (4) implementing character education through formal, informal, and non-formal channels; (5) enhancing positive youth roles through empowerment programs; (6) educating about Indonesia's unity history; (7) forming attitudes embracing diversity; (8) exploring and implementing nationalist values; and (9) fostering brotherhood through youth organizations. This comprehensive approach aims to equip Indonesian youth with strong national identity and critical thinking to resist radical ideologies while maintaining their role as agents of positive change.

Abstract

This study examines innovation in online birth certificate services as part of population administration reform implemented by the Department of Population and Civil Registration of Wajo Regency, Indonesia. The research aims to analyze the form of service innovation, its implementation process, and the supporting and inhibiting factors influencing its effectiveness. This study employs a qualitative descriptive approach, with data collected through observation, in-depth interviews, and documentation. Informants include key officials, service operators, and community members who utilize online birth certificate services. The analysis is guided by Rogers’ innovation attributes framework, which includes relative advantage, compatibility, complexity, trialability, and observability. The findings reveal that online birth certificate services provide significant benefits in terms of efficiency, accessibility, transparency, and time effectiveness compared to conventional services. The innovation enables citizens to submit applications remotely, reduces administrative costs, and minimizes face-to-face interactions. However, several challenges remain. Supporting factors include strong government commitment, leadership support, adequate regulatory frameworks, inter-agency collaboration, and improving digital infrastructure. Conversely, inhibiting factors consist of limited public awareness, low digital literacy among some community members, insufficient human resources, budget constraints, and uneven internet connectivity. Cultural habits and limited socialization efforts also affect the adoption of online services. Overall, the study concludes that online birth certificate service innovation has positively contributed to improving public service quality, although its sustainability depends on continuous capacity building, infrastructure enhancement, and intensive public outreach. The findings provide practical implications for local governments seeking to strengthen digital-based public service delivery in population administration.

Abstract

This study examines the role of organizational leadership in enhancing employee performance within a local government financial management institution in Indonesia. Specifically, it analyzes how the leadership role of the agency head influences the performance of civil servants at the Regional Financial and Revenue Management Agency (BPKPD) of Wajo Regency. Employee performance in public sector organizations is a critical determinant of service quality, institutional effectiveness, and public accountability. However, leadership challenges, limited motivation, and organizational constraints often hinder optimal performance in local government institutions. This research adopts a qualitative descriptive approach to obtain an in-depth understanding of leadership practices and their impact on employee performance. Data were collected through in-depth interviews, direct observation, and document analysis involving key informants, including the agency head, structural officials, staff members, and community representatives. The analysis focuses on leadership roles such as directive, participative, and delegative leadership, as well as key performance indicators including work quality, work quantity, timeliness, efficiency, and teamwork. The findings reveal that the agency head plays a significant role in improving employee performance through clear direction, effective communication, participatory decision-making, and exemplary leadership behavior. Supportive factors such as employee development, recognition, and effective communication contribute positively to performance improvement. Conversely, inhibiting factors include inconsistent time discipline, limited trust, and insufficient empathy in certain leadership situations. Overall, effective leadership is shown to be a crucial element in strengthening employee performance and organizational effectiveness in local public financial management institutions. The study contributes to the literature on public sector leadership by providing empirical insights from a local government context in Indonesia.

Abstract

The Health Maintenance Guarantee Program plays a crucial role in ensuring equitable access to healthcare services, particularly for underserved rural communities. This study aims to analyze the implementation of the Health Maintenance Guarantee Program at a rural community health center in Eastern Indonesia. Using a qualitative case study approach, the research explores how policy objectives are translated into practical healthcare services at the grassroots level. Data were collected through in-depth interviews with healthcare workers, direct observations, and document analysis involving program implementers and community representatives. The analytical framework is based on Edward III’s policy implementation model, which emphasizes communication, resources, disposition of implementers, and bureaucratic structure. The findings reveal that the implementation of the Health Maintenance Guarantee Program has generally improved access to basic healthcare services for low-income populations. However, several challenges persist, including limited medical facilities, inadequate human resources, and insufficient support from local government authorities. Communication between policy implementers and beneficiaries remains suboptimal, affecting public understanding of service entitlements under the program. Despite these constraints, healthcare workers demonstrate a strong commitment to delivering services within existing limitations. The study concludes that while the program has been implemented moderately well, its effectiveness depends on strengthening institutional capacity, improving infrastructure, and enhancing coordination among stakeholders. These findings provide important insights for policymakers seeking to improve health policy implementation in rural and remote areas, particularly in developing countries.

Abstract

Community-based health services play a crucial role in improving maternal and child health outcomes, particularly in rural areas of developing countries. In Indonesia, Integrated Health Posts (Posyandu) serve as a primary platform for delivering basic health services through community participation. However, disparities in service quality remain a major challenge, especially in remote villages. This study aims to analyze the quality of health services provided by Posyandu in Umaloya Village, Sanana District, Sula Islands Regency, Indonesia. Using a qualitative descriptive approach, data were collected through in-depth interviews, direct observation, and documentation involving health workers, Posyandu cadres, community leaders, and service users. The analysis is guided by the SERVQUAL framework, which includes five dimensions of service quality: tangibles, reliability, responsiveness, assurance, and empathy. The findings reveal that while Posyandu services in Umaloya Village are generally accessible and supported by strong community involvement, several limitations persist. These include inadequate health facilities, limited cadre training, and low community awareness regarding the importance of routine maternal and child health services. Among the SERVQUAL dimensions, empathy and responsiveness were relatively well perceived, whereas tangibles and reliability showed significant weaknesses. The study highlights the importance of strengthening human resources, improving infrastructure, and enhancing community education to ensure sustainable and high-quality health services. The findings contribute to the literature on public health service quality in rural settings and provide practical recommendations for policymakers and local health authorities to improve the performance of community-based health programs.

