Abstract

This study aims to determine the effect of competency-based human resource management of ASN (civil servants) on the effectiveness of public services at the Secretariat of the Regional House of Representatives (DPRD) of Indragiri Hilir Regency. This research uses a quantitative approach with a survey method. The population as well as the sample in this study consists of 60 ASN employees; therefore, the sampling technique used is saturated sampling. Data were collected through a Likert-scale questionnaire and analyzed using simple linear regression, t-test, and coefficient of determination (R²). The results of the study indicate that competency-based human resource management has a positive and significant effect on the effectiveness of public services. This is evidenced by the t-test results, where the calculated t-value is greater than the t-table value at a significance level of 0.05. The coefficient of determination (R²) value of 78% shows that the effectiveness of public services is strongly influenced by competency-based human resource management, while the remaining 22% is influenced by other factors outside this study. Therefore, the better the implementation of competency-based human resource management, the higher the effectiveness of public services at the Secretariat of the DPRD of Indragiri Hilir Regency.

Abstract

This study aims to analyze the effect of service quality and work motivation on the soft skills of tutors at PKBM Melati Indah. The background of this research is based on the importance of soft skills in supporting the quality of non-formal education services, as well as the existing problems related to communication skills, teamwork, and self-confidence of tutors. This research uses a quantitative approach with a descriptive associative method. The population consists of all tutors at PKBM Melati Indah, totaling 30 respondents, using a total sampling technique. Data were collected through Likert-scale questionnaires and analyzed using validity tests, reliability tests, and multiple linear regression analysis with the help of SPSS. The results show that service quality has a positive and significant effect on soft skills, with a t-value of 2.644 > t-table of 2.048 and a significance value of 0.013 < 0.05. Meanwhile, work motivation does not have a significant partial effect, with a t-value of 1.242 < t-table of 2.048 and a significance value of 0.225 > 0.05. Simultaneously, both variables have a significant effect on soft skills, with an F-value of 14.138 > F-table of 3.354 and a significance value of 0.000 < 0.05. The coefficient of determination (R²) is 0.512, indicating that 51.2% of soft skills are influenced by service quality and work motivation. In conclusion, service quality plays an important role in improving tutors’ soft skills, while work motivation does not have a significant partial effect.

Abstract

This study was conducted to analyze the extent to which government organizational behavior and work stress affect the work spirit of ASN in the Indragiri Hilir Regency Education Office, with the TPP gap phenomenon as a contextual background. Using a methodology using a quantitative approach because it aims to test the relationship between variables through statistical analysis and numerical measurements. The population in this study were all ASN employees at the Indragiri Hilir Regency Education Office. Based on organizational data, the number of ASN employees in the Indragiri Hilir Education Office is around 41 people (consisting of structural officials, general functional, and technical personnel and PPPK). The analysis tool used smart pls. The results of this study are that organizational behavior has a positive and significant influence on ASN work spirit. This is evidenced by the original sample value of 0.646, a beta coefficient of 6.856, and a p value <0.05.  and work stress has a negative and significant effect on ASN work spirit, with an original sample value of -0.338, a beta coefficient of 3.073, and a p value <0.05.
