Abstract

Background: Despite the growth of wellness tourism, few studies have empirically examined healing as a multidimensional construct within the Hybrid Wellness Tourism model, integrating traditional, modern, and digital practices. The distinction between wellness tourism, healing tourism, and Hybrid Wellness Tourism remains underexplored, particularly in the context of Indonesian local wisdom. Objective: This study aims to empirically validate a multidimensional healing construct within the Hybrid Wellness Tourism framework, examining its impact on revisit intentions at local wisdom-based wellness destinations in Indonesia. Methods: An explanatory quantitative approach using Partial Least Squares Structural Equation Modeling (PLS-SEM) was employed. Data were collected from 312 wellness tourism participants in Java, Indonesia, utilizing structured questionnaires and focusing on four dimensions of healing experiences: Anticipated, Embodied, Interactive, and Reminiscence Healing. Results: The findings show that Healing Tourism Experience significantly influences revisit intentions, with an R² of 0.64. Embodied Healing (β = 0.34) and Reminiscence Healing (β = 0.29) had the strongest effects, followed by Interactive (β = 0.18) and Anticipated Healing (β = 0.14). The Hybrid Wellness Tourism framework, integrating traditional, modern, and digital elements, proved to be a strong predictor of destination loyalty. Conclusion: This study expands wellness tourism literature by validating a multidimensional second-order healing construct. It highlights the importance of physical, emotional, and post-trip reflective experiences in fostering tourist loyalty, offering practical implications for destination managers to design immersive wellness experiences, integrate digital technologies, and involve local communities to enhance sustainability and revisit intentions.

Abstract

Background: Despite growing interest in mHealth solutions for community nutrition, no prior study has evaluated an integrated offline system combining on-device machine learning, NLP-based counseling, and geospatial visualization for non-specialist cadres within Indonesia's Posyandu network the gap this study addresses. Objective: We aimed to evaluate the feasibility, accuracy, usability, and early effects of an offline-first Android application (SiKurang) for stunting risk assessment, counseling, and geospatial visualization. Methods: We conducted a convergent mixed-methods, single-arm pre–post pilot at two Posyandu over 12 weeks, involving mothers/caregivers, community health cadres, and nutritionists. Outcomes included AUROC for on-device risk scoring, System Usability Scale (SUS), User Experience Questionnaire (UEQ-S), caregiver knowledge, administrative burden, and targeted home visits; interviews were thematically analyzed. Results: On-device risk scoring achieved AUROC 0.87; usability was high (SUS 84.2; UEQ-S 1.86). Caregiver knowledge improved markedly (Cohen's d = 1.28). Risk maps supported a 22% increase in targeted home visits. The app operated reliably offline and synchronized upon connectivity, reducing administrative workload, with no major cultural or usability barriers reported. Conclusion: The application was feasible and acceptable in primary care, enabling timely, data-informed counseling and referral in low-connectivity environments. This study provided field evidence for an offline-first, low-cost mHealth model delivering on-device analytics and geovisualization for non-specialist cadres, offering a scalable template for strengthening maternal–child health at the last mile. Scientifically, this study contributes the first field-validated, multi-component offline mHealth framework for community-level stunting surveillance in a low-resource LMIC setting.

Abstract

Background: Indonesian hospitals are under intensifying pressure to digitalize, yet digital transformation (DT) does not automatically yield organizational agility a paradox that challenges conventional technology adoption frameworks. Despite government mandates such as Ministry of Health Regulation No. 24/2022 requiring electronic medical records, many hospitals remain trapped in administrative digitization without achieving strategic renewal. Objective: This study investigates the roles of Digital Transformation (DT) and Paradoxical Leadership (PL) in promoting Organizational Agility (OA) and Strategic Renewal (SR) in Indonesian hospitals, with OA as a mediator and PL as a moderator in the DT–OA relationship. Methods: A quantitative explanatory approach was employed using Partial Least Squares Structural Equation Modeling (PLS-SEM). Primary data were collected via structured questionnaire from 400 hospital managers and clinical administrators across Indonesian healthcare organizations, selected through purposive sampling. Results: The analysis reveals that DT does not directly influence OA, indicating structural limitations that hinder organizational agility. However, PL plays a significant moderating role that amplifies DT's effect on OA, demonstrating that leadership capability is crucial in managing strategic contradictions and facilitating technology adoption. Furthermore, OA proves to be the primary determinant of SR, enabling adaptive business model reconfiguration in the JKN era. Conclusion: The study confirms that the strategic success of healthcare institutions depends on the synergy between digital capabilities and managerial leadership capability in navigating organizational complexities. Paradoxical leadership is not merely a management style but a driving force that transforms digital investment into sustainable strategic renewal.

