Abstract

This study aims to examine the effect of work discipline on work motivation, job satisfaction, and employee performance, as well as the mediating role of motivation and job satisfaction at the Regional Secretariat of Konawe Regency. The study involved 186 employees as the research population, and data were analyzed using path analysis with Partial Least Square (PLS) assisted by SmartPLS software. The findings reveal that work discipline has a positive and significant effect on work motivation, job satisfaction, and employee performance. Furthermore, work motivation and job satisfaction also have a positive and significant effect on employee performance. The results further indicate that both work motivation and job satisfaction significantly mediate the relationship between work discipline and employee performance. These findings highlight that improving employee performance requires not only strong work discipline but also enhanced motivation and job satisfaction.

Abstract

The study purpose was to analyze current evidence on the prevalence, risk factors, clinical impacts, and prevention strategies of anemia during pregnancy. Anemia in pregnancy remains a critical global health issue, particularly in low- and middle-income countries, where it contributes substantially to maternal and perinatal morbidity and mortality. The condition is primarily caused by iron deficiency, but folate, vitamin B12 deficiencies, infections, and socio-economic inequalities also play pivotal roles. This review aims to synthesize existing research on the biological, nutritional, and socio-economic determinants of anemia in pregnancy and evaluate their implications for maternal and fetal health. A systematic literature review was conducted using electronic databases such as PubMed, ScienceDirect, Scopus, and Google Scholar, covering studies published between 2015 and 2024. Keywords included “anemia in pregnancy,” “iron deficiency,” “maternal and fetal health,” “nutritional risk factors,” and “socio-economic determinants.” Inclusion criteria encompassed peer-reviewed studies written in English focusing on anemia in pregnant women. Data were analyzed thematically according to clinical impacts, nutritional causes, and preventive strategies. The findings reveal that maternal anemia significantly increases the risk of postpartum hemorrhage, preterm birth, low birth weight, and intrauterine growth restriction. Iron deficiency remains the predominant cause, exacerbated by inadequate dietary intake and poor supplement adherence. Socio-economic variables such as low education, poverty, and limited healthcare access further elevate anemia risk. Preventive interventions iron-folic acid supplementation, dietary diversification, and community education—were found effective but variably implemented. Anemia in pregnancy is a multifactorial condition requiring integrated medical, nutritional, and socio-economic interventions. Strengthening antenatal care systems, improving women’s education, and promoting nutritional programs are essential for sustainable prevention. Comprehensive approaches addressing both clinical and social determinants are crucial for reducing anemia-related maternal and fetal complications.

Abstract

Bank BRI has its own written and unwritten rules for conducting its business activities. Another important component the company upholds is professional ethics. Professional ethics are outlined in a code of ethics established by professional organizations to ensure each member acts professionally, fairly, and responsibly. Professional ethics not only regulates individual behavior but also maintains integrity, responsibility, and public trust in a profession. Implementing a professional code of ethics can certainly improve the quality of Bank BRI's service to customers. The case of PT Bank Rakyat Indonesia, Tbk demonstrates that weak integrity and accountability can be detrimental to many parties. The impact not only reduces the company's credibility but also undermines stakeholder trust in banking in Indonesia. The case at PT Bank Rakyat Indonesia, Tbk reflects a crisis in professional ethics involving integrity, independence, and competence.

Abstract

Transformasi digital telah mengubah secara fundamental praktik manajemen pemasaran Usaha Mikro, Kecil, dan Menengah (UMKM), termasuk UMKM halal di Indonesia. Pemasaran digital tidak lagi dipahami sekadar sebagai alat promosi, tetapi sebagai strategi manajerial yang terintegrasi untuk membangun keunggulan bersaing berkelanjutan. Penelitian ini bertujuan untuk menganalisis strategi manajemen pemasaran digital UMKM di era digitalisasi, mengidentifikasi tantangan implementasi, serta merumuskan kerangka konseptual pemasaran digital adaptif yang relevan bagi UMKM halal, khususnya di Sulawesi. Metode penelitian yang digunakan adalah Systematic Literature Review (SLR) dengan pendekatan PRISMA terhadap artikel ilmiah bereputasi nasional dan internasional yang diterbitkan dalam sepuluh tahun terakhir. Hasil kajian menunjukkan bahwa strategi pemasaran digital UMKM didominasi oleh pemanfaatan media sosial, e-commerce, dan Customer Relationship Management (CRM) berbasis digital. Namun, efektivitas strategi tersebut masih dibatasi oleh rendahnya literasi digital, keterbatasan sumber daya manusia, dan infrastruktur pendukung. Penelitian ini menegaskan bahwa integrasi kapabilitas digital, orientasi pasar, serta nilai dan sertifikasi halal berperan strategis dalam menciptakan keunggulan bersaing berkelanjutan UMKM. Kontribusi utama penelitian ini adalah pengembangan kerangka konseptual manajemen pemasaran digital adaptif yang mengintegrasikan aspek teknologi, sumber daya internal, dan nilai halal sebagai diferensiasi strategis UMKM di era digital.

