Abstract

This research aims to analyze the public service innovation "Sama Thukel" implemented by the Regional Revenue Agency of Maluku Province. Public service innovation is a critical element for improving the quality of governance and enhancing the public's trust in government institutions. "Sama Thukel" is a digital-based public service innovation designed to facilitate taxpayers' access to regional tax services, ensuring efficient and transparent processes. Through qualitative methods, including interviews and document analysis, the study explores the design, implementation, challenges, and impact of this innovation on taxpayers and the agency itself. The findings reveal that the "Sama Thukel" program has significantly improved taxpayer compliance, reduced bureaucratic inefficiencies, and created a more transparent and accountable system. However, challenges remain in terms of digital literacy and the need for continuous system upgrades. This research highlights the importance of adapting public service innovations to local contexts and the role of technology in enhancing governance. The study concludes by offering recommendations for optimizing the "Sama Thukel" program and ensuring its sustainability.

Abstract

This study investigates the innovation of online birth certificate services implemented by the Population and Civil Registry Office of Bula City in East Seram Regency. Aimed at simplifying the registration process, the online system allows citizens to apply for and upload the necessary documents without physically visiting the office. Despite its accessibility, the community's understanding and utilization of the system remain limited. The research employed a descriptive qualitative approach, involving 12 informants, to assess the procedures and benefits of this service. Findings reveal that while the online system offers significant time and location flexibility, many residents are still unfamiliar with the online registration process. The research highlights the importance of enhancing public understanding and ensuring that the system is user-friendly. To address this gap, it is recommended that further outreach and education campaigns be implemented to foster greater engagement with the system, alongside continuous improvement of the online service interface.

Abstract

Along with the increasing population and changes in people's increasingly consumptive lifestyles, the volume of waste produced every day is increasing. The pile of waste throughout Indonesia in 2023 that is well managed is 24,266,750.68 tons/year, while waste that is not well managed is 15,850,104.69 tons/year. Banten Province is ranked fifth as the largest waste producer in Indonesia. As much as 2.6 tons/year are produced from 7 districts/cities in the region. This indicates that low public awareness of environmental cleanliness is one of the main factors causing waste accumulation. However, steps are needed to overcome the low public awareness of environmental cleanliness as the cause of this waste accumulation. The method used in this study is a literature study. Data collection through related references, ending with reading in detail and recording relevant materials to support the research analysis. This data was analyzed using a participatory approach, which aims to identify community participation, challenges faced, and the impact of policies on improving the quality of waste banks. The Waste Bank Program is an effort to reduce waste accumulation by providing incentives to the community. The Waste Bank functions not only to accommodate waste, but also to manage waste according to the needs of the community.

Abstract

This study aims to explore the implementation of work culture as a managerial instrument to improve organizational performance in Serang District, Serang City, Banten. The research employs a literature review methodology with descriptive-qualitative analysis. Data were obtained from relevant academic literature, government reports, and official documents to provide comprehensive insights into current work culture practices within local government institutions. The findings reveal that work culture encompassing professionalism, discipline, and collaboration plays a crucial role in supporting the effectiveness and efficiency of public service delivery. These core values serve as the foundation for creating a productive work environment that directly impacts service quality. Effective communication between leaders and employees, coupled with well-structured bureaucratic systems supported by standard operating procedures, emerges as key to successful work culture implementation. This organizational framework ensures consistency, accountability, and transparency in administrative processes. However, significant challenges including limited staff capacity and inadequate facilities hinder optimal organizational performance. These constraints affect government institutions' ability to respond effectively to public needs and demands. Therefore, strengthening human resource capacity through continuous training programs and developing robust information technology infrastructure is essential for enhancing public services and building public trust in local government. The study concludes that sustainable organizational performance improvement requires a holistic approach combining cultural transformation, structural reinforcement, and technological advancement. Strategic interventions focusing on employee development, infrastructure modernization, and policy implementation are necessary to overcome existing barriers and establish a more efficient, responsive, and citizen-oriented public service delivery system.

Abstract

This article discusses the effectiveness of the tax amnesty policy in increasing state revenue and taxpayer compliance in Indonesia. Using a qualitative approach based on literature review, this study examines the implementation mechanisms of the 2016–2017 tax amnesty program and its impact on the national taxation structure. The analysis shows that the program successfully collected Rp135 trillion in redemption payments from 965,983 taxpayers and resulted in asset declarations amounting to Rp4,855 trillion—equivalent to 40% of the national GDP. However, the realization of asset repatriation only reached 14.7% of the target, indicating challenges in returning offshore assets. This program contributed to strengthening the tax database and promoting voluntary compliance, although it still faces challenges such as perceptions of injustice and low tax literacy. The article proposes three follow-up strategies: consistent law enforcement after the amnesty period, optimization of the taxpayer database through inter-agency and technological integration, and enhanced tax education. In conclusion, tax amnesty has the potential to be an effective fiscal instrument if accompanied by structural reforms and well-measured long-term strategies.

