Abstract

This study examines the comparison between rationalism and empiricism from an epistemological perspective. These two schools of thought hold opposing principles regarding the sources, validity, and modes of reasoning in acquiring knowledge. The objectives of this study are to describe the background of the emergence of both schools, analyze the sources of knowledge, explain the criteria for truth validity, and describe the modes of reasoning of rationalism and empiricism. The method used is descriptive-analytical with a comparative approach and library research. The results show that rationalism emerged from the crisis of scholastic thought and the scientific revolution of the 17th century; its source of knowledge is reason (a priori knowledge), and truth validity is universal and certain through the deductive method. Empiricism emerged as a critique of rationalism; its source of knowledge is sensory experience (a posteriori knowledge), and truth validity is contingent and open to revision through the inductive method, which serves as the foundation of modern scientific methodology. In conclusion, although fundamentally opposed in principle, the two schools complement each other in contemporary scientific practice. An integrative understanding of rationalism and empiricism is crucial in the information age as a foundation for critical, systematic, and responsible thinking in education, research, and public policy.

Abstract

Social service management is an essential component in the implementation of social welfare programs, particularly within government-based social service institutions. This study aims to analyze the practice of social work administration in managing social services at the Social Affairs Office of Gorontalo City. The study employed a qualitative descriptive approach through in-depth interviews, observation, and documentation studies. Research informants consisted of administrative officials, staff members, and social assistance facilitators involved in the implementation of social service programs. Data were analyzed using data reduction, data display, and conclusion drawing techniques. The findings indicate that social work administration practices in social service management are reflected through planning, organizing, decision-making, delegation, coordination, and priority-setting processes in service delivery. These administrative practices are also influenced by institutional structures, inter-agency coordination, and the implementation of centrally designed social welfare programs. This study concludes that social work administration plays an important role in supporting the effectiveness of social services within local government institutions. Therefore, strengthening administrative capacity, cross-sectoral coordination, and the development of social service innovations are necessary to support more responsive and sustainable social welfare services.

Abstract

This study aims to analyze the effect of local government responsiveness in handling online public complaints through SAMBAT Online on community satisfaction. The research employed a quantitative approach with a causal associative design. Data were collected from 90 respondents who had previously used SAMBAT Online services. Data analysis techniques included descriptive statistics, instrument testing, classical assumption tests, simple linear regression, t-test, and coefficient of determination analysis using SPSS version 25. The results indicate that the responsiveness level of the Malang City Government is categorized as moderate with a percentage score of 64.09%, while community satisfaction is categorized as high with a score of 69.96%. Simple linear regression analysis revealed that responsiveness has a positive and significant effect on community satisfaction, indicated by a significance value of 0.000 0.05 and a coefficient of determination (R²) of 0.524. This finding suggests that government responsiveness contributes 52.4% to community satisfaction, while the remaining 47.6% is influenced by other factors outside the research model. The study concludes that responsiveness is a crucial determinant in improving public satisfaction with digital complaint services.

Abstract

The implementation of the Standard for Educators and Education Personnel (PTK) represents one of the most critical yet consistently underperforming components of the National Education Standards (SNP), particularly in remote and semi-urban areas such as Ukui Sub-district, Pelalawan Regency, Riau Province. This article provides an in-depth analysis of PTK standard implementation in Ukui Sub-district based on Government Regulation No. 57 of 2021 as amended by Government Regulation No. 4 of 2022 and Minister of Education Regulation No. 15 of 2018. Employing a descriptive case study approach reinforced by a systematic literature review, this research identifies that approximately 48.3% of educators in Ukui Sub-district do not meet the required S1/D-IV academic qualification, 61.7% have not obtained a teaching certificate, and the teacher-to-student ratio in several remote schools reaches 1:42, far exceeding the ideal standard of 1:28 for elementary schools. The analysis reveals four determinant factors: geographic isolation, low incentives, limited access to qualification improvement programs, and high rates of educator transfers. This article recommends a triple-helix collaboration model between local government, higher education institutions, and local communities as a sustainable and contextual strategy for improving PTK quality in Ukui Sub-district

Abstract

Student reluctance to ask questions and express opinions in class is a phenomenon that frequently occurs in the learning process, yet the underlying factors are not yet fully understood. This study aims to analyze the factors that cause students to be reluctant to ask questions and express opinions during classroom learning. The method used is a literature study, conducted by collecting, reading, comparing, and analyzing scientific journal articles relevant to the topic. The results show that student reluctance to ask questions and express opinions is caused by two groups of factors, namely internal factors including low self-confidence, lack of understanding of the material, and limited language ability, as well as external factors including an unsupportive classroom environment, suboptimal teacher roles, and negative social pressure from peers. Both factors are interrelated and mutually reinforcing. This study is expected to increase the awareness of teachers, parents, and schools toward students experiencing these factors, so that appropriate interventions can be taken to create a more active and participatory learning environment.

