Abstract

This study aims to analyze the role of the Civil Service Police Unit (Satpol PP) in increasing Local Revenue (PAD) in Simalungun Regency through the supervision of local taxes and levies. The research method used is descriptive qualitative with a case study approach. Data were collected through interviews with Satpol PP officers, officials from the Regional Finance and Revenue Management Agency (BPKPD), and business actors involved in local taxes and levies. The results show that Satpol PP plays an important role in supervising advertisement taxes, vehicle taxes, and traditional market levies using both preventive and repressive approaches. The preventive approach through socialization succeeded in increasing business actors' awareness, while repressive actions such as enforcement and sanctions were applied to address non-compliance. However, challenges such as limited human resources and resistance from the informal sector to tax obligations remain major issues. This study recommends improving inter-agency coordination, enhancing human resource capacity, and utilizing information technology to strengthen the effectiveness of supervision and increase PAD.

Abstract

Late November 2025 marked an escalation in flood–landslide disasters across Northern Sumatra, associated with Tropical Cyclone Senyar and multi-day extreme rainfall over the Malacca Strait region (Badan Meteorologi, Klimatologi, dan Geofisika [BMKG], 2025). Disaster reporting in Aceh indicates that heavy rainfall was the proximate trigger, while upstream forest damage was suspected to have amplified impacts, consistent with compound climate–land-system hazards. Climate attribution evidence further suggests that anthropogenic warming increased the intensity of extreme rainfall spells affecting the Malacca Strait region, implying that planning baselines derived from historical climatology risk underestimating future hazard magnitudes. This study develops a planning-oriented pathway model linking land-system change (forest loss, riparian disruption, bare-soil expansion) to disaster outcomes (flood footprints, infrastructure breakpoints, displacement) and to carbon co-benefits (avoided emissions and restoration potential). The expected contribution is a replicable “planning-to-risk” workflow that prioritizes sub-watersheds where spatial planning compliance and nature-based solutions can jointly reduce debris-flood risk while strengthening forest-carbon retention.

Abstract

The Human Engine: A Nature Dynamic Model Decoding the System of Sky–Earth Flow sebagai kerangka konseptual untuk memahami manusia sebagai nexus yang memproses aliran energi dan informasi antara “langit” dan “bumi” dalam sistem manusia–lingkungan terpadu. Penelitian menggunakan narrative literature review dengan mensintesis kajian tentang coupled human–natural systems, interaksi sistem manusia–Bumi, dan systems thinking, serta tulisan yang memaknai relasi langit–bumi dalam diskursus ekologi dan keberlanjutan. Sintesis tersebut kemudian dituangkan ke dalam model visual dan tekstual yang menjabarkan komponen inti serta hubungan dinamis di antara komponen tersebut. Tinjauan pustaka mengidentifikasi kesenjangan teoretis: model yang ada umumnya memosisikan manusia sebagai aktor ekonomi atau biogeofisik agregat, tetapi jarang sebagai “mesin” internal yang mentransformasikan input vertikal sky–earth menjadi output sosial‑ekologis. Model yang diajukan memperkenalkan komponen seperti Sky Input/Output Flow, Earth Grounded System, Core Human Engine Nexus, serta pasangan Upward dan Downward Vectors yang keseimbangannya dipandang membentuk trajektori sistem yang regeneratif maupun destruktif. Kerangka ini dapat dimanfaatkan sebagai alat diagnosis dalam konteks kebijakan, pendidikan, dan organisasi untuk memetakan bagaimana kondisi informasi, material, dan kelembagaan menguatkan atau melemahkan vektor yang mendorong perilaku berkelanjutan.​ Artikel ini menawarkan model berbasis teori yang eksplisit secara visual dan menjembatani perspektif CHANS serta sistem manusia–Bumi yang bersifat biofisik dengan pendekatan yang menekankan nilai dan kesadaran manusia, sekaligus menyajikan proposisi yang dapat diuji dan landasan bagi penelitian empiris maupun pemodelan lanjutan tentang transisi keberlanjutan yang transformatif.

Abstract

Vocational high school graduates in the East Coast Region of Aceh face notable challenges in deciding whether to continue their education or enter the workforce. This study analyzes the factors influencing their decisions to pursue higher education, careers in public service (police, military, civil service), or entrepreneurship. A Simple Linear Regression analysis reveals that 92.43% of graduates opt for higher education or public service roles, while 54.45% choose entrepreneurship. The preference for higher education and public service is driven by the desire for socioeconomic mobility, with familial and environmental influences playing critical roles. The findings highlight the need for targeted policies to address the low entrepreneurial interest among vocational graduates, particularly by reducing barriers such as lack of resources and mentorship. Aligning vocational training programs with labor market demands can better support graduates in making informed career decisions. These insights contribute to improving vocational education outcomes and fostering regional economic development.

Abstract

This study examines regional disparities in typhoid fever incidence and infant mortality across Nigeria from 2015 to 2024.Retrospective ecological study. Nigeria, covering the period 2015–2024. Secondary data were obtained from annual reports of the Nigeria Centre for Disease Control (NCDC) and the National Population Commission (NPC). Nigeria’s six geopolitical zones were aggregated into five macro-regions (Central, North, East, South, and West). Typhoid incidence was measured as cases per 100,000 population, while infant mortality was expressed as deaths per 1,000 live births. Descriptive statistics, Spearman correlation, fixed-effects panel regression, and one-way ANOVA were employed. The West region recorded the highest average typhoid incidence and infant mortality over the study period. Strong positive correlations between typhoid incidence and infant mortality were observed in the West (ρ = 0.89, p < 0.001) and South (ρ = 0.82, p = 0.023). One-way ANOVA confirmed significant regional differences (F = 8.64, p = 0.002), with post hoc analysis indicating that disparities were primarily driven by the West region. Substantial regional inequities persist in typhoid burden and infant mortality in Nigeria. Targeted, region-specific interventions focusing on water, sanitation, vaccination, and maternal–child health services are essential for reducing preventable infant deaths.

Abstract

This article introduces the Arga-EL Method [Attentive Respiratory Guidance toward the Eternal Light (Allah)], a structured colour-breathing framework designed to integrate contemplative posture, controlled respiration, symbolic colour visualization, and intentional emotional release within a spiritually oriented practice. Drawing conceptually from historical breath traditions, selected Gateway Experience materials, and cross-traditional seated contemplative disciplines, the method proposes a practical sequence through which breathing becomes not only a physiological act but also a medium of inward regulation and luminous orientation. The protocol begins with environmental preparation and upright seated alignment, followed by focused breath regulation, numerical visualization to stabilize inner attention, and colour-guided breathing sequences. In this framework, blue is inhaled to cultivate calmness and release irritation, while white is inhaled to induce purity and inner quiet, accompanied by the symbolic exhalation of red as emotional turbulence or anger. The practice is designed to be performed in a minimum three-minute cycle and may be extended to fifteen minutes for deeper relaxation and contemplative absorption. The discussion further situates the method within broader scholarship on breath regulation, colour-emotion associations, and symbolic contemplative practice.