Abstract

This study aims to analyze the influence of education standardization and age on the quality of leadership of regional head candidates in Indonesia. Democracy gives the people the right to choose their leaders, including regional heads. Therefore, the election of quality regional heads is the main key to realizing good governance and effective regional development. This study uses multiple linear regression methods to analyze the relationship between education standardization (X1) and age (X2) on the leadership performance of regional head candidates (Y). Data was collected through questionnaires distributed to 42 respondents and literature studies from various sources. Validity test results showed that 10 out of 12 questionnaire items were valid, while reliability testing yielded a Cronbach's Alpha value of 0.736, indicating high reliability. The results indicate that there is no significant influence of education (X1) on the leadership performance of regional head candidates with a significance value of 0.993 > 0.05. However, the age variable (X2) has a significant influence on the leadership performance of regional head candidates with a significance value of 0.000 < 0.05. Simultaneously, both variables together have a significant effect on the qualifications of regional head candidates with an F value of 9.644 and significance of 0.000 < 0.05.

Abstract

Indonesia, as the world's largest archipelagic nation, faces complex challenges in achieving its net-zero emission target by 2060. This research analyzes the implementation of Indonesia's new and renewable energy (NRE) policies through a comprehensive literature study approach. Despite having strong legal foundations through Law No. 30/2007 and Government Regulation No. 79/2014, along with ambitious targets of 23% renewable energy by 2025, implementation realization still encounters significant obstacles. National Energy Council data shows that renewable energy share has only reached 15%, far from the established targets. Analysis of three projection scenarios from the Ministry of Energy and Mineral Resources - Business as Usual (BaU), Sustainable Development (SD), and Low Carbon (LC) - indicates that the SD scenario can achieve the 23% target by 2025 and even exceed the 31% target by 2050. Research findings demonstrate that although Indonesia possesses abundant renewable energy resource potential and clear political commitment, strengthening law enforcement, infrastructure investment, and inter-stakeholder coordination are required to realize sustainable energy transition toward net-zero emission.

Abstract

This study examines the implementation of Community-Based Tourism (CBT) around the Seven Level Waterfall in Bukit Berantai Village, Batang Asai District, Sarolangun Regency, and evaluates the strategic role of local and village governments in developing sustainable community-based tourism. The research addresses the critical need for effective government strategies in managing tourism destinations that empower local communities while preserving environmental and cultural heritage. Using a qualitative research approach, this study conducted in-depth interviews with local government officials, village administrators, tourism stakeholders, and community members to gather comprehensive insights into current management practices and challenges. Data collection involved systematic field observations, participatory research methods, and thorough analysis of tourism-related policy documents and regulatory frameworks. The theoretical foundation integrates tourism management principles with SWOT analysis methodology to identify internal strengths and weaknesses alongside external opportunities and threats facing the destination. Findings reveal that while the Seven Level Waterfall possesses significant natural tourism potential, current management faces substantial challenges including inadequate infrastructure, limited accessibility, insufficient promotional activities, lack of professional tourism services, and poor connectivity. The study identifies key strategic principles essential for sustainable tourism development, emphasizing community ownership, participatory decision-making, equitable benefit distribution, environmental conservation, and cultural preservation. Results demonstrate that effective government intervention as both facilitator and regulator is crucial for establishing comprehensive tourism management frameworks that enhance community empowerment, economic development, and destination sustainability, ultimately contributing to the broader goals of rural development and poverty alleviation.

Abstract

This study aims to analyze the effect of work-life balance on employee job satisfaction in the furniture sales industry. Data was collected using a Google Form questionnaire filled out by 75 respondents working in the furniture sales industry. The results of data analysis using SPSS showed that the data were not normally distributed, so non-parametric statistical methods were used for further analysis. Validity tests showed a significant positive correlation between work-life balance and employee job satisfaction (r = 0.574; p < 0.05). Reliability tests showed that the research instrument was reliable with Cronbach's Alpha values for work-life balance variable (α = 0.870), job satisfaction (α = 0.822), and employee loyalty (α = 0.788). Multiple regression analysis showed that work-life balance and job satisfaction significantly affect employee loyalty with R² = 0.672, meaning that 67.2% of the variation in employee loyalty is explained by these two variables. Job satisfaction proved to have a significant positive effect on employee loyalty (β = 0.662; p < 0.05). This study concludes that companies need to pay attention to the work-life balance of employees to improve their job satisfaction and loyalty. Policies such as flexible working hours, employee welfare programs, and mental health support can be effective strategies to achieve these goals.
