Abstract

Fertilizer subsidy policy is one of the policies that has historically been the main focus of agricultural subsidy policy in Indonesia. This paper aims to examine the policy and implementation of fertilizer subsidies and provide suggestions on how to optimize the use of subsidized fertilizers effectively and efficiently. The method used in this paper is a literature review. Fertilizer subsidies help farmers reduce production costs in providing fertilizers. The amount of subsidy allocation is adjusted to the proposed needs, but in reality it does not match the planned fertilizer needs that are proposed. Therefore, it is necessary to evaluate the distribution of fertilizers to farmers. The implementation of fertilizer subsidy policies in Indonesia has been carried out comprehensively starting from planning, setting the highest retail price, the amount of subsidies, and the fertilizer distribution system. However, this policy has not been able to guarantee the availability of sufficient fertilizer at the farm level. The concept of monitoring or supervising the distribution of subsidized fertilizers is still partial, because the planning, procurement, and distribution stages are still monitored separately. Meanwhile, the performance of the Fertilizer and Pesticide Control Commission (KPPP/KP3) and the Fertilizer and Pesticide Control Commission (CP3) has not been optimal and needs to be improved.

Abstract

Since 2018, apple production in East Java has been threatened with extinction due to the very cheap price of apples at the farmer level. On the other hand, the presence of imported apples has made local apples less competitive, thus affecting farmers' motivation to farm apples. This study aims to obtain a description of apple farmers and analyze the factors that influence farmers' motivation in farming apples. The research location is in Tutur District, Pasuruan Regency, while the analysis method used is descriptive and multiple regression methods. The results of the study concluded that the age of farmers is still classified as productive age, with an average education of high school, 19.3 years of experience, and an average land area of 16.9 hectares. Meanwhile, the factors that significantly influence motivation are education level, self-confidence, farming capital, mastery of technology, and the number of extension services that have been attended.

Abstract

The agricultural sector in Indonesia plays an important role in supporting the national economy through its contribution to Gross Domestic Product (GDP), employment, and poverty reduction, especially in rural areas. However, this sector faces challenges such as low interest of the younger generation to be involved in agriculture, due to low income levels, limited access to modern technology, and negative perceptions of the sector. This study aims to identify factors that influence the interest of the younger generation in the agricultural sector using the binary logistic regression method. Data were collected from 40 young farmers in Ngraho District, Bojonegoro Regency, who were selected using purposive sampling. The analysis shows that the variables of need, awareness, family environment, and community environment have a significant influence on the interest of the younger generation to work in the agricultural sector. In contrast, the variables of interest and pride do not have a significant influence. These results indicate the importance of policies that support increasing farmer incomes, introducing modern technology, and educational programs to increase awareness and attractiveness of the agricultural sector among the younger generation. This study highlights the need for transformation of the agricultural sector into a modern agro-industry to encourage sustainability and inclusiveeconomic development.

Abstract

Agropolitan is one of the efforts to develop an economy based on the food crop subsector in Tulungagung Regency. The aims of this research are to describe the implementation of the agropolitan program in Tulungagung Regency and to analyze the impact of agropolitan development on the regional economy in Tulungagung Regency. This research applies a qualitative analysis method to analyze the impact of the implementation of the agropilitan program using shift share analysis. The results show that the implementation of the agropolitan program is running quite well, but its performance is quite slow. This is because the role of the agro-industry has not been well implemented. Efforts that need attention are fertilizer and alsintan assistance so that farmers receive the benefits of this program. PPLguidance is also very important to direct the optimal apply of fertilizers. The impact of agropolitan shows several indications of progress, which can be seen from the aggregate coefficient having a positive value of 3.08 and the differential component having a positive value of 1.29, meaning that the agricultural sector has competitiveness for the economy of Tulungagung Regency. The proportional differential calculation has a positive value, which indicates that the agricultural development program, namely agropolitan, is running well, as indicated by a value of 0.72. Lastly, the structural shift component, which has a positive value of 2.01, indicates that the agricultural sector is still a mainstay in labor absorption.

Abstract

The use of farming production factors that are not done as well according to their recommendations, will have an impact on the optimal level that will be achieved by farmers. This study aims to measure the level of optimization of the use of apple production factors, knowing the strategy of developing apple farming in optimizing the use of apple production factors. The method of determining the sample is simple random sampling with a sample size of 60 farmers. The method of data analysis is multiple linear regression analys, the ratio of the value of marginal products to the prices of inputs and swots. The results show that technically, seeds, manure, chemical fertilizers, liquid pesticides, and labor have been efficient. All allocatively and economically all factors of production have not been efficient. Factors of seed production, manure and liquid pesticides can be considered rationally to increase or decrease the use of production factors in order to achieve optimal levels. In the swot diagram, the strategy position lies in quadrant I, which is an aggressive strategy. The right strategy is the S-O strategy, which uses all the strength factors to take advantage of opportunities.

Abstract

In particular, the ceiling price is intended to protect consumers from rising prices during the lean season, while the floor price is intended to protect farmers as producers from falling grain prices during the main harvest season. This study aims to identify the impact and price stability related to the floor price policy and roof prices for rice using secondary data with qualitative research through a literature review approach. To increase producer and consumer surplus evenly, a policy is needed which is a combination of fertilizer subsidy policies and HPP policies. The policy of eliminating fertilizer subsidies accompanied by an increase in the base price had a negative impact on the real income of farmers, which occurred due to the ineffective implementation of the policy to increase the base price of grain, so that the increase in production costs had not been offset by the increase in the selling price of grain at the farm level. The government uses a floor price and maximum price strategy in an effort to achieve price stability for grain and rice. Indonesia's rice policy is developing very dynamically which is a consideration in making rice policies in the future. The price stabilization policy is an essential policy used to support the achievement of self-sufficiency and food security. The government should maintain the stability of rice prices by paying attention to the timeliness and magnitude of the increase.

Abstract

This study analyzes the technical efficiency of shallot farming in Nganjuk Regency. Stochastic Frontier analysis of 70 farmers showed that all input factors (land, seeds, labor, fertilizer, and pesticides) significantly influenced production. The average technical efficiency level of farmers was 0.78 (range 0.61-0.94), indicating an opportunity for a 22% increase in efficiency. Low efficiency is primarily due to limited managerial skills and suboptimal input use. Therefore, improvement strategies through managerial training, agricultural extension assistance, and technology adoption are key to achieving maximum productivity and creating a sustainable and highly competitive shallot farming business.
