Abstract

This study aims to evaluate the effectiveness and efficiency of Standard Operating Procedure (SOP) implementation in the new tenant admission process at Rusunawa Wonocolo, Sidoarjo Regency. This research employs a qualitative method using a literature review and observation approach, analyzing official documents, journals, and internship data. The findings reveal that SOP implementation at Rusunawa Wonocolo has not been fully effective or efficient. This is evidenced by inconsistencies between written procedures and field practices, limited adoption of digital technology, and a lack of transparency in the tenant selection process. Key challenges include budget constraints, reliance on manual methods, and insufficient staff training. This study recommends developing technology-based applications, such as the E-Rusun model implemented in Surabaya, to enhance service efficiency, transparency, and accountability. These findings are expected to serve as a foundation for improving public housing management and supporting the development of e-government-based public services in Sidoarjo Regency.

The study uses a combination of normative legal methods and secondary data analysis. The study concludes that politically, handling public complaints about regional government services is a positive thing. In the context of digital democracy and the quality of public services, the response of the regional government to public complaints is a measure of good governance. The issuance of Regional Regulation Number 3 of 2013, Governor Regulation Number 26 of 2016, and Governor Regulation Number 9 of 2022 are concrete manifestations of public policy. As a product of the political process, this is substantively related to public services and public complaints in the digital era. The existence of an electronic complaint channel regarding public services opens up space for increasing public awareness of their rights. Political life will be more democratic when communication between the government and the people runs functionally. There are several regional policy substances that need to be improved.

Abstract

Development is a planned process carried out by the government or related institutions to encourage changes that contribute to improving people's welfare. In this case, development is seen as a systematic effort to achieve people's welfare, where the government plays a strategic role in driving the wheels of development, especially in supporting economic growth. Economic growth can be driven through infrastructure development, such as roads, electricity, and mining, because all three play an important role in supporting economic and social activities. This study aims to analyze the effect of road infrastructure, electricity infrastructure, and mining infrastructure on economic growth in Central Sulawesi Province. This study was conducted in Central Sulawesi Province using a quantitative method based on secondary data. The data analysis technique used is multiple linear regression. The results of the study show that simultaneously, road infrastructure, electricity infrastructure, and mining infrastructure have an effect on economic growth in Central Sulawesi Province. However, partially, only electricity infrastructure has been shown to have a significant effect on economic growth, while road and mining infrastructure do not show a significant effect. However, the government needs to review the strategy for developing and maintaining road and mining infrastructure. Factors such as the low quality and quantity of roads and the lack of development of downstream industries for nickel processing can be obstacles that hinder the effectiveness of this infrastructure in supporting economic growth. On the other hand, increasing electricity capacity and distribution remains a priority to support the development of the industrial sector and small businesses in the region.
