Abstract

This study aims to compare the making of a notary deed during the Covid-19 period in Indonesia, the Netherlands and Belgium. Normative juridical law research is the method employed in this research. Analytical descriptive was further also utilized, while the data collection technique used is literature study. The results of the study indicated the importance of changes to Law Number 30 of 2004 concerning Notary Positions as amended by Law Number 2 of 2014 concerning Amendments to Law Number 30 of 2004 concerning Notary Positions ("Notary Position Law") in connection with by making an authentic deed which is carried out without physical presence, which facilitates Notaries to carry out their positions in times of emergency such as the current Covid-19 as the Netherlands and Belgium have fulfilled the element of legal expediency by enacting the Covid-19 Temporary Law ("Dutch Covid-19 Temporary Act") in the Netherlands. The Netherlands Covid-19 Temporary Act makes it possible to make a notarial deed without physical presence or to do it virtually. Meanwhile, in Belgium, a digital power of attorney has been implemented by The Royal Federation of Belgian Notaries and the Minister of Justice. The authors conclude that in Indonesia, the law regarding the position of a notary does not yet recognize virtual meetings but requires the making of a notary deed through parties who are directly related to a notary, while the Netherlands had previously implemented a rule that the making of a deed could be done using a two-way audiovisual communication facility for the prevention of COVID-19 and Belgium had implemented a digital power of attorney to make it easier for parties to use the service from a notary.

Abstract

Defects in the requirements specification can have severe consequences throughout the software development life cycle. Some of these can result in poor product quality due to incorrect or missing quality characteristics, such as the design of the user interface. The goal of this study is to detecting defect requirements in animation-based reading learning using perspective-based reading. But often the design is not in line with the specifications of the requirements of users and developers when developing this application. Therefore we use a user persona approach to find out what needs are needed in animation learning and Perspective Based Reading (PBR) for verification or validation effective from the development of this learning application user interface, from the results of this study a total of 1 defect was obtained for the UI development of animation-based reading learning, and from the user's perspective there were no defects, and it is hoped that from this research to improve develop learning applications that are more interactive and in accordance with the requirements of stakeholders.

Abstract

The low rate of the budget absorption in Indonesia occurs frequently, both at the Ministry/Institution (K/L) and Regional Levels. This study aims to analyze what factors cause delays in budget absorption. This research used descriptive quantitative method, the number of respondents was 141 people. Data were collected through field surveys using the nonprobability sampling method. Data were collected in a cross section using a questionnaire, analyzed using SEM-PLS and processed using the SmartPLS 3.2 application. The results showed that HR did not affect budget absorption. Organizational Culture, Regulation and Religiosity affect budget absorption as well Religiosity did not moderate the relationship between HR, Organizational Culture, Regulation and budget absorption. The results of this study indicated that abilities, experience, skills, knowledge, education and training dominate in improving the quality of human resources but have not been able to maximize budget absorption because existing human resources are still lacking, so there is potential for multiple jobs. The guidelines for implementing programs and budgets are not hindered by the policies/rules that are created, and if someone is honest, they will win trust in a variety of areas, including budget management

Abstract

Character measurement for prospective student tourism workers has an important role in the overall education and training of prospective tourism workers. The limited scale of characters that can be used properly and meet the criteria of a valid and realizable scale makes the study of character scale development for tourism students very important. The study aims to validate factors and constructs for character measurement in tourism students. Character scale validation involved 300 tourism student respondents in Bali, utilizing six dimensions and 24 measuring items. EFA analysis in four rounds drops four items but includes all the theoretically constructed factors. CFA results confirm that 20 items of six-character scale factors are a powerful measurement model in character construction for tourism students. Each item contributes to each strong factor and correlates with equally strong factors, forming a single continuum of the same measurement. The results of this research have an important position in the overall study that develops character measurement.
