Abstract

Micro, small, and medium enterprises play a central role in fostering inclusive economic growth, yet many continue to face constraints in accessing wider markets. In increasingly globalized and digitalized business environments, limited foreign language capability has emerged as an underexplored barrier that restricts MSME marketing effectiveness and competitiveness. This study aims to examine how foreign language competence, developed through a structured training and mentoring program, contributes to strengthening MSME marketing practices within a community empowerment context. Adopting a qualitative dominant mixed methods design, the study drew data from participating MSME owners across multiple sectors, including interviews, observations, questionnaires, and analysis of marketing materials produced before and after the intervention. The findings reveal that foreign language capability enhanced participants’ confidence, improved the clarity and functionality of marketing communication, and fostered greater strategic awareness in presenting products to broader audiences. Rather than serving merely as a symbolic attribute, foreign language use functioned as an applied strategic resource that supported more professional branding and customer engagement. However, the results also indicate that capability development was gradual and shaped by contextual constraints such as limited time, digital literacy, and concerns over accuracy. The study contributes to literature by positioning language competence as an intangible form of human capital and strategic capability relevant to MSME competitiveness. Practically, the findings suggest that empowerment programs aligned with sustainable development objectives should integrate foreign language training with applied marketing practice and sustained mentoring to achieve meaningful and lasting outcomes.

Abstract

Cultural heritage tourism increasingly requires skilled human mediation to ensure meaningful intercultural exchange and sustainable development. However, many heritage tour guides, particularly those operating within traditional cultural institutions, face limitations in foreign language competence that hinder effective communication with international visitors. Responding to this challenge, this study investigates a foreign language training program implemented for tour guides at Kawedhanan Hageng Panitrapura, Karaton Ngayogyakarta Hadiningrat, Indonesia, and examines its role in community empowerment and local realization of the Sustainable Development Goals. The study aims to analyze how contextually grounded multilingual training contributes to guides’ communicative competence, professional confidence, and cultural representation. A qualitative case study design was employed, drawing on data from post training questionnaires, non-participant observations, and participant reflective feedback involving 22 active heritage tour guides. Data were analyzed thematically using an interpretive framework informed by communicative competence theory, empowerment theory, and education for sustainable development. The findings reveal that the training enhanced participants’ basic communicative abilities in English, French, and German, increased their confidence in interacting with foreign visitors, and strengthened their perception of multilingualism as cultural and professional capital. Contextual and communicative learning activities were identified as particularly effective, while online delivery-imposed constraints on oral interaction and sustained engagement. Beyond linguistic outcomes, the program fostered a stronger sense of professional identity and cultural responsibility among participants. The study concludes that foreign language training embedded within a traditional royal institution can function as a meaningful empowerment mechanism and contribute to multiple Sustainable Development Goals. It highlights the importance of culturally grounded, institutionally legitimate, and partnership-based approaches to language education in heritage tourism contexts.

Abstract

Environmental challenges are increasingly shaped by individual decision making which consist of small and repeated choices whose cumulative impacts are often overlooked. Despite rising public awareness, a persistent gap remains between knowledge and actual behavior, indicating limitations in policy approaches based on rational choice assumptions. This study aims to examine how choice bracketing, a concept from behavioral economics, can be used as an analytical framework to better understand environmental behavior and inform environmental policy design. The study employs a narrative literature review drawing on peer reviewed journal articles in behavioral economics, environmental economics, and environmental policy. The analysis synthesizes theoretical and empirical studies that examine how individuals evaluate decisions, perceive risk, and respond to policy interventions in environmental contexts. The findings reveal three key patterns. First, environmental behavior is frequently shaped by narrow bracketing, as individuals tend to evaluate small and repetitive decisions separately, leading to underestimation of cumulative and long-term impacts. Second, many existing policy interventions implicitly operate through broad bracketing by providing aggregate information, framing cumulative risks, or emphasizing long term economic consequences. Third, narrow bracketing is not inherently detrimental, as heuristics and narrow goal setting can reduce cognitive load and support consistent behavior under complex decision environments. These findings highlight the importance of aligning policy design with how individuals evaluate decisions. By positioning choice bracketing as a unifying mechanism, this study contributes to behavioral economics by offering an integrated perspective on environmental decision making and identifying flexible policy pathways for promoting sustainable behavior.

Abstract

Desa Teuladan in Aceh Besar has significant potential for patchouli (Pogostemon Cablin Benth.) production. However, the development is constrained by limited access to quality local seedlings, weak institutional structures, and low women’s participation. This study aims to promote inclusive entrepreneurship through gender-responsive approaches, focusing on strengthening technical skills, establishing seedling enterprises, and fostering local economic institutions. Using Participatory Action Research (PAR) and gender mainstreaming principles, this study conducted training on seedling cultivation, organic composting, and basic business management, while facilitating the formation of women-led entrepreneurial groups and developing operational tools, including training modules, SOPs, and digital record-keeping systems. The initiative produces 1,500 high-quality seedlings with a 95% survival rate and establishes the Desa Teuladan Inclusive Patchouli Enterprise. The initiative also increases women’s empowerment, improves household income, and encourages more sustainable agricultural practices. These outcomes demonstrate a replicable model of gender-inclusive entrepreneurship that contributes to local development and university-community collaboration.

Abstract

Rapid technological change, growing skill obsolescence, and increasing organizational complexity have intensified the strategic importance of Training and Development within Human Resource Development. Despite sustained investment in employee learning, many organizations continue to struggle with translating training initiatives into sustained performance improvement and organizational adaptability. This study addresses this challenge by examining Training and Development as a strategic pillar embedded within an integrated HRD system rather than as an isolated organizational function. The study aims to analyze how Training and Development is implemented, integrated with other HRD components, and transformed through innovation, as well as how it contributes to organizational performance and capability development. This research adopts a qualitative and integrative design based on systematic analysis of recent peer reviewed literature and illustrative organizational evidence drawn from contemporary organizational reports. Data were analyzed thematically to identify recurring patterns related to strategic alignment, system integration, learning transfer, and innovation in Training and Development practices. The findings indicate that Training and Development deliver meaningful organizational value when strategically aligned with future capability needs, integrated with performance management and HR automation, and supported by employee engagement mechanisms. Digital learning infrastructure enhances accessibility and relevance, but its effectiveness depends on managerial capability and data informed decision making. Persistent challenges remain in learning transfer and impact measurement, although emerging technologies show potential to address these limitations. The study contributes to HRD theory by conceptualizing Training and Development as a dynamic organizational capability. Practically, it offers guidance for designing integrated and future oriented development systems that support long term organizational resilience.
