Abstract

Drought is a recurring disaster in West Nusa Tenggara Province, and effective disaster management relies heavily on the performance of human resources. This study aims to evaluate the performance of the human resources at the Regional Disaster Management Agency (Badan Penanggulangan Bencana Daerah, BPBD) in addressing drought disasters in the province. The research employed a descriptive method with a qualitative approach, collecting data through direct observation and documentation. Data analysis followed the document analysis model developed by Miles and Huberman, which involves data reduction, data presentation, and conclusion. The findings indicate that the human resources of BPBD West Nusa Tenggara Province (BPBD-NTB) have been effective in preventing and recording the impacts of drought in the region. Furthermore, BPBD-NTB has implemented comprehensive emergency planning, infrastructure development projects such as dam construction, and public awareness initiatives, including socialization and education programs to enhance community knowledge about drought risks and preventive actions. Reporting mechanisms were also identified as an essential component of employee performance, particularly for addressing ongoing and future drought challenges. Over the past five years, the study found that Central Lombok Regency experienced the most significant impact, with 1,368,652 people affected by drought. This underscores the critical role of human resources in disaster management and mitigation efforts in West Nusa Tenggara Province.

Abstract

This research examines the complexity of challenges in developing responsive regional regulations in Malaka Regency, East Nusa Tenggara, Indonesia. The study was motivated by the rejection of Malaka Regency’s draft regional regulations by the Ministry of Law and Human Rights. Using the theoretical framework of regional autonomy, the mechanisms of regulation formation, and Arnstein’s “Ladder of Community Participation” theory, the research explores the sociological, philosophical, and juridical foundations underlying the regulation development process. This descriptive qualitative study employed methods such as observation, interviews, focus group discussions (FGDs), triangulation, and snowball sampling. Data were analyzed using Creswell’s qualitative techniques. The findings reveal several key issues in the regulation development process, including insufficient adherence to sociological considerations, lack of academic manuscripts to guide regulatory content and significant political party interventions. These factors have resulted in unresponsive regulations that fail to address the community’s needs adequately. Moreover, the low level of community participation—due to limited power redistribution—has further hindered the process. The research highlights the need for more inclusive and collaborative mechanisms to ensure that regional regulations are representative, practical, and aligned with the socio-political context. This study contributes to the field of governance and policy-making by emphasizing the importance of responsive regulation as a tool for addressing local societal challenges. Future research should explore strategies for improving community involvement and addressing political barriers in the formation of regional regulations.

Abstract

Villages are integral to national development and serve as a cornerstone for broader regional advancement. This study introduces an innovative village development planning model designed specifically for border areas, emphasizing the alignment of national policies with the needs of local communities. Using a qualitative descriptive approach, the research examines the distinctive challenges and opportunities faced by villages in border regions, with a particular focus on Napan Village, situated along the border between the Republic of Indonesia and the Democratic Republic of Timor-Leste. Data were collected through observation, semi-structured interviews, and document analysis and subsequently processed using a systematic framework of data reduction, presentation, and conclusion drawing. The proposed model highlights the importance of participatory planning and structured implementation to address community aspirations while ensuring alignment with national priorities. By offering a replicable framework for addressing the complexities of border areas, this study contributes to the discourse on governance and sustainable development, enhancing the capacity of border villages for inclusive and long-term growth.

Abstract

Pandeglang Regency is home to numerous potential tourism villages dispersed across various locations; however, their management remains fragmented and lacks comprehensive stakeholder involvement. This study examines the participation and role of local elites in tourism village development through a qualitative approach involving in-depth interviews and observations. The findings reveal that Community-Based Tourism (CBT), emphasizing community participation in organizing, managing, and developing tourism independently with self-awareness, is the most suitable concept for the region. Local elite participation manifests in two forms: mechanical participation, driven by external systemic requirements, and organic participation, arising from the elites’ intrinsic awareness and commitment. The political roles of local elites are categorized as opinion leaders generating and disseminating ideas, mediators bridging aspirations and interests among stakeholders, and decision-makers formulating and implementing policy decisions. It is recommended that tourism village development actively involves local elites to ensure shared responsibility and accountability in addressing potential challenges.

Abstract

This research examines the various implications of land-based sand mining activities in Bintan Regency, which have been ongoing since the 1980s. These activities are closely associated with significant environmental impacts resulting from mining processes that alter the landscape, causing changes to the physical, chemical, and biological environment. One notable outcome is the creation of the Telaga Biru Desert in Bintan Regency, which has become a popular natural tourist destination since 2015. The reutilization of post-mining areas after years of abandonment raises a critical question: How does the government address the multi-dimensional implications of land sand mining? These impacts encompass both positive outcomes, such as economic opportunities, and negative consequences, including risks to the physical and non-physical environment, as well as socio-economic challenges. This study adopts a descriptive and qualitative approach, utilizing primary and secondary data collection, processing, and analysis. The findings reveal that land-based sand mining activities in Bintan Regency have led to significant environmental and socio-economic consequences, including landscape alterations, biodiversity loss, and water pollution. Economically, the transformation of Telaga Biru Desert into a tourist destination highlights the potential for alternative uses of post-mining areas. However, the findings underscore the urgent need for clear governance frameworks to balance economic development with environmental sustainability.