Abstract

Infrastructure development plays a critical role in promoting regional connectivity, improving public service delivery, and supporting socio-economic growth, particularly in remote and decentralized regions. However, infrastructure projects in peripheral areas frequently encounter governance-related challenges that constrain their effectiveness and sustainability. This study examines governance challenges in road and bridge infrastructure development in Kokas District, Fakfak Regency, Indonesia, using a public administration perspective. The research focuses on four key governance dimensions: institutional capacity, policy implementation processes, accountability mechanisms, and stakeholder participation. A qualitative case study design was employed to capture contextualized insights into administrative practices and governance dynamics. Data were collected through semi-structured interviews with 15 purposively selected informants, including local government officials, district administrators, project implementers, and community representatives. Document analysis of planning reports, regulatory frameworks, and project records was conducted to triangulate interview findings. Data were analyzed using thematic analysis to identify patterns and relationships across governance dimensions. The findings indicate that governance challenges significantly influence infrastructure development outcomes. Limited institutional capacity, coordination constraints, procedural accountability practices, and predominantly symbolic participation mechanisms collectively shape project implementation processes. These governance conditions contribute to administrative inefficiencies, implementation delays, and reduced infrastructure sustainability. The study highlights that infrastructure development constraints in remote districts are deeply embedded in governance structures rather than technical factors alone. This research contributes to governance and decentralization scholarship by emphasizing the importance of strengthening institutional capacity, coordination mechanisms, transparency practices, and participatory governance to improve infrastructure development effectiveness in decentralized and peripheral contexts.

Abstract

Public service quality at the village level is a key indicator of governance effectiveness, citizen satisfaction, and institutional legitimacy, particularly in decentralized administrative systems. In Indonesia, village governments act as the frontline of public administration, delivering essential services such as population administration, civil registration, and community development facilitation. Despite decentralization reforms and increased fiscal authority, variations in service quality across rural villages remain a persistent challenge. This study investigates the determinants of public service quality in Goarie Village, Soppeng Regency, South Sulawesi. It examines the influence of human resource capacity, transparency and accountability of village fund management, digital administration implementation, and community participation. A quantitative explanatory approach was applied using a cross-sectional survey design. Data were collected from 120 residents who had accessed village administrative services within the previous twelve months. Structured questionnaires were used to capture citizens’ perceptions, and the data were analyzed through descriptive statistics, validity and reliability tests, classical assumption tests, and multiple linear regression analysis. The results suggest that governance and administrative factors play a significant role in shaping perceived public service quality. Human resource capacity and community participation emerged as the most influential determinants, emphasizing the importance of administrative competence and citizen engagement. Transparency and accountability also contributed positively, while digital administration showed a supportive but comparatively moderate effect. These findings highlight the multidimensional nature of village-level service quality and the need for integrated governance strategies.

Abstract

Digital transformation has become a central reform agenda in public administration, particularly in improving the quality and credibility of local government services. In decentralized governance systems, citizen trust is a crucial outcome that determines the effectiveness and sustainability of digital governance initiatives. This study examines the effect of digital transformation on citizen trust in local government services in Awangpone District, Bone Regency, Indonesia. Using a quantitative approach, data were collected through a structured survey administered to 412 residents who had accessed local government services within the previous twelve months. Digital transformation was operationalized as a multidimensional construct encompassing service availability, ease of use, system reliability, responsiveness, and perceived efficiency, while citizen trust was measured through indicators of institutional competence, transparency, procedural fairness, integrity, and overall confidence. Statistical analysis was conducted using descriptive statistics, correlation analysis, and multiple linear regression. The findings indicate that digital transformation has a significant positive effect on citizen trust in local government services. The results suggest that the quality of digital service implementation plays a critical role in shaping institutional trust at the district level. This study contributes to the public administration and digital governance literature by providing district-level empirical evidence from a developing-country context, addressing the limited focus of previous studies on metropolitan or national settings. The findings offer practical implications for local governments seeking to strengthen citizen trust through inclusive and effective digital transformation strategies.

Abstract

The integration of digital technology into education has accelerated significantly, transforming not only instructional practices but also education policy and governance frameworks. This study examines the transition from conventional to digital learning by assessing the association between technology-based education policy transformation and student learning outcomes in Ujung Pandang District, Makassar City, Indonesia. Adopting a quantitative explanatory design, data were collected through a structured survey administered to 198 students enrolled in public senior high schools that had implemented digital learning platforms. Technology-based policy transformation was operationalized through four dimensions: digital platform utilization, institutional support, teacher readiness, and digital infrastructure. Learning outcomes were measured using perceived academic performance, learning engagement, and perceived learning effectiveness. Descriptive statistics indicate that students perceived the implementation of digital learning policies at a relatively high level, particularly in terms of digital platform utilization and infrastructure availability. Inferential analysis reveals a strong and statistically significant relationship between policy transformation and learning outcomes. Regression results demonstrate that technology-based education policy transformation explains a substantial proportion of variance in learning outcomes, highlighting the importance of governance and institutional factors in shaping digital learning effectiveness. Among the policy dimensions, digital platform utilization and teacher readiness emerged as the strongest predictors. This study contributes to the literature by framing digital learning effectiveness within an education policy transformation and public administration perspective. The findings provide policy-relevant insights for local governments and education administrators seeking to strengthen the design, implementation, and sustainability of technology-based learning reforms in urban education contexts.
