Abstract

Desa Berdaya (Empowered Village) is an acceleration initiative in rural areas utilizing an integrated approach encompassing capacity building, economy, health, education, environment, and disaster preparedness. Its primary aim is to foster and develop local institutions to address community issues. This study seeks to portray the success of community empowerment through the Desa Berdaya program in Bligo Village, initiated by the private organization Rumah Zakat, by analyzing the 5P empowerment strategies: enabling, strengthening, protecting, supporting, and maintaining. A qualitative method with a case study approach was employed. Data collection was conducted using in-depth interviews, focus group discussions, observations, and documentation. Informants were selected purposively, including Bligo Village Government officials, Rumah Zakat facilitators, women’s farming groups, the Bligo Beriman waste bank, entrepreneurs, and local community members, totaling ten informants. The findings reveal that the implementation of the Desa Berdaya program in Bligo Village does not follow specific criteria but is based on program facilitators’ recommendations, often prioritizing their home villages. Based on the 5P empowerment strategy, the enabling stage involved dialogues with the village head, community leaders, and other key members deemed capable of implementing the Desa Berdaya program. During the strengthening stage, formal groups were formed, and collaborations with various internal and external parties were initiated. The protection stage was realized by issuing official decrees for the established groups, along with financial support from Rumah Zakat, Bligo Village Government, and the Magelang Regency Agricultural Office. The supporting stage was conducted through facilitation and guidance provided by program facilitators to the community. Finally, the maintenance stage was carried out by fostering a conducive atmosphere within the empowerment groups. The Desa Berdaya program positively impacts Bligo Village, particularly in social, health, environmental, and economic aspects. The reactivation of community groups and the establishment of a waste bank, which remains well-managed, are among the significant outcomes. The people of Bligo Village have become increasingly critical in addressing social and economic issues in their community due to the continuous empowerment process, which persists to this day.

Abstract

In Indonesia, social media is considered one of the primary channels for the massive spread of hoaxes related to the COVID-19 pandemic. The spread of hoaxes through social media is difficult to control due to the rapid advancement of internet-based information technology and the low level of digital literacy among the public. This study aims to analyze the dissemination of hoaxes and the keywords frequently associated with COVID-19 hoaxes in Indonesia from 2020 to 2022. Employing a descriptive qualitative research approach, this study uses non-participant observation on the website turnbackhoax.id as the data collection method and applies an interactive model for data analysis. The findings reveal that COVID-19 hoaxes in Indonesia are predominantly classified into misleading content, false context, and fabricated content, with fabricated content being identified as the most dangerous type.

Abstract

This study aimed to evaluate the effectiveness of the Destination Management Organization (DMO) program on tourism development in Samosir Regency. The research employed a causal design, analyzing the relationship between the DMO program and tourism development as the dependent variable. The study’s population included government officials involved in the tourism sector, stakeholders, participants in the DMO program, and tourists. Data analysis was conducted using descriptive methods and the impact analysis approach, complemented by regression analysis performed with SPSS. The findings revealed that the DMO program positively and significantly influenced various aspects of tourism development. Specifically, it contributed to economic growth (21.20%), socio-cultural management (34.20%), environmental sustainability (16.30%), sustainable management (28.70%), and human resource (HR) development (40.40%). While most contributions were categorized as medium, HR development demonstrated a strong positive correlation. Stakeholders actively participated and collaborated in the planning, implementation, and decision-making processes of the DMO program. The program provided significant benefits, including improved stakeholder communication, enhanced service quality, and strengthened tourism promotion in Samosir Regency. Policymakers and stakeholders are encouraged to continue supporting the DMO program to maximize its potential. These findings offer valuable insights into the application of the DMO program, particularly in enhancing competitiveness through effective resource management. The program’s contributions span economic growth, socio-cultural enrichment, environmental sustainability, and HR development, underscoring its comprehensive impact on tourism development.