Abstract

The rapid growth of the pet shop industry in Indonesia highlights the need for an efficient and halal-compliant operational system to meet the increasing demand for halal-certified products among Muslim consumers. This study proposes the development and implementation of a Halal Online Management System (OMS) that integrates real-time inventory management, order processing, shipment tracking, and compliance with halal standards. Using Soft Systems Methodology (SSM), the research addresses operational challenges, including stock errors, delivery inefficiencies, and the segregation of halal and non-halal products. The proposed system ensures a streamlined workflow while fostering transparency and trust among stakeholders. The implications of this system are significant for stakeholders: consumers benefit from assured halal compliance and enhanced service quality, employees experience greater efficiency through automated processes, and business owners gain a competitive advantage in a rapidly evolving market. Additionally, logistics providers benefit from improved shipment accuracy and operational collaboration. By aligning business practices with halal principles, the system not only boosts customer satisfaction but also reinforces ethical and religious values in the supply chain. This conceptual model has broader implications for advancing halal business practices and offers a scalable framework for similar industries. Further research is recommended to empirically validate the system’s impact on stakeholder engagement and business performance.

Abstract

Infrastructure development plays a pivotal role in transforming rural areas, particularly through large-scale projects such as airports. This study explores the socio-economic and cultural impacts of Dhoho Airport development in Kediri on buffer villages, focusing on Tiron and Banyakan. The primary objective is to understand how airport development influences economic opportunities, social structures, and cultural dynamics in these communities. Employing a qualitative case study design, this research collected data through in-depth interviews with community leaders, participatory observations of social interactions, and documentation from government and local institutions. The findings reveal significant economic transformations, including livelihood diversification from agriculture to trade and services, fostering the growth of MSMEs. Socially, the airport has contributed to declining cooperation, reflecting a shift toward individualistic values. Culturally, modernization has accelerated acculturation, altering traditional practices and values, particularly among younger generations. Moreover, there is a growing awareness of education and skill development as communities adapt to emerging economic opportunities. This study underscores the importance of inclusive development policies that balance economic growth with the preservation of cultural identity and social cohesion.

Abstract

This study aims to (1) explore the social actions undertaken by parents in early childhood marriages and (2) analyze the impacts of early childhood marriages on those involved. The research employs a mixed-methods approach using an exploratory sequential design, integrating qualitative and quantitative methods. The study population includes all early childhood marriages, with a sample size comprising 10%. The informants interviewed were the parents of early-marriage couples. Data collection methods involved in-depth interviews, participant observation, questionnaires, and literature reviews. Qualitative data analysis followed a three-stage technique, while quantitative data analysis employed frequency tabulation. The findings reveal that (1) Social actions in early childhood marriages fall into four categories: instrumental rationality, value rationality, traditional actions, and affective actions. (2) Early childhood marriages result in both positive and negative impacts. Positive outcomes include fostering independence, responsibility, and maturity among the couples, while negative outcomes include family disharmony, emotional instability, and divorce. In conclusion, early childhood marriage couples can be categorized based on four types of social actions, each driven by different motivations for marriage. This study recommends providing guidance and support to all early childhood marriage couples to help them navigate their marital lives successfully.

Abstract

The development of the Yogyakarta International Airport aims to push the community’s economy. However, in practice, it faces failure. The land expansion needed for the airport operation has caused a loss of the source of income for the farmers nearby and the moving of their residences. Meanwhile, no working sites are accessible to the farmers where they are relocated. This study reveals the marginalization of farmers in maintaining their source of livelihood around the construction site of the Yogyakarta International Airport. This study uses interview methods, indirect observation, and document studies. The findings in this study are: the farmers experience marginalization in accessing work, land, and capital. They then experience uncertainty in income and loss of creativity as farmers. Therefore, the development of the airport has marginalized the farmers. This is an indicator of the failure of development goals. Therefore, a policy is needed to provide agricultural land for farmers to manage and get a source of livelihood.

Abstract

This study examines government collaboration in preventing and managing rabies in North Central Timor Regency. A descriptive qualitative approach is employed, utilizing the Collaborative Governance process framework developed by Ansell and Gash, which encompasses five stages: Initial Conditions, Facilitative Leadership, Institutional Design, Collaborative Process, and Intermediate Outcomes. The findings reveal that while the government has established a Command Post for Emergency Handling of Rabies Outbreaks as part of its collaborative efforts, significant challenges remain. Key weaknesses include insufficient alignment in the incentive distribution mechanisms for joint working groups and limited collaborative activities among agencies and institutions involved in the Rabies Disease Handling Command Post. These shortcomings hinder the full realization of Collaborative Governance objectives, specifically reducing rabies cases among animals and humans. The study underscores the necessity of developing technical guidelines for equitable incentive distribution and designing integrated activities that actively engage all stakeholders in rabies management. These measures are critical to achieving the intended outcomes of the Collaborative Governance process.