Abstract

This study aims to describe the process of social work intervention for Socioeconomically Vulnerable Women in improving family planning understanding at the National Population and Family Planning Board (BKKBN) of North Sumatra Province. This study employed a qualitative method with a case study approach. Data were collected through observation, interviews, and documentation during the implementation of social work practice. Case analysis utilized the Person-in-Environment (PIE) approach to understand the relationship between the individual's condition and their social environment, as well as the Strengths Perspective to identify the client's potentials and strengths. The assessment results revealed that the client had limited understanding of family planning programs, the benefits of contraceptive use, and the importance of family planning in supporting family welfare. Social work intervention was carried out through the stages of engagement, assessment, planning, intervention, evaluation, and termination. The intervention activities included information dissemination, counseling, education, and motivational reinforcement. The evaluation results indicated an improvement in the client's understanding of family planning and the emergence of greater awareness regarding the importance of family planning as an effort to enhance family quality of life. These findings demonstrate that social work interventions through a social casework approach contribute to helping clients improve their understanding and decision-making capacity related to family planning.

Abstract

The digital transformation in higher education requires services that are not only effiicient and effective but also inclusive and accessibke to all users. This study aims to analyze the influence of service inclusivity on user convenience on the Digital Service System (Sidilan) website of the Faculty of Social and Political Sciences, UNESA. A quantitative approach was employed using a survei method involving Sidilan Website users. The collected data were analyzed using inferential statistic through simple linear regression analysis. The results indicate that service inclusivity has a positive and significant effect on user convenience, with a significance values of less that 0,001. Regarding user convenience dimensions, all dimensions of service inclusivity significantly affect access convenience and evaluation convenience. However, in the search convenience dimension, the availibility variable was not significant (Sig. 0,290). Likewise, in service submission convenience and post-submission convenience, the affordability variable showed no significant effect, with significance values of 0,059 and 0,099, respectively. The findings also reveal that digital ability is the most dominant dimension influencing all aspects of user convenience, as indicated by the highest Beta coefficient of  0,513 in the search convenience dimension. These findings suggest that improving the quality of inclusive digital services should be accompanied by strengthening user’s digital capabilites to ensure that services can be accessed, understood, and utilized effectively by all members of the academic community without barriers.

Abstract

This study aims to analyze the importance of educator creativity in increasing community learning participation in non-formal education. The approach used was descriptive qualitative, with data collection techniques through observation, interviews, and documentation. The results show that educator creativity plays a significant role in creating a learning environment that is engaging, contextual, and relevant to community needs. This creativity is reflected in learning methods, media use, and interpersonal approaches that can increase student motivation and engagement. Furthermore, community learning participation increases when learning is designed flexibly and applicably. However, obstacles remain, such as limited facilities and educator competencies. Therefore, continuous strengthening of educator creative competencies is necessary to improve the quality of community education.

Abstract

Accurate zakat distribution requires a recipient determination process that is objective, consistent, and accountable. This study aims to build a Logistic Regression model for classifying zakat recipient eligibility in Sei Rampah Village and to interpret the prediction results using the SHAP (Shapley Additive Explanations) method. The data used in this study is secondary data of zakat recipient candidates obtained from the zakat management committee in Sei Rampah Village, consisting of 1,000 records, with variables including income, number of dependents, occupation, housing condition, and asnaf category. The research stages include data preprocessing, data structure standardization, data cleaning, categorical variable encoding, numerical feature normalization, splitting the dataset into training and testing sets with an 80:20 proportion, building the Logistic Regression model, and evaluating the model using accuracy, precision, recall, and F1-score. The evaluation results show that the model achieved 99% accuracy, 100% precision, 98.28% recall, and 99.13% F1-score.In addition to achieving excellent classification performance, this study also shows that the SHAP method is able to provide transparent interpretations of the model’s decisions, both globally and locally. In the global interpretation, the most influential features in predicting eligibility are income, number of dependents, housing condition, and occupation. In the local interpretation, SHAP is able to explain the contribution of each feature to the prediction for specific individuals. Therefore, the combination of Logistic Regression and SHAP can be used as an effective approach to support the classification of zakat recipient eligibility in an accurate, transparent, and accountable manner.

Abstract

Noken is a cultural heritage of the Indigenous Papuan People (OAP) that holds strong social, cultural, and symbolic meaning. Amidst the currents of globalization and modernization in Jayapura City, the existence of noken faces challenges in the form of lifestyle changes, penetration of industrial products, and shifts in cultural values. This study aims to analyze how noken survives as an OAP identity in urban spaces, as well as the adaptation strategies undertaken by Papuans in maintaining the meaning and function of noken. The study used a qualitative approach with in-depth interviews, observations, and documentation studies. The results show that noken functions not only as a tool, but also as a symbol of identity, ethnic pride, and a medium for cultural negotiation amidst globalization. The sustainability of noken is supported by the role of Papuan women, cultural policies, and innovations in design and marketing.