Abstract

This article explores the efforts of Sanggar Permadani in developing, preserving, and sustaining Javanese culture. The primary focus of the Javanese cultural heritage preserved by Sanggar Permadani is pambiwara, individuals responsible for organizing and guiding traditional Javanese ceremonial events. This preservation is crucial as fewer people are performing traditional Javanese wedding ceremonies and employing the services of pambiwara. This qualitative study employs an ethnographic approach, with data collected through observations, interviews, and documentation. The findings reveal that Sanggar Permadani has successfully preserved Javanese culture by training new generations of pambiwara through annual courses or training sessions held over five months. All participants are of Javanese descent and come from diverse educational backgrounds. To date, Sanggar Permadani has graduated 20 cohorts. The findings align with Pierre Bourdieu’s theory of cultural capital and embodied state, which posits that individuals shape their identity based on cultural capital and educational investment imparted from birth.

Abstract

This study analyses the factors of working women in a sandwich generation to decide to work in the non-agricultural sector in East Java Province, Indonesia. The sandwich generation is identical to economic dependents on two families simultaneously: biological children and parents. As a sandwich generation, encouraging women to work develops their careers and for the welfare of their families. The sandwich generation phenomenon has occurred in several countries, including in every region in Indonesia. Many factors, especially structural poverty and economic conditions, can cause sandwich generation. This study uses logistic regression analysis of 2022 National Socioeconomic Data. The research results show that the characteristics of women participating in the non-agricultural sector can be caused by living conditions, education level, digital conditions, and the guarantee of protection from the government.

Abstract

Infidelity is a complex social issue that has profound psychological impacts on its victims. Infidelity does not always involve sexual relationships; it can also manifest as emotional closeness. However, any form of infidelity has the potential to undermine the integrity of a marital bond. While infidelity can occur in both men and women, research identifies men as more likely to engage in such behavior. This study aims to analyze the impact of a husband’s infidelity on a wife’s self-concept. A qualitative phenomenological method was employed. The findings, based on interviews with four participants, reveal that infidelity within a marriage leads to feelings of anger, disappointment, and negative self-perceptions, such as feeling unwanted or unworthy and a loss of motivation to live with enthusiasm. Social support and religiosity were identified as critical factors in rebuilding the self-concept of victims of infidelity. Although religiosity does not instantly eliminate emotional pain, it serves as a significant source of strength, calm, and hope in the process of healing emotional wounds. Recovery from this emotional pain is not an easy process. Social support encompasses assistance in self-acceptance, emotional recovery, and the reconstruction of self-identity. Religiosity fosters self-awareness and reflection, helping individuals shift their focus from worldly concerns to spirituality and ultimate life goals. This facilitates adaptation accompanied by feelings of comfort, tranquility, optimism, and gratitude. Religiosity and social support are perceived as enhancing psychological well-being, providing emotional support, and helping individuals face life’s challenges with greater resilience.

Abstract

This research aims to explore and understand more deeply the implementation of the no-fishing policy as an effort to achieve sustainable development goals for life below water. The research method uses qualitative with a descriptive approach with the aim of building meaning based on the views of participants. Data collection is carried out through three stages: observation by directly observing fishing activities and comparing them to the activities of the day of the fishing ban, in-depth interview stages by meeting informants and the literature study stage is carried out by collecting research results that are closely related to the research. The determination of informants was carried out purposively with the criteria of the Sabang City Community, who work as Fishermen, fishermen who know about the no fishing policy, ship-owning financiers who are closely related to fishing operations, and traditional representatives of the laot customary commander. The research findings of the communication stage, which originally prohibited fishing as part of the culture, was changed into a rule with a legal umbrella in Qanun No. 7 of 2010 concerning fisheries. The resources stage was carried out by forming an institution in charge of supervising and enforcing customary law rules, namely Panglima laot, which was further reinforced by the issuance of Qanun No. 10 of 2008 concerning the role of customary institutions. The disposition stage provides social sanctions in the form of ostracism and gives negative stigma to strict sanctions in the form of confiscation of catches and boats for three to seven days; the bureaucratic structure stage reinforces the authority of customary law and the role of Panglima laot as stated in Qanun No. 10 of 2008 and Qanun No. 7 of 2010.

