Abstract

This study examines the significant role of digital media as a limitless space that transforms meaning and social interaction in modern society. Through a social hermeneutic approach, it explores how technology and information media transcend physical and social boundaries, creating a dynamic and complex communication environment. Digital media eliminates spatial and temporal limits, enabling instant, global information exchange and interaction. However, this openness also requires critical awareness and ethical communication to address issues such as misinformation, multiple interpretations, and conflicts in meaning. By understanding these dynamics, society can use digital media more wisely to build effective, harmonious communication both locally and globally in today’s interconnected world.

Abstract

This study examines strategies to strengthen local institutions in Piru Village, West Seram Regency, particularly the Negeri and Saniri institutions. These traditional bodies, part of the community governance system in Maluku, face challenges that weaken their roles. Using a qualitative approach, the study identifies key factors influencing institutional decline and explores how members empower themselves through education and training. The findings reveal strong enthusiasm among members to enhance their knowledge and skills, significant support for those who can participate in learning activities, and high expectations that trained individuals will share their knowledge with others. Overall, the study highlights the importance of collective commitment and knowledge-sharing as essential strategies for strengthening the capacity and sustainability of local institutions in West Seram Regency.

Abstract

This study examines the impact of information technology (IT) utilization on public service delivery within the Ohoi Rumaat village administration, Kei Kecil Timur District, Southeast Maluku Regency. Using a quantitative approach and analyzed through PLS-SEM, data were collected from 71 respondents selected via non-probability sampling based on the Slovin formula. The findings reveal that IT use has a significant and positive effect on service quality, supported by a path coefficient of 0.653, a T- statistic of 9.329, and a P-value of 0.000. The R2 value of 0.427 indicates that IT accounts for 42.7% of the variance in public service quality. These results emphasize the role of digitalization in improving efficiency, transparency, and citizen participation in village governance. The study supports the relevance of Innovation Diffusion Theory in rural settings and calls for strategic integration of IT with adequate infrastructure, human resource development, and supportive policies for sustainable digital transformation.

Abstract

Village Original Revenue Management (PADesa) is very important for village development and is regulated in Article 71 of Law No. 6 of 2014. This research uses a qualitative approach, analyzing the capacity of village apparatus in income planning, source identification, and overall management. The findings reveal that the Horale State government has not effectively allocated PADesa funds. To improve revenue management, all stakeholders should engage in deliberative discussions and conduct a comprehensive inventory of revenue sources to improve financial sustainability.

Abstract

This study explores the influence of principal leadership, work motivation, and interpersonal communication on teacher performance in elementary schools in the Teluk Ambon District, Ambon City. The results reveal that each of these factors significantly impacts teacher performance, with principal leadership emerging as the most influential contributor. Furthermore, the study confirms that the combined effect of these variables plays a vital role in enhancing teacher outcomes. Effective school leadership improves resource management, fosters a supportive work environment, and strengthens teacher professionalism. Work motivation sustains teacher engagement and commitment, while strong interpersonal communication promotes collaboration and reduces conflict. These findings are consistent with previous research and offer practical implications for advancing school leadership practices and enhancing teacher performance through a strategic emphasis on motivation and communication.

Abstract

This study explores the opportunities and challenges MSMEs face in adopting digital technologies during the Fourth Industrial Revolution. While digital platforms offer benefits like improved efficiency, broader market access, and innovation, MSMEs encounter challenges such as poor infrastructure, limited digital skills, financial limitations, and cybersecurity concerns. The study suggests solutions including ongoing digital training, infrastructure improvements, better financing access, and enhanced cybersecurity awareness to help MSMEs navigate digital transformation, boost competitiveness, and ensure sustainability in the digital economy.

Abstract

This study investigates how information and communication technology (ICT) can enhance health services at the Central Maluku District Health Office. The findings reveal that website and mobile applications, telemedicine, and GIS need infrastructure upgrades, improved technological literacy, enhanced data security, and training for medical staff. Social media is utilized to raise public awareness, while Electronic Medical Records (EMR) streamline administrative efficiency and coordination. However, management systems for clinics and hospitals are still inadequate, leading to long wait times and scheduling problems. On a positive note, digital reporting is advancing, allowing for real-time monitoring and analysis at RSUD Masohi.

Abstract

This study examines the comparison between budget realization and budget allocation at the Cooperatives and Small and Medium Enterprises Service of Central Maluku Regency for the fiscal years 2021–2023. Data were collected through interviews and observations of budget sources and realization reports. The findings indicate that the budget is sourced from the Regional Revenue and Expenditure Budget (APBD), with notable discrepancies between allocation and realization each year. In 2021, the realization reached 94.21% of the allocated IDR 5.93 billion; in 2022, it was 97.61% of IDR 8.90 billion; and in 2023, it was 86.93% of IDR 14.41 billion. Overall, the budget allocation showed an upward trend each year, in line with economic development.

Abstract

The Hukum Tua, or Village Head in North Sulawesi, holds unique authority and power compared to other village leaders. However, this authority and power have not been fully understood or optimally utilized. This study aims to identify the types of power exercised by the Hukum Tua in leading the administration of village government and society. A qualitative method was employed, with informants drawn from various village stakeholders. Data collection techniques included observation, interviews, literature review, and focus group discussions. The findings reveal that the Hukum Tua possesses both positional and personal power, though these have not been maximized in the leadership of village governance. The results also indicate that regulatory innovations have shifted and, in some cases, weakened the customary authority of the Hukum Tua, leading toward more democratic arrangements. These findings imply that the leadership of the Hukum Tua can be strengthened by harmonizing formal law and customary law to optimize the implementation of village governance.

Abstract

The development of artificial intelligence has significantly influenced the mindset, behavior, and social interactions of the younger generation, particularly generation z, while posing challenges to the preservation of Pancasila values. The widespread use of digital platforms driven by artificial intelligence tends to promote sensational and individualistic content, contributing to a decline in the understanding and practice of collective values such as cooperation, unity, and social justice. This study aims to examine the impact of artificial intelligence on the practice of Pancasila values, identify factors contributing to value shifts, and formulate relevant digital-based educational strategies. Employing an interpretive qualitative approach, the research involves student participants and utilizes in-depth interviews, group discussions, and digital observations, with thematic analysis applied to ensure comprehensive and nuanced findings.