Abstract

Background: TB cases in 2024 in Bekasi City reached 14,788 from previous data that identified an implementation gap in TB control. Six distinct dimensions were identified from NVivo analysis and developed into the TB DINI model, where interagency coordination, digital reporting, and stigma reduction are priorities. Objective: This study intends to describe the implementation of TB treatment policy and the factors that motivated this policy, in addition to an appropriate model for TB management in Bekasi City. Methods: A descriptive qualitative research method was used. Data were collected through observation, document review, and interviews with 15 informants selected using purposive sampling. NVivo triangulation was applied to the six central variables present in the Van Meter and Van Horn model. Results: Four implementation dimensions were identified by cluster analysis using the Van Meter and Van Horn model, with the national target as reference. The policy resources have the most significant impact, as shown by the hierarchy chart. The clustering was further informed by concepts such as governance, bureaucracy, early detection, innovation, and social values from a word frequency analysis. This new dimension made the policy implementation model better suited to the context of Bekasi. Conclusion: The Early Detection of Tuberculosis implementation model is a suitable and strategic intervention for tuberculosis control in Bekasi, given its contextual fit, adaptability, sustainability, and comprehensive planning.

Abstract

Background: Brong exhaust modification has not only been widespread in Purbalingga but has also caused noise pollution and public inconvenience, as well as constituting a criminal offense. In response, the Purbalingga Police released a brong exhaust handling policy referring to Police Chief Regulation Number 5 of 2022. Objective: This research aimed to assess the effect of policy implementation from the perspective of public administration. Methods: The research method used was qualitative descriptive, involving seven informants from the Purbalingga Police Traffic Unit and affected motorists, with data collected through in-depth interviews with police officers from the Purbalingga Police Traffic Unit and motorists affected by raids, field observations, and document studies. The data were analyzed using the Miles and Huberman interactive model. Results: Results show that the policy is largely suboptimal in its current form. Challenges such as a lack of human resources and the absence of noise-measuring instruments were identified. Coordination between related agencies such as Dishub was also suboptimal, and public awareness of legal obligations remains low. From a public administration perspective, the key factors identified are communication, resources, and implementer disposition. Conclusion: The implementation of the brong exhaust policy by the Purbalingga Police has not been fully optimal due to limited personnel, the absence of noise-measuring instruments, and suboptimal cross-sector coordination. Officer discretion plays a significant role in shaping enforcement outcomes. Policy reform should prioritize technical capacity building, structured inter-agency collaboration, and contextual enforcement strategies that balance law enforcement with the protection of Purbalingga's brong exhaust industry as a key local livelihood.

Abstract

Background: This article discusses the role struggles and identity crises faced by contemporary women amid the tug-of-war between the demands of modernism and traditional roles. Historically, patriarchal narratives have dominated history, placing women in roles devalued by capitalist production systems, thus giving rise to a sharp dichotomy of roles: economically productive career women versus housewives burdened by domestic syndrome. Objective: This study aims to deconstruct this dichotomy through the framework of critical gender theory and reconstruct the meaning of women's mission as a normative resolution. Methods: The method used is a critical content analysis of discourses regarding women's identities and activities. Results: Key findings show that the ideal image of women today is diverse, overlapping, and even improvisatory, without a clear conceptual standardization. In response to this confusion, the concept of Mission is redefined holistically and non-locationally. It is not measured by its field of work (in the office or at home), but by the orientation of its goals: the improvement of the quality of life, wholeness, and harmony towards a happy and prosperous family. Conclusion: The implication of this redefinition is an emphasis on conscious and ethical decision-making anchored in family integrity. This study contributes a normative framework demonstrating that women's mission is not determined by the location of work but by its goal: the quality of life, wholeness, and family harmony. Successful mission execution requires adopting five key ethical pillars—openness, dialogue, communicativeness, honesty and loyalty, and responsibility—crucial to prevent family dysfunction caused by role instability.

Abstract

Latar belakang: Implementasi RME di Indonesia telah mencapai lebih dari 60% fasilitas kesehatan tingkat lanjut (Kemenkes, 2023), namun lebih dari 30% rumah sakit melaporkan insiden terkait keamanan data elektronik. Walaupun UU PDP No. 27/2022 telah berlaku, belum ada kajian komprehensif tentang harmonisasinya dengan regulasi kesehatan, khususnya Permenkes No. 24/2022 tentang Rekam Medis. Tujuan: Penelitian ini bertujuan untuk: (1) mengidentifikasi gap antara UU PDP dan regulasi kesehatan terkait RME; (2) menganalisis tanggung jawab hukum Rumah Sakit sebagai pengendali data pribadi; dan (3) merumuskan rekomendasi harmonisasi regulasi. Metode: Penelitian ini menerapkan pendekatan hukum normatif. Pengumpulan data dilakukan melalui studi kepustakaan dan penelaahan dokumen. Selanjutnya, analisis data dilaksanakan melalui tahapan reduksi, penyajian data, dan penarikan kesimpulan. Hasil: Hasil penelitian menunjukkan bahwa Hukum idealnya menjamin kepastian, ketertiban, dan perlindungan dalam penyelenggaraan RME. Namun, terdapat inkonsistensi antara UU PDP dan Permenkes No. 24/2022 terkait tanggung jawab transfer data, ketiadaan aturan teknis, serta ambiguitas definisi pengendali data di rumah sakit. Hal ini diperparah oleh kekhawatiran keamanan data dan ketidakjelasan pihak yang bertanggung jawab, sehingga regulasi belum sepenuhnya memberikan kepastian dan perlindungan hukum. Kesimpulan: Regulasi RME masih mengalami disharmoni antara UU PDP dan UU Kesehatan, khususnya terkait tanggung jawab transfer dan definisi pengendali data. Diperlukan regulasi turunan khusus sektor kesehatan, revisi Permenkes No. 24/2022, serta penegasan mekanisme pertanggungjawaban rumah sakit dalam integrasi data SATUSEHAT.

