Abstract

This study examines the adoption process of e-office systems in Indonesiangovernment agencies, driven by the ZI WBK/WBBM competition aimed atpromoting corruption-free bureaucratic areas. The research reveals thatduring the confirmation stage of e-office implementation, the focus shiftedfrom assessing true innovation to merely obtaining the WBK/WBBMdesignation. This emphasis on the title undermines the core goal of e-office—improving public service delivery through e-governance. The study identifiesfive key stages in the adoption process: knowledge acquisition, persuasion,decision-making, implementation, and confirmation. It suggests thatstakeholders may prioritize the incentive of the ZI title over a deeperunderstanding of the technology’s benefits. Additionally, conflictingregulations present challenges that hinder successful implementation. Thestudy concludes that a revised approach is needed, one that prioritizes userexperience, public service improvement, and the core functionalities of the eoffice. By focusing on these elements, stakeholders can ensure the systemenhances government transparency and efficiency. This qualitative researchuses case-based analysis, drawing on interviews with government employeesand IT personnel involved in the ZI WBK/WBBM implementation.

Abstract

This study examines the construction of gender identity in online mediacoverage, focusing on the issue of body shaming directed at female athletes.The case of Indonesian weightlifter Nurul Akmal, who experienced bodyshaming after her participation in the 2020 Tokyo Olympics, is analysedusing Alan McKee’s text analysis method, a descriptive qualitative approach,and a constructivist paradigm. News articles from eight prominentIndonesian online media outlets — CNNIndonesia.com, Kompas.com,Tempo.co, Detik.com, Republika.co.id, Liputan6.com, and Okezone.com —were selected as the primary data sources. The findings reveal that onlinemedia frequently frame negative commentary on female athletes' physicalappearance as innocuous humour or mere jest. Furthermore, the portrayal offemale athletes as passive or powerless reinforces their subordinate statuswithin the patriarchal structure, limiting their ability to resist or challengesuch derogatory narratives. This media construction not only perpetuatesgender stereotypes but also undermines efforts to promote gender equalitywithin the realm of sports. The study highlights the need for more critical andgender-sensitive reporting practices to counteract these harmfulrepresentations.

Abstract

Women have a significant role in ensuring the continuity of teaching andlearning activities in both the formal and non-formal sectors, particularlyregarding digital literacy challenges in early childhood education (3-6 yearsold). Especially considering the increased need for digital skills during andafter COVID-19. The potential for gadget addiction and abuse that leads toonline-based violence encourages the important role of the community inaligning challenges as well as opportunities for digitalization of earlychildhood education. Aligned with SDGs number 4 concerning qualityeducation. This research seeks for the red thread of the role of women as agentsin the development of community-based early learning methods, especially theimplementation of digital literacy. Primary data was taken from focusdiscussion group extraction, curriculum development, and joint monitoringevaluation on digital literacy, which was held at MI MuhammadiyahJunjung, Tulungagung Regency and Komunitas Harapan on the JoharMarket Riverside, Semarang. The concepts of Women in Development andDigital Literacy empowers women to contribute to development,cybersecurity, and children's rights. The results highlight structural issueslike poverty and gender inequality as barriers to educational quality acrossregions, further emphasizing the need for women educators in designingdigital literacy programs.

Abstract

Disaster management addresses gender inequality by mitigating adverseeffects on women. Involving women in disaster risk reduction is crucial, buttheir participation is often insufficient, leading to inadequate attention totheir specific needs. In Indonesia, where women make up over half thepopulation, their involvement in disaster management is essential. Thisstudy explores women’s disaster risk mitigation strategies and emphasizesgender-responsive disaster management approaches. Following the 2021Mount Semeru eruption, research in East Java revealed gender-sensitivedisaster management deficiencies. Traditional methods often fail to supportwomen and children who are particularly vulnerable. The study highlightsthe importance of education, training, and gender-sensitive disastermanagement policies. Using a phenomenological approach, the studyconducted direct observations, in-depth interviews, and focus groups. Itidentified 24 significant obstacles in gender-based disaster management,such as inadequate casualty statistics and the lack of gender-specificinfrastructure in refugee camps. The research underscores the need forgender-specific standard operating procedures (SOPs) to safeguard womenand children's well-being during and after disasters. Enhancing educationand capacity-building in vulnerable villages is also crucial for effectivedisaster mitigation. To improve disaster resilience, it is essential to integratewomen into the disaster management framework, acknowledging theirspecific needs and harnessing their capabilities.

Abstract

The increase in the threat of crime in the Sulu and Sulawesi Seas in recent yearshas caused the countries bordering the two seas, namely Indonesia, Malaysia, andthe Philippines, to agree to form a trilateral cooperation called INDOMALPHIin 2016. The 2017 attack on Marawi City, Philippines, by a group affiliated withan international terrorist network has added to the security vulnerabilities in theSulawesi and Sulu Seas. Despite being constrained by the COVID-19 pandemic,trilateral cooperation continues with all its limitations, namely through onlinemeetings. Until 2022, through the Ministry of Defense, the three countries willstrengthen the trilateral cooperation agreed in Malaysia again. This study uses amaritime insecurity concept framework with a qualitative approach that uses aliterature study data collection method consisting of books, journal articles,official ASEAN websites, and online news sites. The results of the study showthat there are still threats that cause maritime insecurity, which encourages thestrengthening of trilateral cooperation by Indonesia, Malaysia, and thePhilippines in 2022 in order to realize maritime security in the Sulu and SulawesiSea regions.