Abstract

The limited availability of quality human resources within the bureaucracy, particularly in village governments, often results in stagnation and delays in achieving Independent Village status. One of the primary challenges faced by villages in Indonesia is the relatively low quality of village heads’ human resources. This study employs a quantitative research approach, utilizing documentation studies for data collection and simple statistical tests for analysis. The findings were then interpreted, discussed, and concluded. The study reveals that, as of 2023, the Special Region of Yogyakarta (D.I. Yogyakarta) had the highest proportion of village heads with Doctoral (S3) and Master’s (S2) degrees, correlating with the successful attainment of Independent Village status. Gorontalo Province, with the highest percentage of village heads holding Bachelor’s (S1) and Diploma (D.IV) degrees, achieved Advanced Village status. Similarly, the Riau Islands Province, with a predominance of village heads educated to the Senior High School level or equivalent, also attained Advanced Village status. Conversely, West Papua Province, characterized by the highest percentage of village heads with education below Senior High School, remained categorized as a Disadvantaged Village. These findings underscore the significant impact of village heads’ educational qualifications on the Village Development Index (VDI) growth and scores. Village heads with higher education levels (S3, S2, S1, and Diploma) and those with high school or equivalent education positively influence VDI growth rates and scores. In contrast, village heads with education levels below Senior High School demonstrate slower and lower VDI growth rates. This highlights the crucial role of high-quality village heads in advancing village development, accelerating progress, and achieving Independent Village status.

Abstract

Digital transformation is a critical need for modern governments to address the growing demands for fast, transparent, and efficient public services. This study examines the implementation of the SmartASN platform in driving the digital transformation of State Civil Apparatus (ASN) management. Employing a qualitative research approach with a narrative review methodology, the study systematically reviews and synthesizes secondary data collected from 2016 to 2022 on the digital transformation of ASN management. The Agile Governance theory guides the analysis. It focuses on three key aspects: 1) SmartASN Platform Governance, 2) Systematic and Adaptive Approaches in ASN Management, and 3) ASN Management in the Digital Age. The findings demonstrate that the SmartASN platform is instrumental in advancing ASN’s digital transformation, supporting Indonesia’s broader goals of creating a world-class bureaucracy. This is evidenced by Indonesia’s significant improvement in the E-Government Development Index (EGDI), which rose from 116 in 2016 to 77 in 2022. The study contributes to the academic understanding of digital governance by providing actionable recommendations to optimize the SmartASN platform and develop policies that support agile digital transformation. These insights highlight the potential of digital platforms in fostering innovation and enhancing adaptability in the public sector.

Abstract

This study employs a scientometric approach to analyze trends and relationships between work-life balance (WLB) and employee performance. The data were sourced from the Scopus database using the keywords “Work-Life Balance” AND “Employee Performance,” resulting in the analysis of 449 articles. The study examines research trends, collaboration networks, topic mapping, and the evolution of research themes from 1994 to 2023. Bibliometric mapping and data visualization were conducted using VOSviewer, RStudio, and CiteSpace. The findings reveal that WLB is a critical factor in employee satisfaction and engagement, directly contributing to improved organizational performance. The COVID-19 pandemic has accelerated the adoption of remote work models, underscoring the significance of flexible working arrangements and effective HR management in achieving optimal WLB. Work autonomy and WLB are shown to have a substantial impact on job satisfaction and employee performance. A comprehensive strategy that integrates organizational support with individual well-being is essential to fostering a productive and satisfied workforce. This research provides a robust theoretical foundation for HR models. Practically, organizations should implement strategies that prioritize both organizational support and employee well-being to enhance workforce productivity. The telecommuting models and flexible arrangements that gained prominence during the COVID-19 pandemic should be permanently embedded into organizational policies. Future research should explore the relationship between WLB and various dimensions of employee performance within a broader context, taking into account cultural and industry-specific variations.