policies that were adaptive, evidence-oriented, and institutionally sustainable, particularly in localities characterized by social vulnerability and latent network dynamics. Yet, empirically tested cross-ministerial implementation models at the sub-national level with explicit evaluation criteria remained understudied. Objective: This study examined the implementation of terrorism prevention through the Inter-Ministerial/Agency Synergy Programme in Bima City, West Nusa Tenggara, which had been designated as a vulnerability-based priority locus. The study analyzed the determinants associated with suboptimal implementation and formulated a context-sensitive implementation model. Methods: A descriptive qualitative design was employed. Data were collected through in-depth interviews, focus group discussions, field observation, and document review, and were validated through methodological triangulation. The analysis integrated implementation determinants policy substance, implementer behavior, network interaction, target-group participation, and resources—using Soft Systems Methodology (SSM) to translate the diagnostic findings into feasible improvements. Results: The findings indicated that interventions had remained generic; success standards and performance indicators had not been differentiated by target typology; network coordination had been weak and partially siloed; participation had varied across groups and perceived benefits; and resource and data governance had not yet supported evidence-based evaluation. Based on the SSM stages, the study formulated the SAKTI MARA model (Synergy between Ministries/Agencies Based on Radical Community Typology) to strengthen targeting, indicator design, and stratified resource allocation for local-level program implementation. Conclusion: The SAKTI MARA model provides a context-sensitive and adaptive implementation framework for strengthening typology-differentiated counter-terrorism prevention at the local level.

Abstract

Background: The phenomenon of “brain rot” the decline of intellectual abilities due to excessive consumption of shallow digital content has become a global concern after being named Oxford Dictionary’s Word of the Year 2024. Although digital cognitive decline has been widely documented, its philosophical dimension, particularly the role of hope as a transcendental counter-force, remains underexplored. Objective: This study analyzes brain rot philosophically and proposes recovery strategies through hope as a transcendental human force, using the Pandora’s box metaphor. It argues that hope understood as an active cognitive-affective disposition rather than passive optimism forms the philosophical basis for resisting and recovering from brain rot. Methods: This research employs a qualitative philosophical approach utilizing conceptual analysis, comparative philosophical analysis, and critical hermeneutic analysis. In-depth examination is conducted on the thoughts of philosophers regarding hope (Kant, Kierkegaard, Marcel, Fromm, Bloch, Byung Chul Han) as well as negative conceptions (Spinoza, Schopenhauer, Nietzsche, Camus). Results: Hope is an active mindset that motivates action and enables individuals to mobilize social, cultural, and institutional resources. Strategies to overcome brain rot include improving digital literacy, limiting screen time, balancing digital and non-digital activities, developing diverse interests, strengthening social relationships, and engaging in physical activity. Conclusion: This study proposes hope as a philosophical basis for cognitive recovery in the digital era. Despite cognitive degradation caused by digital culture, hope remains a liberating force that helps individuals overcome despair and restore cognitive agency. Further empirical research is needed to validate these ideas across different cultural contexts.

Abstract

Background: Police education in Indonesia is largely based on legalistic and managerial paradigms that almost completely ignore sociocultural aspects. While no single mechanism accounts for this misleading tendency, such bias nonetheless continues to distort supposedly reforming policies that stray far from field realities particularly in multicultural societies where police-community interactions carry cultural dimensions that exceed mere contextual differences. Objective: This study analyzes the contribution of police anthropology to strengthening the curriculum and learning models that Lemdiklat Polri produces toward integrative model implementation. Methods: A qualitative, interpretive literature review of Polri policy documents, semi-structured interviews (8 key informants), and critical discourse analysis were employed in this study. Thematic analysis was performed to identify themes related to curriculum challenges and sociocultural aspects. Results: The findings showed that the current course content is largely grounded in law and procedure, resulting in officers with technical competence but lacking knowledge of cultural norms, intercultural communication skills, or adequate negotiation techniques. The study subsequently developed an integrative framework MIAP-POLRI to incorporate police anthropology (emic perspectives, participatory ethnography, and culturally grounded learning methods) as a core component of the proposed training model. Conclusion: Police anthropology has the potential to elevate police education, and therefore professionalism, operational effectiveness, and public trust. A shift from procedural compliance-based policing to a fully community-centered and human-centered practice contributes to theory building while generating pragmatic policy recommendations for redesigning the training program for the Indonesian police.