Abstract

The growth of the global halal industry presents significant opportunities for halal SMEs in Indonesia, particularly in West Nusa Tenggara Province (NTB). However, challenges in enhancing organizational agility remain a major obstacle amid the ever-changing market dynamics. This study aims to analyze the influence of technological transformation and leadership on the agility of halal SMEs, with dynamic capabilities as a mediating variable. A quantitative approach was employed through an explanatory survey method, involving 100 halal-certified SMEs in Bima City, Bima Regency, and Dompu Regency, selected using purposive sampling. Data were collected using a Likert-scale questionnaire and analyzed with Structural Equation Modelling (SEM) using SmartPLS software. The results of the study show that technological transformation and leadership, with dynamic capabilities as a mediating variable, have a positive and significant effect on the agility of halal MSMEs.

Abstract

Shallot skin (Allium cepa L.) is a by-product that is generally discarded as household waste, despite its potential as a source of bioactive compounds. Previous studies have indicated that shallot skin contains secondary metabolites with antioxidant and cytotoxic properties. This study aimed to evaluate the phytochemical composition, antioxidant activity, and antimitotic potential of shallot skin extract in order to support its valorization as a natural bioactive resource. Materials and methods. This research was conducted as an experimental laboratory study. Dried shallot skin was extracted using ethanol through a maceration method, followed by solvent evaporation to obtain a crude extract. Phytochemical screening was performed using Thin Layer Chromatography (TLC) to identify major secondary metabolites. Solvent partitioning was carried out using n-hexane and ethyl acetate, and further fractionation was conducted using vacuum column chromatography and preparative TLC. Antioxidant activity was evaluated using the DPPH radical scavenging assay, while antimitotic activity was assessed using the Brine Shrimp Lethality Test (BSLT). Results. The ethanolic extraction produced a high yield of crude extract (57.13%), indicating effective recovery of polar and semi-polar compounds. Phytochemical screening confirmed the presence of alkaloids, flavonoids, and phenolic compounds. The extract exhibited very strong antioxidant activity with an IC₅₀ value of 17.477 µg/mL. Antimitotic evaluation using BSLT showed an LC₅₀ value of 202.301 µg/mL, indicating biological activity at moderate concentrations. Conclusions. The findings demonstrate that shallot skin contains diverse secondary metabolites with strong antioxidant activity and measurable antimitotic potential. These results support the utilization of shallot skin as a valuable natural source of bioactive compounds and provide a basis for further studies on compound isolation and advanced biological evaluation.

Abstract

The study purpose was to examine the role of nursing management in building and sustaining a patient safety culture (PSC) within healthcare organizations. Given the increasing emphasis on safety as a key component of healthcare quality, understanding how leadership behaviors and organizational factors contribute to sustainable PSC is essential. This review aimed to synthesize recent evidence on nursing leadership approaches, sustainability mechanisms, and the challenges associated with maintaining long-term patient safety practices. Materials and methods. This study employed a systematic literature review design guided by the PRISMA framework. Databases including PubMed, Scopus, CINAHL, Web of Science, and ScienceDirect were searched for articles published between 2015 and 2025 using keywords such as “nursing management,” “patient safety culture,” “leadership,” and “sustainability.” A total of 26 peer-reviewed studies met the inclusion criteria. Data were extracted and analyzed thematically under four key domains: leadership styles, organizational support, sustainability strategies, and implementation barriers. Results. The findings revealed that transformational and participative leadership styles have the most substantial impact on developing and sustaining PSC. Organizational support systems—such as effective communication channels, non-punitive reporting structures, and ongoing leadership training—were found to reinforce safety behaviors and ensure cultural continuity. Barriers included limited resources, inconsistent leadership engagement, and high staff turnover. Conclusions. Nursing management serves as the cornerstone of a sustainable PSC. Effective leadership behaviors, when supported by institutional policies and adequate resources, drive organizations toward proactive and generative safety cultures. Sustainable safety outcomes depend on leadership constancy, staff empowerment, and systemic alignment across all levels of care.