Abstract

As Indonesia enters the era of an aging society, protecting the elderly becomesincreasingly important, particularly for family members who serve as primarycaregivers. This study aims to analyze the impact of family characteristics,elderly characteristics, family functions, social support, and caregivingburden on family resilience. The research sample consisted of families withelderly members in the household, focusing specifically on wives asrespondents in the Kemang District, Bogor Regency. We collected datathrough direct interviews with 120 respondents and analyzed them usingdescriptive and inferential statistical methods. The findings reveal that familyfunction and social support have a significant and positive impact on familyresilience. These factors contribute to the family's ability to adapt, cope, andmaintain stability despite the challenges of caring for elderly members.Conversely, the burden of caregiving has a significant negative impact onfamily resilience, indicating that higher caregiving demands can strain familyresources and emotional well-being. This study underscores the importance ofstrengthening family functions and enhancing social support systems tobolster family resilience in the face of aging-related challenges. Addressingthese factors can help to improve the quality of care for the elderly and supportthe well-being of families in Indonesia's aging society.

Abstract

Kota Lama Semarang, rich in cultural and architectural heritage, isvulnerable to disasters like Rob Floods and rising sea levels due to climatechange. This research aims to describe recommended communicationstrategies for increasing awareness and community involvement in climatechange disaster mitigation. Through analysis of the news text, data analysis,and literature review, this study provides valuable insights for stakeholders.The communication strategy utilizes storytelling through social media,awareness campaigns, and educational programs. Effective communicationis crucial in facing disasters in Kota Lama Semarang. The recommendedstrategy emphasizes community-based approaches with active participation.Dialogues with the government, NGOs, and relevant institutions strengthencommunity adaptation. Challenges include accessibility and technologylimitations in the area. Cultural and linguistic diversity should be consideredin communication strategies to enhance message reception. Ongoingevaluations are necessary to enhance communication strategy effectiveness.In conclusion, effective communication strategies are vital in addressingclimate change disasters in the Kota Lama Semarang. This strategy promotescommunity awareness, involvement, and adaptation. Challenges such astechnology accessibility and cultural diversity should be wisely managed. Byovercoming these challenges and conducting continuous evaluations,communication strategies can reduce disaster risks and build communityresilience.

Abstract

This paper investigates the country-specific risks associated with inwardforeign direct investment (FDI) in Indonesia and analyzes the broadermacroeconomic consequences. The study utilizes the AutoregressiveDistributed Lag (ARDL) model to examine both the short-term and long-termcointegration between macroeconomic factors and foreign investmentinflows. The research is based on secondary annual time series data from1984 to 2015. In the short term, the exchange rate has a crucial impact, asdepreciation of the Indonesian Rupiah leads to a higher inflow of FDI.However, while financial variables do not significantly affect the dependentvariable in the long term, independent variables such as inflation, GDPgrowth risk, and economic and political risks do have a considerable effect.Rational foreign investors prioritize maximizing returns on their investmentsby closely monitoring the volatility of macroeconomic conditions. Thus, it isimperative for the government to regulate these aspects to enhance the inflowof foreign investments.

Abstract

This research seeks to elucidate the conflict over PT PHP I's CultivationRights Title (HGU), claimed as customary land by some communities inNagari Kapa. It aims to detail the customary elements that legitimized the1997 land rights transfer to the West Pasaman Regency government. Theissue stems from internal conflicts among Nagari Kapa's customary elites,impacting PT PHP I as the HGU holder. The disputed area encompasses 315hectares of PT PHP I's land, occupied by the community since 2020. Usingethnographic methods, the study explores community and tribal leaders'(Ninik Mamak) perspectives on customs and land status. Interviews wereconducted with 10 groups of tenant farmers on PT PHP I's core HGU landand 5 Ninik Mamak. Findings reveal that land status, under the BabingkahAdat system, is determined by the Pucuk Adat and transferred according toAdat Diisi Limbago Dituang and Siliah Jariah customary requirements.However, some community members oppose this mechanism, occupying landdesignated as PT PHP I's HGU, and thus, they collectively claim the land ascustomary territory of the Nagari Kapa community.

Abstract

Despite MSMEs' crucial role in Indonesia's economy, their utilization ofartificial intelligence (AI) remains restricted. This paper investigates theadoption of artificial intelligence (AI) among micro, small, and mediumenterprises (MSMEs) in Indonesia, providing a comprehensive analysis of thedifficulties and potential advantages. AI implementation is essential for thesebusinesses because it may significantly enhance economic growth throughimproved productivity, cost reduction, and increased competitiveness.Furthermore, AI facilitates the decision-making process and fosters data-basedinnovation. The study investigates the correlation between competitivepressure, top management commitment, staff adaptability, perceived utility,and simplicity of use in the adoption of artificial intelligence (AI) amongmicro, small, and medium enterprises (MSMEs) in Indonesia. By addressingthese gaps, we can enhance our comprehension of how MSMEs can utilize AIadoption as a marketing tool, thereby fostering their growth and success. Theresults emphasize the significance of top management commitment (TMC),employee adaptability (EA), perceived usefulness (PU), and perceived ease ofuse (PEOU) in encouraging the adoption of AI among micro, small, andmedium enterprises (MSMEs) in Indonesia.
