Abstract

This study aims to analyze the role of the Regional Government of Flores Timur Regency in the implementation of the religious tourism event of Semana Santa in Larantuka. The study is motivated by the increasing number of pilgrims, which has not been fully supported by adequate infrastructure and governance management. A descriptive qualitative approach was employed, with data collected through interviews, observation, and documentation. Informants were selected using purposive sampling and included local government officials, religious leaders, organizing committee members, community members, and pilgrims. Data were analyzed using the interactive model of Miles and Huberman, and credibility was ensured through source and technique triangulation. The findings indicate that the local government has performed its roles as motivator, facilitator, and dynamizer as proposed by Pitana and Gayatri. However, implementation remains suboptimal, particularly in equitable public outreach, provision of facilities such as accommodation and clean water, and cross-sector coordination. Community participation serves as the main supporting factor, while limited infrastructure and the absence of structured official guidelines constitute major constraints. The study recommends strengthening governance through more planned, participatory, and sustainable strategies to enhance the quality of Semana Santa as a leading religious tourism destination.

Abstract

The main objective of this study is to examine how the Kembang Kuning Community-Based Tourism Village was formed and how it contributes to the local economy. Specifically, this study explores how the development of the tourism village affected the socioeconomic status of the community both before and after its formation, how the principles of Community-Based Tourism were integrated into destination management, and how tourism development helped local residents earn more income and find better jobs. A qualitative approach utilizing descriptive methodology was employed in this study. Documentation, in-depth interviews, and field observations were used to collect data. Triangulation of sources, methodologies, and theories was used to assess the validity of the data. According to the research results, the majority of the village's residents earned their living through subsistence farming before the hamlet became a tourist attraction. The implementation of Community-Based Tourism was carried out through direct community involvement in program planning, tourism management, homestay facilities provision, MSME development, and cultural preservation efforts. Increased household income, increasing employment opportunities, and the development of the creative economy are indicators that the growth of Community-Based Tourism (CBT)-based tourism villages has had a significant positive impact on the local economy. Therefore, the Kembang Kuning tourism village has become an effective means to strengthen the regional economy and encourage inclusive and long-term growth in the tourism industry.

Abstract

This study aims to analyze the implementation of Climate Smart Agriculture (CSA) technology in improving agricultural productivity in Nagekeo Regency. The research employed a qualitative approach with a case study design. Data were collected through interviews, observations, and documentation involving informants from the Department of Agriculture, agricultural extension workers, farmers, and community members. Data analysis used the interactive model of Miles and Huberman, while the policy implementation analysis applied George C. Edward III’s framework, which includes communication, resources, disposition, and bureaucratic structure. The results indicate that the implementation of CSA in Nagekeo Regency has been carried out through socialization, training, and field assistance for farmers. However, its implementation has not been optimal due to several constraints, including communication barriers, limited human resources, and weak institutional coordination. In addition, some farmers are still hesitant to adopt new technologies due to conventional farming practices, limited knowledge, and farming risks. Therefore, strengthening policy communication, improving farmers’ capacity, intensifying extension services, and enhancing institutional coordination are necessary to ensure the effective and sustainable implementation of CSA.