Abstract

Penelitian ini mengkaji upaya hukum terhadap keputusan administrasi pemerintah yang merugikan masyarakat di Sumatera Utara dalam perspektif hukum administrasi negara. Permasalahan penelitian berangkat dari masih lemahnya perlindungan hukum substantif bagi masyarakat akibat keputusan administrasi pemerintah daerah yang diambil tanpa sepenuhnya memperhatikan asas-asas umum pemerintahan yang baik. Tujuan penelitian ini adalah untuk menganalisis bentuk-bentuk upaya hukum yang tersedia, menilai efektivitas mekanisme tersebut, serta mengidentifikasi kendala normatif dan praktis dalam pelaksanaannya. Penelitian ini menggunakan metode yuridis normatif dengan pendekatan perundang-undangan, konseptual, dan kasus, yang diperkaya dengan perspektif empiris terbatas. Hasil penelitian menunjukkan bahwa meskipun mekanisme upaya administratif dan gugatan ke Peradilan Tata Usaha Negara telah tersedia, efektivitasnya masih dibatasi oleh pendekatan legal-formalistik, keterbatasan pengujian diskresi administratif, serta rendahnya akses dan literasi hukum masyarakat. Penelitian ini menegaskan pentingnya pergeseran paradigma menuju perlindungan hukum administrasi yang berorientasi pada warga negara, dengan menempatkan upaya hukum sebagai instrumen koreksi substantif terhadap kekuasaan administratif pemerintah daerah. Temuan penelitian ini diharapkan dapat memberikan kontribusi teoretis dan rekomendasi kebijakan bagi penguatan akuntabilitas keputusan administrasi dan perlindungan hak masyarakat di tingkat lokal.

Abstract

Diskresi administratif merupakan instrumen penting dalam penyelenggaraan pemerintahan daerah, terutama dalam merespons kekosongan hukum dan dinamika kebutuhan publik yang tidak sepenuhnya terakomodasi oleh peraturan perundang-undangan. Namun, dalam praktiknya, penggunaan diskresi kerap menimbulkan problematika hukum dan tata kelola. Penelitian ini bertujuan untuk menganalisis problematika diskresi administratif dalam pengambilan kebijakan pemerintah daerah di Sumatera Utara, serta implikasinya terhadap kepastian hukum dan efektivitas kebijakan publik. Penelitian ini menggunakan pendekatan yuridis normatif–empiris dengan metode analisis kualitatif. Data diperoleh melalui studi kepustakaan terhadap peraturan perundang-undangan dan literatur hukum administrasi, serta data empiris berupa wawancara dan studi dokumen kebijakan pemerintah daerah. Hasil penelitian menunjukkan bahwa diskresi administratif di tingkat daerah masih cenderung bersifat defensif akibat dominasi pendekatan legalistik, keterbatasan kapasitas institusional, dan pola pengawasan yang represif. Kondisi tersebut menyebabkan diskresi belum berfungsi optimal sebagai instrumen kebijakan yang adaptif dan inovatif. Penelitian ini menyimpulkan bahwa problematika diskresi administratif tidak hanya bersumber dari kelemahan normatif, tetapi juga dari aspek institusional dan budaya birokrasi. Oleh karena itu, diperlukan reposisi diskresi administratif dalam kerangka good administrative governance melalui penguatan kapasitas aparatur, pengembangan standar rasionalitas kebijakan, dan pendekatan pengawasan yang proporsional.

Abstract

Pengujian Peraturan Daerah (Perda) merupakan instrumen penting dalam menjaga konsistensi sistem hukum dan menjamin kepastian hukum di tingkat daerah. Namun, dalam praktiknya, efektivitas pengujian Perda masih menjadi persoalan, terutama di daerah dengan dinamika regulasi yang tinggi seperti Provinsi Sumatera Utara. Penelitian ini bertujuan untuk menganalisis efektivitas pengujian Perda dalam menjamin kepastian hukum, mengidentifikasi kendala normatif dan institusional yang mempengaruhinya, serta merumuskan rekomendasi kebijakan perbaikan tata kelola regulasi daerah. Penelitian ini menggunakan pendekatan yuridis normatif yang diperkaya dengan pendekatan empiris (socio-legal), melalui analisis peraturan perundang-undangan, dokumen pengujian Perda, serta praktik pengawasan regulasi di Sumatera Utara. Hasil penelitian menunjukkan bahwa mekanisme pengujian Perda masih cenderung berorientasi pada aspek formal dan prosedural, sehingga belum sepenuhnya efektif dalam menjamin kepastian hukum secara substantif. Pengujian Perda belum secara konsisten mampu mencegah lahirnya norma yang multitafsir, tumpang tindih, dan berpotensi menimbulkan ketidakpastian hukum bagi masyarakat dan pelaku usaha. Kebaruan penelitian ini terletak pada penempatan pengujian Perda sebagai instrumen tata kelola regulasi daerah yang diukur berdasarkan dampaknya terhadap kepastian hukum, bukan sekadar pembatalan norma. Penelitian ini merekomendasikan penguatan pengujian preventif, peningkatan kapasitas perancang regulasi daerah, serta pengembangan indikator kepastian hukum dalam evaluasi Perda.
