Abstract

Digital transformation in the public service sector is a strategic step in increasing efficiency, transparency, and accountability of the bureaucracy. Organizational culture plays an important role in supporting the implementation of technology through strengthening values such as integrity, professionalism, and commitment. This study aims to analyze the role of organizational culture in driving the success of digital-based public service transformation, especially through the implementation of the Electronic-Based Government System in Gorontalo Province. With a qualitative approach and case study method, data were collected through observation, interviews, and document analysis. The results of the study indicate that the integrity of regional apparatus needs to be improved through stricter supervision and structured training. Professionalism still faces challenges in the form of a lack of technical competence and capacity development. The commitment of regional apparatus to digital transformation also needs to be strengthened through a collaborative and innovative work culture. This study concludes that the synergy between integrity, professionalism, and commitment is key to creating an organizational culture that supports sustainable digital transformation. Strategic recommendations include increasing digital-based training, strengthening monitoring mechanisms, and integrating organizational cultural values into policies to achieve more effective and responsive public services.

Abstract

This study aims to analyze the implementation of inclusivity and holistic approaches in higher education in Private Universities (PTS) in Gorontalo, with an emphasis on the role of gender leadership in creating policies that support equality and diversity. Inclusivity in higher education includes providing equal access for all students, while a holistic approach focuses on the development of students as a whole, including academic, social, and character aspects. This study uses a qualitative approach with a case study method, involving in-depth interviews with leaders, lecturers, and students in several PTS in Gorontalo. The results of the study indicate that although a number of PTS in Gorontalo have implemented inclusive policies, there are still challenges related to limited resources and resistance to changes in patriarchal culture that affect gender equality in leadership. In addition, female leadership has been shown to play an important role in encouraging more inclusive policies and empowering female students. This study concludes that in order to achieve inclusive and holistic higher education, collaboration between leaders, lecturers, and students is important in developing policies that strengthen gender equality, as well as increasing women's participation in leadership positions in PTS. These findings are expected to provide recommendations for higher education policies in Gorontalo and Indonesia, especially to encourage gender equality and the development of women's leadership in higher education.

Abstract

This study examines the implementation of the Minimum Service Standards (SPM) policy in the social sector in Gorontalo Province, highlighting the main challenges, strategies implemented, and achievements that have been achieved. Limited budget, human resources, and infrastructure are the main obstacles in the implementation of optimal basic social services. To overcome these obstacles, the local government adopted a collaborative strategy through cooperation with social institutions, such as Baznas, to cover the funding gap that was not accommodated in the Regional Revenue and Expenditure Budget.. Policy implementation is carried out in accordance with the stages determined by national regulations, starting from collecting data on needs to monitoring and evaluation. The monitoring approach uses direct coordination meetings and the use of application-based technology, which facilitates reporting and supervision. The results of the study show an increase in policy implementation, although there are still gaps that require improvement, especially in terms of funding, increasing human resource capacity, and cross-sector coordination. Therefore, it is necessary to strengthen the implementation strategy and commitment from various parties to ensure quality, equitable, and sustainable social services.

Abstract

Pricing and cost planning are critical aspects of business management, especially for small enterprises like the "Cakemyday" cake shop. Proper financial planning ensures sustainability and profitability in a competitive market. This study aims to analyze the financial feasibility of "Cakemyday" by calculating the Break-Even Point (BEP) and determining the optimal selling price based on cost structures and demand functions.A quantitative approach was employed, utilizing financial data, including fixed costs, variable costs, and demand function analysis. The BEP calculation determined the minimum number of units required to cover all expenses, while the demand function was derived from historical pricing and sales data to understand consumer behavior. The findings indicate that "Cakemyday" needs to sell 78 units to reach BEP, with a contribution margin of Rp 90,000 per unit. Furthermore, to achieve a profit target of Rp 3,000,000, an optimal selling price of approximately Rp 188,000 per unit was determined. The demand function analysis revealed a negative correlation between price and quantity demanded, supporting strategic pricing decisions. The study concludes that understanding financial metrics and consumer behavior is essential for sustainable business growth. It is recommended that "Cakemyday" implement targeted marketing strategies and monitor pricing dynamics to enhance profitability. Future research may explore external factors affecting demand and conduct comparative studies with similar businesses.

Abstract

Waste management is a critical challenge in Indonesia, where plastic waste, coffee waste, and used cooking oil contribute significantly to environmental pollution. This study explores the potential of waste banks to integrate these diverse waste streams into a cohesive circular economy framework. The research aims to assess the operational, environmental, and socio-economic benefits of waste banks that manage coffee waste, plastic waste, and used cooking oil in Indonesia. A qualitative research design, including case studies, interviews, and focus group discussions, was employed to gather insights from waste bank operators, community members, and experts. The findings reveal that waste banks can successfully diversify their operations by recycling plastics, composting coffee waste, and converting used cooking oil into biodiesel. This integrated approach contributes to waste reduction, environmental sustainability, and community empowerment through green job creation. However, challenges such as limited infrastructure, policy support, and community awareness remain barriers to full implementation. The study recommends policy development, investment in technology, and enhanced community engagement to optimize waste bank operations and promote circular economy practices.

Abstract

Poverty is a complex issue influenced by economic and social factors, affecting individuals' ability to fulfill basic needs, participate in society, and maintain health. This study analyzes the impact of consumption, education, health, and population growth on poverty in Bali Province. The research comprises 72 observations from eight regencies and one city over the period 2016–2023. Data is collected through non-behavioral observation methods, including the review of books, articles, journals, and official documents from institutions such as the Central Bureau of Statistics. Quantitative analysis is employed to process the data. The findings reveal that consumption and education have a negative and significant effect on poverty, indicating that higher consumption and better education levels contribute to poverty reduction. Conversely, health has a positive and significant effect, suggesting that increased health indicators correlate with higher poverty levels. Meanwhile, population growth negatively influences poverty but lacks statistical significance. These findings underscore the importance of policies that promote local product empowerment, expand access to education, address the needs of the elderly, and ensure equitable income distribution. Such measures are essential to enhancing economic stability and mitigating the factors that contribute to poverty.
